Indian troops in Kashmir were on high alert on Monday to prevent a planned protest march to the Pakistani part of the divided region amid worsening religious tensions, officials said.

<b>Kashmiri separatist leaders</b>, who called the march to demonstrate against an economic blockade of the Muslim-majority Kashmir valley by <b>Hindu extremists </b>living further south, were also placed under house arrest, police said.

Tensions flared in June when the government of Jammu and Kashmir said it was donating a portion of land in the mountainous area to a Hindu pilgrimage trust.

That decision sparked over a week of violent protests by Muslims that left at least six people dead, forcing authorities to cancel the plan.
That in turn prompted riots in the Hindu-dominated Jammu part of the state, as well as efforts by Hindu hardliners to block road access to the Kashmir valley -- which has badly hit Muslim traders.

Muslim separatists have now threatened to attempt a march across the heavily militarised Line of Control to highlight what they say is the Kashmir valley's proximity to Pakistan rather than the rest of India.
"We have deployed thousands of police and paramilitary to prevent today's march," a top Muslim police officer said on condition he not be named.

In the Kashmir valley's main city, Srinagar, police were also preventing all types of vehicles from entering the city, an AFP reporter said, while separatist leaders Syed Ali Geelani and Mirwaiz Umar Farooq were placed under house arrest.

<b>The Hindu blockade of Kashmir </b>has badly hit fruit growers unable to sell their produce, and has led to shortages of essentials like medicines.

Fruit growers and traders had also vowed to try and cross the sealed-off Line of Control so they can sell their produce in Muzaffarabad, the capital of Pakistani-Kashmir.

Police said they detained over 100 fruit growers and traders across the valley and deflated tyres of trucks hours before the march was to start.

<b>On Sunday, India's Home Minister Shivraj Patil appealed for calm and said Muslim traders would be compensated.</b>

जम्मू/आरएसपुरा, जागरण टीम : केंद्र सरकार के सर्वदलीय प्रतिनिधिमंडल तथा श्री अमरनाथ संघर्ष समिति के बीच हुई बातचीत बेनतीजा रहने से आहत एक युवक ने जहरीला पदार्थ खा लिया। उसे जीएमसी में भर्ती कराया गया है जहां उसकी हालत की गंभीरता को देखते हुए उसे वेंटिलेटर पर रखा गया है। युवक की पहचान अनिल कुमार शर्मा पुत्र वीरभान शर्मा निवासी वार्ड नंबर-6 आरएसपुरा के रूप में हुई है। अनिल के परिजनों ने बताया कि शनिवार को वार्ता के विफल होने के बाद से ही वह क्षुब्ध था। रविवार सुबह वह घर से बाहर गया और कोई जहरीला पदार्थ खाने के बाद अपनी गली में जोर-जोर से बम-बम भोले के नारे लगाने लगा। इतना ही नहीं, अनिल ने वहां तैनात सीआरपीएफ जवानों के पास जाकर उसे गोली मारने को कहा। इस बारे में सूचना मिलते ही परिजन मौके पर पहुंचे तो अनिल की हालत काफी खराब लग रही थी। उन्होंने उसे तुरंत उपजिला अस्पताल ले गए जहां डाक्टरों ने प्राथमिक उपचार के बाद उसे जम्मू मेडिकल कालेज (जीएमसी) रेफर कर दिया।

Shivraj Patil did not leave this opportunity to play his traditional appeasement card, even in mid of this grim situation.

While he gave nothing to Jammu businesses, he has declared a compensation package for the Valley traders who have "suffered losses due to the economic blockade".

While he showed tremendous sympathy towards the Kashmiris who are dying to take their merchandise to Pakistan and POK for sale -- his stand towards Jammu people for blocking the Highway was equally stern.

आए थे हरि भजन को, ओटन लगे कपास यह कहावत राज्य के हालात सामान्य बनाने के लिए केंद्र से आए सर्वदलीय प्रतिनिधिमंडल का नेतृत्व कर रहे केंद्रीय गृहमंत्री शिवराज पाटिल पर सही उतरती है। सभी को उम्मीद थी कि यह प्रतिनिधिमंडल कुछ देकर जाएगा जिससे जम्मू के लोगों की आहत भावनाओं पर मल्हम लगेगा लेकिन दो दिनों तक रियासत में रहे इस प्रतिनिधिमंडल के साथ स्थानीय नेताओं की बैठकों में क्या हुआ, किसने क्या बोला और किसने क्या सुना, यह तो वही बता सकते हैं। अंदर की बात वही जानते हैं। बाहर आकर उनके दावे तो लुभावने ही हैं। यह तो सभी को मालूम है कि प्रधानमंत्री द्वारा भेजा गया यह दल सिर्फ हालात का जायजा लेकर, सभी दलों से बात करने के बाद अपनी एक रिपोर्ट बनाकर प्रधानमंत्री को देते हुए विवाद सुलझाने का कोई फार्मूला देगा। लेकिन किसी को उम्मीद नहीं थी कि यह दल या इसका नेतृत्व कर रहे केंद्रीय गृहमंत्री शिवराज पाटिल कश्मीर के तुष्टीकरण की परंपरा जारी रखेंगे। उन्होंने कश्मीर के फलोत्पादकों व अन्य व्यापारियों का पूरा ध्यान रखते हुए जम्मू के व्यापारियों और अन्य लोगों को पूरी तरह नजरअंदाज कर दिया। नुकसान तो जम्मू भी झेल रहा था लेकिन वहां किसी पर नजर-ए-इनायत नहीं हो सकती क्योंकि उनके पास केंद्र को ब्लैकमेल करने के लिए कुछ नहीं है। इससे भी ज्यादा केंद्रीय गृहमंत्री ने जितनी सख्ती हाईवे को खुला रखने के मामले में दिखाई, उतनी ही नर्मी उन्होंने उन लोगों के प्रति दिखाई जो सोमवार को मुजफ्फराबाद जाने के लिए बेकरार हैं। हालांकि उन्होंने अलगाववादियों का कोई उल्लेख नहीं किया लेकिन फलोत्पादकों से कहा कि वे ऐसा कोई काम न करें जिससे अलगाववादियों को शह मिले। लेकिन मुआवजे की मांग पूरी होने और हाईवे खुलने के बावजूद अलगाववादियों की गोद में बैठे इन लोगों के खिलाफ उन्होंने कहीं भी सख्ती नहीं दिखाई। उन्होंने तो अलगाववादी तत्वों को भी कुछ नहीं कहा। अलबत्ता, कश्मीर के तुष्टीकरण से नाराज लेागों को उन्होंने जरूर कानून का डंडा दिखाते हुए कहा कि लॉ विल टेक इट्स आऊॅन कोर्स, इफ एनीवन ब्लाक हाईवे। श्राइन बोर्ड को अस्थायी तौर पर जमीन देने पर भी वह कश्मीर के नेताओं को समझाने में पूरी तरह असमर्थ रहे। वह उन्हें ... शेष पृष्ठ 9 पर

जम्मू, संवाद सहयोगी : दोमाना थानांर्गत पटोली ब्राह्मणा में रविवार सुबह क‌र्फ्यू में ढील के दौरान सेना के जवानों ने जम्मू-अखनूर हाईवे पर प्रदर्शन कर रहे लोगों को बेरहमी से पीट डाला। इतना ही नहीं ढील में जवानों ने वाहनों की आवाजाही को बाधित कर दिया। और लोगों को घरों से बाहर तक नहीं आने दिया। इससे लोग भड़क गए और उन्होंने सेना के खिलाफ नारेबाजी शुरू कर दी।

हुआ यूं कि ढील में सुबह करीब ग्यारह बजे पटोली ब्राह्मणा के क्षेत्रवासियों ने भूमि की वापसी के हक में विशाल रैली निकाली, जो कई क्षेत्रों से होती हुई जम्मू-अखनूर हाईवे पर पहुंची। आंदोलनकारियों ने एक पेड़ को काट पर मार्ग को अवरुद्ध कर दिया। इस दौरान मार्ग से सेना के कुछ वाहन गुजर रहे थे। रास्ता न मिलने से बिफरे सेना के जवान वाहनों से नीचे उतरकर प्रदर्शनकारियों को पीटने लगे। इस दौरान अफरातफरी मच गई। जवानों ने निहत्थे लोगों पर जमकर लाठियां बरसाई और रास्ते को खोल कर अपने वाहनों को वहां से निकाला। कई लोगों को गंभीर चोटें आई। इनमें महिलाएं और बच्चे भी शामिल थे। इतना ही नहीं सेना के जवानों से प्रशासन द्वारा क‌र्फ्यू में दी ढील को नहीं मान मार्ग को सील कर तारबंदी कर दी। स्थानीय लोगों का आरोप है कि जवानों ने उन्हें जबरन घरों में रहने के आदेश दे दिए जिससे पूरे इलाके में स्थिति तनावपूर्ण हो गई। लोगों ने सेना की इस कार्रवाई का विरोध जताने का प्रयास किया, पर सेना की मौजूदगी के चलते वह प्रदर्शन नहीं कर पाए। गौरतलब है कि रिहाड़ी कालोनी में बीते दिनों रैली कर रहे लोगों को सेना द्वारा गोली मारने की चेतावनी देने पर क्षेत्र में हंगामा मच गया था। गुस्साए लोगों ने तारबंदी को उखाड़ फेंका था।

Satya, The interesting thing is the Hurrirats ad PDP think that there is potential for help from TSPA. Thats why they keep touting the Muzafarabad option to ship goods etc. The Hurrirats have lost the US support once the deal is underway. PDP is marginalized. Need to disabuse them of the TSP option.

The big picture to understand is the Secularists ensured that Kashmir Valley dominates the J&K politics due to demographics and Legislature seat allocation to ensure Jammu and Ladakh stay under their sway. With gradual radicalization of Kashmir Muslims this has led to the de-facto creation of Dar-ul-Islam in J&K where the tyranny of the majority is imposed over all other subjects - Hindus and Buddhists.

Article 370 was enshrined to protect the Kashmiiryat which was the unique way of life for the Kashmiris. It was to assure them they wont be swamped by Indians from other states and they could continue their culture. However with the radicalization and fundmentalizatin of Kahsmiri Muslims it is being used to create Dar-ul-Islam inside India. That is the core problem.

Art 370 was good when it was enacted. Now its not good. The Kashmiris have broken the bargain by radicalizing and breaking Kashmiriyat already. The farcas over the temporary land use for Hindu pilgrims is really an Islamist issue. Its assertion of Dar-ul-Islam. It is not a Kashmiriyat issue.

One can't clap with one hand. Hence Art 370 has to be revoked as Kashmir Valley politicans are radicalizing and enforcing Dar-Ul-islam which breaks the Kashmiriyat mileu.

Or how about Mumbai which has basically become a Hindi speaking city, so if Marathas ask for article 370 or something along similar lines, should it be enacted?

It was plain old Muslim appeasement that made them do it, and if this "Kashmiriyat" was so strong then why did riots against Pandits take place even before partition in the valley?

It was never good to begin with and laid the groundwork for what we see today, when Nehru was ranting day in and day out about India being secular and the biggest danger being Hindu "fanatics" declaring that it was a Hindu nation, why the explicit double standards for Kashmir only because of its Muslim majority demographic.

It was a mistake to begin with and should be rectified as soon as possible with a few million settlers brought in from UP and Bihar into the Valley and also opening the gates for the scum who want to go to Pakistan.

Agreed. The fact is, this is a special concession, just like reservation. And, like it, it will be impossible to get rid of.

BV, Tamils and Telugus and all others are the core of India. Right after independence it was essential to ensure J&K accession to union of India and have a contiguity with Central Asia. The British and TSP colllued to detach the Northern Areas and that led ot the first Kashmir war in 1947. The Kashmiriyat was slogan raised in the early 1930s and Art 370 was enacted to assure them. BTW, this Kashmiriyat was policy of Maharaja Hari Singh as one of the resonses to the demands of the people.

What I am syaing is that Art 370 was there to protect Kasmiriyat but with he radicalization of Kashmiri Valley Muslim, the social contract was broken and Art 370 doesnt apply. Please read the entire post and parts that you dont like.

Yeah... I suppose Jammu Hindus learnt this soon enough.

By the way saw an ad that a new Hindi movie is coming called 'Ugly aur Pagli'. I hope it is on this 'kashmir ki kali' and has a song too ...mehbooba... etc.

Addressing a Press conference in Jammu on Monday evening Convener of the Sangharsh Samiti Leela Karan Sharma said, "in the absence of any response from Governor NN Vohra in reply to submission of their written demands on July 31 the Sangharsh Samiti has decided to go ahead with its scheduled programme of distributing Shiv raksha sutras' to all activisits across the Jammu region.

Sharma said on Raksha Bandhan day activisits of the Samiti would distribute and tie these sutras on each others wrists along with security personnel. He claimed support of over 150 social,political and religious organisations and said the agitation would continue till it meets its logical end. Responding to the allegations of 'economic blockade of Kashmir' and march to Muzaffarabad, Leela Karan Sharma said the Government of India should not stop people of Kashmir from crossing the LoC to enter Muzaffarabad along with their products. "Let them go to Muzafarrabad".

He said Kashmiri leaders have been blackmailing the Indian Government for the last 60 years but this time the Centre should not succumb to their machinations and see to what extent they can go to blackmail the Indian establishment.
