HYDERABAD: The arrest of a cleric from an Islamic seminary here in connection with the 2003 murder of former Gujarat home minister Haren Pandya has sent shock waves among Islamic religious institutions here.

A meeting of clerics was called on Sunday to discuss the situation and chalk out the future course of action to prevent the arrests. Amid reports of Gujarat police planning to arrest some more madrassa teachers, the meeting, called by an Urdu daily, will consider legal options.

A team of Gujarat police on Saturday arrested Moulana Hafiz Ashraf Ali, head of Sabeel-ul-Falah in Barkas neighbourhood in the Muslim-majority old city and shifted him to Ahmedabad.

Madrassa students said a team of policemen asked Moulana to accompany them saying they wanted to question him regarding last month's bomb blast at the historic Mecca Masjid here.

The entire operation was kept a secret and it was only late on Saturday that some police officers revealed that the cleric was arrested and taken to Ahmedabad by Gujarat police. He had allegedly given shelter to Mufti Sufian Patangia and Sohail Khan, the two absconders in the Pandya case.

He is the second cleric from Hyderabad to be arrested by Gujarat police in the Pandya case. In 2004, Moulana Naseeruddin was arrested by the Gujarat police. A youth was also killed in firing by a Gujarat police official when followers of the cleric tried to resist their attempt to take him to Gujarat.

A total of 18 people from Hyderabad and surrounding towns have been arrested by the Gujarat police during the last three years in connection with the Pandya murder and on charges of waging a war against the nation.

Moulana Ashraf Ali was arrested five days after a POTA (Prevention of Terrorism (Prevention) Act) court in Ahmedabad delivered the verdict in Pandya murder case. Of the 12 accused sentenced by the court, three were from Andhra Pradesh. They include Asghar Ali, the prime accused who was sentenced to imprisonment till his natural death. Two other men were sentenced to seven years on charges of terrorism.

The arrest of the cleric has evoked widespread condemnation from different sections of the Muslim community.

Eminent religious scholar and president of Deeni Madaris Board, Andhra Pradesh, Moulana Khalid Saifullah Rahmani claimed that the arrest was made without any evidence and was an attempt to malign madrassas .

"The Gujarat police are notorious for repression and foisting false cases against innocent Muslims," he said.

Hyderabad MP and Majlis-e-Ittehadul Muslimeen (MIM) leader Asaduddin Owaisi took strong exception to the cooperation extended by Hyderabad police in arresting Moulana Ashraf Ali.

"How long will the Hyderabad police continue to send Hyderabadi Muslim youth to Gujarat jails," asked Owaisi.

The MIM leader pointed out that Hyderabad police had also cooperated with their Gujarat counterparts in kidnapping Sohrabuddin Sheikh and his wife from a bus in November 2005. Sheikh and his wife were later allegedly killed in Ahmedabad in a staged gun battle.

A top CID official from Gujarat had visited Hyderabad in May to question some police officials here in connection with the fake encounter case.

Bangalore: The terror trail has led the intelligence sleuths to more worrisome news: that of Naxal sympathisers entering the scene in the name of human rights.

Investigations have revealed that a frontal organisation of Naxals has rallied behind the family of the Glasgow bombing suspects Kafeel and Sabeel Ahmed in providing them legal and logistical support.

âWe really donât understand why these sympathisers have to get involved in jehadi terror. This kind of cross-fertilisation of sympathies portends a dangerous trend,ââ police said.

Two prominent Bangalore-based Naxal sympathisers have come under the intelligence spotlight following interception of phone conversations in the last fortnight.

Intelligence sources said these Naxal sympathisers were instrumental in getting two advocates for the doctor couple, Maqbool Ahmed and Zakia, parents of the terror suspects. âThe doctor couple had not pleaded for legal assistance when they realised their sons had been detained in UK, but the Naxal sympathisers rushed them unsolicited legal help,ââ sleuths told TOI.

The advocates, R M Javed and B T Venkatesh, said they had been engaged by a Mumbai-based human rights network, which thought it necessary to help the family in distress.

âBut investigations have shown that the local human rights activists who have liaised between the family and the advocates are Naxal sympathisers,ââ the sleuths said. One of them was seen visiting the Ahmedsâ house when entry to relatives and media was barred. 

The cover being given to the family by Naxal sympathisers has started worrying police. Likening the developments to laying of a bridge between jehadis and Naxals, the sleuths fear the situation could turn ugly under succeptible conditions in future.

âWe are seriously looking into this angle as it is a serious security issue. There have been several instances of different terror groups establishing linkages under similar circumstances. Our Mumbai counterparts have been alerted to check the antecedents of the human rights network,ââ the sleuths maintained.

Three persons, including a human rights activist, were arrested and a huge cache of arms and explosives allegedly for supply to the banned ULFA was seized, a senior police official said on Thursday.

DIG GP Singh said in Guwahati that police had received information that the trio had received the consignment at Mankachar in Dhubri along the Indo-Bangla border and were going to Mangaldoi with it.

The vehicle was intercepted between Rangiya and Baihata Chariali in Kamrup district. The rights activist and general secretary of Manab Adhikar Sangram Samiti Darrang district unit Shyam Sharma, a contractor Dipul Deka and driver of the vehicle Maju Ali were arrested on Wednesday evening, he said.

The consignment contained 18 sticks of RDX explosives, and eight programmable time devices, eight grenades and two mobile phones.

It is becoming increasingly evident that Assam may start spinning out of control unless the ground reality - which is generally known in knowledgeable circles in Assam, the security agencies, the forces fighting the insurgents as well as the Governor - is acknowledged. Indian interests are being compromised in a manner that could make the future task of setting things right extremely difficult. To put it succinctly, ULFA reportedly made a deal with the Party in power to help them retain power in the last State Elections. ULFA seems to have kept its bargain at the behest of its Bangladeshi and ISI handlers, who were fully conscious of their long-term requirements as the quid pro quo. Thereafter, ULFA keeps demanding its pound of flesh from the Chief Minister. The latter may be as conscious of the national interest as those physically involved in attempting to eradicate interests inimical to the country. However, the CM could be in a bind. Once you have supped with the devil, you "cannot" opt out. The ULFA handlers would have retained the ability to blackmail the CM to the extent that they would be in a position to demolish the latter's standing and perhaps that of his Party as well, maybe through proof of support or other proof that they would have retained. Therefore, he would have no choice but to keep giving ULFA a leg up whenever difficulties for them became insuperable. The ULFA handlers would be in a position to "demand" compliance from the CM, practically at every turn. If studied carefully, by any objective analyst, the majority of the CM's pronouncements relating to Bangladeshi influx or actions relating to ULFA appear to be in consonance with the desires of interests inimical to India. The coincidences are staggering. Yet the powers that be continue to dither, more so at the Centre. The perils to India in the northeast, especially Assam have become enormous. The time may have come to take drastic action - before the situation becomes irretrievable.
Merely writing articles will no longer suffice. The anti-India activity from within is clearly getting out of hand.

According to the police, he was waiting for orders from Pakistan. The police also recovered an AD-56 assault rifle with two magazines and 60 live cartridges, 4-live hand grenades, and Rs one lakh from a guest house in Azadpur.

Ahmed told interrogators that his associate Anwar had given him arms on LeT directions. In 1997 when he was arrested by J&K police, he came in contact with Hizbul and started conveying the movement of security forces to them.

With the TADA court sentencing the last of three convicts, including Sanjay Dutt, and setting free another convict, the prolonged trial in the 1993 Mumbai serial blasts case ended on Tuesday.

The trial of the 1993 Mumbai blasts, which claimed 257 lives, left 713 others injured and damaged property worth Rs 27 crore, was one of the most comprehensive trials held in the world's judicial history - considered even bigger than the Nuremberg trial. The trial was conducted by a TADA court specially set up inside the high-security Arthur Road prison in south-central Mumbai.

"I have brought the mammoth case to an end," said a visibly excited designated TADA court Judge PD Kode, as he handed out last set of sentences in the 1993 blasts case, involving as many as 100 convicts.

Judge Kode was all praise for the Mumbai Police, which investigated the 1993 blasts first, the CBI, which took over the investigations later, and the prosecution for their remarkable performance in their respective areas of work. "Offences under terror law are very difficult to be investigated, considering the difficulties. I must say all the accused based in India were nabbed and brought to trial," Judge Kode said.

"I must say... For every citizen, the nation comes first, laws of the nation are to be respected .... they must be respected. If you don't, you cannot expect to be called a moral person," Judge Kode observed during the course of delivering last set of sentences.

Known for his integrity and a matter-of-fact approach, Judge Kode began presiding over the TADA court trying the accused in the 1993 blasts, on February 29, 1996 . He replaced equally strict Judge JN Patel, who had heard the trial up to February 12, 1996, before being promoted as a judge in the Bombay High Court and posted at Nagpur. Patel had by then completed pre-trial procedures.

Of the 123 who faced the trial, 100 were convicted and 23 acquitted. Of the 100 convicted, Judge Kode awarded capital punishment to 12, life imprisonment to 20, 14-year sentences to three, 13-year term to one, 10-year sentence to 12, nine-year sentences to four, eight-year sentences to four, seven-year sentences to seven, six-year sentences to 15, five-year sentences to 15, three-year sentences to five, two-year sentence to one convict. 

Only one of the 100 convicts - that is Russi Mulla - was set free by the court by giving him relief under the Probation of Offenders Act (POA).

Special Public Prosecutor Ujjwal Nikam said that he was more than satisfied that the 1993 blasts trial had finally ended. "I have been a part of the trial for the last 14 years. The trial getting over means that I am being released from the Aurthur Road prison (where the trial was conducted) after 14-long years," Nikam remarked tongue-in-cheek.

Judge Kode heard over 600 witnesses in a trial that ended in mid 2003. During the trial, the TADA court recorded 13,000 pages of evidence, including 4,000 exhibits. It also took cognisance of statements made by the accused that ran into 9,000 pages.Â

Judge in Madani case must have bent under pressure. Madani had good political backing.
Top Kerala politicians, including CM V S Achuthanandan have been seeking his release. He is also said to enjoy support of Tamil Nadu CM.

We need more Justice Kode who can stand up to powergroups.

Describing Madani as India's Osama-Bin-Laden, BJP national vice-president Mukhtar Abbas Naqvi said that the competition between the Congress and the Left parties to save Madani clearly showed that they were using their full might to save the culprit.

Naqvi added that a few months back the Congress and the Communist parties had put up posters of Madani during by-elections in Kerala and had equated him with Mahatma Gandhi, Nehru, Marx and Lenin just for the vote-bank politics.

"It was shameless capitulation for vote-bank politics," Naqvi said.

The BJP leader said that passing resolutions in Kerala Assembly by the Congress and the Left to release Madani, meeting Madani in Jail by the leaders of the so-called secular parties, getting photographed with Madani to be shown in hoardings and posters on the roads of Kerala and launching campaign to secure Madani's release were proof of the fact that the UPA Government and the State Government had betrayed the country on this issue and had surrendered before the terrorism.

Naqvi said that from the very beginning the brazen surrender of the Congress and the Communist parties before the terrorism - be it the repeal of the POTA, be it the hanging of Afzal Guru or the release of Madani from jail, all these moves go to boost the moral of the terrorist and separatist elements. These anti-national forces have started to feel that a terror friendly era has begun in the country in the name of secularism.

Naqvi cautioned the Congress and the Communist parties to draw lesson from pro-terror policies of Pravez Musharraf.

"The terrorism which was nursed by Pakistan so far is proving to be the greatest danger to the existence of Pakistan. Crores of patriotic Indians would give befitting reply to the victory celebrations by the Congress and Communist parties in support of Madani." Naqvi said.

It is astonishing that Abdul Nasser Madani should have been acquitted in the Coimbatore serial blasts case - the evidence of his involvement in the conspiracy to assassinate BJP leader LK Advani on February 14, 1998 is believed to have been so overwhelming that he was denied bail every time his lawyers approached the courts, including the Supreme Court. The prosecution is said to be delighted that 71 men, including their leader Syed Ahmed Basha, the founder of Al-Umma whose mission was to strike terror in the name of Islam, have been convicted in the case and 82 others have been handed a lesser sentences. Perhaps seen from the perspective of prosecuting terror suspects, which is by no means an easy task as has been demonstrated round the world - the accused tend to get off lightly because of judges being steeped in the liberal tradition and eager to distance themselves from anti-terrorism measures adopted by the state so as not to fall foul of human rights groups for whom the lives of terrorists are more precious than those of their victims - the prosecution's response is justified. But that will fetch little or no solace to those who survived the bombings and the families of 58 innocent people who perished that terrible evening. Mr Advani barely escaped the attempt to assassinate him; the bombs went off, near simultaneously, minutes before he arrived to address an election rally. It is spurious to suggest, as has been done, that the bombings were planned to target Mr Advani as well as avenge the deaths of 18 Muslims in communal violence in November-December 1997: There were other victims in that riot and, much as it may displease those who see nothing wrong about Islamic fanaticism, it can by no stretch of the imagination justify the Coimbatore bombings.

Madani is no doubt a happy man, having got away without paying for his various sins. Equally, if not more, happy is the CPI(M) which has been tirelessly campaigning for his release from prison ever since it adopted its pernicious policy of pandering to radical Islamism in Kerala - as also elsewhere - to tap the Muslim vote. At the fag-end of the UDF Government's tenure, the CPI(M) forced the Assembly to adopt a resolution demanding Madani's release on parole. The party's victory in last year's Assembly election in Kerala was made possible by radical Islamists discovering merit in supporting the Marxists and dumping the IUML which, to its credit, has stuck to its agenda which, in comparison to that of the PDP and the NDF, is strikingly moderate. After coming to power at the head of the LDF Government, the CPI(M) violated all rules by ordering Ayurvedic massages for Madani inside Coimbatore Jail and began to lobby with ally DMK for his release. The joyous celebrations among Marxists in Kerala on Thursday when Madani returned home after being freed from Coimbatore Jail is indicative of how rapidly the CPI(M)'s red flag of revolution is turning a dazzling Islamist green; it's only a matter of time before it acquires the black shade of jihad's banner. So much for the clap-trap against 'communalism' we get to hear from charlatans masquerading as Stalin's foot soldiers and who have conveniently forgotten that it was EK Nayanar's Government that had had Madani arrested and sent to Tamil Nadu to stand trial in the terror attack. Meanwhile, it is amusing to hear Madani, who preached hatred against Hindus and unabashedly promoted fanaticism till being carted off to jail, declaring himself to be a man of peace who shall dedicate his life to securing justice for others. Never mind that he has escaped justice.

Assam: 4 Hindi-speaking persons killedQUOTEKarbi Longri North Cachar Hill Liberation Front militants, who have converted the Karbi Anglong hill district of Assam into a virtual killing field, shot dead four more Hindi-speaking persons from two families under Bokajan police station areas in pre-dawn hours on Sunday.

With this, the outfit has so far slain 27 Hindi-speaking persons including women and children in three separate incidents in the hill district since the night of August 8.

Police said a group of KLNLF militants took six persons from two Hindi-speaking families living in Upper Dehari village from their house at gun point at the dead of night to the riverbank near Rongbonghat before opening fire on them killing four on the spot and injuring two others.

The slain persons were identified as Mohan Kanu (35) and his wife Sheela Gupta (30), Nandalal Sharma (20) and Mahabir Sharma (22). Both families had small trading businesses in the area.

The injured were identified as Ram Swami (30) and Kanu Swami (25). They were admitted to Bokakhat government hospital in neighbouring Golaghat district. The incident occurred a few kilometers away from Dolomara Rang Teron village where militants mowed down 14 Hindi-speaking people on Friday night

Many people from Kumarpur, Gobindapur and Moslempur villages fled their homes during the raid after BSF men allegedly forced a cleric of a local mosque to make an announcement over the microphone, asking villagers to return the stolen materials.

BSF officials have refused to comment on the incident.

Jabbar Sheikh, a panchayat member, told reporters that BSF personnel have recovered 40 rounds of live cartridges and some other materials, which were found lying in a mango orchard.

New Delhi, Aug. 15: In view of increased threats by terrorist organisations and cases of separatist violence in the country, the Centre has created a joint intelligence mechanism under the premier intelligence agency, Intelligence Bureau (IB), to optimise intelligence flow and improve coordination between the Centre and the States. To this effect, a Multi-Agency Centre and Joint Task Force on Intelligence has been created in the IB, headquartered in the Capital, which will be supported by subsidiary Multi-Agency Centres at almost all State capitals.

The need for a coordinated Centre-State anti-terror mechanism has long been felt by the Union Home Ministry, to effectively and exclusively deal with acts of terror impacting national security. "Terrorist activities which have a direct impact on the security of the nation cannot be put under the purview of the States, which basically deals with law and order problems," said sources in MHA.

Addressing this concern, Union Minister of State for Home Sriprakash Jaiswal said in a written reply in Parliament on Tuesday that "in order to optimise intelligence flow and co-ordination between multifarious agencies at the Centre and in the States in the field of counter-terrorism and counter-intelligence, a Multi-Agency Centre and Joint Task Force on Intelligence have been created in the Intelligence Bureau at Delhi, supported by Subsidiary Multi-Agency Centres at almost all State capitals."

For this purpose, additional manpower has been given to the IB for strengthening counter intelligence apparatus, revealed Mr Jaiswal. He also said that the newly formed Multi-agency Centre and Joint Task Force on Intelligence would get its funds from both the Centre and states.

"The states have been advised to earmark up to 5 per cent of the annual total allocations under the Modernisation of State Police Forces Scheme towards strengthening training and technical capabilities of Special Branches," said Mr Jaiswal in a written reply.

12 ultras arrested after raids at Manipur MLAs' homes

IMPHAL: Twelve members of banned insurgent groups were arrested and pistols, ammunition, rifle parts and extortion notes seized from the official residences of three MLAs of the ruling Congress and the home of a former legislator during a search in Manipurâs capital on Friday.

Eight cadres of the Kanglei Yaol Kanna Lup (KYKL) were arrested from the home of Congress MLA W Brajabidhu Singh in the high-security Babupara area, where only ministers and legislators live, during a search carried out following reports that militants were sheltering there, Director General of Police Y Joy Kumar Singh told reporters here.

A disassembled M-16 rifle, two 9 mm pistols, ammunition and extortion letters addressed to businessmen were seized from the septic tank of a toilet in the MLA's residence.

A cadre of the Kangleipak Communist Party (KCP) and one of the People's Liberation Army (PLA), both banned groups, were arrested from the official residence of another Congress MLA, K Meghachandra Singh, the police chief said.

A cadre of the People's Revolutionary Party of Kangleipak (PREPAK) and a KCP member were arrested from the homes of Congress MLA Bijoy Koijam and former MLA N Sovakiran during the search, he said.

Cases have been registered against the three MLAs and the former legislator. The developments had been brought to the notice of the government, he said.

The search, headed by Inspector General of Police M Karanjit Singh, was continuing at Brajabidhu Singh's house.
