For congresswalas the dynasty has been the means to loot the public. congresswalas would not give the time of the day to the dynasty had this not been the case. Previously, if someone betrayed or became useless to indira, they would be dumped. For the last 20 years, the punitive action had been missing. That is how VP singh and other jokers had been able to revolt, which would have been unthninkable during indira's time. if the italian can command the same respect in the polls, she can become another indira with no one to oppose her and those daring to revolt decimated. Even as the former foreign minister, who has positioned himself as a symbol of anti-Americanism, flirts with the leaders of both the Left and Right camps as well as Sonia-baiters George Fernandes and Amar Singh, the Congress is still waiting for the appropriate time to act.
"Appropriate action will be taken at an appropriate time," Parliamentary Affairs Minister Priyaranjan Dasmunshi told reporters. "What action will be taken against Natwar Singh will depend upon the disposal of the privilege notice in both Houses of Parliament, and till the Congress Party studies the Pathak Committee report in detail," he added.

Sources said that the <b>Congress managers were making eleventh hour efforts to persuade Natwar Singh to keep Sonia Gandhi out of his line of fire. However, so far the Jat leader has refused all such overtures</b>.
On Sunday, Dasmunshi called up Natwar on the telephone five times but gave up as Natwar did not come on the line.
Meanwhile on Monday, sources close to Natwar Singh said that BJP leader Yashwant Sinha and JD(U) leader Digvijay Singh met him at his residence after the House was adjourned for the day. Observers feel that he was advised by the duo not to speak his version before the media but to wait to make a statement in the House itself.
Sources in the Congress told The Pioneer that senior <b>Congress leader Oscar Fernandes has also been asked to mollify Natwar Singh. The only concession which Natwar has made so far is to say that his privilege motion is not against Prime Minister Manmohan Singh, but against the institution of the PMO</b>.
However, sources in Parliamentary Affairs Ministry said that the language of Natwar's privilege notice indicts the Prime Minister himself for the alleged leakage of the Pathak Committee Report.
There is a feeling in the Congress that the privilege notice against the Prime Minister will not be accepted by the Speaker of Lok Sabha and Chairman of Rajya Sabha, but what can happen at the most, is that the Prime Minister may have to issue a statement of regret in both the Houses on the leakage of the report. During the NDA regime, former Prime Minister Atal Bihari Vajpayee had done the same on a privilege notice by senior Congress leader Dasmunshi himself.
As far as investigations of the leakage was concerned, Congress feels that the way the NDA and the Samajwadi Party have reacted on the issue, is part of a strategy to create trouble for the UPA.
To a question if the Government proposes any action against the media for the leak, Dasmunshi said, "Under the rule, a journalist is bound to disclose his sources as far as privilege of Parliament is concerned. But we don't want to go to the extent of grilling a journalist in this matter."
<b>While the Congress is trying hard to soften Natwar Singh, it is ready to debate the Pathak Committee report in both the Houses where Natwar will also get a chance to speak. However, the party is not willing to give Natwar Singh a chance to make a statement on the issue outside the purview of the debate.</b>

The Justice R.S. Pathak Authority into the Iraq food-for-oil issue has acted in record time to clear the Congress Party and Sonia Gandhi, but has indicted Natwar Singh. And now we will have three government agencies that will use every method possible to fulfil the political objective and <b>Natwar Singh along with friends and business associates will be targeted and harassed. But they will not be alone, as political support for Natwar Singh and his family is very much there. Of course, the "loyal" media will malign him with speculative stories</b>. I think it will be wise for all concerned to use the high court and the Supreme Court for justice as the politics of vendetta will continue as things become difficult. It is most unfortunate that the Justice Pathak report should have got leaked almost immediately after it was ready and even before the Prime Minister could see it. It seems that someone was rather desperate to get the view across that the Congress was clean and that Natwar Singh was guilty. The attempt was to keep away the Opposition forces from supporting the former foreign minister and keep him isolated. But, clearly, this was poor political management as it disregarded the current political situation where the Third Front is more than a reality.
The Congress and Sonia Gandhi are under pressure as elections approach in Uttar Pradesh, Uttaranchal and Punjab; and there is trouble in all three states. Things are further complicated by the personal agenda Sonia Gandhi has against Mulayam Singh, Amar Singh and the Bachchans. And now Natwar Singh will be added to this list for "special treatment." <b>The politics of vendetta is in full swing and instead of using political skills â which do not exist â government agencies are being used to settle political scores. The CBI, income tax department, Enforcement Directorate are all being used for this purpose. Look at the partisan manner in which the system is working, as "allies" (Lalu Yadav and Mayawati) are being protected</b>. In many cases, the Supreme Court has to intervene to ensure that the cases continue; and on the other hand, look at the treatment meted out to the Samajwadi Party where all its leaders and friends are being subjected to harassment. The same applies to J. Jayalalithaa of the AIADMK â where the CBI has filed a case â and to the TDP leaders. It is clear that this will lead to retribution sooner than later, as political leaders are rarely frightened by these methods.
<b>There are few innocents in politics and Sonia Gandhi is no exception. Justice R.S. Pathak makes no mention of the letter written to Saddam Hussein by Sonia Gandhi</b>, and this only complicates the issue and creates confusion in public mind. Facts are often forgotten and public opinion is formed by impressions, and when confusion exists, then everyone concerned has something to lose. The Volcker issue is more about political propriety, and clearly, Natwar Singh, by writing the three letters has committed an "indiscretion." And if everyone knew about these letters, then he should have resigned on the first day and all this would not have been necessary. The issue is now complicated and caught in a political swirl and it would be difficult to separate fact from fiction. Leaks from ED to select media have little meaning unless backed by facts, and if facts are available then there would be no leaks.
We are moving into a very unfortunate situation and I think it is still not too late to take remedial action. Political battles must be fought in the political arena, and leaders who indulge in vendettas, are by nature insecure and threaten others with their own insecurity. And sadly, over the years, many have suffered as the hunters always become the hunted.
The challenge to the Congress will come from the Opposition, but also from within, unless the leader can lead and deliver electoral gains under adverse circumstances. Sonia Gandhi and Rahul will both have an opportunity to show their political skills in Uttar Pradesh. If they succeed, there will be little challenge to their political future. Numbers determine alliances and governance, and todayâs allies can be tomorrowâs enemies if political longevity is in danger. Coalition politics is never easy, but to indulge in reckless vendettas and petty acts makes survival very difficult. Leaders have to pay the price, while those who recommend harsh and punitive measures, melt away and find "new" leaders to exploit and further their political careers.

Congress on Friday night accused suspended leader Natwar Singh of "not speaking the truth" on the expansion of the delegation during his controversial visit to Iraq to include his son Jagat and Andaleeb Sehgal.
"Natwar is completely wrong and not speaking the truth" on the issue," party spokesman Abhishek Singhvi said adding that inclusion of Jagat and Andaleeb was "unauthorised" and never discussed with the Congress President Sonia Gandhi.
Besides, he said when Natwar wrote the three letters, which are at the heart of the controversy, it was never discussed with Gandhi and "never authorised by the Congress or the Congress President."
Singhvi said the former External Affairs Minister should decide what stand to take and should stop his "flip-flop-flip".
Addressing a press conference, Natwar Singh said his visit to Iraq in January 2001 was purely a "political" and there was no discussion on contracts, vouchers, bank accounts and receipts.
Besides, he said "Jagat and Andaleeb were never a part of the delegation."

New Delhi, August 14: Terming the Justice Pathak Inquiry Authority report as a 'flawed document', former External Affairs Minister Natwar Singh questioned the exoneration of Congress party when the Volcker findings had named both him and the party as non-contractual beneficiaries in the Iraqi oil-for-food programme.
Making a personal explanation in the Rajya Sabha, Singh said, "clearly Justice Pathak's conclusions dealing with the contract in which I was mentioned as non-contractual beneficiary and the contract in which the Congress party was mentioned as non-contractual beneficiary are at best questionable."
He said the Authority has not explained why he (Natwar) would ask for one contract in his name and another in the name of the Congress party.
"In neither case has he (Pathak) produced any evidence of my linkage except through surmises and assumptions. I will like to state with all my emphasis at my command that nowhere have I signed any contract, received any voucher, signed any receipt or made any transaction with any party," the suspended Congress leader said.
Although the report of the authority was a âflawed documentâ, it was categorical about what mattered most to him, he said.
"The authority has in clear terms said I and my son derived no financial gains from any source. We stand fully vindicated," he said.
The House heard with rapt attention as Natwar gave his personal explanation even though at one point of time Minister of State for Parliamentary Affairs Suresh Pachouri raised a point of order that anything debatable in the personal explanation should not be allowed.
Natwar Singh, who has been indicted by the authority for misuse of position, said Justice Pathak did not examine the circumstances under which Volcker Committee included his name as a non-contractual beneficiary.
Nor did the authority verify the documents on which such a conclusion was based and gave no explanation how the name of many companies, mostly from the US, were removed by Volcker, he said.
Claiming he had a good record and reasonably successful diplomatic career, Natwar said, "I dare say that the record of my public life has been without blemish. I have no reason, therefore, to indulge in acts of impropriety of this nature for petty financial gains."
Giving details of his visit to Iraq, he said he headed a political delegation to Baghdad in January 2001. Congress president Sonia Gandhi âgave me a letter of introduction to President Saddam Hussain which I delivered to Deputy Prime Minister Tariq Aziz on arrival'.
During his entire stay, Natwar said he had no discussions or talks with any Iraqi authority regarding the oil-for-food programme, oil contract, vouchers and bank accounts.
Natwar said the delegation contained three more members apart from him--<b>Shiv Shanker, A R Antulay and Aneil Mathrani. </b>
His son Jagat had accompanied him and the fare was paid by âmeâ, he said adding âthere is no document approved by me to add any names to the delegation. I had no authority to do so. I have made this clear on several occasions that no names were addedâ.
Natwar said he had briefed the Congress president about his discussions in Baghdad. "Nothing at all was concealed from her or held back," he said.
<b>Natwar said the Volcker report had produced no evidence as to how his name or the Congress were added. </b>
"In my affidavit (to the Authority), I have given details and Volcker's bias against those who disapproved of us action in West Asia and elsewhere. My affidavit and statement to the Pathak Authority have been completely ignored by it," he said.
The Authority report has not attached his affidavit. "Why then we were asked to submit affidavit and asked to make statements to the authority. It has not attached a copy of the statement that I made to the authority exposing flaws and loopholes in the Volcker report," Natwar said.
