RURAL MUSLIM WOMAN PROBLEMS IN THE KASHMIR VALLEY CRISIS

This is to focus on the problems faced by the rural muslim woman in the Kashmir Valley, their Aspirations and “Way Out ”, so that a bright, and a prosperous future is seen as a ‘REALITY’, which then can help in containing the ongoing crisis in the valley to some extent.



“REMEMBER” Woman is a backbone of any strong society. She is a source of constant support and motivation to the entire family. She is timid, soft and sweet and bears more pains then men. Woman are more innovative and self reliant and Lastly, given an opportunity they grow and excel in all spectrum of life.



ASPIRATIONS OF A MOTHER/WIFE/DAUGHTER ARE :-



MOTHER

A Good Medical Care.



Ø Economically sound.



Ø Self Pride in the family.



Ø Highest Status in the family.



Ø Confirmed old age pension by the govt.



Ø A religious place to worship.



Ø Tension free old life/respect from her children.



Ø Special privilege by the govt.



Ø Decent last rites.



WIFE (A married woman, especially when considered in relation to her husband)



Ø Respectful Status as a wife.



Ø Self Pride/status in the family.



Ø Financial Security in terms of bank account.



Ø A religious place to worship.



Ø Tension free old life/respect from her children.



Ø Special privilege by the govt in govt jobs.



Ø Cheap/free medical care.



Ø Easy jobs – in village cottage industries.



Ø Women empowerment – Sarpanch/pradhan/join political parties.



Ø Free education upto degree level.



DAUGHTER



Ø A secured childhood.



Ø A healthy and confident child.



Ø Free/cheap medical care.



Ø Marriage to be solemnised before 25 yrs of age.



Ø Freedom to take up any job available in the valley or out side.



Ø Social freedom to interact with other communities.



Ø Compulsory deposit in banks by the parents.



Ø Option of mass marriage to be exercised by the govt for girls not getting married.



Ø Compulsory NCC training/self protection training in school and colleges.



Ø Monitory stipend by the govt to all girl Child.



PROBLEM FACED



Basic amenities like village road, drinking water and electricity are not available in many villages till date.



Ø Malnutrition and almost nil medical care is available in the rural villages.



Ø School & colleges are only for name sake. More number of primary and middle schools be



opened.



Ø Unhygienic living conditions as no hygiene and sanitation facilities exist in the villages.



Ø There is no provision to supply K-oil and other daily needs.



Ø High infant mortality exist.



Ø Social welfare organisation are not reaching out to the villages.



Ø Village Panchayats are male dominated.



Ø Inter caste marriages are banned.



Ø Social discord exist in the rural society.



Ø Poor communication network.



Ø No cold storage facilities exist, hence their fruit/agriculture products suffer.



WAY AHEAD !



State Govt should ensure that all rural villages are provided with basic amenities like



approach road, drinking water and electricity.



Ø Basic Primary Health Care Centres are made available in the rural areas with availability of



medicines and doctors.



Ø Govt waste land be given to the poor to cultivate for their living.



Ø Availability of local market to their sale their product and also availability of modern



farming technique/precision agriculture tools.



Ø Reduce domestic violence/abuse through awareness by the NGOs/print and media



coverage.



Ø Adoption of children by other social communities. Rules to be relaxed by the State Govt.



Ø Curb on human right violations. No violation be accepted.



Ø Law of Land must be followed in true spirit.



Ø Environmental rights be safe guarded for a better tomorrow awareness.



Ø State and non-state actors role be checked so that, they do not commit human right



abuses. (like NGOs and MNCs) in the remote villages.



Ø Govt should ensure effective “Community Activities” on personal, legal, health, education



and sanitation projects to bring awareness to the women folks.



Ø Compulsory posting of health educators and health workers in each and every remote



village in the valley.





OPTIONS AVAILABLE TO RESOLVE THE ISSUE



OPTION – I



Ø J&K State Govt with the help of central aid takes up this “CORE” problem i.e. addressing by providing them the basic living amenities so as to lead a comfortable and content life, thereby, making a positive impact on the male member’s psychology, this will in long run help in improving the present situation in the crisis torn valley.

OPTION – II



Ø The Army takes over the responsibility to address this core issue through its ongoing “ Op Sadbhawana”. TA Bn (girls) be raised by the Central Govt wherein, the enrolment for ladies and girls from the Kashmir Valley are enrolled with minimum 10+2 education std. These girls then teach the illiterate rural community the various facets of healthy, clean and hygienic life. All Govt development pgmes are executed through this girls TA Bn in a planned/phased manner.



If not, then



OPTION – III



Ø A combination of the above two, wherein, both the State Govt and the Army in the valley creates a “Composite Organisation”, wherein, eminent civilian personalities with the senior medical lady officer of the Armed Forces work on the enhancement of rural women in the Kashmir Valley.



Ø Govt/Non Govt/NGOs organisation are co-opted in the above composite organisation, so that, maximum benefits is derived from them, for the welfare of the women.

A little sincere efforts by the Govt and the society can see a Happy/Prosperous/Smiling Kashmir
