What else can commies think? Taking a leaf out of China book, this is draconian at best. This is how tyranny creeps in. Meanwhile, ND Tiwaris and Lalus will sit to decide upon the passage of the bill. While the powerful spread their seed, the weak is prevented. Sheer instinctual darwinistic tactics - survival of the fittest (genes in the long term).
