Both the Dawn and the Telegraph have reported that "clear differences in perception" have surfaced between army chief General Ashfaq Parvez Kayani, President Asif Ali Zardar Zardari and Prime Minister Yusuf Raza Gilani.

The distrust between the army and the government dates back to before the Mumbai attacks, as the two sides have disagreed over how to conduct the "war on terror' and reform the ISI.

Pakistan has spent half of its existence under military rule and the latest dictator, General Pervez Musharraf, resigned as president in September after spending eight years in power.

Gen Kayani has since announced the military's withdrawal from politics but it remains a strong influence on all major decisions ranging from foreign policy to the economy.

A senior Pakistani army official was quoted by The News newspaper as saying that several Taliban militant leaders were "patriots" for offering to fight against India.

The official was quoted as saying: "We have no big issues with the militants in Fata [the tribal area]. We have only some misunderstandings with Baitullah Mehsud and Fazlullah. These misunderstandings could be removed through dialogue."

Pak accepts terrorists may be from its territory : US

WASHINGTON : The terrorist massacre in Mumbai was plotted in Pakistan and was executed by Pakistanis, Indian and US officials now agree. The big question now : How culpable are the Pakistani government and its military and intelligence agency, and how can the answer be handled either way it turns out?

Thatâs the tricky issue facing New Delhi and Washington as they put together pieces of the terrorist jigsaw to claimed 170-plus lives, including nearly 40 Muslims and nationals from 10 countries.

US advice to India : wait and see how Pakistani government cooperates in the investigation before any punitive action. US directive to Islamabad: prove your protestations of innocence and non-complicity at the official level, with a full and transparent cooperation in the face of overwhelming evidence that the footprints of the terror attack lead back to Pakistan.

This is the gist of the exchanges between the three countries. On Tuesday, Washington broadly accepted Indiaâs contention, based on evidence now shared with US law enforcement and intelligence agencies that the terror trail led to Pakistan. The preponderance of proof include detailed confessions by the one surviving terrorist, GPS tracks, e-mail and electronic tracks, telephone intercepts, and ordnance and forensic evidence, among other things.

US acceptance of Indiaâs case â dismissed out-of-hand as knee-jerk, premature etc â was signaled by an unnamed senior American official who was quoted by Reuters as saying ''There are a lot of reasons to think it might be a group, partially or wholly a group, that is located on Pakistan's territory.''

The official, accompanying Secretary of State Condoleezza Rice on her trip to the sub-continent, also said Islamabad had accepted the ''possibility that there might be people located on Pakistani territory,'' involved in the attack and had promised to cooperate in the investigation.

On record though, the state department continued to give Pakistan some breathing space, saying ''itâs too early to say where these attackers originated from â where they originated from, who was behind these attacks.'' The White House took the same line on Monday, enabling a relieved Pakistani press to crow that Islamabad had been declared innocent.

But every a cursory reading beyond the generalities indicate anything but a clean chit. ''The investigation will obviously point us in a certain direction. But we need to let the investigation take its course. Finger-pointing is not necessarily the best thing at this particular time,'' State Department spokesman Robert Wood said, while offering a dead giveaway to the origins by immediately adding, ''However, itâs incumbent upon Pakistan to do what it can to make sure that theyâre cooperating with this investigation, and help bring these culprits to justice.''

The tricky problem both New Delhi and the international community faces is in determining the culpability of the Pakistani government and its extent â whether through over or covert complicity or through inaction and denial.

Intelligence circles say Pakistanâs government has always tried to maintain a ''plausible deniability'' in all its covert activity, including sponsorship of terrorism and nuclear proliferation. For instance, even in the AQ Khan case, Islamabad initially denied proliferation, then insisted Khan had gone rogue and done it on his own. Khan now says the government was very much in the loop and authorised it.

In the Mumbai terror strike, intelligence circles surmise that it is possible the ISI had ''outsourced'' the operation to a former controller now functioning as a LeT commander or operative, who may or may not have turned rogue. Since preparation for the strike is thought to have stretched a year or more, it was conceived well before the current civilian government took change, and it might have happened without its approval or knowledge.

But no one, including Pakistani experts, doubts that LeT is a creation of the ISI, whose officers are often seconded to the terror group. ''Lashkar-e-Taiba was fostered by ISI as a surrogate to help Mujaheddin by Kashmir...in recent years they have broken out of control from ISI,'' Shuja Nawaz, a thoughtful Pakistani scholar and brother of former Army chief Asif Nawaz Janjua, who has written a candid history of a militarized Pakistan titled ''Crossed Swords,'' said on public television on Monday, openly articulating what is said in hushed whispers in Pakistan.

Nawaz said the LeT is still operating in Pakistan, holding large meetings and collecting funds, and a true test of Islamabadâs commitment will be to act on it now. ''If there is any ambivalence (towards LeT), now is the time...there should be no reason not to act,'' he said.

But going by past record, chances are bleak that Pakistan will stick to any commitment on crackdown or cooperation particularly since the military still seems to call the shots in Islamabad. A study of past crises between the two sides compiled by the Washington-based Stimson Center elaborately chronicles Islamabadâs fudging and double-speak on the terrorism issue based on interviews with U.S officials.

In one chapter, the study relates how former military ruler Pervez Musharraf kept fudging the infiltration and terrorism issue by telling U.S Deputy Secretary of State Richard Armitage that ''nothing is happening'' across the Line of Control. Armitage, it says, insisted on a more than a present-tense commitment from Musharraf.

''General Musharraf also claimed that training camps for militants did not exist on Pakistani soil. Armitage shared with Musharraf evidence to the contrary,'' the study relates. Musharraf finally commits not to allow Pakistan and the territory under its control not to be used for terrorism. ''Was Musharrafâs pledge substantive or just expedient? ''the study asks, going to suggest that it was mostly the latter.

IMF makes Pakistan credit conditions public

ISLAMABAD : IMF has finally released the strings attached to its Pakistan credit, which binds the government of Pakistan not borrowing any more during the current fiscal year from the State Bank of Pakistan, while the subsidy on electricity would be withdrawn by June 2009.

International Monetary Fund (IMF) has made public the binding clauses incorporated in the finalized agreement for $7.6 billion loan extended to Pakistan. IMF 23 months long loan program conditions spread over a document containing 24 pages said that Pakistan would have to raise its national growth rate to 7 percent and bring down the inflation rate to 5 percent by 2012, while the target of keeping the foreign current account deficit restricted to $10.6 billion i.e. 6.5 percent of the GDP by the end of the current fiscal year has been given. The target for Pakistanâs economic growth for the next fiscal year has been set at 5 percent, while that of inflation at 13 percent.

India suspends cross-LoC trade

NEW DELHI : India has reportedly suspended the much hyped cross-Line of Control (LoC) trade in Indian-held Kashmir (IHK) in the wake of the Mumbai terrorist strikes. A local news agency reported that the Indian Army on Tuesday refused to open the gates at Chakan da Bagh on Poonch-Rawakalot road in IHK. Trucks laden with goods were turned back from the LoC. The district administration said they had been given no prior information that trucks would not be allowed to cross the LoC. âThe army officers told us that they have been asked not to allow any trade until further orders,â an IHK government official said. Indian army sources said the denial of permission for trade on Tuesday was not linked to the terror attacks in Mumbai. Brazil approves sale of 100 missiles to Pakistan

BRASILIA: Brazilian authorities gave approval for the sale of 100 missiles to Pakistan which can be used in air-to-surface attacks on radar tracking
installations, Defence Minister Nelson Jobim said.

The MAR-1 medium-range missiles made by the Brazilian firm Mectron are tactical anti-radiation weapons whose existence was kept under wraps for many years, according to Jane's Information Group.

Jobim called them "very effective ways to monitor" areas flown by war planes, and said the deal with Pakistan, originally signed in April this year, was worth 85 million euros ($108m).

He dismissed suggestions that the transaction might be questioned in light of last week's Islamist extremist massacre perpetrated in Mumbai, India, which some Indian officials suspected was launched from within Pakistan.

"Brazil negotiates with Pakistan, not with Pakistani terrorists," he said.

"To cancel this deal would be to attribute terrorist activities to the Pakistani government."

ISLAMABAD - Taleban fighters battling Pakistani soldiers near the Afghan border volunteered Tuesday to fight alongside the army if war breaks out with traditional foe India over the Mumbai attacks.

Analysts say the offer is meant to fan the flames of anti-Hindu sentiment and draw support away from Islamabad's fight against al-Qaida and Taleban militants in the tribal regions close to Afghanistan.

The government, which is appealing for calm, has not responded to it.

"That is what they would love, to see the attention of the Pakistan army shift from the tribal areas to the eastern border with India," said defence analyst Hasan Askari Rizvi.

The Taleban's offer came in a video recording by its deputy chief, Maulvi Faqir Mohammad, that was made available to reporters Tuesday.

"If India launches a war on Pakistan, we will divide the fight into two parts. The air defence will be the responsibility of the military, and the Tehrik-e-Taleban Pakistan will fight the war on ground," he said. "If it makes a mistake to attack Pakistan, Tehrik-e-Taleban will defend Pakistan and Islam."

Tehrik-e-Taleban is headed by Baitullah Mehsud, a militant blamed by Pakistan for the assassination of the country's moderate ex-premier, Benazir Bhutto. Bhutto's widower is President Asif Ali Zardari.

The group is accused of other suicide attacks in Pakistan and is strong in the tribal regions, where Osama bin Laden and other al-Qaida leaders are believed to be hiding out.

"The Taleban want to generate goodwill for themselves in Pakistan by emphasizing they are friends of the government," said Rizvi. "A lot of Islamist elements and parties have been saying that the real threat to Pakistan comes from India rather than Taleban, so why should the military fight them?"

The nuclear-armed nations have fought three wars since the subcontinent was divided in 1947, two over the Himalayan region of Kashmir, which is claimed by both.

The Mumbai attackers are said by New Delhi to have been trained by the banned Pakistani militant group Lashkar-e-Taiba, a banned Pakistani militant group with roots in the disputed Kashmir region.

There have long been suspicions that Pakistan's military and intelligence services helped create, arm and train Lashkar-e-Taiba as a proxy force against India's much larger military.

The countries began a slow-moving peace process in 2004, but mutual distrust of India runs high in Pakistan, which for years demonized its giant eastern neighbor.

"The Mumbai incident is an Indian conspiracy against Pakistan," said Qari Shafiqur Rahman Alvi, spokesman for banned extremist group Sipahe Sahaba. "They are making grounds to attack Pakistan by falsely implicating Pakistan and its Islamic groups."

Despite tensions on both sides, few observers see the likelihood of full-blown conflict breaking out. But they note that even a further slowing to the peace process would benefit Pakistan's hardliners.

"It's not a matter of all out war, the real threat is will they stop talking to each other, that gives the space to the spoilers that will lead to more tension, more crises in the future," said Samina Ahmed, a South Asia expert at the International Crisis Group think tank.

Pakistan's 8-month-old government has said it is willing to co-operate with New Delhi in investigating the Mumbai attacks, but must balance that against demands from Muslim politicians and nationalists that it not be too soft.

In a sign of the resonance the anti-India message still has, the country's often fractious political leaders issued a statement Tuesday condemning the attack but criticizing the "unsubstantiated allegations made in haste against Pakistan."

They also stressed they supported the army's right to defend the country's security interests.

"As far as issues like this, we all are one," said opposition leader Nawaz Sharif. "The whole nation is one."

While islamism has been mounting physical terrorist attacks on India and Hindus, christianism has been perpetrating subtle and covert psychological terrorist attacks on India and Hindus, and also sponsors islamic terrorism. Both terrorist ideologies are equally bad.

Christians hope to reap a harvest in India with the terrorist situation they have created and fostered, just as they did in the NE in the 80s because of the strained situation there which they took heavy advantage of and inflamed.

Never trust christianism. Christians want themselves to come across as the objective, innocent (victimised) heroes in the history of the future. While islamists are shown to be blatant villains the world over, christianism has been covering the tracks of its terrorist activities since a long time. (Hence the non-transparency in who owns India's anti-Hindu English language media, the existence of crypto christians and their use of external Hindu symbols and names to dupe people, and the frequent cases of crypto christos exposing only their communist tags, etcetera).

KARACHI : Pakistanâs foreign currency reserves jumped $2.485 billion or 38 per cent to $9.081 billion in the week ended on November 29, 2008 after the country received the first $3.1 billion tranche of the IMF loan. Reserves in the previous week that ended on November 22 stood at $6.596 billion. Liquid foreign reserves with State Bank of Pakistan (SBP) improved to $5.942 billion from the previous weekâs $3.438 billion. However, those held by other banks were down to $3.139 billion from $3.157 billion

Delhi tightens visa policy for Pakistanis
