Let's get serious here. These facilities will become shell organizations almost instantaneously, i.e. huge budgets, buildings, foreign junkets for the powers-that-be and their cronies, empty libraries, and staffed by people with empty heads.
How many people who are accessible to the GoI are cognizant of the physics and engineering fundamentals of netcentric warfare and its relation to network topologies, side channel analysis, bots, practical aspects of cryptography/steganography/information hiding, and a myriad of other disciplines critical to such ventures?
It's high time people realized that the cyber-coolies which comprise India's so-called "IT miracle" aren't up to scratch when confronted with these important issues. One wonders whether one should weep at seeing the announcement of such grandeous/delusional plans, or sigh, or ROTFL.
