The real agenda of the Pakistani Taliban

This is with reference to an article by Ejaz Haider on these pages titled “What is the TTP’s real agenda?” (February 28). Pashtun society is classified into three categories: Pashtuns, Mian Mula (religious functionaries) and Kasabgars (artisans). The leadership in the society has mostly remained with the first category, the Pashtuns. In Fata, the administration and the tribal maliks derive legitimacy and authority from the written laws of the state. The role of the religious functionary is not defined in any law of the land and is restricted to the performance of some religious rituals. However, over the years, he is not content with this role and wants to be an active member of the decision-making body of Pashtun society.

This was realised when, in November 1994, madrassa students, the Taliban as they came to be known, captured Kandahar and, within two years, took control of about 90 per cent of Afghanistan. Also, the distinction between the Pakistani Pashtun Taliban and the Afghan Taliban is not clear or well-defined. This is because, over the centuries, the Pashtun on either side of the Durand Line have never accepted the border. The British were, in fact, aware of this and granted what were called ‘easement rights’ to the tribals for cross-border movement.

Similarly, events in Afghanistan affect Fata and Khyber-Pakhtunkhwa (KP). To correct the popular perception that the Taliban came to the fore in Pakistan after 9/11, in 1998 a Taliban force had appeared in the Mirali area of North Waziristan. By 1999, they were in control of Mirali and part of Orakzai Agency. Waves of Talibanisation spread to different parts of Fata and KP and, by mid-2000, the torching of video cassettes and TVs, considered as signs of obscenity, were a common sight in parts of KP. After 9/11, the Taliban kept a low profile but resurfaced around 2003.

Their agenda is Pakistan-centric and they exploited the vacuum created by the killings of maliks and the absence of the state’s writ. Since the state did not react, the ordinary tribal had no option but to accept Taliban rule. In February 2005, Baitullah Mehsud signed an agreement pledging that his forces would not cross the border to fight Nato. The Taliban of North Waziristan did the same thing in September 2006.

The agenda of the Taliban is to acquire power and to create their own state in Fata, which they will then extend to other areas of the country. Those who think that the Taliban will lay down their arms once Nato forces withdraw from Afghanistan, and will become law-abiding citizens, are not aware of the ground realities. This will not happen, unless they are forced to surrender.

Pakistan’s Army Is the Real Obstacle to Peace

Two months after Salman Taseer, the governor of Pakistan’s Punjab province, was assassinated by his own bodyguard for criticizing the country’s blasphemy law, the only Christian member of the Pakistani cabinet, Minorities Minister Shahbaz Bhatti, was killed for doing his job—advocating protection of the country’s two million Christians. Taseer’s assassination prompted a debate: Was the blasphemy law, introduced by Gen. Zia ul-Haq in the 1980s in his bid to “Islamize” Pakistan, being exploited for mundane interests? Was it leading to witch hunts? Bhatti’s death should prompt Pakistanis to ask themselves an equally disquieting question: Does Pakistan have a future as a successful nation state, at peace with itself and the world? The civilian government’s reaction to Bhatti’s death has outraged many Muslim and Christian Pakistanis. As after Taseer’s murder, it retreated into vague bromides. At Bhatti’s funeral in Islamabad, Prime Minister Yousaf Raza Gillani vowed to “do the utmost to bring the culprits to justice.”

There was no mention of who these culprits were (the Tehreek-e-Taliban of Punjab has claimed responsibility), no mention of the ideologies, religious parties and jihadi organizations fueling their actions, and no mention of the blasphemy laws that Bhatti had campaigned against. But the deaths of Taseer and Bhatti are the outcome not just of the Pakistan People’s Party abandonment of the principles that once made it an appealing, popular force. They are the result of a decades-long imbalance in governance and power, which now has the PPP and other liberal and centrist civilians cowering in fear. The failure of the political classes to initiate democratic, constitutional reform after Pakistan’s separation from India in 1947 enabled the military to quickly define “national interest” as an anti-India ideology.

This ideology, a type of Islamic nationalism, is one from which the Pakistan military has reaped rich dividends. It has kept civilian politicians on the defensive and the people numbed. With the onset of the Cold War the U.S. armed Pakistan for its own strategic purposes. When the Pakistani army undertook adventures creating instability in the region—wars with India and attempts, eventually successful, to build nuclear weapons—the U.S. suspended military and economic aid. But the Soviet invasion of Afghanistan in 1979 put the Pentagon and the Pakistani army on good terms again. This time, Gen. Zia extracted huge sums from Washington: Pakistan’s army was paid billions of dollars in direct correlation to its usefulness in organizing an anti-Soviet Islamic jihad. The ’90s saw a nasty separation—aid was suspended again—and a reunion followed after 9/11, when the U.S. needed Pakistan’s help in Afghanistan. Now Zia’s “children” have come of age. Extremists of all stripes—the Taliban and the mujahedeen—roam the streets of Lahore and Karachi unchecked by the security agencies who once thought it would be a good idea to arm them. Anger and frustration fueled by inequality are making young Pakistanis turn to religion for answers. As in Egypt, over 60% of the population of Pakistan is under 25. Unlike Egypt, they want an Islamic revolution, not a democratic one. Salman Taseer’s police bodyguard—all of 26 years old—killed him for “insulting” the Prophet Muhammad. (The governor had criticized a manmade blasphemy law, not the Prophet, but his assassin didn’t know the difference). Slowly, the U.S. is beginning to understand that Pakistan’s existential confusion is the result of the grand strategic designs of the Pakistani military, an army that has carried out three coups to thwart the development of a democratic political system.

In the process, Pakistan’s civilian leadership has been eliminated—Zulfiqar Ali Bhutto hanged, Benazir Bhutto, Taseer and Bhatti assassinated—the country dismembered, ethnic subnationalism, regional tension and inequalities aggravated. The U.S. must support civilian supremacy and recognize the Pakistani army’s game for what it is. Alarmed by the idea that if America leaves Afghanistan its U.S. funds will dwindle, the military is loath to crush the Islamist warriors who can be “calibrated” to deliver strategic value to it. Until the U.S. recognizes this, Pakistan’s military will continue to hold the world to ransom.

'Blood Money' Deal Frees CIA Contractor Raymond Davis From Pakistan
Quote:Raymond Davis, a CIA contractor held in Pakistan after a deadly shooting incident in January, was freed today and is on his way home, U.S. and Pakistani officials said.

Davis was released from detention after around $700,000 was paid to each family of the two men allegedly shot and killed by Davis, totaling around $1.4 million, a lawyer involved in the case told ABC News.

Officials told ABC News families of the victims appeared in a Lahore court today to say that they have pardoned him. A U.S. official said it was a "Pakistani decision" to release Davis and he is no longer in the country.

Payment of money to the families of victims in crimes for securing acquittals for the accused has significant legal precedent in Pakistan, a custom loosely translated as paying "blood money."

"The families of the victims of the January 27 incident in Lahore have pardoned Raymond Davis," U.S. Ambassador to Pakistan Cameron Munter said in a statement. "I am grateful for their generosity. I wish to express, once again, my regret for the incident and my sorrow at the suffering it caused."

Davis has been in Pakistani detention since the Jan. 27 incident in which he allegedly shot and killed two men on the streets of Lahore, Pakistan, who he said were attempting to rob him. Since his arrest, U.S. officials including President Barack Obama have repeatedly called for Davis' release, arguing he carried a diplomatic passport and was under the protection of diplomatic immunity.

Quote:Moreover, Ayesha, the sister of Shumaila Kanwal, the wife of victim Faheem Ahmed, said “we are not aware of any such settlement and we did not opt for any…we want justice.”

“They confined us in the jail for four hours and did not allow us to take part in the court proceedings. We were not allowed to leave the prison,” one of the lawyers, Asad Manzoor Butt, told AFP.

Butt said the families of the men had agreed with authorities to accept blood money over the deaths the previous night.

Another laywer for the families, Nauman Atiq, confirmed that the lawyers had been held at the court and told not to speak to media.

Blood money, or “diyya” is a provision under Islamic sharia law in which compensation can be paid to relatives of those killed to secure a pardon, and is commonly used to resolve such cases in Pakistan.

ISLAMABAD: The Army had refused to participate in population census that were to be held this year in September due to its engagement in war on terror, said Statistical Division sources on Tuesday.

According to official sources, a letter was sent to the Army seeking its help during the census.

The military leadership refused to take part in the process due to its engagement in war against terror and its deployment on eastern and western borders of the country.

The Army, however, said it would deploy troops to help civil administration in the sensitive areas to be identified by the provincial governments, said sources.

Statistical Division spokesman, Qazi Saeedul Hassan, said that army had its own engagements and it would be deployed in specific areas only.

The process of census will start from April.

Ex-doctor guilty of keeping 'slave'

PA

Wednesday, 16 March 2011SHARE PRINTEMAILTEXT SIZE NORMALLARGEEXTRA LARGE

A retired doctor was convicted today of forcing a middle-aged woman to be her £10-a-month "slave".

Saeeda Khan, 68, trafficked African Mwanahanisi Mruke into Britain, then forced her to sleep on the kitchen floor of her suburban London home for three years.

After bringing her into the country from Tanzania, she initially gave her an allowance of £10 a month to work around the clock at her beck and call. Within a year she ceased to pay her altogether.

As a jury at Southwark Crown Court found Khan guilty of trafficking a person into the UK for exploitation, Ms Mruke said she could "never forgive" her captor.

"I felt like a fool, I was treated live a slave," she said.

80 people reportedly killed in U.S. drone strike in Pakistan

English.news.cn 2011-03-17 20:39:30

ISLAMABAD, March 17 (Xinhua) -- At least 80 people were killed in U.S. drone strikes launched Thursday morning in different parts of Pakistan's northwest tribal area of North Waziristan, reported local state-run Urdu TV channel PTV, but the report failed to give details other than saying 12 missiles were fired at different targets in the afore-said area.

Late Thursday morning, there came in the news that U.S. drones launched a strike in the Datta Khel area of North Waziristan. Initial reports by most of the local media said that two missiles were fired at a house in which militants were said to be holding a meeting inside, killing 4 people and injuring several others.

But the death toll has kept rising as more information came in from the remote area with inadequate communication facilities. Some local media reports said the target of the U.S. drones is a house at a village in the Datta Khel area in which a meeting was being held by local Taliban militants while others reported that the target was actually a tribal "jirga" or council of elders to resolve dispute over the ownership of minerals in the mountains in North Waziristan tribal region.

According to a tribal elder who asked to remain anonymous in a telephone interview from Miranshah, center of North Waziristan, the tribesmen from Madda Khel tribe were holding a meeting at Nawai Adda area, some 25 kilometers from Miranshah, when two U.S. drones fired four missiles at the participants of the tribal council at 11:30 am (local time)

The elder said that the strike killed 41 people including six tribal elders and some children.

The injured were later transferred to the hospital in Miranshah and some of them were in critical condition, said hospital sources.

The tribal elder rejected the reports that the target was a meeting held by militants. He said that all were local tribesmen. He said that the Madda Khel tribe had sold a chromite mine on 8.8 million rupees (slightly over 100,000 US dollars) to a man and both parties later disagreed over the payment method and the jirga was called to settle the dispute.

Member of National Assembly from the region, Kamran Khan, condemned the drone strike and said that mostly innocent people were killed and injured in the Thursday's strike.

Residents said that they had seen four drones hovering over the area before and after the attack. They said two aircraft fired missiles.

Thursday's strike is the 23rd of its kind in Pakistan since 2011 and also one of the most deadly strikes in the country over the last few years. To date, at least 187 people have reportedly been killed in such strikes since this year.
