<b>US frustrated as Pakistan abandons military offensive in S Waziristan</b>

LAHORE : <b>Despite strenuous entreaties by top US officials, the government has abandoned plans to mount a military offensive against the group responsible for a two-year campaign of suicide bombings across the country</b>, TIME magazine reported. Although the Tehreek-e-Taliban Pakistan (TTP) has been in disarray since a missile strike from a CIA-operated drone killed the group’s former chief Baitullah Mehsud on August 5, the military has concluded that a ground attack on its strongholds in South Waziristan would be too difficult. The military has choked off the main roads leading out of South Waziristan, and the country’s fighter jets have been pounding targets from the air (an operation Islamabad insists it will continue). But that falls short of the military campaign the US desires. Instead, the government is hoping to exploit divisions within the TTP to prize away some factions, <b>while counting on the CIA’s drones to take out Baitullah’s successors. US counter-terrorism officials worry that a failure to capitalise on the post-Baitullah confusion within the TTP will allow its new leader, Hakeemullah Mehsud, to consolidate his position and reorganise the organisation.</b> Officials in Washington say special envoy Richard Holbrooke and NATO commander Gen Stanley McChrystal have both pressed Islamabad to strike while the iron is hot. But after initial promises to launch a ground offensive in South Waziristan, the government has backed off. A top general, Nadeem Ahmed, recently said preparation for such an operation could take up to two months. Now, there will be no ground assault at all, according to a senior politician known to have strong military ties; instead, the politician says the military will try and buy off some TTP factions through peace deals. <b>At least 17 policemen were killed and several others were injured in suicide attack at Mingora police training centre on Sunday.</b> According to a private TV, around 60 to 70 policemen were getting training at Mingora police centre when a man entered and blew himself up killing 17 policemen on the spot and injuring several others. <b>A suicide attack in Swat on Sunday left at least 10 policemen dead, officials said.</b> "The policemen were being given training in Mingora town when a suicide bomber entered the ground and blew himself up near the recruits, killing 10 of them," Swat police chief Qazi Ghulam Farooq told AFP. A senior administration official, Ateef-ur-Rehman, also confirmed the attack and said there were a number of casualties, adding police had been put on high alert. Emergency has been declared in the hospitals of Saeedu Sharif and dead bodies and injured were being shifted to hospitals. The area was rattled with intense fire after the blast and people closed their shops after the attack. Curfew has been imposed in the region. The authorities have declared emergency at the hospitals. The police training centre in Mingora previously came three times under attack of the militants.

<b>Pakistan’s Ministry of Investment to offer 7million acres of agricultural land to foreigners</b>

KARACHI : <b>The Ministry of Investment (MoI) has decided to offer more than 7 million acres of farmland for long-term investment to foreigners and an Emirates Investment Group after witnessing immense interest by Arab countries in purchasing agriculture land in Sindh and Punjab.</b>

An official of the MoI said Tuesday ‘road shows’ were also held in Dubai to attract the potential investors while the government was working to ward-off apprehension of the people of the agriculture sector in this respect.

He said it was expected that after investment the country could save most of exports of agricultural produce as it was hampered by lack of modern storage facilities.

Minister for Investment Waqar Ahmad Khan said, “Our agriculture sector would get latest farming technology if we capitalise our goal.”

The international investment companies are also seeking agriculture lands in Philippines, Ethiopia and other countries.

However, the stakeholders said investors would utilise land for food security of their respective countries.

The government should table a bill for the proposed selling of agriculture lands before the parliament in order to give it a clear cut approval from the peoples’ representatives, Chairman Pakistan Tanners Association (PTA), Agha Saiddain said.

The Gulf and some Dubai-based groups were showing great interest to acquire fertile lands for rearing livestock besides to produce crops for their respective countries.

“Saudi Arabia and China are interested to acquire land on lease besides to join hands with the private sector stakeholders in order to grow soft crops and vegetables.”

It is in the process of acquiring farmland in Pakistan to export more food to the Gulf region.

He said instead of selling land it would be better to sell its yield to the people in the Gulf region.

If the authorities are bent upon to sell the land then it would be better to lease it so that Pakistan has the right on its land to get it back after expiry of the lease period like in Hong Kong and Macao.

For utilisation of such land the government should prefer local investors and poor landless farmers and support them in cultivation of land to increase our gross domestic product and per capita income.

He said, “It can create security risk for the country and the decision to offer farmland to foreigners is far away from foresight and vision and is only to draw short-term gains at the cost of selling the homeland.”

“The United Nations also expressed its concern over the issue and asked the government to prepare transparent and foolproof blueprint in order to avoid any involvement of extremist group in the purchase,” he maintained.

Federal Minister for Population Welfare Firdous Ashiq Awan stated this while speaking at the Lahore Chamber of Commerce and Industry on Thursday.

<b>She said population explosion was the biggest challenge of the day as it was creating a resource gap and the Ministry of Population Welfare in consultation with the Ulema was evolving a roadmap to cut the fast growing graph of population.</b>

She admitted that the role of parliamentarians was not up to the mark and there was a need of their capacity building so that they could be able to play their role in strengthening institutions which was a prerequisite to progress and prosperity.

Speaking on the occasion, LCCI President Mian Muzaffar Ali said rising population was the single greatest obstacle to economic and social advancement of the people.

<b>ISLAMABAD : Former president Pervez Musharraf’s visit to Saudi Arabia has turned out to be a fiasco since he failed in persuading the Saudi authorities to secure clemency from his detractors in Pakistan, particularly the Sharif family.

Instead, the Saudi authorities have advised him to seek pardon and tender an unconditional apology for his unconstitutional acts directly from the people who had to suffer due to his actions during his days in power.

Musharraf has left Saudi Arabia empty-handed and it is expected that some other ‘international friends’ of the former president could intervene to save his neck. Musharraf who arrived in Saudi Arabia by a royal plane <span style='font-size:14pt;line-height:100%'>departed the Kingdom by a commercial flight.</span></b>

In yet another significant but related development, Pakistan’s ambassador to Saudi Arabia Umer Ali Khan Sherzaie is reaching Islamabad today (Thursday) with his report on the developments in the Kingdom with reference to Pakistan. He was present during the recent meetings at the Jeddah Palace as well as interior minister Rehman Malik’s audience with King Abdullah bin Abdul Aziz and his interaction with Prince Mukrin and his Saudi counterpart Prince Naif. The ambassador, however, stayed away from the engagements of the former president.

The Foreign Office has confirmed that the ambassador, who assumed his assignment last month, is coming home but said it has no further details. When Musharraf arrived at the Jeddah state palace Rehman Malik, who was staying at the 4th floor of the palace, was preparing to leave for Pakistan. He simply ignored the arrival of the former president and drove straight to the airport. The Saudi interior minister provided his royal plane to the minister for the return journey.

The Saudi authorities are said to have advised former president Pervez Musharraf to seek pardon and unconditional apology from his detractors for the excesses he has committed against them while in power.

The ‘advice’ has been conveyed to him loud and clear during his interaction with King Abdullah bin Abdul Aziz and other senior officials of the Kingdom during his current trip to Saudi Arabia. Well-placed diplomatic sources told The News here late Wednesday evening that Pervez Musharraf, who reached Jeddah with ‘SOS’ and stayed in the state guest palace “Kasr-e-Ziafa”, had requested for an audience with the King through ‘common’ friends last month. He wanted to visit the Kingdom even earlier when the campaign for his trial under Article 6 of the Constitution gained momentum in Pakistan. But the visit could not materialise. The new tide of demand for his accountability unnerved him and he requested for the visit afresh.

Diplomatic sources have brushed aside the impression that the Saudi rulers are playing a role similar to the one they played for rescuing the Sharif family way back in 2000. That was a totally different story as Nawaz Sharif enjoys special relationship with the royal Saudi family and is held in the highest esteem.

The sources pointed out that the interest being shown by the Saudi authorities is due to the fact that Saudi leadership wants to help Pakistan in minimising its political predicaments. Peace and stability in Pakistan has always been dear to the Saudi leadership and it is understood that the special envoy of the Pakistani leadership, who had an audience with the King the other day, has also been advised to help the former president in obtaining clemency from his adversaries, especially Nawaz Sharif.

Sources close to former president, however, deny any such impression saying Pervez Musharraf is visiting Saudi Arabia on the personal invitation of the King and that he will not seek pardon. They said the king had invited Musharraf for discussion on global issues.

The Saudi ambassador in Pakistan Abdul Aziz bin Ibrahim Saleh Al-Ghadeer has made it clear that Saudi Arabia does not meddle in Pakistan’s domestic affairs and his country should not be dragged unnecessarily in the political developments of the brotherly country Pakistan. “The doors of Saudi Arabia are open for every brother from Pakistan irrespective of his political affiliation since Saudi Arabia is second home for every Pakistani. Saudi Arabia and its royal leadership are always prepared to help Pakistan in any trouble but without interfering in its internal affairs,” the ambassador said.

Talking exclusively to this scribe Wednesday evening Ambassador Abdul Aziz Al-Ghadeer reminded that late Prime Minister Zulfikar Ali Bhutto and late President General Muhammad Ziaul Haq visited the Kingdom several times during their tenures. Saudi Arabia had always generously kept its doors open for the people from Pakistan. “We don’t decline the visitor from this brotherly country but the political problems of this country have to be resolved by the people of this country,” the ambassador said.

The Saudi envoy declined to comment on the political developments in Pakistan and said that his country is always prepared to do whatever it could do for its betterment and well being of the people of Pakistan.

The sources revealed that Pakistan Muslim League-N supreme leader Nawaz Sharif is leaving for Saudi Arabia next week to perform Umrah. He is likely to meet King Abdullah bin Abdul Aziz in Riyadh. He will also have meetings with some other Saudi leaders including Prince Mukrin, chief of the Saudi Intelligence Agency.

Online adds : Leader of Pakistan Muslim League-Nawaz Syed Zafar Ali Shah advocate said on Wednesday that Saudi Arabia has no knowledge of democracy and no one should intervene in the domestic affairs of Pakistan.

Talking to media outside the Supreme Court, Zafar Ali Shah said there are deep friendly relations between Pakistan and Saudi Arabia and we respect these relations. <b>However, they (Saudis) do not know much about democracy. Each country has its own democratic system and we never criticized the monarchy system in Arab countries.</b>

Talking about the Saudi Government asylum offer to Pervez Musharraf, he said it is Pakistan’s domestic issue and Saudi Arabia should avoid taking any step in this regard. No one has the authority to decide about the future of Pervez Musharraf. He said that people of this country have suffered due to Pervez Musharraf and they will decide what to do with him. He demanded of the government to confiscate the property of Pervez Musharraf and start legal proceedings against him to recover the people displaced during his tenure.

<b>US killed Zia with Pak internal power help : Ex-spymaster</b>

ISLAMABAD : US and "internal powers" were behind the 1988 plane crash that killed General Zia-ul-Haq, who ruled Pakistan from 1978 till his death, a former Pakistani spymaster has claimed.

Imtiaz Ahmed, a former chief of the Intelligence Bureau, said the US collaborated with "internal powers" in Pakistan to assassinate Zia.

Ahmed, who also served in the ISI, has shaken up political parties with revelations of huge payments allegedly made by the Inter-Services Intelligence to strengthen the opposition to former premier Benazir Bhutto in 1990.

"Former army chief Gen Mirza Aslam Beg also says that Zia's plane crash was not an accident, but sabotage," he told a TV news channel.

Zia came to power after overthrowing the then Prime Minister Zulfikar Ali Bhutto in 1977, the third ruler to impose martial law.

He initially ruled as the Chief Martial Law Administrator, but later installed himself as the President of Pakistan in September 1978.

Zia's death in a military plane crash in August 1988 remains shrouded in mystery, which has given rise to several conspiracy theories.

Reports have suggested the plane crashed due to sabotage or mechanical failure.

Reacting to Ahmed's claim, Zia's son Ijaz-ul-Haq demanded that a thorough criminal investigation should be conducted into the plane crash.

Ijaz said former pilot Akram Awan, who was arrested in connection with another case, told a commission that the Israeli intelligence agency Mossad "delivered material to destroy the plane".

Ijaz also claimed the US prevented a proper investigation into the plane crash. The medical personnel who conducted the autopsy on his father's body were sent off to far-off areas, he claimed.

He said he had met former US Secretary of State Henry Kissinger with a request to probe the incident but had received no response from him.

ISLAMABAD : Former Federal Minister and PML leader Ejaz-ul-Haq has said US forcefully hindered investigation into General Zia-ul-Haq plane crash.

Talking to media, he said Saturday I cannot point finger towards a person or a country over murder of General Zia-ul-Haq but US did not send FBI team to Pakistan for probe into plane crash.

Postmortem officials were sent to far and flung areas, he added.

<b>2. US rejects allegation of stopping Zia plane crash probe</b>

ISLAMABAD : The US Consulate in Islamabad sources have said that US was not behind scrapping of the investigation into the former president General Zia-ul-Haq’s plane crash incident.

The sources said that a US ambassador in Pakistan was killed in the incident occurred in 1988, therefore, the US will always favor getting to the actual facts.

It may be mentioned here that Zia-ul-Haq’s elder son Aijaz-ul-Haq had alleged that the US forcefully stopped the probe into the incident of plane crash. Brig. (Retd.) Imtiaz Ahmed has also blamed the US for orchestrating the plane crash.

<b> India not rule out involvement of Pakistan state actors in Mumbai attacks</b>

NEW DELHI, Sept. 6 (Xinhua) -- In yet another scathing attack on Pakistan, India has said that it can't rule out the involvement state actors in Islamabad in Mumbai terror attacks which killed over 170 people last November, according to local media on Sunday.

"India has never ruled out the involvement of state actors in Pakistan in the Nov. 26, carnage despite Islamabad's contention to the contrary," Indian Home Minister P. Chidambaram said in a interview to local TV "NDTV".

Reiterating that Pakistan's inaction against the alleged mastermind of Mumbai terror attacks, Hafiz Saeed, is "atrocious", the Home Minister said that there's "enough and more evidence to continue the probe against him (the Jamaat-ud-Dawa chief)".

"There is enough and more evidence to continue the investigation against Hafiz Saeed. On the face of this evidence, to let him off, I think, is atrocious," Chidambaram said.

Claiming that the details and Islamabad's failure to act against Saeed will be raised by him in his talks with senior U.S. officials later this week, Chidambaram said that Pakistan was simply inventing new questions and it would be a charade for them to keep asking for more dossiers.

"If there is an opportunity, I will take them through the sixth dossier. It has already been shared with many countries -- 16 including the United States. So they know what we have but if there is an opportunity, I will certainly walk them through the dossier to point out that there is enough evidence (against him),"he said.

<b>Jinnah not secular for Sheikh Abdullah</b>

The ghost of Jinnah, founder of Pakistan, has overtaken BJP, ever since L K Advani raised the controversy over Qaid-e-Azam, who is held responsible for dividing the subcontinent. Jinnah’s apparition has of late plundered the BJP of inner party discipline that it was boasting of. Cracks are visible. The main opposition party is in a state of delirium, to the delight of the Congress.

<b>While Jinnah was garlanded with shoes in the Muslim-dominated Kashmir valley by the activists of the then National Conference, led by Sheikh Abdullah,</b> Jaswant Singh, a BJP stalwart for 30-years before he was thrown out of the party has not only eulogized Jinnah , but also blamed Nehru and Patel for the partition in his book, “ Jinnah: India-Partition-Independence”.

The Sheikh had rejected at point blank Jinnah’s two-nation theory. With ashes in his mouth, Jaswant Singh has said that partition was largely due to Nehru and Patel. The latter is responsible for unifying India. Jaswant Singh should have resigned from the party or sought permission before writing this controversial book.

Jinnah was the harbinger of two-nation theory, which led to painful partition. Can we expect a Communist to praise RSS? Or a radical Islamist to write a book in praise of L K Advani? Jaswant Singh knew how Advani had suffered because of his similar assessment about Jinnah. Though an able politician and a writer, he stirred up a hornets’ nest in the BJP camp and put it on fire. This is an open revolt, which could not be overlooked.

Sheikh Abdullah was diametrically opposed to Jinnah’s ideology. He did not want to join a country like Pakistan, based on religion. He did not want anything to do with Pakistan because of Jinnah’s ‘un-Islamic’ attitude towards the people of Jammu and Kashmir.

<b>When Jinnah visited Srinagar in 1944 for asking people to join Pakistan, a National Conference leader Ali Mohammad Tariq had asked him whether the future of Kashmir would be decided by the people of the state. Jinnah’s reply surprised all. “Let the people go to hell.” The absurd remark hurt the Kashmiris. Massive anti-Jinnah demonstrations were held in Baramulla. An annoyed Jinnah sent a telegram to Maharaja Hari Singh, asking him to “crush Abdullah’s goondaism”.</b>

Jinnah wanted Kashmiris to rally behind then Muslim Conference, led by Moulvi Yousuf Shah, uncle of assassinated Mirwaiz Moulvi Farooq. The Muslim Conference was aligned to Jinnah’s Muslim League. But it had little following. The Sheikh was a popular leader. He had spurned Jinnah’s hand to join Pakistan. Jinnah thought Kashmiri Muslims were ‘inextricably’ linked with Pakistan. He would often say “Kashmir was a blank cheque lying in Pakistan’s pocket and she could cash it whenever she liked.” But it did not happen. The people have opted for India, rejecting Jinnah’s ideology. Jaswant Singh should take note of it.

<b>Irked by the Sheikh’s attitude, Jinnah on October 22, 1947 orchestrated tribal invasion of Kashmir. Nearly 5000 tribals were sent to Kashmir in 200 buses under the command of Pakistan army. They resorted to mass rape, loot, murder, and plundered Baramulla town. The victims were mostly Muslims whom Jinnah wanted to liberate. Are these the traits of a secular person?</b>

At an earlier stage of his life, Jinnah was a nationalist to the core and a strong protagonist of Hindu-Muslim unity. But his ideology was never constant.

Now the BJP is on the boil. Thanks to Jaswant Singh and his opportunistic politics. Advani has almost become speechless. The party has got embroiled in deep crisis. One fails to understand why Jinnah has become the epitome of mankind for Jaswant Singh. Where was his ideology for 30 years?

RSS Chief Mohan Rao Bhagwat has said that Jinnah was neither a secular person nor did he support the ideals of secularism. He was the first person to lead an agitation for creating a separate nation—Pakistan—for he considered Hindus separate from the Muslims.

Jinnah was once asked why he hated the Hindus. His stark reply was “How could he, having sprung from the same stock. But how would one like to live in his elder brother’s house on mere sufferance” One can judge him by these outbursts.

The ghost of Jinnah has been haunting India, particularly the BJP, since June 2005, when Advani visited Pakistan and hailed Jinnah as a ‘secular’ leader. Advani’s assertions raised a lot of controversy as if Jinnah was the be all and end all for him. There are several hundred leaders of eminence in India but they have no attraction for leaders like Jaswant Singh, who held Patel responsible for partition, which was inevitable. It was the last resort. Jaswant Singh has denigrated Patel

While Advani hailed Jinnah as a secular, Jaswant Singh has regretted that he was ‘demonized’ by India. It is a pity. Jinnah has rightly been portrayed as a ‘wicked’ person because he allowed himself to be brainwashed by the British. He was responsible for creating anarchy and subsequent mass exodus of ten million refugees from India to Pakistan and vice versa. Jinnah had been insulting Mahatma Gandhi, Nehru and Patel for their nationalistic outlook.

After 30 years of association with the BJP, Jaswant Singh argues that BJP’s association with the RSS is ‘unhealthy’. He should have known it long ago. This is in contrast to what Arun Shourie has said. He wanted the RSS to ‘takeover’ the BJP. After all, BJP’s mentor is RSS.

In his last phase of life, Jinnah became a stooge of the British and he endeavoured to keep the Muslims away from the national mainstream. Patel’s task of integrating 600 princely states in a record time on the eve of the partition was no mean achievement. Nehru and Patel had insisted on a centralized system of governance, but Jinnah was eager for a ‘loose federation’ of states. Had Jinnah’s suggestion been accepted, India would have been again enslaved. Every state in a federal set up could demand independence.

Ironically, the suggestion for a ‘loose federation’ was put forth by India’s last Viceroy Lord Mountbatten. Obviously, it was the game plan of the British to rule by proxy. Jinnah was brainwashed in London. When he failed in his mission, he ultimately demanded Pakistan, which was further divided in 1971 war.

When an interim government was formed in 1946-47, it is said Jinnah used to quarrel with Congress leaders on flimsy issues, almost every day. According to historians, Partition was accepted by Nehru and Patel to ‘eliminate’ Jinnah’s ‘nuisance value’. Nehru has been quoted as saying “By cutting the head, we shall get rid of the headache”. Jinnah turned villain because of the machinations of the British, when D-Day was approaching.
