Sangh seeks dismissal of PIL in Ayodhya case
New Delhi, Sept. 2 (PTI): Senior members of Sangh Parivar including Ashok Singhal, Giriraj Kishore and Vishnu Hari Dalmia, facing trial in the Ayodhya demolition case along with senior BJP leader L K Advani, have contended before the Supreme Court that a PIL seeking to shift the trial from Rai Bareli court to Lucknow has been filed with an oblique motive.

Seeking dismissal of the PIL filed by advocate Wajahat Ansari in this regard, the leaders, including Vinay Katiyar and Sadhvi Rithambra, in their reply said it was filed with an oblique motive to further the political agenda of certain elements inimically disposed towards them.

They objected to the reference in the petition in which the petitioner has said that cases were registered against "perpetrators" saying it implied that the persons against whom cases are registered are guilty.

JAIPUR: The Chairman of the National Commission for Minorities, Tarlochan Singh, on Saturday called upon the minority communities to discard the habit of criticising democratically elected governments with constant complaints of "perceived discrimination.'' He said the fear psychosis created among the minorities would harm them in the long run.

Mr. Singh was interacting with reporters during his visit to attend a function of the Sikh Sangat here. [/size]He said minorities had no right to denounce the elected governments as the latter had the people's mandate in their favour. "Holding the Government or the ruling party responsible for communalism in the society is improper,'' he said.[/size]

Mr. Singh â who is also a Rajya Sabha MP â pointed out that an elected government was answerable to the people at large irrespective of who voted for it and a Chief Minister was duty-bound to fulfil the aspirations of the entire population of the State. It would be preposterous to question the sincerity of the Government, he said.

The Minorities Commission chief said he had led a delegation of Muslims that met the Gujarat Chief Minister, Narendra Modi, in the aftermath of violence in 2002, when Muslims had announced boycott of the Bharatiya Janata Party-led Government. The grievances of the community were settled in a "congenial atmosphere'' with his intervention.

On the observations of the Prime Minister's high-level committee that visited Rajasthan recently to study the socio-economic and educational status of Muslims, Mr. Singh said he did not find any atmosphere of fear, distrust or terror among Muslims in the State.

On July, 5, 2005 when heavily armed terrorists attacked the 'Rama Janmabhoomi Parisar' in Ayodhya, the Provincial Armed Consta-bulary (PAC) deployed for the safety of the disputed structure were armed with rifles, but without ammunition.

PAC is considered to be one of the better para-military forces in the country and 12 of its companies were deployed in the outer and inner security zone of Ram Janmabhoomi campus. However, the fidayeen attack exposed the fragility of this force when its' personnel fled from the spot because their rifles were not loaded.

The preparedness of the PAC men has come under a lot of criticism. Just two days before the Ayodhya attack, when Senior Superintendent of Police (SSP), Faizabad had conducted a surprise-check on July 3 to test the efficacy of the PAC personnel, he had found them "sluggish".

That was around the time when the Intelligence Bureau (IB) had alerted the State Government and the concerned agencies about the threat perception to the disputed site. The terrorist strike in Akshardham temple and Ragunath temple and recovery of explosives from a house in Varanasi in February this year were enough to suggest that Ayodhya was on the hit list of various terrorist outfits owing allegiance to the Inter Services Intelligence (ISI) of Pakistan.

According to a confidential report of the Home Ministry, when the attack took place on the morning of July 5, the PAC men ran away leaving their arms behind. They also left behind the Central Reserve Police Force (CRPF) who thankfully rose to the occasion and succeeded in foiling the designs of the terrorists.

The report said that during the security review of the terrorist attack that shook the nation on the morning of July 5, PAC personnel were barred from charging their magazines as going by their track record, on several occasions they had opened unprovoked fire. Even those posted in the "Red Zone" which houses the idols of Ram lalla were not permitted to charge their magazines.

The overall review meeting found that frequent shifting of PAC troopers and the multiplicity of forces in the Red Zone added to the confusion. The most glaring was the frequent changes in the duties of PAC and the local police while CRPF personnel were performing long duty hours. It has now been decided that the entire Red Zone will be manned by CRPF only, a top security official told The Pioneer.

It was also noticed that during emergencies, CRPF and other security forces were using different wireless sets of different frequencies. There was no Public Address System at the disputed site, which could have been handy in alerting security forces during the terrorist attack. It was also found that there were no automatic generator sets to maintain uninterrupted power supply in and around the disputed structure. The report noted that had the fidayeen attack taken place at night, it would have been disastrous.

Another worrying aspect was that too many official visits were taking place to keep tabs on the safety and security of the place. This tendency should be curbed to avoid impersonation and only those officers should be allowed access who really matter, the report said.

Also, there was no "Post Crisis Management Plan" after the terrorist attack had taken place and was neutralised by CRPF. There was a free for all as the Red Zone was flooded with curious on-lookers. Ideally, the place should have been isolated after the action was over. There was no back-up team, which could have started checking the vehicles in the event of subversives escaping from the spot, the official added.

NEW DELHI: Saturday's blasts come close on the heels of police closing in on the main Ayodhya accused, Maqbool Hussain (32), a JeM terrorist. Police have gathered intelligence that the conspiracy to attack the temple in Ayodhya had been hatched in Bangladesh.

Maqbool was held with his aide Adnan, a Pakistan national. Prior to the Ayodhya attack, Maqbool was staying at Mehrauli. Adnan apparently crossed over to India a few years ago and managed to acquire an Indian passport.

He also married a Kashmiri woman. The police and intelligence agencies are working in tandem to arrest the associates of Maqbool in the attack â the reason why the breakthrough has not been made public as yet.

Maqbool adopted various identities â Jaish had given him the name of Zahid, while in Bangladesh he was called Anwar. His email identity, which he used to send instructions for the Ayodhya attack, is anwar7591@yahoo. com.

His address in Bangla-desh was 126/C Monkada Para, Moti Jheel, Dhaka. He also set up business there under the name of Farooq Traders. He also spent five years (1992-97) studying at Deoband.

Maqbool then left for Karachi where he met Javed and Akram, two militants owing allegiance to Harkat-ul-Ansar. He got rigorous training in weapons. When he was considered sufficiently indoctrinated and trained in the business of death, Maqbool was taken to Bahawalpur to meet Masood Azhar.

Besides, VHP passed another resolution to fulfill its resolve for construction of a Ram temple at Ayodhya before the Allahabad Ardh Kumbh. For fulfilling this resolve, the VHP would organise a year-long programme in which Sadhus and saints belonging to different sects would participate.

Singhal said, âVHP would observe `Shiri Ram Mahotsava` from March 30 under which saffron flags would be hoisted at each house of the Hindus so as to re-establish the Hindu nationâ.

"If Muslim vote bank can control the governments at the Centre, then why not we can also create a vote bank of 80 crore Hindus so as to control the Central governmentâ, he said.

Stating that VHP was not affiliated to any political party, VHP supremo made a sarcastic comment on recent squabbles in BJP.

Singhal said that the ruling Congress was responsible for the unlocking of the dispute temple and the demolition of mosque also took place at a time when Congress was in power.

In a separate resolution, the VHP also demanded to make the Gita as the national book. On Tehri issue, VHP leader also demanded that one-third of the Bhagirathi river water should be released from the reservoir into the Ganga.

Currently the case is with the courts and hopefully soon they will come out
with the judgment. But we are not a party to the case in the courts. According to my
knowledge there are 25 parties involved with the suit but VHP is not one
amongst them.

It is quite premature to ask why VHP did not become a party in the litigation
over the disputed Ram Janam Bhoomi site he declares, with a glint in his eyes.
We will let the Hindus know our purpose of keeping away from the ongoing case.

We have not deceived peopleâs faith. We are like always for the construction of
the temple. It does not make much difference if the BJP was in power or not.
The situation (security) around the temple is such that no body willing could
even venture into the few yards of the disputed campus. But as soon as the
opportune time comes we will translate our preparedness into reality.

Yes we are not happy with BJP as a party because it did not come true to our
visions. For us it was a failure, which could not deliver on either of our
demands be it abrogation of the article 370, Uniform Civil Code, protection of
cows or eviction of 3 crore Bangladeshi immigrants, who are playing a
spoilsport with the limited and already shrinking job opportunities for youth.

We have appealed to the people of the country to boycott the illegal immigrants
from Bangladesh who have sneaked into the country in several crores. We have
asked the people to follow total social and economic boycott of this section
and people across the country are duly paying heed to our advice.

We have a proper membership in around 50,000 thousand villages spreading across
the length and breadth of the country. We are as much popular in south and
north as we are in the east and west of the nation.

BJP did not deliver us on the issue of cow protection. They could have brought
the subject in the concurrent list. But they just could not deliver and we are
certainly not happy over this.

For us BJP and Congress are names of two different parties without much
difference. But congress is worse in an aspect that it has turned into a bunch
of worthless sycophants, who are ready to even go against the nation at the
behest of the party Chief Sonia Gandhi, who was born in the foreign land.

Sonia Gandhi came to the country as a daughter in law of this country. She
should not cross that identity and keep herself away from the politics of the
country. Look VHP is a social organisation and we are content at just
fulfilling our social obligations. We justify our organisation 100 per cent in
his deeds towards the Hindu society.

I suggest the Indian Muslim scholars to penetrate deep in their quest for truth
and search their history and roots. They will then themselves realize that they
are not alien to Hindus. Even as we believe in proclaiming Hindu as a way of
life I would say that the word Hindu of VHP indicates to that majority which
proclaim itself as Hindus.

Communist are worth no salt, as they draw their inspiration from outside the
nation and from Congress who is headed by a foreigner. We welcome the takeover
of Rajnath Singh at the helm in the BJP. He is a personal friend of mine and a
good person.

Dalits! For us there are no Dalits in the Hindus. We do not accept the
existence of any kind of Dalits in the Hindu society. Yes discrepancies did creep in the Hindu society during the course of time but we would not like that unfortunate
section of the society to call as Dalits. VHP is trying to remove that stain.
The so-called Dalits are warriors in our eyes, who withstood the test of time
against Muslims and kept themselves away from embracing Islam.

We look towards these marginalized sections, who remained unbent in the wake of
absolute poverty but did not change their religion.

The Press Interview of Shri Champat Rai, Joint General Secretary of Vishwa Hindu
Parishad, with Shri Ashok Kumar of Express Online at least indicates the sincerity of the person to the cause for which VHP stands for and fights. He has also been honest enough to speak out about what he feels about the BJP.
From his point of view, the social and economic boycott of illegal immigrants from Bangladesh is already taking place. However, it is at least not visible in Delhi so far and I find that house maids from Bangladesh are increasingly visible in the capital. I have no personal experience of what is happening in other parts of India.

The sadhus began the fast on Monday night under the banner of Akhil Bharatiya Mandir Vivad Nivaran Samiti

Not ony that, Ustad Bismillah Khan had said he started his Shehnai practice in the compound of Sri Kashi Vishwanath Jyotishlinga temple of Varanasi. He also said he attained unique spiritual experiences playing Shehnai for Baba Vishwanath and Ganga Mai.

He was a true son of soil, very humble, true seeker of sangeet as spiritual sadhana. May his Baba Vishwanath bless his soul.
