Manmohan Singhâs Absentee Leadership
Its been over a month since PrimeMinister Manmohan Singh has been indisposed. An entire Lok Sabha session haspassed by without even thetoken presence of an unelected Prime Minister inthe âHouse of the Peopleâ. To highlight the absentee leadership of a fastfading Manmohan Singh, thePrime Ministerâs Office sent a message to be readin absentia.It must be without parallel in any modern democracy that anentire month goes by with theChief Executive in absentia. In fact the only regimes that come to mind which seem to get by with indisposed leaders are Communist Dictatorships. It was routine in the erstwhile Soviet Union to have clinically dead General Secretaries of the CPSU function as the nominal head of state for weeks if not months. More recently Communist Dictatorships inthe failed States of North Korea and Cuba have had indisposed Heads ofGovernment for months. So how is it that the worldâs largest democracy gets by with an indisposed Prime Minister for more than a month at a time when the World is in the grip of the worst economic crisis ever? India has suffered its worst ever Terrorist Attack, elections to the next Parliamentare only a couple of months away with not even a whisper in the media asking uncomfortable questions on how the nation can be taken for granted by the Sonia Gandhi lead Congress Party. It is as much a reflection on the complicity of the media as much as it is a reflection of the indifference of the polity that this extra-constitutional arrangement between Sonia Gandhi and Manmohan Singh has been sustained for 5 whole years with the sole objective of keeping the seat warm for the Nehru-Gandhi dynasty. The Leader of the Opposition and the BJPâs Prime Ministerial candidate Mr. L.K. Advani made an important point in his press conference at the end of the last day of the 14th Lok Sabha. The 14th Lok Sabha will be remembered for the many wrongs, the foremost being a crippling devaluation of the office of Indiaâs Prime Minister. In our system of parliamentary democracy, the Lok Sabha is directly elected by the people and hence enjoys a more democratic profile than the Upper House. By convention, most prime ministers in the past were members of the Lok Sabha. In the 14th Lok Sabha, we have had a Prime Minister who was not a member of the Lok Sabha. I am personally of the view that the Constitution should be amended to make it mandatory for the Prime Minister to be a member of the lower house. Offstumped fully endorses Mr. Advaniâs position that the Constitution must be ammended to put an end to this mockery of Democracy by which electile dysfunctional surrogates can be installed as the Chief Executive through the back door to serve the personal agenda of one individual and the vested interests of one family. Prime Minister Manmohan Singhâs absentee leadership of 5 years was marked by Executive Delinquency and Dysfunctional Governance. In its Open Letter of No Confidence on the UPA Government,Offstumped had said of Prime Minister Manmohan Singhâs uninspiring absentee leadership that this Prime Minister side stepped Parliament and undermined his own cabinet to virtually hand over to the Left Parties a remote controlon Governance for over 11 months. That India got by without a functioning Prime Minister in the past month is further testimony to the manner in which this Government was run on remote control for the last 5 years. That the nation did not even stand up and notice the absentee leadership of Manmohan Singh is a reflection of his irrelevance in the grand scheme of things.It is fitting that 5 years of Executive Delinquency and Dysfunctional Governanceshould be topped off by a month of Absentee Leadership. But the nation has paid a heavy price for this absenteeleadership as the Indian Express observed in its lead editorial yesterday titled âToo Little Too Lateâ. India cannot afford another 5 years of absentee leadership. India can not afford another 5 years of executive delinquency.India cannot afford another 5 yearsof dysfunctional governance. India definitely cannot afford yet another Electile Dysfunctional Surrogate for a Prime Minister. Come May 2009, Don't Forget and Don't Forgive.
