Normally speaking as people who have covered the Congress for many years will tell you, the party would have held Rahul’s speech as the gospel truth and would have crafted its strategy around it. But what amazed everyone was that till Jyotirditya Scindia took the floor towards the end of the debate, there was hardly any reference to the thoughts expressed by the general secretary. Sandeep Dikshit who was surprisingly fielded after Sushma Swaraj, the leader of opposition had said her piece, did not make any mention of Rahul Gandhi or his thinking and went on to give his own line which many found to be closer to that of Team Anna than that of his own party. Mr Scindia did try to do a late damage control but the matter had by then become a huge talking point in Congress circles. I believe that the manner in which the party fielded the earlier speakers irked many who took up the matter in the Lok Sabha lobby with Parliamentary affairs minister Pawan Bansal. Bansal on his part defended himself by shifting the onus on the Prime Minister.

Although sources said Aron had been “informally” summoned tonight for “an explanation”, no punishment is expected as powerful people in the party seem to appreciate “his sentiments”.



The dominant view in the party is that an investigation would be conducted and corrective measures taken after Sonia Gandhi’s return so that such blunders are not repeated. Some senior leaders may have to pay for the mismanagement.

Even if it is too early to seriously judge the long-term political impact of the churning we have seen in terms of the public-neta equation, among the many questions that emerges as a by-product is one on the politics and political style of Rahul Gandhi.

His deafening public silence in the days between Anna's arrest to his eventual prepared speech in the Lok Sabha on Friday only served to raise more questions than answers.



By dodging direct questions on the Anna movement until then, the Congress' leader in waiting not only strengthened the impression of a rudderless party being left adrift, he did himself no favours. Even when he did speak, seeking to regain the initiative through his call for an Election-Commission like Lok Pal, the biggest question was why did he not say so earlier?



Crises often tend to show up weak points in sharp relief and this crisis has shown up the inadequacies in the making of Brand Rahul.

In short, he has preferred not to get his hands dirty, but to take safe, mostly choreographed positions. This style of cocooned politics, while seeming to maintain a distance from its daily hustle bustle, is at odds even with his family's record in the Congress.



Long before she inherited Nehru's mantle, Indira Gandhi was deeply involved in the cut and thrust of daily politics, including in the decision to sack Kerala's first Communist government in the 1950s, and even Rajiv Gandhi who had a short induction period, oversaw Buta Singh's efforts to run the 1982 Asian Games.



Rahul Gandhi has now had 7 years as an MP, four as party general secretary, and the question is how long will he be an absentee leader, a perpetual leader in training; of the party but somehow seeming aloof from it.

There are odd moments when apparently trivial incidents portend larger trends. In early 1989, the Patna station of All India Radio was at the centre of a bizarre controversy. During a live broadcast of a children’s programme, the presenter invited kids from a studio audience to recite a short poem. When it came to his turn, a small child, barely out of kindergarten, blurted out something that had caught his fancy: "Gali gali mey shor hai, Rajiv Gandhi chor hai."



Indignant loyalists were quick to detect a "sinister conspiracy" behind a child’s fascination with a slogan he had heard around his mohalla. But few dared to draw the obvious conclusion from the embarrassment: that questions over the Prime Minister’s integrity (badly affected by the Bofors controversy) had become a part of everyday discourse in households.



Last Wednesday, hours after the bomb blast in Delhi High Court, Rahul Gandhi encountered a hostile crowd as he made the mandatory political visit to a hospital. A crowd, waiting anxiously for news of their seriously injured family members, booed the Congress’ heir designate and shouted hostile slogans.



The regime did its utmost to underplay the incident and some TV channels even suggested it was the handiwork of "political activists". But as with the AIR broadcast, the implication of the heckling was glossed over.



That 2011 is fast turning into the UPA government’s annus horribilis is obvious. Yet, the Congress has comforted itself into believing that the steep fall in the government’s popular standing has not rubbed off on Rahul. It has been presumed that the Congress general secretary’s detachment from everyday governance would lead to a situation whereby the dynasty was perceived as the most obvious saviour in the country’s dark hour. The calculation was that any craving for change would be internalized within the ruling establishment.



At the risk of over-reading the implications of the hospital kerfuffle, it would seem that the strategy is not working out. Rahul’s "game changer" speech that he read out to the Lok Sabha last month failed to galvanize India. On the contrary, he was mocked by the pro-Anna Hazare crowd at Ramlila Maidan for his lofty aloofness and his unwillingness to engage with real issues on a sustained basis. At a time when people cried out for upright and deft political management, Rahul cast himself in the role of a not-terribly-profound pontificator.



In just over a fortnight, the popular mood has changed dramatically. Opinion polls that indicated residual faith in the Congress despite fierce dissatisfaction with the government’s performance, are now recording rising support for the opposition and BJP in particular. For the first seven years of his political life, the crown prince was showered with popular (and media) indulgence. They forgave his indiscretions and failures, ignored his all-too-frequent withdrawals into private life, boisterously celebrated his occasional successes and worshipped his ‘potential’, both real and projected. Congress cheerleaders painted him as the "youth icon" and foretold a future dispensation of young inheritors—well-spoken, well-groomed men and women from pedigreed political families, the proverbial babalogs.



The honeymoon seems to be finally over. There are still some 32 months before another general election, and 2014 could miraculously turn into annus mirabilis if a smug BJP decides to fall back on day-before-yesterday’s slogans, techniques and leaders. If Rahul continues to falter, the custodians of dynastic rule may even be inclined to whip out its secret weapon— Priyanka Vadra. In 2011, the plot is still unfolding and the conclusion is still many episodes away.



But 2011 is nevertheless an important landmark. Historians may characterize these turbulent months as the time India shed its deferential submissiveness towards the ‘first family’. The Gandhis will remain the adhesive that joins a disparate Congress family. At the same time, a mood of rebellious individualism is threatening to unsettle the cosy world of entitlement on which dynastic politics rests.



The boy who unsettled the airwaves in the final months of Rajiv Gandhi must be nearing 30. Did he unwittingly kick-start a new age of insolence in which ordinary people can raise their voices and talk back at those who imagine they were born to rule? We live in exciting times.

A journalist investigating Marcinkus, the Vatican Bank and their ties to the mob also was murdered at the time.



But Marcinkus was never interviewed or arrested. Pope John Paul II sheltered Marcinkus in the Vatican, protecting him for seven years with Vatican City's sovereign immunity, an immunity granted to the Vatican in 1929 by Benito Mussolini.



Then Marcinkus was shipped off to Chicago, his home. Then, soon after, he moved, or was moved by the church, to Sun City.



Now, the 80-year-old Marcinkus gives Mass at Sun City churches within the Diocese of Phoenix, with the full knowledge of Bishop Thomas O'Brien, as investigators around the world continue to fight Marcinkus' Vatican immunity.

O'Brien is even willing to use Marcinkus and his high rank to bring star power to local fund raisers and church events. For example, just last spring, Marcinkus was a guest of honor at a Valley Knights of Columbus event - over which O'Brien presided - honoring top church officials such as Monsignor Dale Fushek, the embattled founder of the church's Life Teen program.



This while Marcinkus was wanted for questioning in numerous civil and criminal cases around the world, according to prosecutors.



Last week, according to the Italian paper Gazzetta del Sud, Marcinkus was again implicated in mob financial dealings in a five-hour deposition of a mob informant by Italian prosecutors.



In the coming weeks, Italian prosecutors will pursue new legal avenues to finally force Marcinkus to tell what he knows about the Vatican Bank's links to mob money during the 1970s and 1980s.



Prosecutors still may not get him. Marcinkus lives in Sun City under the protection of a Vatican State diplomatic passport, which gives him the same immunity as when he was hiding behind the gates of the Vatican. No cops, let alone plaintiffs' attorneys, can even approach him.



"Marcinkus is a crook, a criminal, a man who in the normal world would have served a long prison sentence for his part in a whole array of financial crimes," alleges British author David Yallop, who wrote about Marcinkus' myriad scandals in his famous 1984 book In God's Name.



"What saved him from justice?" Yallop asks me rhetorically. "The Vatican."



Clearly with lots of aiding and abetting from folks here in the Phoenix Diocese.



Who, we learned last week in the Arizona Republic, were also willing to quietly harbor a priest by the name of John M. Picardi, a man with a sickening history of sexual misconduct who was recommended for defrocking in 1996 by a sexual abuse board under Boston Cardinal Bernard Law.



Picardi successfully appealed that 1996 decision to the Vatican. In 1997, according to documents released as part of a Boston lawsuit against pedo-priests, Cardinal Law asked O'Brien if he could transfer Picardi to Phoenix. O'Brien agreed and placed Picardi in an unsuspecting parish in Scottsdale.



Apparently, O'Brien has no problem harboring men even the nation's most notoriously unconscionable cardinal found abhorrent.



For his part, Archbishop Marcinkus, back when he talked, consistently denied knowledge of any wrongdoing - fraud, murder or otherwise.



His claims of innocence often reach the absurd, though. He has, on various occasions, claimed he didn't know people who were proven by mountains of evidence to be intimate friends and business associates. The evidence, according to Italian newspapers and prosecutors, is building weekly.



Last year, he even told an investigative journalist that he wasn't Paul Marcinkus, even though the journalist had a photo of him and had watched the archbishop give Mass only a few hours earlier.



In my mind, the Marcinkus case sheds even more light on the attitude of the international church, and the local diocese, toward criminal priests.



Do you really think Phoenix Bishop Thomas O'Brien is going to be totally forthcoming regarding sexual abuse by his priests when he is willing to give harbor to one of the most wanted men in the world?



O'Brien acts as the church acts. And the church has a millennium-and-a-half history of covering up its sins and sinners, and nobody exemplifies this truth more than Paul Marcinkus.



In the past six months, the Marcinkus case has taken on renewed interest around the world.



Attorneys for Croatian holocaust victims want Marcinkus deposed in their billion-dollar case. They want to know what Marcinkus knows about hundreds of millions of dollars taken from Croatians by the Nazis during World War II. Authorities have discovered that much of the money passed through the Vatican Bank during Marcinkus' tenure as bank president.



Indeed, a 1998 U.S. State Department report confirmed that at least $47 million of Nazi gold was laundered by Marcinkus' bank. The money "was originally held in the Vatican before being moved to Spain and Argentina," the report said.



Marcinkus has been silent on the issue. His silence clearly has the blessings of the church.



"He is the first person I would want to depose in this case," says Jonathan Levy, who leads the monumental class-action suit. "But I don't know if it will ever happen. Marcinkus is heavily protected, and he has no willingness to talk about the incredible amount of things he knows."

(Jonathan Levy's name will be famous to people from the Vatican Bank claims: I think he was a lawyer in a lawsuit from some 10 ? or so years ago where IIRC Nazi victims sued the Vatican for the loot it stole from nazi victims.

He also has been pursued by attorneys for plaintiffs in Italy, Luxembourg, Switzerland and the Bahamas.



Marcinkus, in the meantime, up until his hip surgery, had been playing a lot of golf at Palmbrook Country Club, behind his house. The staff there knows him well.



Another person who wants Marcinkus to talk is Carlo Calvi. Calvi, a 49-year-old Montreal banker, wants to know what Marcinkus knows about the murder of his father, Roberto Calvi, who was the chairman of Banco Ambrosiano, Italy's largest bank group until its collapse in the early 1980s that had close ties to Marcinkus and the Vatican Bank.



Calvi's father was found hanging from Blackfriars Bridge in London on the morning of June 19, 1982. At the time, the death was ruled a suicide.



Calvi had been forced to flee Italy after his Banco Ambrosiano went bankrupt with debts of up to $1 billion. Much of that money, it was later learned, had been siphoned off via the Vatican Bank under Paul Marcinkus.



[color="#FF0000"]The Vatican later paid $200 million[/color] to creditors after the bank's downfall. The Vatican admitted no legal responsibility, but did acknowledge it had a "moral involvement" in the case.



In the late 1990s, Italian criminal investigators exhumed Roberto Calvi's body. Using forensic technologies not available 20 years ago, pathologists determined that Calvi had indeed been murdered. They determined he had been strangled before he was hung from the bridge.



Three known Mafiosi were arrested for the murder. And Carlo Calvi and Italian prosecutors would love to hear what Paul Marcinkus knows about what was, for him, a fortuitous death. At the time of his murder, Calvi allegedly was promising to provide proof of more money-laundering activities between the Vatican Bank and Banco Ambrosiano.

The class action lawsuit accused the Vatican Bank of receiving hundreds of millions of dollars of gold and other assets looted from victims of Croatia's brutal Ustasha regime from 1941-1945. As many as 700,000 people, most of them Serbs, were killed at death camps run by the Nazi-allied government. The plaintiffs also alleged the illicit funds may have been funneled to groups working to smuggle Nazis out of Europe after the war, including Adolf Eichmann.

(The vatican used the money to protect Nazis - I think Eichmann is known as the "architect of the holocaust" was it? - but ultimately, this was to protect the Vatican itself: it ensured that these people so dear to the catholic church wouldn't spill the beans on the Vatican's involvement in the holocausts in Germany and Croatia)

The Vatican Bank, which has denied the allegations, had argued foreign policy, not lawsuits, should address such historical claims. The bank's lawyer could not immediately be reached for comment.

The U.S. appeals court, however, did uphold the lower court's dismissal of some of the plaintiffs' allegations such as charges the Vatican Bank assisted the Nazi-allied Ustasha political movement, saying the issue was outside judicial jurisdiction.



But a lawyer representing the original 24 plaintiffs -- many of whom live in San Francisco -- expressed hope the case would move forward quickly as some of the survivors have been waiting more than 50 years for restitution. "We're very pleased, very happy to have this case resurrected," said Kathryn Lee Boyd, who is a professor at Pepperdine University Law School.

"We were successful on many of the claims -- the property claims were the meat of the case."
