Corruption can be discouraged only when exemplary punishment is meted out to those who commit it. That is where the role of Dr.Swamy comes into play. There are already laws in this country providing for punishments but the ruling party has been flouting those laws with impunity. In fact using their power they pick the opposition legislators to inflict punishment on them, not to discourage corruption but to score political victory. Catching of these unholy politicians and punishing them is a very important but very risky, daring and persevering task because those in power would use it (as you have rightly pointed out)and use it mercilessly and vehemently against the people who oppose them. You can imagine how dangerous for anyone to fill the shoes of Dr.Swamy who is aiming at people like P.Chidambaram and Sonia Gandhi.
You can write any number of laws but if it is not possible to enforce it then it is not worth even the paper written on it. The CBI has been acting subservient to Sonia, the CJI was acting subservient and even the President of India is acting subservient to this foreigner. Do you have high hopes for the Lokpal to do any better? That is where Baba Ramdev comes into picture to gather people in a manner much different from Anna Hazare. BJP is not in the arena because it has drawbacks that militates against the campaign much the same way it is happening with Anna's team.
You know how keenly the Congress party is going after the BJP in Karnataka and Gujarat. Here is an example of the Govt. going after the opposition in UP:
