Virenji i would have even apologized if asked to by you but sorry in this matter. ravish has supported the mass murdering naxals. i am not going to support a person who supports the killing of innocents, the looting of their meagre savings and these naxals who have even turned cannibals to try to create a fear psychosis in the poor farmers that they harass daily.

<b>UP govt to instal new tubewells in drought-hit Bundelkhand</b>

Lucknow, Feb 19 (UNI) The Uttar Pradesh government has decided to instal 87 new tubewells and repair 90 defunct tubewells in the drought affected Bundelkhand region of the state during the next financial year starting from April next.

The state government announced the enhancement of the annual maintainance fund for each tubewell in the state from existing Rs 12,000 to Rs 20,000.

Addressing a press conference here today, the newly appointed tubewell and minor lift canal department minister Jaiveer Singh said in the current financial year, the government would complete construction work for 106 tubewells in the Bundelkhand region.

''In view of the drought situation in Bundelkhand and the decreasing water level there, the government has also decided to make deep boring in all the new tubewells'', he said.

Presently over 31 lakh hectare of land was irrigated through 28366 tubewells, in the state.

Meanwhile, the minister reviewed the functioning of his department and warned eight Executive Engineers for not completing their target.

These naxals should be resisted in every way whether in this forum or if one meets such murderers in public. These devils cant be allowed to get away with supporting criminals.

It is an duty of a citizen who respects democracy to resist such anti-democratic forces. Otherwise we will get yourselves reduced to living in an dictatorial police state like china.

I do appreciate your considered views on the impasses that got exchanged between me and another interlocutor in this forum. I am of the view that this forum needs to be kept as distinct as possible from tea shop talks, as it is a medium for exchange of views among civilized people. Without going into the various allegations and name calling, I have a strong feeling that my presence in this forum is a source of provocation for certain individuals to be abusive which in turn degrades the standing of the forum itself.

I have served this nation for a little over three decades, particularly in the field of international relations and has virtually seen India’s rise from an improvised South Asian Nation to that of a major economic and military power. Today we stand with pride for our achievements of the last sixty years. Having said that, you will agree that our system is yet to be perfect so that all the citizens can have an assured descent lifestyle. Therefore, we should turn a blind eye to the outstanding social and economic problems of the nation.

I will soon be leaving for an assignment as India’s representative in another country and as such it may not be perhaps appropriate for me to get into mud slinging exchanges with other bloggers. So I take leave of you and my fellow bloggers in this forum.

Last week I have been traveling in the ganga-jamuni-doaab - region so named by the secularists and islamists - the area of UP that is between the two rivers of Ganga and Yamuna. Traveling from the rural areas of Rampur-Moradabad in north to Badayun in mid and Aligarh-Firozabad in south - I could not help noticing the tremendous economic changes that have taken place in the last 10-15 years. One must be blind or insane to say that the economic betterment has not reached the rural areas.

Power is better, roads are good, irrigation is better. schools though not very good, but are at least functioning. Could see students learning and teachers teaching. New paper sales (Hindi) are on rise in rural side, and so is the mobile and TV penetration. People are much more aware. Presence of cold storages, public distribution of fertilizers and other assistance, BT, and so on was visible everywhere. Every few KMs on the rural roads were the state govt offices for farmer assistance. Generally people were appearing happy (comparing with what I have seen before or elsewhere). Though expectations always rise and nobody can ever be content with what they have. But old generations know what they had 30 years back. Of course centuries of illness will take decades of cure. patience.

While traveling in a passenger train, between Aligadh and Gaziabad, I was sitting on a crowded seat with two young kids near me. Suddently their talk surprised me. The elder of the two - a girl of not more than 6 or 7 - was reporting to her mom, "The other asked if I was a Muslim?" "I told my Ammi is wearing a Burka, cannt you see, I said".

These were kids of such young age and aware of a "Muslim" identity. I just have not come across such awareness of branded religious identity from Hindu kids. But then this is the Ganga-Jamuni-tehjeeb that the secularist dont get tired talking about.

These already developed districts will stack up higher for further development by the Manmohan Singh's plan of Minority Budgeting because of their heavy muslim population (Some as high as 50%), whereas starving Bundelkhand districts will not figure in that priority list - as those are full of Hindus - leave them for Maoists-Missionaries to feed upon.

Maoist "action". Let me guess where you will represent 'India' - at farewell party of Fidel Castro? or at First Independence day parade of Islamic Republic of Kosovo?

First of all, we do respect for people who serve the country and in that sense your contribution has not gone un-noticed or unappreciated.

It's a pity that we could not convenience each other of our world outlook and do have a diameterically opposite position on certain issues. And we'll have to agree to disagree on it and leave it that.

We have had an exchange on this Naxal issue too in past. Agreeded that it had its roots in some social and economic injustices but every fact out there today tells us that this movement is anything but organized desi mafia terrorizing innocents. Besides if you sympathize with every oppressed person who picks up arms do we not have the right to ask if you are part of the solution or problem? When civilized and educated people can't see in clear daylight what's obivious to even a village bumpkin even at night, it does not matter if that discussion is being held in some 5 star round-table conference or internet forum or tea-shop or bar or local village chaupal?

Let's leave it at that. You do have my best wishes in any future assigments and I hope that some of exchanges here, however trivial, can play some part in making India make a better place for every Indian.

This is not just a desi mafia nor any 'movement' inspired by astonishing poverty. If it were any of these, why is there no 'naxal' or 'mao' movement in Afghanistan, Pakistan, BD, Myanmar.... are these countries any richer or wealth very uniform? Why is maoism not doing same 'revolution' in china itself? Has Chinese society already acheived the utopia that was dreamt?

Why is 'mao' only incarnating in India and Nepal? Where do they get all the resources - financial, technical etc? As revealed recently, CPI-Mao had budgeted Rs 60 Crores (or similar amount) for ammunitions for next year (I had posted that news on Maoist thread). Reources domestically cultivated? By leadership of suppressed peasantry? Why does the maoism raise its head only on the Indian side of the Padma river and not the other? Is Bangladesh already an egalitarian state?

Sir, it is not hard to see who controls the CPI-AtoZ (as various makes of the same weapon) to have Bharatvarsh strategecally encircled in its own ongoing challenges of maintaining integrity, and remain fatigued and tired in such low-intensity warfare, to ever have enough bandwidth to look in any other direction for progressing.

Now please dont tell me that these murderers are after anything other than getting to power through a shortcut, plain and simple. Just look at the situation in Nepal. The Maoist Prachanda guy knows he can never win a democratic election in Nepal - which is why he is finding back-door entry to the power there, and using blackmail threats he is controlling the Govt. He wants to first control the military, place its own "cadres" in armed forces, and then have elections! What a joke! If maoists were any egalitarian 'movement', then will they be killing the Tharu tribes and Madheshi-s in Nepal-Bihar tarai area who are the most economically and politically marginalized people in all of Nepal.

These are people who are themselves not pro-communist per-se, but will go to any lengths to argue against those who are anti-communists. If you are an extrovert, if you are open to experiences, if you focus on change as an opportunity rather than a problem, you are more likely to be liberal. If you are afraid of death, you are probably a conservative.

These are some of the findings of an emerging branch of political science that challenges what pundits tell us about caste and class and the way we vote. It takes cues from biology to say that there is increasing evidence that our political behaviour — whether we are conservative or liberal — could have its roots in genes. A provocative article in the latest issue of New Scientist cites several studies that indicate political positions are “substantially determined by biology and can be stubbornly resistant to reason.”

This has implications on campaigns. The magazine quotes John Alford, a political scientist at Rice University in Houston, Texas: “Trying to persuade someone not to be a liberal is like trying to persuade someone not to have brown eyes. We have to rethink persuasion.”

Next month, Ira Carmen, professor of political science at the University of Illinois at Urbana-Champaign and Gene Robinson, professor of entomology, are organising the world’s first “Conference on Biology and Politics,” underwritten by the National Science Foundation. Carmen has invited 50 geneticists, politics researchers and neuroscientists to the conference.

Carmen’s latest book Politics in the Laboratory: The Constitution of Human Genomics, predicts “the birth of a new political science informed by evolutionary theory and DNA propensity.”

The logic behind this new research is simple: many personality traits have been linked to specific genes and people with a particular personality trait are likely to exhibit a particular political inclination. Therefore, it’s possible to link genetic composition with political behaviour of an individual.

Says New Scientist: “Some traits are obviously going to be linked to politics, such as xenophobia being connected with the far right. However, (John Jost, psychologist at New York University) uncovered many more intriguing connections. People who scored highly on a scale measuring fear of death, for example, were almost four times more likely to hold conservative views. Dogmatic types were also more conservative, while those who expressed interest in new experiences tended to be liberals.”

For example, Carmen cited D4DR, a gene that regulates levels of the neurotransmitter dopamine. High levels of dopamine can cause obsessive-compulsive disorder. In other words, dopamine might be linked to the need to “impose order on the world.” If so, higher levels of dopamine should be found more frequently in conservatives. Carmen plans to study this in 2000 individuals.

According to New Scientist, since liberals are more generally open to conflicting ideas, activity in this area of the brain would be expected to differ between them and conservatives. Last September, David Amodio, a neuroscientist at New York University, showed that it does.

One thing is clear, says Alford. “We spend a lot of energy getting upset with the other side...we often think our opponents are misinformed or stubborn. Accepting that people are born with some of their views changes that.” So New Scientist has a salutary suggestion: “Come to terms with these differences, and you can spend the energy now wasted on persuasion on figuring out ways of accommodating both points of view.”

Coalition politics — and a common minimum programme — couldn’t have got a more solid scientific explanation!
