New Delhi: SC defers Varun Gandhi's plea to Thursday
BSP projected to get 35-40 seats in UP

New Delhi (IANS): The Bahujan Samaj Party (BSP) will make major gains in Uttar Pradesh, bagging around 40 seats, while the Samajwadi Party will lose in a big way in the Lok Sabha polls, according to an opinion poll by TV news channel NDTV.

The survey said the BSP, which won 19 Lok Sabha seats in the 2004 polls, is likely to get 35-40 seats in the 2009 elections. The Samajwadi Party's strength is likely to be reduced to 20 from the 38 it won in 2004.

The Bharatiya Janata Party (BJP) and the Congress would also lose seats in the State. The BJP would get 10, one down from the 11 it has, and the Congress' strength would be reduced to eight from 10.

The survey has also given two seats to others. Uttar Pradesh has 80 Lok Sabha seats.

The survey, conducted among 8,933 people in the State, said the BSP leader and Uttar Pradesh Chief Minister Mayawati emerged as the most popular leader in the State with 40 per cent in favour of her. Samajwadi Party leader Mulayam Singh Yadav trailed with 32 per cent.

BJP president Rajnath Singh has the support of 18 per cent people surveyed.

The majority in the State thinks that the Congress general secretary Rahul Gandhi's presence in Uttar Pradesh will lead to the party's revival in the State.

Lok Sabha polls in Uttar Pradesh will be held in five phases starting April 16.

BJP leader LK Advani on Monday demanded an apology from Congress President Sonia Gandhi for her statement that <b>India was in greater danger from people inside than foreign terrorists</b>, which he said was an implied attack on his party.

Referring to a reported speech of Gandhi in Jharkhand, Advani said he was shocked about her remarks that "we are in greater danger from people inside than from foreign terrorists entering India".

SC raps Maya, Centre for slapping NSA
After spending a fortnight in jail under the National Security Act (NSA), BJP leader Varun Gandhi may finally be free. The Supreme Court on Monday rapped the Uttar Pradesh Government for invoking NSA on the leader and asked it to consider ending the detention on an undertaking by Varun that he would not indulge in any provocative speech. A decision in this regard would be taken on April 16.

<b>While the court virtually indicted the State Government for continuing NSA against Varun, it did not spare its fury against the Centre, which the court found to be equally wanting in failing to revoke the “drastic” NSA. </b>

“<b>He (Varun) is not a criminal. Why such drastic measures were invoked?” </b>the Bench of Chief Justice KG Balakrishnan and Justice P Sathasivam questioned senior advocate Harish Salve, appearing for the UP Government. In the same vein, the Bench asked, <b>“The Centre can revoke it, the State can revoke it. Was it considered by the Advisory Committee?”</b>

<b>Not amused by the State Government’s affidavit approving NSA against Varun for maintenance of “public order”, the Bench even went to the extent to doubt the genuineness of purpose behind the State action</b>. It asked, <b>“Is the State serious about continuing the charges?”</b>

Finding the Bench’s comments too sticky to handle, Salve was swift to shift the blame on the Centre.

<b>“In his (Varun) representation, he said he has full faith in the Central Government. We have forwarded the documents to the Centre. It is for them to act.”</b>

At this, senior advocate Mukul Rohtagi appearing for Varun pointed out that his client expected justice only from the judiciary. Though the process of filing nomination papers for election to Pilibhit Lok Sabha constituency begins on April 17, Rohtagi argued that his client was in jail and required at least a week to campaign and file his nomination papers.

Working on a middle path, the Bench suggested a proposal for the State Government’s consideration. It said, “If he (Varun) gives an undertaking to the court that he won’t give any provocative speech of this nature, would the State consider?” Since the State was only concerned with the law and order situation, the Bench noted that this should be sufficient guarantee for permitting his release.

Rohtagi consented to this plan and offered to give an undertaking. While agreeing in principle with the formula, Salve sought time to take instruction from his client. The matter has been fixed for Thursday, the next date of hearing, considering the urgency. <!--QuoteEnd--><!--QuoteEEnd-->

Mumbai, April 13: Attacking Chief Minister Narendra Modi, Prime Minister Manmohan Singh today said no one can claim that Gujarat could be called a developed state since around 1,200 were "butchered" in the riots there.

Singh also said the Gujarat riots as well as the 1984 anti-Sikh riots were a "blot" on the secular image of the country.

"I don't think it (Gujarat) has the right to call itself a developed state where 1,200 were butchered (during the riots)," the Prime Minister told a press conference here.

His reaction came to a question on Modi's remarks that other states can emulate Gujarat's development policies.

Asked whether the shoe-throwing at the home minister P. Chidambaram prompted his party to withdraw tickets to anti-Sikh riots case accused Jagdish Tytler and Sajjan Kumar, he said that there were protests against their candidature and taking this into consideration, Congress took a decision.

To a question why the nuclear deal was not a campaign issue for the Congress, the Prime Minister shot back, "who said that (it is not an issue)? It is in the manifesto. What else should we do? You tell us."

The Election Commission on Tuesday issued notice to Minister of State for Communications Jyotiraditya Scindia over sending letters to voters using "government stationary" listing the benefits given to them by the UPA regime.

"The Commission has sought comments from Scindia by 3:00
p.m. tomorrow," Deputy Election Commissioner R Balakrishnan told reporters in New Delhi.

He said the Commission had received a complaint against Scindia which claimed that the minister had dispatched letters to voters in Shivpuri segment of his Guna Parliamentary constituency on the benefits given to them by the Government.

<b>Results may shock Cong</b><!--QuoteBegin-->QUOTE<!--QuoteEBegin-->As the stage is set for the first phase of State Assembly election in Andhra Pradesh, the Telugu Desam Party-led Grand Alliance seems to be overtaking the ruling Congress in most constituencies. In the first phase, 154 of the 294 Assembly seats go to poll on Thursday.

If the trend continues in the second phase, it will be difficult for the Congress to retain the power in the State. The Grand Alliance, which consists of the TDP, TRS, CPI and the CPM, is comfortably placed in 72 of the 154 Assembly constituencies in 13 districts and is likely to improve the tally further as it is locked in a close fight on 23 seats.

Despite Chief Minister YS Rajasekhara Reddy’s confidence, the Congress seems to be ahead only in 52 Assembly seats. Contrary to expectations, the third force in the State — Praja Rajyam Party of Chiranjeevi — seems to be lagging far behind and is likely to win only two Assembly seats in the first phase. In fact, the Hyderabad-based Majlis-e-Ittehadul Muslimeen (MIM) is likely to win most seats after the Grand Alliance and the Congress — seven in and around the capital.

As far as the 22 Lok Sabha seats are concerned, the Grand Alliance is likely to bag at least nine.

Six seats where the contest is neck-and-neck are Warangal, Malkajgiri, Secunderabad, Ankapalle, Mahbubnagar and Visakhapatanam. The Congress is ahead in six Lok Sabha constituencies — Araku (ST), Nagarkurnool (SC), Chevella (S Jaipal Reddy), Nizamabad, Peddapalle and Krimnagar. Congress’ ally MIM is likely to retain the Hyderabad seat for the eighth consecutive time.

These figures have emerged after an analysis of candidates and issues, weaknesses and strengths of different parties in 13 districts of Telangana and northern coastal Andhra.

While the performance of the YS Rajasekhara Reddy Government — especially its welfare schemes like free electricity to farmers, rice at highly subsidised rates and free health insurance for the poor — seems to be working in favour of Congress, the divisions and differences within the party ranks, wrong selection of candidates and presence of rebels seems to be going against it in several constituencies.

For the TDP, joining hands with the Telangana Rashtra Samiti (TRS), CPI and the CPM seems to be to its advantage. N Chandrababu Naidu seems to be benefiting from the promises like cash transfer scheme and free television sets to the poor. Naidu’s aggressive campaign, backed by the joint electioneering and the participation of film stars like N Balakrishna and Junior NTR, has succeeded in spreading the word around that TDP is no longer against populist schemes. The change of party’s stand in favour of Telangana is also working in its favour.

The Praja Rajyam Party has miserably failed to take off due to a combination of factors, especially due to wrong selection of candidates and alleged sale of tickets. To begin with, PRP was never a favourite in the Telangana region. Surprisingly, it is equally weak in north coastal Andhra as well, which is considered a TDP stronghold.

The Grand Alliance is leading in six of the 10 Assembly seats in Adilabad, four of the nine seats in Nizamabad, six of 13 in Karimnagar, seven of 12 in Warangal, four of 10 in Medak, eight of 14 in Ranga Reddy, four of 15 in Hyderabad city, seven of 14 in Mahbubnagar, seven of 12 in Nalgonda and four of the 10 in Khammam district. In coastal Andhra, Grand Alliance is ahead in six of the 15 seats in Visakhapatanam, six of 10 seats in Vijayanagaram and five of 10 Assembly seats in Srikakkulam.

On the other hand, the Congress is ahead in three seats each in Adilabad, Nizamabad, Ranga Reddy, Hyderabad, Vijayanagaram and Srikakulam, four seats each in Warangal and Visakhapatanam, five each in Karimnagar, Medak and Mahbubnagar and two each in the Left bastion of Nalgonda and Khammam.

The MIM is ahead in seven constituencies in Hyderabad and Ranga Reddy. Jayprakash Narayan of Lok Satta is likely to win Kukatpally and G Kishan Reddy of BJP the Amberpet seat. Next to me on board a train from New Delhi to Mughal Sarai were two men, who were fresh graduates in their early twenties and about to take up marketing jobs.

Sarfaraz, one of them who used to be a staunch supporter of Mulayam Singh Yadav said: “But, now I am not. How can he befriend Kalyan Singh who is responsible for the shahadat of the Babri Masjid? Mulayam has cheated our community.”

The worst that the SP had feared is apparently coming true: The Kalyan factor and Mulayam’s “soft stand” on Varun Gandhi are taking their toll on the SP’s prospects. <b>Muslims, who constitute nearly 19 per cent of the total UP population, are not ready to blindly toe Mulayam’s line anymore.</b>

The eight-hour drive from Chandauli to Varanasi, then to Ghazipur and finally to Ballia (this constituency had elected former Prime Minister Chandrashekhar many times in a row) gave unmistakable signs that Mulayam Singh Yadav’s magical Yadav-Muslim combination was cracking.

Mayawati seems to be the biggest beneficiary. For the Chief Minister — who knitted an unthinkable Brahmin-Dalit combination together in Uttar Pradesh during the 2007 Assembly election -- the support from Muslims is coming as a bonus.

It was the support the SP got from Muslims that prevented a complete washout of the SP in the last Assembly poll.

Earlier, political pundits had predicted an increase in the SP's vote share. At the initial stages, the SP's M-Y combination was in a formidable position. Add to it was the OBC vote bank that Mulayam thought Kalyan Singh would bring with himself.

The efforts that he is making to win over the Muslim clerics notwithstanding, Mulayam may find himself in a tight spot. Before he could recover from the jolt that Kalyan's entry into the SP had delivered, <b>Mulayam antagonised a large number of Muslim voters when he went all out to attack Mayawati for invoking NSA against Varun Gandhi</b>.

<b>"Both these actions - the handshake with Kalyan and opposing action against Varun - were unwarranted. How can he ask us to vote for his party,"</b> asked Taslimuddin, a tea vendor.

Ashutosh Kumar Gupta, who runs a STD booth opposite to Taslimuddin's tea stall, has every reason to feel that the Muslims were going to vote for Mayawati this time, at least in his area<b>. "Afzal Ansari rules the roost here</b>. How can his men vote for the SP when Ansari himself is contesting on a BSP ticket from Ghazipur," he said.

<b>Afzal and Mukhtar Ansari -- the two notorious brothers of UP politics whose names spell terror in Varanasi, Mau, Chandauli, Ghazipur and Mirzapur districts of eastern UP -</b>- have given away the 'bicycle' to ride on the 'elephant' this time. Moreover, BSP's Muslim face Naseemuddin Siddiqui is working hard to wean away Muslims from the SP. He recently organised a Muslim convention in Allahabad.

<b>The Muslim voters in eastern UP may not be speaking their minds, but there are enough indications that they would be voting for the strongest candidate who could defeat the BJP</b>. This would be a different kind of consolidation - against the BJP. Clearly, there is an inclination towards Mayawati. Even the Congress too would benefit in some seats like Bansgaon, where it would eat into the SP's Muslim vote bank.

The only relief for the SP is the popular belief among Muslims that Mayawati may support a BJP Government at Centre after the election, whereas Mulyama Singh would like to do business with the Congress. <b>Undoubtedly, a pre-poll tie-up between the SP and Congress would have proved a big challenge for both the BSP and BJP.</b>

The Election Commission on Tuesday let off Andhra Pradesh Congress chief D <b>Srinivas who threatened to “sever” the hand that pointed fingers at minorities</b>. The BJP had filed a petition against Srinivas for his provocative speech.

Having gone through the speech by Srinivas at Nizamabad in Andhra Pradesh and the report of the State Chief Electoral Officer, the poll panel conveyed its strong disapproval of Srinivas’ comments and asked him to desist from making such speeches in future.

Interestingly, for similar utterances, the EC had advised the BJP to withdraw Varun Gandhi as its candidate from Pilibhit.

“The commission has expressed its strong disapproval to Srinivas for his comments and asked him not to make such statements,” Deputy Election Commissioner R Balakrishnan told mediapersons here.

The BJP complaint had accused Srinivas of inciting communal hatred and anger among minorities against the majority community. Since it constitutes a violation of model code of conduct and is an electoral offence under the Representation of Peoples Act, the BJP demanded strict action against Srinivas.

Not only were the statements alleged to be “highly objectionable”, the BJP petition stated that the religious sentiments of the majority community were hurt by the leader's comments. The BJP also requested the commission to examine the statement in the light of the time and place intended to play “vote bank politics” by provoking minorities against majority community.

<b>The commission on Monday let off Union Minister Lalu Prasad for vowing to crush Varun Gandhi under roller for his anti-Muslim comments. Distinguishing between Lalu and Varun, the commission had said, "You have to see the gravity of his (Varun's) statement. While Prasad's statement was against an individual, Gandhi's statement threatened the entire community."

As there was no big hospital to cater the medical need of thousands of people living in the vicinity 24 years ago, the Congress promised to set up a hospital in 1985. Though the foundation stone for the hospital was laid down numerous times, the ambitious project has not seen even a brick yet. </b>

The foundation was first laid by late Prime Minister Rajiv Gandhi in 1985 and the hospital was proposed to be christened as Indira Gandhi Memorial then. It was followed by another foundation laying ceremony by the then Outer Delhi MP, Sajjan Kumar, and the latest was by the former Delhi Health Minister Dr Yoganand Shastri.
