<b>Lack of coordination during Mumbai attacks glaring, says top US official</b><!--QuoteBegin-->QUOTE<!--QuoteEBegin-->Speaking at the Johns Hopkins University, Chertoff said, "This is what was reflected in the Wall Street Journal a couple of days ago when they wrote about the lack of communication between the fire responders and the emergency responders, the police and the military dealing in the hours and then days after that initial assault in Mumbai."

Chertoff said, <b>"The failure to coordinate all of those elements led to delay and lack of coordination and resulted in criticism directed against the government by the citizens of India itself. This is not again my opinion. I'm not commenting. I wasn't there."</b>
"This is what the papers are reporting and the citizens of India have indicated," he added.

<b>"What you come to recognise is without the kind of incident management and coordination we are building at the Department of Homeland Security, joint planning, joint execution, cutting across the lines of different operators, without that kind of capability, it's easier to have a disconnected response than to have a coordinated and properly connected response."</b>

Chertoff said that shortly after the DHS was created, President George W Bush [Images] had issued a Homeland Security Directive which  "put the Secretary in the position of the operational incident manager in the case of a terrorist attack or natural disaster of significant consequence."

....

Chertoff said in this regard, the DHS would ramp up its 'small boat strategy' which it had started 18 months ago. "We just didn't wake up because of what happened in Mumbai.<b> We've got a general aviation strategy we have unrolled, and these things obviously are not finished, but we've launched them off to a good start."

"Obviously, we are still fully unpacking the lessons of Mumbai," he said, but argued that 'the key is you want to minimise the risk by having good intelligence and by having effective response, because effective response in a low signature attacks, meaning one that doesn't give a lot of intelligence warning in advance, is your best bet for mitigation."</b>

Asked if his analysts have identified anything out of the Mumbai incident that he believed requires immediate attention, Chertoff said, "When I do an analysis with the bureau, we're going to disseminate what we see as the lessons of Mumbai."

<b>"We need to recognise that technology is an enabler for terrorism," Chertoff said and referred to reports "about how terrorists were able to use everything from watching TV to cell phones, to other kinds of technological tools to advance their schemes."</b> <!--QuoteEnd--><!--QuoteEEnd-->

The best apology that mumble mumble sigh can give is to resign. The terrorist attack could be prevented if his Non Security Adviser hadnt cornered all the power and prevented any response. The fact that he offered to resing shows he knew he was at fault. ITs MMS fualt thea he did not let the chps fall where they should. After alerting Navy and Coastguard they should have activated th IB to work near the hotels and the fisherfolks to get early warning and even prevent the terrorists. The ATS should have its eyes and ears open in the underworld for chatter about upcoming attack.

The RAW should have folks in the Karachi dockyard informing of every vessel moving from there. And IB in every fisherboat that plies the waters.

Moron Singh doesn’t consider this was serious attack. They are just making noise because on ground nothing had changed.

I am surprised, how seriously US is tuning its strategy, and everyday I am listening future strategy to deal with these type of attack in US. At this moment they think in US this will be disruptive only, it will not cause that much human loss because in US law enforcement agency is trigger happy and well equipped at lowest level . They are comparing it with few years back when duo was shooting people on streets through their cars. Which lasted for 2 weeks?
Indian authority was unable to shut down Airports, Railways or crowd control; strategists here are surprised by Indians basic procedure to counter terrorism. They say India is far behind and not serious to resolve or protect citizens.

Still Asleep After Mumbai by Daniel Pipes

Victims caught in terrorist atrocities perpetrated for Islam typically experience fear, torture, horror, and murder, with sirens screaming, snipers positioning, and carnage in the streets. That was the case recently in Bombay (now called Mumbai), where some 195 people were murdered and 300 injured. But for the real target of Islamist terror, the world at large, the experience has become numbed, with apologetics and justification muting repulsion and shock.

If terrorism ranks among the cruelest and most inhumane forms of warfare, excruciating in its small-bore viciousness and intentional pain, Islamist terrorism has also become well-rehearsed political theater. Actors fulfill their scripted roles, then shuffle, soon forgotten, off the stage.

Indeed, as one reflects on the most publicized episodes of Islamist terror against Westerners since 9/11 – the attack on Australians in Bali, on Spaniards in Madrid, on Russians in Beslan, on Britons in London – a twofold pattern emerges: Muslim exultation and Western denial. The same tragedy replays itself, with only names changed.

Muslim exaltation: The Mumbai assault inspired occasional condemnations, hushed official regrets, and cornucopias of unofficial enthusiasm. As the Israel Intelligence Heritage & Commemoration Center notes, the Iranian and Syrian governments exploited the event "to assail the United States, Israel and the Zionist movement, and to represent them as responsible for terrorism in India and the world in general." Al-Jazeera's website overflowed with comments such as "Allah, grant victory to Muslims. Allah, grant victory to jihad" and "The killing of a Jewish rabbi and his wife in the Jewish center in Mumbai is heartwarming news."

Such supremacism and bigotry can no longer surprise, given the well-documented, world-wide acceptance of terror among many Muslims. For example, the Pew Research Center for the People & the Press conducted an attitudinal survey in spring 2006, "The Great Divide: How Westerners and Muslims View Each Other." Its polls of about one thousand persons in each of ten Muslim populations found a perilously high proportion of Muslims who, on occasion, justify suicide bombing: 13 percent in Germany, 22 percent in Pakistan, 26 percent in Turkey, and 69 percent in Nigeria.

A frightening portion also declared some degree of confidence in Osama bin Laden: 8 percent in Turkey, 48 percent in Pakistan, 68 percent in Egypt, and 72 percent in Nigeria. As I concluded in a 2006 review of the Pew survey, "These appalling numbers suggest that terrorism by Muslims has deep roots and will remain a danger for years to come." Obvious conclusion, no?

Western denial: No. The fact that terrorist fish are swimming in a hospitable Muslim sea nearly disappears amidst Western political, journalistic, and academic bleatings. Call it political correctness, multiculturalism, or self-loathing; whatever the name, this mentality produces delusion and dithering.

Nomenclature lays bare this denial. When a sole jihadist strikes, politicians, law enforcement, and media join forces to deny even the fact of terrorism; and when all must concede the terrorist nature of an attack, as in Mumbai, a pedantic establishment twists itself into knots to avoid blaming terrorists.

I documented this avoidance by listing the twenty (!) euphemisms the press unearthed to describe Islamists who attacked a school in Beslan in 2004: activists, assailants, attackers, bombers, captors, commandos, criminals, extremists, fighters, group, guerrillas, gunmen, hostage-takers, insurgents, kidnappers, militants, perpetrators, radicals, rebels, and separatists – anything but terrorists.

And if terrorist is impolite, adjectives such as Islamist, Islamic, and Muslim become unmentionable. My blog titled "Not Calling Islamism the Enemy" provides copious examples of this avoidance, along with its motives. <b>In short, those who would replace War on Terror with A Global Struggle for Security and Progress imagine this linguistic gambit will win over Muslim hearts and minds.</b>

Post-Mumbai, analysts such as Steven Emerson, Don Feder, Lela Gilbert, Caroline Glick, Tom Gross, William Kristol, Dorothy Rabinowitz, and Mark Steyn again noted various aspects of this futile linguistic behavior, with Emerson bitterly concluding that "After more than 7 years since 9/11, we can now issue a verdict: Islamic terrorists have won our hearts and minds."

What finally will rouse Westerners from their stupor, to name the enemy and fight the war to victory? Only one thing seems likely: massive deaths, say 100,000 casualties in a single WMD attack. Short of that, it appears, much of the West, contently deploying defensive measures against fancifully-described "activists," will gently slumber on.

<span style='color:red'>Closet Islamists in PM's team?</span>

Kanchan Gupta (Pioneer, December 14, 2008)

Even before Mumbai's first night of horror was over, by early morning of November 27 Islamist websites were flush with claims that the multiple attacks had been planned and executed by Hindus, Jews and Christians to malign Muslims. The Muslim Brotherhood's website, www.ikhwanweb.com, had an article on its home page, allegedly written by a certain 'Amaresh Misra' (misra.amaresh@gmail.com) which said, "It is clear that Mossad is involved in the whole affair. An entire city has been attacked by Mossad and probably units of mercenaries (sic). It is not possible for one single organisation to plan and execute such a sophisticated operation." Fear of libel laws prevents me from reproducing other more outrageous excerpts from the article. Later that day, the website posted a message from one 'FM Shah' (lion.of.khyber@gmail.com) in response to the article. According to the 'Lion of Khyber', the fidayeen raid on Mumbai had been "made and produced in India with the help of CIA/Mossad in order to make Pakistan the scapegoat". The Ikhwan website also provided the 'evidence' for this preposterous claim: "The firing by terrorists began from Nariman House (Chabad House, the headquarters of a local Jewish outreach programme). And that for two years suspicious activities were going on in this house. But no one took notice… A photograph published in Urdu Times of Mumbai clearly shows that Mossad and ex-Mossad men came to India…"

With Islamists of all varieties increasingly using the Internet to propagate their vile ideology and subvert the truth, such messages are read by millions of Muslims, many of them with impressionable minds. They are replicated on other websites, picked up by propagandists who use the pulpit to preach hatred, and reproduced in community — and even 'mainstream' — Arabic and Urdu newspapers. Soon, a blatant lie becomes the dominant truth. Recall how what began as an absurd campaign of calumny after 9/11 — that the attacks on America had been 'masterminded by Zionists' and 'Jews had been alerted not to turn up for work at the World Trade Center' on that day — is now widely perceived as fact by many Muslims, including in India. A Jamia Millia Islamia professor once told me that the images we saw live on our television screens on 9/11 were "studio simulated". He emphatically said, "There were no aircraft involved in the incident. Controlled explosions, in which the Israelis excel, were used to blow up the twin towers. All this was done to justify the invasion of Afghanistan and later Iraq." I am sure he has repeated more lurid versions of this story to his students. I wouldn't be surprised if he has picked up the Ikhwan's 'Mossad is behind the Mumbai attack' story and spun a 'Islam is in danger' yarn out of it.

What lends credibility to such Goebbelsian propaganda is the bunkum that appears in Western media. For instance, The New York Times carried a 'news story' written by Fernanda Santos on November 27, which said that Chabad House was "an unlikely target of the terrorist gunmen who unleashed a series of bloody coordinated attacks at locations in and around Mumbai's commercial centre… It is not known if the Jewish centre was strategically chosen, or if it was an accidental hostage scene". Perhaps Ms Santos is of the view that the six Jewish hostages who were trussed up, brutally tortured and then slaughtered by the two jihadis who had taken over Chabad House, were 'accidental' victims of the terror strike. It would, however, be unfair to blame Ms Santos and her ilk, among them 'star' journalists and anchors whose bilge we get to read in 'mainstream' newspapers and hear on 'national' news channels here in India, alone for such perversion. The Government headed by Prime Minister Manmohan Singh is equally guilty.

On December 9, Minister of State for External Affairs E Ahamed read out a statement in the United Nations Security Council, pleading India's case for action against Pakistan-based terrorist groups. Here is an excerpt from the official text of the statement: "A group of ten terrorists from the global terrorist organisation Lashkar-e-Tayyeba reached Mumbai in the evening of 26th November 2008. The group divided themselves into four smaller groups and proceeded to pre-selected targets which included a café, popular with Indian and foreign tourists, and two major hotels." There was no mention of, or allusion to, the fourth group's pre-selected target, Chabad House, and the fact that the Jewish centre was attacked by the jihadis for obvious reasons. It's almost as if nothing happened at Chabad House, that no Jews were tortured and killed by the terrorists for the simple reason that they were Jews. What makes the omission stand out like a sore thumb is the global outpouring of Jewish support for India, the outrage in the West over the targeted killings which we have used to our advantage, and the Israeli Government's unequivocal endorsement of the tough commando action.

Whose decision was it to excise this detail from the statement? Did Mr Ahamed of the Muslim League decide not to mention it? Did he find the words 'Israel' and 'Jews' too distasteful to utter? Or was he trying to gloss over the Islamists' visceral hatred of Jews? It is unlikely that Mr Ahamed would have decided on his own to leave out the specific detail of the Jewish centre being attacked while alluding to Leopold Café, Taj Mahal Palace and Oberoi-Trident Hotel. Given the sensitivity of the issue, the statement would have been cleared by the Minister for External Affairs and approved by the Prime Minister. So, who decided to drop the reference to Chabad House? And for what purpose? Was it done with an eye to Muslim 'sentiments' — like those of the Jamia professor and his tribe for whom Jew-baiting is a noble virtue — at home? Or was it meant to serve as a message to Islamists at large that this Government has no complaints against them so long as they don't indulge in what Mr Tom Vadakkam of the Congress described on television as a "light and sound show"?

Meanwhile, late Saturday evening I decided to check whether www.jamatdawah.org, the website of Jamaat-ud-Dawah, the nom de plume of Lashkar-e-Tayyeba, had been blocked subsequent to the Security Council's sanctions on the organisation and its amir, Hafiz Muhammad Saeed. The website, with its inflammatory contents, remains unaffected. A statement issued by Saeed has just been posted. It says, "The UN sanctions against Jamaat-ud-Dawah, only one day after India's demand, are a clear proof of its malice and enmity towards Islam." Don't laugh at the claim. It's sure to find a resonance with those who believe that Mossad organised the "light and sound show" in Mumbai. So much for the efforts of the closet Islamists in the Prime Minister's team to suppress the detail about Chabad House.

PM SPEAKS UP: He says certain rights and freedom can be derogated to meet the security threat.

New Delhi: On Saturday Prime Minister Manmohan Singh gave an indication of what the UPA Government is planning to do contain the spreading terror in the country.

"In certain circumstances states are both entitles and obliged to take steps that derogate from human right principals, we should not feel discouraged, certain rights and freedom can be derogated from but only to an extent to meet the security threat," says the PM.

This was a statement that came from a desperate Prime Minister whose security apparatus has failed to stop one terror attack another. And for the first time he is hinting that human rights considerations may have to be overlooked to contain terror.

But Manmohan Singh also tempered his statement with a healing touch saying that it has to be taken care that no specific group or section of the society is targetted while fighting terror.

"We must also ensure that no group or section of the society gets targetted –( meaning xtians & moslems-congi-commie vote bank). With regards to Hindus, the majority community, obviously it is free for all to kick, degrade & insult them at any time, any place, by any excuse. These are the bedrock of secularist's-(UPA-United Pirate's Association.) principles  -NK in our commitment to fight terrorism," says Manmohan Singh.

It was not human rights alone that the Prime Minister wanted to highlight at the conference of jurists on terrorism and human rights but he made it clear that it was growing Indian economy which was also the target.

"When cities like Mumbai, Delhi, Bangalore, Hyderabad and Jaipur are targetted, the target is also at the India's economic crisis," says the PM.

<b>But he also maintained that both the economy and the democracy were powerful enough to absorb these shocks.</b>
