I do appreciate your enthusiasm for India-Pakistan Dialogue-Trade etc. but do feel that you are innocent of the malaise that has afflicted Pakistani Industry-Commerce in General and the Pakistan Railways in Particular.
It would be better if you were to read the ââ¬ÅSagaââ¬Â of the 69 Diesel Locomotives procured from China a few years ago which have not lasted for even Five Years under the Auspices of the ââ¬ÅEnlightened Management of Pakistan Railways.
These 69 Chinese Locomotives are lying in ââ¬ÅParksââ¬Â and will be eventually scrapped as in addition to a severe lack of maintenance due to lack of ââ¬ÅFinancesââ¬Â for spare parts, lubricants etc. the Pakistani Railways ââ¬â as ââ¬Åvoicedââ¬Â by my Pakistani sources ââ¬â has an abysmally trained labour force especially the Locomotive Drivers who are ââ¬Åminimallyââ¬Â educated. In this respect one would rather add ââ¬Åif at allââ¬Â.
Thus Pakistan Railways has to undergo a complete overhaul and it would be better if Indian Railway Equipment Suppliers in General and ââ¬ÅRolling Stockââ¬Â Manufacturers in Particular avoided Pakistan Railways like the proverbial ââ¬ÅPLAGUEââ¬Â.
Even more hazardous is the condition of Pakistan Railway Tracks and Bridges which have achieved ââ¬ÅDangerousââ¬Â Levels of Safety.
In addition the Government of Pakistan ââ¬â Pakistan Railways is a PSU ââ¬â has no money at all. Pakistan still owes India the astronomical sum of Indian Rupees Three Hundred Crores since 1947, a sum that is worth at least Two to Three Hundred Times in todayââ¬â¢s money. Thus Pakistan will ââ¬ÅNEVERââ¬Â pay India for any ââ¬ÅCapital Equipmentââ¬Â.
Tomatoes, Onions, Potatoes ââ¬â YES. Capital Equipment like Railway Locomotives ââ¬â NO.
Today it can be said :
