Their argument: all railway budgets in the previous government had been presented in Parliament after getting due approval of the Union Cabinet. Since the latter functions on the principle of collective responsibility, any adverse comment on the performance of the railway ministry in the last five years will be seen as a direct indictment of the Cabinet, and the prime minister himself.
