Vishal, It's not so simple, IMHO.
There are some unwritten rules, that must be followed at all times, depending on the necessity, of course.
Say, u start taking out one of their leaders every day. Even though u deny it, their Inteligence Services would know who's behind it. It's not possible to hide it day after day. Now, if we have a good intelligence network, there, they also have a big ass network on our soil. Once you start the process of targeted assassination it escalates pretty much like a nuke escalation scenario. And once the process reaches a critical stage, loosing hope of even surviving in TSP's case, there's no controlling it. It would get nasty, and beyond control, on both sides.
The idea should be to use your #1 as a catalyst action in a civil war like situation. Not by itself.
