Over the years the standard of research in Pakistan’s universities has been on the decline. While the output of PhDs has increased phenomenally, it has affected academic standards negatively since no capacity building has taken place. Not only are students who have been enrolled in research programmes the products of a system that leaves much to be desired, the faculty to supervise doctoral candidates has also been insufficient.



Many of the problems that are now being reported are the result of the unthinking policies in place. [color="#FF0000"]A Dawn report on the Karachi University’s poor quality of research is therefore not surprising — corruption, inefficiency and plagiarism are bringing a bad name to this premier institution.[/color] Thus unqualified teachers who are not PhDs are said to be supervising doctorate students. The reason is obvious — a supervisor receives allowances for this ‘extra work’. An unqualified faculty member seeks shortcuts by resorting to intellectual theft. The Internet and communication technology are of immense help.



What is shocking is that the university administration which should have been the first to be concerned is dragging its feet on the cases that are brought before it. The main evidence of the university’s indifferent attitude is its failure to even have in place a policy on plagiarism or other cases of academic deception. Two new cases of plagiarism have now been reported — three had come to light earlier — and other malpractices have surfaced from time to time. It is the responsibility of the university authorities and the Higher Education Commission to investigate the matter before plagiarism becomes a common malady. It is not only the newly reported cases that need to be addressed. A system must be devised to curb malpractices on an ongoing basis and to take remedial action when an academic wrong is done

Quote:KARACHI - China and Pakistan, which have strongly increased bilateral trade this decade with the help of a series of free-trade agreements (FTAs), have committed to doubling their commerce within the next three to four years.



That is raising concern about the impact on Pakistan's domestic industries, [color="#FF0000"]due to the disproportionate value of Chinese imports to the country, while cheating using FTA-related documentation is also worrying authorities.[/color]



Annual trade has increased from less than US$2 billion in 2002 to $6.9 billion, with a goal of $15 billion by 2014. China, which has surpassed the European Union as Pakistan's second-largest trading partner, exported goods worth $5.5 billion to Pakistan and imported $1.3 billion worth of products. The United States is Pakistan's biggest trading partner.



Critics say that the official amount of Chinese exports to Pakistan do not reflect the real, larger, scale of Chinese goods brought into the country, and that China's trade surplus is expected to increase as Pakistan has less to offer in the way of merchandise.



Under an FTA on trade in services, which became operational on October 10 last year, Pakistan is opening 102 sub-sectors of 11 major sectors and China is further opening 28 sub-sectors of six major sectors. Both countries have offered greater concessions than those committed under the World Trade Organization General Agreement on Trade in Service (GATS).



[size="6"]Strong penetration[/size] of cheap Chinese products into the Pakistani market is already raising local concerns, as they drive less-competitive manufacturers in the South Asian country out of the domestic market. Critics say that a weaker country in an FTA pact is always given some advantages to protect its industry from the adverse impact of making the agreement beneficial for both signatories. In Pakistan's case, China already dominates the local market as a supplier of most consumer goods there.



Chinese investment in Pakistan has increased across many sectors of the economy, including port development, roads, railways, mobile telephony, communication technology, hydro and thermal power, mining, electronics, and nuclear energy, APP reported, citing an article recently published in the China Foreign Trade magazine. The areas of bilateral co-operation include the establishment of the Pakistan and China Joint Investment Co (JIC) for direct investment and joint ventures. The objective is to support Chinese investments in Pakistan and earn profits for its investors. The FTA covers 85% of the goods traded between the two countries.



"JIC has paid up capital of $200 million which we are trying to enhance to $1 billion," the China Foreign Trade report quoted Masood Khan, Pakistan's ambassador to China as saying. "If we compare the current trade figure of $6.9 billion, with the figure of $1.8 billion in 2002, we have certainly done well. However, our target is to reach the figure of $15 billion in the next three to four years."



Under an FTA signed in 2006, the two countries agreed to implement the first phase of a reduction in customs duty from July 1, 2007. This helped to provide a level-playing field to Chinese investors for making investment in various sectors of Pakistan economy. Islamabad has announced incentives for Chinese entrepreneurs investing an industrial park through a protocol under the FTA, while the Chinese government has through the protocol committed to consider duty free access into China for all products manufactured in the park.



Islamabad plans a comprehensive strategy to attract foreign investment, particularly from China, in its northern areas, now called Gilgit-Baltistan. The country is specially focusing on the power sector to harness the huge water potential of the mountainous region with the help of China. Major hydropower projects in which Chinese companies are involved or interested include the Bunji and Basha dams and the Kohala and Neelum-Jhelum hydro-electric power projects. Gilgit-Baltistan, which connects Pakistan to China's western province of Xinjiang, is seen by both India and Pakistan as part of the larger unresolved Jammu and Kashmir issue involving those two countries.



Some experts say the present FTAs are unlikely to push bilateral trade up to $15 billion until Pakistan improves its internal security, promotes its exports and encourages its business community to invest in China. Some Chinese investors are pulling out from Pakistan because of deteriorating security, with the intensification of the war against Taliban insurgents in the country's northwest and rising incidents of violence in insurgency-hit south western province of Balochistan posing a threat to Chinese interests.



The number of Chinese companies in Pakistan [color="#FF0000"]has plummeted to about 60, involved in 122 projects, from about 145 private businesses in 2003[/color].



Pakistani authorities have detected extensive massive misuse of the FTAs signed between the countries, involving importers who submit wrong "certificates of origin" to clear non-Chinese made goods from Pakistani ports. The extent of this misuse has yet to be determined.



In one example using forged certificates of origin, consignments shipped from Hong Kong with "Chinese" certificates of origin cannot be treated as goods being cleared under the Pakistan-China FTA, according to a Business Recorder report.



The actual misuse of the FTA may be considerably more than what is indicated by intercepted consignments re-examined by the authorities. Mobile phones imported under the FTA jumped from 0.3 million during January-March 2009 to about 3 million in the same period this year. Yet the amount of duties and taxes paid on the imports so far this year was much lower than in the same period a year ago.

Months after Pakistani troops chased them from South Waziristan, these militants have established a new base farther north under the protection of an insurgent leader who has cut past deals with the Pakistani army, according to residents, militants and reports from Associated Press correspondents who visited recently.



The fighters — including Arabs, Chechens and Uzbeks — roam through markets, frequent restaurants and watch jihadi movies or surf the web at Internet cafes, their weapons propped up against the table. [color="#FF0000"]Pakistani troops wave them through checkpoints even though they're armed with assault rifles and rocket launchers.[/color]



These are the new VIPs in Pakistan's most dangerous region, North Waziristan.



The influx of these militants in North Waziristan in recent months adds to pressure on the army to launch an offensive there, and raises questions over its policy of making agreements with Gul Bahadur and other insurgent commanders who threaten US forces in Afghanistan but do not attack targets in Pakistan.



Bahadur agreed not to help his fellow militants during last year's offensive in South Waziristan as part of an understanding reached with the army. In exchange, the army would not attack his territory to the north. Now it appears that this pact has backfired on the army, enabling militants whom Pakistan considers a threat to its security to regroup on Bahadur's lands.



The military says it is not moving into North Waziristan because it does not have enough troops to do so effectively. Critics say the force is holding back because it does not want to sever alliances with militant factions fighting just across the border in Afghanistan, believing they will one day serve Pakistan's interests there.



That makes North Waziristan an enticing destination for extremists, even with US missiles regularly pounding the region. All but two of the 27 missile strikes fired from unmanned drones since January have hit targets in the north, according to a count by the AP.



Newly arrived Pakistani Taliban, Arab and Uzbek militants from South Waziristan are now commonly seen in the north's major towns, Mir Ali and Miramshah, which are under the control of Bahadur, according to residents there and two AP reporters in the region.



The Pakistani Taliban has set up a command and control center in Mir Ali bazaar, where it communicates by radio with other groups in the tribal belt, witnesses say.



All those interviewed declined to give their names, citing fear of retribution by either the Taliban or Pakistani security forces. The AP reporters also asked to remain anonymous for the same reason.



"Under tribal customs and traditions, we are bound to host brothers from South Waziristan. We are like brothers and we support each other," said a close aide to Bahadur. "We have no concern that our attitude toward the Pakistani Taliban in our area will invite an army offensive. Why should it? Neither we nor the Pakistani Taliban men have caused any problems for the army in North Waziristan."



Before launching the offensive in South Waziristan, the Pakistani army acknowledged striking the deal with Bahadur.



On Wednesday, army spokesman Maj. Gen. Athar Abbas denied the force had any ongoing deal with Bahadur not to attack his territory, saying the local administration may have an arrangement with tribal leaders in the area to ensure peace there.



But security analysts and residents disputed this, saying there was clearly a truce of some sort in the region.



Abbas insisted the army had not ceded the north to militants, saying the army had about 25,000 troops stationed there that carry out small-scale, targeted operations against insurgents.



Any such operations are rarely reported.



Despite the remarks by Bahadur's aide, there are signs the new arrivals may be straining relations with their hosts.



The Pakistani Taliban circulated a leaflet two months ago calling on their fighters to avoid any "criminal activity" and interference in the internal affairs of the region.



The army began its operations in South Waziristan in October against the Pakistani Taliban, an umbrella grouping of militants that has claimed responsibility for many of the hundreds of suicide bombs to hit the country over the last two years.



It retook the area in about two months, but most of the insurgents fled rather than fight and none of the top commanders were captured or killed.



In Washington, a senior military official confirmed that fighters scattered from South Waziristan, including some to the north and others into Afghanistan. They included foreign fighters, he said on condition of anonymity because it involves intelligence.



The army has since launched air and ground operations in the Orakzai tribal area, where it says many of those who fled South Waziristan have ended up. But several analysts said they believed North Waziristan was home to most of the insurgents, including their leaders.



"The Taliban are receiving undeclared protection and shelter there in North Waziristan. The issue is now for how long this can be sustained," said Imtiaz Gul, director of the Center for Research and Security Studies in Islamabad. "If you look at the growing convergence between the Pakistan and the US military, it will be difficult for Gul Bahadur to keep these people and not be disturbed."



Bahadur, whose forces do not carry out attacks within Pakistan, is regarded as "good Taliban" by Pakistani security agencies. But he and other allied insurgents leaders in the north, among them Jalaluddin Haqqani, regularly dispatch men to fight US and Nato troops in Afghanistan.



US officials have praised Pakistan's actions against the Taliban in the northwest over the last 18 months, a change from two years ago when their refrain was a near constant "Pakistan must do more." They have also said they understood Pakistan's reasons for not going into North Waziristan immediately.



But an uptick in bombings in recent weeks in Pakistani cities after three month of relative calm will add to calls for action in the north.



"The strikes over the last couple of days mean the Taliban have reorganized," said Mahmood Shah, a former security chief for Pakistan's tribal regions. "I understand the complexities of launching an operation in North Waziristan, but I think it will become a compulsion."



Some residents said they saw signs that a military offensive might come — from soldiers repairing checkpoints on previously abandoned roads, to Pakistani Taliban fighters using the north as a base.



"After the military operation in South Waziristan we have seen Arabs, Uzbeks and Pakistani Taliban in Miran Shah market," said a school teacher in that town near the Afghan border. "I am happy with the agreement between Gul Bahadur and Pakistan, but I fear another military operation in our area when I see these people having free movement."



The owner of a pharmacy in the same town had similar fears.



"I am not hopeful about the future of the Gul Bahadur agreement when I see what's happening on the ground," he said.

ISLAMABAD : The external debt and liabilities of the country reduced by $942 million or 1.7 percent to $54.324 billion by end of March 2010 as compared with $55.266 billion in January 2010, sources told Daily Times on Friday.



However, the external debt and liabilities, which was $43.141 billion in 2008, [color="#FF0000"]now reached $54.324 billion, showing 26 percent increase in the last two years.[/color]



The total medium and long-term external debt and liabilities on March 31, 2010 reached $41.839 billion and short-term debt remained at $600 million. The total sum of these two loans is $42.439 billion and is known as Public and Publicly Guaranteed Debt. By January 2010 the sum total of these two types of external debts was $43.234 billion, which reduced by $0.795 billion in the last two months.



Medium and long-term debt : It further consists of external loan taken from sources like multilateral, bilateral, issuing of bonds, commercial banks and defence.



Multilateral : In the last two months, multilateral external debt and liabilities reduced to $23.221 billion from earlier $23.734 billion. The break-up of this category is $11.068 billion from Asian Development Bank (ADB), $1.707 billion from International Bank for Reconstruction and Development (IBRD) and $9.831 billion from International Development Association (IDA).



From other sources the government took $616 million by March 31 2010. These sources are European Investment Bank (EIB) $63 million, [color="#FF0000"]Islamic Development Bank (IDB) $319 million,[/color] International Fund for Agricultural Development (IFAD) $187 million, NORD Development Fund $15 million, and OPEC fund $23 million.



Bilateral : Total loan from bilateral bases reached $16.572 billion on March 31 2010, which was $16.665 billion by January 2010, showing a decrease of $93 million in the last two months. The bilateral external debt composed of two sources-Paris Club Countries ($14.017 billion) and Non-Paris Club Countries ($2.555 billion) by end of March 2010.



Paris Club Countries included various countries, which are Austria $67 million, Belgium $34 million, Canada $531 million, Finland $6 million, France $2.178 billion, Germany 1.824 billion, Italy $105 million, Japan $6.674 billion, Korea $476 million, Netherlands $117 million, Norway $21 million, Russia $121 million, Spain $80 million, Sweden $153 million, Switzerland $108 million, United Kingdom $10 million, United States $1.514 billion.



Non-Paris Club Countries’ external debt and liabilities reached $2.555 billion till end of March 2010. [color="#FF0000"]These countries are China $1.882 billion, Kuwait $105 million, Libya $5 million, Saudi Arabia $442 million and United Arab Emirates $121 million.[/color]



Bonds : Total liabilities on issuing different bonds etc reached $1.572 billion by end of March 2010, which was $2.150 billion in January 2010.



Commercial banks : The foreign debt and liabilities from the commercial banks reached $275 million by end of March 2010, while it was $166 million in January 2010.



Defence : External debt and liabilities remained $199 million by end of March 2010 and the same amount was recorded on January 1, 2010.



Short-term debt : Total short-term debt from IBD reached $600 million by end of March 2010, which was $320 million in January 2010.



Banking sector debt : Total banking sector debt of the country reached $262 million till end of March 2010, which consists of long-term $120 million and short-term $142 million. While in January 2010 the banking sector debt of the country reached $196 million, which consists of long-term $126 million and short-term $70 million.



Private sector debt : Total private sector debt reached $3.217 billion till January 2010, official figures available with Daily Times revealed. The sub-component of this sector is multilateral creditors at $421 million, Paris Club $1.548 billion, Non-Paris Club $259 million, SBP $852 million and bonds $137 million. However, the total private sector debt was recorded at $2.942 billion till January 2010.



International Monetary Fund (IMF) debt : Total IMF debt and liabilities reached $7.206 billion by end of March 2010, which was $7.494 billion in January 1, 2010.



Deposits with SBP : Under this category, the government’s foreign debt and liabilities reached $1.200 billion, while it was $1.400 billion in January 2010.

ISLAMABAD : For the first time in the history of Pakistan, political leaders from the Punjab, Sindh, Balochistan and Khyber Pakhtunkhwa have united against a serving Army officer. They want the government to start investigations against the said Army officer not only on one count but also on many others.



The dubious role of former DG Military Intelligence Major General Nadeem Ejaz was an important unifying factor behind a large consensus between the PPP, the PML-N, the PML-Q and other parties on the 18th Amendment. Nadeem Ejaz was responsible of victimising not only the PPP and the PML-N but also abused his unlimited and unchecked powers against some important leaders of the PML-Q as the DG MI. At one stage in April 2008, he wanted Musharraf to replace General Kayani because Kayani was not ready to involve the Army in safeguarding the political interests of Musharraf but this effort failed.



The former DG MI is accused of kidnapping many political activists not only in Balochistan but also in the Punjab. Nadeem Ejaz once kidnapped not only the security guards of Chaudhry Shujaat Hussain but also picked up the brother of a sitting MPA of the PML-Q for settling his personal scores with the then chief minister of the Punjab. Background interactions with leaders of these political parties revealed that notorious Nadeem Ejaz had become a monster in the last days of the Musharraf regime and even after the retirement of Musharraf as Army chief, Nadeem Ejaz was directly reporting to him bypassing new Army chief General Ashfaq Parvez Kayani.



A UN Commission has recently claimed that after the assassination of Benazir Bhutto on December 27, 2007, the crime scene was hosed down actually on the orders of the then DG MI Major General Nadeem Ejaz. The government has constituted a three-member committee to pinpoint the responsibility for hosing down the crime scene on December 27, 2007. Political circles in Islamabad are of the view that the role of Nadeem Ejaz was not limited just in the hosing down the crime scene on December 27. He should be investigated thoroughly because he was directly or indirectly related to many other important events like the assassination of Akbar Bugti in August 2006 and massacre in Karachi on May 12, 2007.



Very few people know that Nadeem Ejaz started his political role in December 1999 when he was a colonel posted in Lahore. He forced many Nawaz Sharif loyalists to leave the PML-N. He blackmailed many PPP leaders to extend their support to the Musharraf regime. A businessman associated with the PPP, Mian Arshad, was grilled and tortured to give information about the secret accounts of Jahangir Badar. Nadeem Ejaz called Mian Arshad many times and asked him to cooperate. When there was no positive result, Main Arshad was arrested and tortured. Late Benazir Bhutto tried her level best to rescue Mian Arshad by writing letters to human rights organisations but Mian Arshad lost his life due to torture in the custody of Army officials.



Nadeem Ejaz personally met PML-N leader Khawaja Saad Rafique in December 1999 and told him to leave Nawaz Sharif. After exchanging hot words with Saad, he contacted his brother Salman Rafique and gave him a warning. When Rafique brothers refused to oblige him, he arrested Saad Rafique along with Javaid Hashmi, Khawaja Hasaan and Aftab Asghar Dar through the Lahore police and ordered that they be tortured. Saad Rafique still remembers that police officials in Model Town police station, Lahore, told him that they were beating him on the orders of Nadeem Ejaz.



One day, Nadeem Ejaz summoned PML-N leader Tehmina Daultana and her late husband Zahid Wahla in camp jail, Lahore, and asked them to stop supporting Begum Kulsoom Nawaz. This meeting was taking place in the office of jail chief. When Javaid Hashmi came back to jail after appearing in an accountability court, he heard Nadeem Ejaz shouting at Tehmina Daultana. Javaid Hashmi was told that this meeting was going on for many hours. He crashed the door of the jail chief’s office and tried to grab Nadeem Ejaz by his neck. According to Javaid Hashmi, “The brave Nadeem Ejaz locked himself in the bathroom of the jail chief and the same night I was blindfolded, my hands were cuffed behind my back and I faced torture for the whole night.”



Another victim of Nadeem Ejaz was Senator Pervez Rashid. This soft-spoken politician was tortured at Sarwar Road police station. Pervez Rashid told this correspondent, “I have no doubt that Nadeem Ejaz was the person behind the worst ever torture I faced in my political life.”



According to police sources, one day Nadeem Ejaz recorded the cries of Pervez Rashid during torture on a small tape recorder and gave lot of money to an Army Subedar as reward who had tortured the senator. Pervez Rashid is sure that Nadeem Ejaz recorded his screams for Musharraf.



For the next few years, he remained posted in Lahore and was promoted as a brigadier there. He became DG of MI in February 2005. He was given the task to win the local bodies elections for the Musharraf loyalists. During the local bodies election of 2005, he developed differences with CM Punjab Pervaiz Elahi. Nadeem Ejaz was supporting Sardar Aqil Umar in one town of Lahore while Pervaiz Elahi was supporting Sardar Kamil Umar. Ultimately, Kamil Umar won the election and Nadeem Ejaz became an enemy of the CM Punjab. One day, the MI kidnapped the real brother of MPA Ilyas Gujar from Kasur, who was very close to Pervez Elahi. Brother of the MPA was released after five days when CM Punjab directly approached Pervez Musharraf for help. That was not the end. After a few days, the MI kidnapped the security guards of Chaudhry Shujaat Hussain when they were coming back from the Lahore Airport after dropping Salik Hussain and Moonis Elahi. A military vehicle collided with the jeep of Salik Hussain, who was not present inside. Some of the guards were arrested and tortured. CM Punjab called Nadeem Ejaz and requested to release his people but there was no mercy. Nadeem Ejaz refused to release them and said that they were gangsters and CM’s son Moonis Elahi was the leader of these gangsters. Again it was Musharraf who ordered Nadeem Ejaz to release the security guards of Shujaat.



Nadeem Ejaz developed more differences with Shujaat Hussain when PML-Q leaders tried to make peace with late Nawab Akbar Bugti in 2006 through talks. Many PML-Q leaders have told this correspondent that at the first stage, Nadeem Ejaz used them for easing down the tension but when Bugtis vacated some important trenches around Dera Bugti after talks, Nadeem Ejaz started bombing the area and forced Bugti to take refuge on mountains. They held Nadeem Ejaz responsible for the death of Akbar Bugti and said that they were even ready to provide evidence in any court of law against Nadeem Ejaz.



He was the one who advised Musharraf to call Justice Iftikhar Chaudhry to the Army House and demand his resignation. When Justice Iftikhar refused, it was Nadeem Ejaz who pressured him directly. The same evening when Chaudhry Shujaat met Justice Iftikhar and tried to settle down the problem, it was Nadeem Ejaz who sent lifters to the residence of the CJP and moved his official vehicles away from the house. On the morning of March 12, Nadeem Ejaz ordered the Islamabad administration that Justice Iftikhar should not reach the Supreme Court. When the CJP came out of his residence, he was manhandled by officials in plainclothes.



PML-Q leaders are also ready to say that a plan was hatched to park big vehicles to stop the convoy of Justice Iftikhar and then attack the convoy on May 5, 2007 near Kharian on the GT Road. Nadeem Ejaz wanted the Chaudhrys of Punjab to provide some mercenaries to start firing on the vehicle of Aitzaz Ahsan to show their loyalty to Musharraf. Again, the CM Punjab refused to become a part of the plan.



This plan was implemented by Nadeem Ejaz in Karachi on May 12, 2007. According to sources in the MQM, Nadeem Ejaz used the whole provincial administration of Sindh to implement the plan in Karachi and finally MQM was held responsible for the whole mayhem.



Major General Nadeem Ejaz also submitted an affidavit against Justice Iftikhar in the court and claimed that the chief justice wanted Musharraf to dissolve the assemblies and hold elections under him. This affidavit proved to be a lie in the court. After the imposition of emergency on November 3, 2007, Nadeem Ejaz was the one who was directly and indirectly meeting with many judges of the superior courts and convinced many of them to accept Abdul Hameed Dogar as the new chief justice. Some of the “Dogar Judges” are now part of the Supreme Court and they may have a soft corner for Nadeem Ejaz.



Ejaz was also involved in media affairs. He helped in arranging funds and investors in the launching of at least two pro-Musharraf TV channels in 2007. He threatened and blackmailed many journalists through different means and tortured some of them after getting them kidnapped.



Many Baloch leaders alleged that Nadeem Ejaz was responsible for rigging the 2008 elections in many constituencies of Balochistan. They say that he did it directly on the orders of Musharraf and not Kayani. Sources in the military establishment claimed that Kayani fired at least three colonels from the ISI who were trying to help some politicians during the elections 2008 but the MI chief clearly violated his policy. It is important to note that Kayani became Army chief on November 29th, 2007 just a few weeks before the election and it was difficult for him to immediately change the DG MI.



It was also learnt on good authority that Nadeem Ejaz suggested to Musharraf secretly in April 2008 to replace Kayani with someone else. Musharraf discussed this possibility with some of his close aides but could not implement it because DG ISI Nadeem Taj was not ready to help him. The UN Commission has given a clean chit to DG ISI Lt Gen Nadeem Taj and former DG IB Brig (retd) Ejaz Shah. The UN Commission directly interviewed Ejaz Shah in February 2010 and now Ejaz Shah has also joined the FIA investigations but Nadeem Ejaz has not faced any investigation.



The top leadership of PPP, PML-N and PML-Q is in contact with each other on the investigation issue of Nadeem Ejaz. They want the government to, at least, start another probe against former DG MI in connection with his alleged role in the killing of Akbar Bugti. They think that this is the right opportunity for political leadership to prove that Pakistan has changed and now the Army officers are also accountable like politicians.

Addressing an Aman ki Asha programme a few days ago, former foreign minister Khurshid Mahmud Kasuri boasted that the Musharraf government had almost reached settlement of the Kashmir issue. He lamented that the lawyers' movement scuttled the progress in the settlement process. What surprises me is that Mr Kasuri is giving undeserved credence and credit to a military ruler [color="#FF0000"]who is known to have messed up the peace process at Agra and fatally reversed the peace clock through his Kargil misadventure. He needs to be reminded that military rulers go to war and that peace is not their forte.[/color] Mr Kasuri should instead advise his former mentor to answer the questions relating to his unconstitutional rule.



He is trying indirectly to resurrect the ghosts of Ayub Khan, Yahya Khan, Ziaul Haq and his former boss, Pervez Musharraf. Here is a former foreign minister completely out of sync with the spirit of our times. Mr Kasuri cannot promote Aman ki Asha by distorting history which must be written and read objectively to overcome the challenges of today and tomorrow. As he has no new ideas he should give the nation a break by resisting the temptation to score brownie points without substance. The Kashmir issue is too complicated to be left to the mysterious wizardry of generals and diplomats alone. [color="#FF0000"]Mr Kasuri's fact-twisting statement is at best the joke of the year.[/color]

KARACHI: A low-intensity blast has happened near Soldier Bazaar Police Station in Karachi, killing one person and leaving several others injured.



Cheepa sources said the blast took place in a Hindu locality, in which at least one person was killed.



Ambulances have been called in to shift the injured to nearby hospitals, where emergency has been declared.



The bomb was planted in a pushcart, the police said.



Meanwhile, the police cordoned off the area and kickstarted relief efforts.
