Hindus should really be chirruping "US is our dear ally, we trust them blindlee", but I see that the song is not yet composed. New Delhi: In a stinging indictment of Pakistan, the European Parliament has said there is “confirmed evidence” about the country hosting several terrorist groups like the Lashkar-e-Taiba and “criminal mastermind” Dawood Ibrahim and using them as “an instrument of terrorism” against India.

Against the backdrop of the Mumbai attacks, the Parliament of the 27-nation grouping asked Pakistan to take urgent action to “transform its polity” to prevent the “continuing calls for violent jihad against its neighbours and its partners.”

The Parliament, in a declaration adopted in Brussels yesterday, said, “Despite having a democratic government, there is confirmed evidence of Pakistan hosting several terrorist groups and using them as an instrument of terrorism, particularly against India.”

It further said, “Despite Pakistan’s claim of participating in the war against terror, it continues to host terrorist leaders of the Khalistani Movement, Hizb-uld Mujahideen, Lashkar-e-Taiba and criminal masterminds like Dawood Ibrahim, who live and operate freely.” The declaration - ‘Terrorists operating from the soil of Pakistan’ - reflects the recognition in the world that Pakistan continues to sponsor terrorism directed against India despite Islamabad’s continuous denials.

It also “nails” Pakistan’s lies that Dawood Ibrahim, whom the US has declared as ‘international terrorist’, is not in Pakistan.

The European Parliament has asked Pakistan to “stop all cross-border infiltration” and take immediate action to extradite to India “leaders of Khalistan (groups) and other terrorist groups who acknowledge their role in terrorist activities in India.” These observations come as a shot in the arm for India which has been asking Pakistan to hand over the chiefs of LeT, Hizb-ul Mujahideen and other terrorist groups besides Dawood but without any success.

Even after the Mumbai attacks, India has demanded that LeT chief Hafiz Mohd Saeed, Dawood and other 18 most wanted faces of terror be handed over to this country for their terror activities.
Pakistan, however, insists that there is no evidence about their involvement in any crimes in India.

The European Parliament said the madrassas in Pakistan “continue to provide cadres for terrorist groups, including Al Qaida,” and asked the government of the country to take immediate measures to reform the teaching imparted in such educational institutes.

The Declaration said Pakistan’s secret service ISI is “closely aligned to Taliban and Al-Qaida and is protecting them from international peace forces.”

The Parliament asked Pakistan President Asif Ali Zardari to monitor these matters personally.

MOHAMED AJMAL KASAB: For India, the 21-year-old is the smoking gun proving a Pakistani hand in the attacks. Kasab is the only survivor of the 10 gunmen who attacked Mumbai sites last week, and is the prime source for Indian investigators. Captured wearing a t-shirt emblazoned with the Versace designer label outside the main train station in Mumbai, the baby-faced gunman, and an accomplice who was shot dead, had fired AK-47s inside and killed around 50 people. He told investigators he comes from Faridkot in Pakistan's Punjab region. Recruited by the Laskhar-e-Taiba (LeT) militant group, he was given a year of commando training in Pakistan by a former Pakistani military officer, he told interrogators. LeT is on U.S. and Indian terrorist lists, and Kasab told police the gunmen took orders by phone from two LeT operations chiefs. One, Zaki-ur-Rehman Lakhvi, was designated a terrorist by the United States in May. India says the other, Yusuf Muzammil, is the head of LeT's anti-India operations. Police had identified their captive by other aliases including Azav Amir Kasav, but have officially identified him as Mohammed Ajmal Kasab. Kasab is the Urdu word for butcher, which police say was his father's profession. They say it is not clear whether it is his real name.

TAUSIF RAHMAN: Police arrested the clerk from Kolkata after tracing back to him the mobile phone cards used by the attackers. Rehman used a dead relative's identity documents to acquire the 22 mobile phone cards, which he later sold to Mukhtar Ahmed. He has been charged with conspiracy and forgery. He was arrested after Kasab and police say he helped them catch Ahmed, who was in New Delhi.

MUKHTAR AHMED: <b>A native of Indian Kashmir, arrested on Friday. Soon after his arrest, Kashmir police said he had been their informant in an informal anti-militant network for years and had recently been hired formally as constable, a low-ranking job. They were investigating whether he may have been on undercover duty when he passed the mobile phone cards to the attackers. Police have not said how he did that. He had worked as a street vendor and three-wheel-taxi driver in Kolkata for a time. He started helping police after his brother was killed by Muslim militants in Kashmir, Kashmir police said.</b>

FAIM ANSARI: The 26-year-old Mumbai native has been in jail in Uttar Pradesh since February, when he was arrested carrying maps with a number of Mumbai landmarks highlighted, several of which were attacked last week. Police say he told them he was trained by LeT after being recruited in Dubai, and almost certainly reconnoitred Mumbai during the planning of the assault. Sometime before February, he returned from Pakistan to India with the assumed name of Sahil Pawaskar, which he used to enrol in a computer school in Mumbai. He rented an apartment near the stock exchange building, which was marked on his maps and may have been a target. Uttar Pradesh police said Mumbai police returned him to them long ago and only now are coming to question him. We have a failure at all levels of governance and this only reflects the reality of the situation, both at the Centre and in the States. We all become wiser due to hindsight. The facts as they are unfolding are frightening and what we see is not a failure of intelligence but a failure of governance. I have some experience in this field having served as Internal Security Minister and later as a senior Cabinet Minister and a member of the Cabinet Committee on Political Affairs and I think it is necessary for all concerned to understand the system. <b>Technically, this was not a failure of R&AW or Intelligence Bureau as enough intelligence inputs were provided by the two agencies before the 26/11 attacks in Mumbai took place.</b>

This was a failure of the CCPA/CCS which is chaired by the Prime Minister and comprises senior Ministers, including the Minister for Foreign Affairs, the Defence and Home Ministers and also the National Security Adviser, who coordinates all external and internal intelligence. The Prime Minister and the NSA have access to all intelligence reports at initial stage and then through CCPA/CCS the others are consulted to formulate a coherent response to national security crisis like the one in Mumbai.

The Home Minister and the Maharashtra Chief Minister have been sacked. But clearly this was a decision-aking failure in the top echelons of the Government. If sacking people were the solution then everyone from top to bottom in the present Government should be sacked. But this will hardly solve anything. In theory we have all kinds of systems in place to tackle situations like Mumbai. But unfortunately in emergency situations none of them works.

<b>The security forces, be they the Maharashtra Police with their antique weapons</b>, the NSG commandos, the Army and the Navy or for that matter the security specialists and the hotel staff at the Taj Mahal Palace and the Oberoi- Trident, all worked miracles and saved many lives. In such situations time is very critical and every second counts and <b>I am shocked that the NSG commandos took nine hours to reach their destination as no aircraft was ready!</b>

The public anger at the lapses in security is palpable and it is time for the <b>Union and State Governments to act on a war-footing and divert trained security personnel from VIP duties to protect public places (aircraft, trains, airports, stations, hotels, etc).</b> It is shocking and sad that we suffer heavier casualties due to internal and external acts of terror more than any country apart from Iraq. <b>Over the past three decades we have suffered over 1,00,000 casualties and every person killed is a VVIP to his family and friends. </b>

<b>There are many genuine security requirements but security is often given for ‘political’ purposes and as a entitlement of rank and this must change. VVIPs and VIPs along with their family members will only invite shame and ridicule from the public and may well face a social boycott if things continue the way they are</b>. Prime Minister Manmohan Singh has announced many plans for strengthening and enlarging our security forces but does anyone know how long it takes to train 500 commandos? It is good to plan for the future but it will take over a year or more for these forces to be inducted into service.

But we have to deal with the situation that prevails now and there is no other option but to withdraw NSG commandos from VIP duties. This is urgent and should be done instantly. The NSG was never raised for protecting our politicians and therefore must revert to their original role as a crack commando unit.

We have seen many miracles in Mumbai. The heroism of the Mumbai Police personnel at the Chhattrapati Shivaji Terminus, who held their ground in spite of suffering fatalities and saved hundreds of lives by fighting the terrorists with obsolete .303 rifles and service revolvers, is truly praise-worthy. The course of events could have been very different if they had been better equipped.

US President-elect Barack Obama had stated his objectives on fighting terrorism very clearly during his election campaign and his observation that India has the right to defend its sovereignty has been echoed by present US Secretary of State Condoleezza Rice. Even Foreign Minister Pranab Mukherjee has, in a few firm words, delivered the right message to Pakistan.

The initial reaction from the latter has been one of bravado laced with hysteria and the guilt is clearly visible. The evidence regarding Pakistan’s involvement in the Mumbai massacre is irrefutable. The response of Pakistan President Asif Ali Zardari will indicate the extent of his authority over the rouge elements within the Pakistani Army and the ISI. There is no questioning the latter’s links with the Taliban and the Al Qaeda. The terror camps in Pakistan Occupied Kashmir and elsewhere in Pakistan continue to mushroom and their existence is no secret.

<b>No Government in India can exist any further on the goodwill of the international community. The US and their agencies are well aware that the billions of dollars in aid that is being provided to Pakistan to fight terrorism has been diverted and there is clear evidence that the Indian embassy in Kabul was bombed with ISI involvement.</b>

We along with the global community cannot allow things to deteriorate any further and action is inevitable unless Pakistan takes some immediate corrective actions.

The six Assembly elections are over and initial reports suggest that the <b>BJP stands to win in Delhi, Madhya Pradesh and Chhattisgarh. In Rajasthan it can swing in either direction.</b> I have little information on Mizoram and in Jammu & Kashmir, but I feel that the National Conference will emerge as the single largest party in the latter.

It is a tribute to Indian democracy that despite the tragedy in Mumbai the democratic process was not interrupted and the resolve of the people was evident in the high polling figures in almost all the States.

We have the Lok Sabha election election coming up in April next year and this will be independent of the six Assembly elections just conducted. As a result all political parties and their leaders will have to regain the confidence of the voters and leadership skills and ability may well prevail over caste and communal considerations.<b> Change is in the air and none of us will be the same after 26/11</b>. <!--QuoteEnd--><!--QuoteEEnd-->

<b>Babar said the Pakistan government had already made its position very clear in the wake of the attacks in Mumbai by offering to cooperate with India in probing the incident.</b>

President Asif Ali Zardari has offered to assist India in probing the incident and pledged to act against any Pakistani national found to be linked to the attacks.

Foreign Office spokesman Mohammad Sadiq could not be reached for comments.

The Post quoted an unnamed Pakistani official as saying that India had asked Pakistan to arrest and hand over LeT commander Zaki-ur-Rehman Lakhwi and former Inter-Services Intelligence agency chief Lt Gen (retired) Hamid Gul in connection with the probe into the attacks that killed nearly 200 people.<!--QuoteEnd--><!--QuoteEEnd-->

The lone terrorist captured in the November 26-28 terror strikes here, Ajmal Amir Kasav, has told the police he wants to write a letter to his parents in Pakistan saying he was "misled" by the terrorist group, a senior police official said today.

<b>"He (Ajmal) expressed his desire to write a letter to his parents. He wants to write the letter saying he was misled by the group," </b>Joint Commissioner of Police (Crime) Rakesh Maria said.

"Ajmal told us this two days ago and we are examining it," he said. Ajmal, who allegedly hails from Pakistan's Punjab province, was among the group of ten terrorists who killed 183 people during the multiple attacks.

While Ajmal, who is reportedly in early twenties, was nabbed near Girgaum howpatty, the nine others were killed by security forces.

Pakistan has taken "some positive steps" since the Mumbai terror strikes, but should continue cooperation with India and the US to prevent possible "follow-on attacks", the White House said today.

"It's always a concern once you have a terrorist attack that one of the things that you want to learn as quickly as possible is all the information you can get in order to prevent follow-on attacks," she said.
