China's Ministry of Public Security on Tuesday listed major terrorist leaders of the East Turkistan Islamic Movement while saying that they were involved with similar groups and base camps in a "south Asian country" for the purpose of training and exchange of arms and ammunitions. The movement is fighting for carving out China's Xinjiang province and other parts of Central Asia to create an East Turkistan nation for several decades, sources said.

The ministry did not identify the "south Asian country". But terrorism experts say that the reference to Pakistan, which borders China's troubled Xinjiang province, is obvious. ETIM, which has been identified by the United Nations as a terrorist group, is known to be head quartered in Federally Administered Tribal Areas (Fata) of Pakistan.

Rohan Gunaratna, who heads the Singapore based International Centre for Political Violence and Terrorism Research, recently said there is overwhelming evidence that the ETIM has been providing training to Uighur terrorists at camps located in Pakistan and Afghanistan. ETIM has also "built a village exclusively for the Uighurs" in the White Mountains of Afghanistan near Jalalabad and the Pakistan border, he said.

Indications are that the Chinese government is asking Pakistan to provide all the necessary assistance in order to apprehend the Uighur outlaws. Most of the major terrorists leaders are on the run and enjoy the backing of groups based in Pakistan, Afghanistan and Central Asia, sources said.

As its first target, the ministry named Memetiming Memeti, head of ETIM since 2003, who was last seen in a video distributed over the Internet in June this year. He "illegally exited China and joined the ETIM terrorist organization in a south Asian country" in 1998 and went on to become the main organiser for the groups training camps. "In January, he issued an order to conduct terrorist attack specifically targeting the Beijing Olympic Games," the ministry said.

<b>"Muslims from the Uighur region have travelled to Pakistan and Central Asia for terrorist and extremist training, where they have been exposed to the global jihad movement. For example, the two Uighur women involved in the March 18 attack on China Southern Airlines flight CZ6901 were controlled by a Pakistani militant group," Gunaratna said in an article recently.</b>

The ministry released details of the terrorist activities of eight ultra leaders revealing that they have wide ranging links in East Asia, South Asia and West Asia. But it did not name any country specifically. The ministry's list of terrorists include Emeti Yakuf, also know as Aibu Abudureheman and Saifula, Memetituersun Yiming, also known as Abuduaini, Memetituersun Abuduhalike, also known as Metusun Abuduhalike, Ansarui, Xiamisidingaihemaiti Abudumijiti, also known as Saiyide, Aikemilai Wumaierjiang and Tuersun Toheti.

Some pseudo-intellectuals are bumming around the world trashing Pakistan and the heavily skewed media is awash with reports making a dark portrayal of the future of this land of the pure. <span style='color:red'>Rumours are doing rounds that Pakistan will be dismantled or erased from the world map, it will be balkanised or fragmented into multiple pieces and that it will be divested of its nuclear capability by the US-led West in collaboration with certain anti-Pakistan powers by and by. All this has made for a general feeling of doom and gloom in Pakistan.</span>

If we have a going-over of the case, what stands out a mile is that all these reports and rumours are highly asinine and nothing short of being hogwash. Pakistan has born to survive and it is destined to be an invaluable part of the world map for keeps. On having mature reflection, two factors come to the fore as prime guarantors of the survival of Pakistan on the world map: To start with, Pakistan has got a valiant and highly-octane military which is quick off the mark and has got peerless chutzpah to insulate the country against external aggression. General Kayani has rose to the occasion and provided the much needed leadership and sense of direction to his people at one of the most difficult times in the nation's history by sending a shot across America's bows. Pakistan's army will make mincemeat of anyone who tried to undo the sovereignty of this country. Moreover, Pakistan possesses nuclear weapons and it is no stranger to unpleasant situations. It has already fought three conventional wars with another nuclear nation next door.

The other most important factor is the geopolitical importance of Pakistan which acts as a bulwark against malicious and venomous designs. Being in the box-seat geopolitically, Pakistan holds all the aces and catches the sight of influential foreign powers. Several foreign powers are always keen on the sustenance of Pakistan and will definitely go an extra mile to support it in its bid for survival against the heinous motives of some other powers. This can be discussed on the following counts;
Firstly Pakistan is located at the junction of great powers. The near future is going to be pregnant not only with the traditional rivalries of US and Russia but also an endless struggle between them for supremacy in regional and global politics. In such situation, the world will not only see the conflict of interests between US and Russia but also efforts by them to make as many friends as possible to solidify their position. And Pakistan will be the pivot of attraction for both powers.
Secondly, Pakistan is located in close proximity to the oil rich ME countries and it can influence the shipment of oil. The icing on the cake is that it lies adjacent to the Indian Ocean, Persian Gulf and Arabian Sea. It is going to be a major player in the Central Asia geo-political game. A major geographic issue will be decisive here: both Tajikistan and Uzbekistan lack any sea access. Consequently Pakistani harbours on the Indian Ocean could function as outlets for the new Central Asian energy routes - a major stake which piques the interests of not only China and Russia but also of western powers. The US has entered Afghanistan to occupy the energy resources of Central Asia and Pakistan is well-positioned geographically to emerge as a commercial hub for land-locked Central Asia and beyond. Pakistan's seaports are equidistant from Europe and the Far East.
The most vivid proof of Pakistan's geo-political importance can be gauged from the fact that it is US and NATO's trustworthy ally in the fight against terrorism. Pakistan's co-operation is critical to all US plans. The incontrovertible truth is that war against Al-Qaeda can be won only if Pakistan cooperates with NATO-ISAF forces. This is because Pakistan provides logistical support to the US in the form of fuel and ammunitions. If Pakistan ditches America at this stage in the War On Terror and closes the border to all NATO supply to Afghanistan, its enterprise in Afghanistan will be doomed to failure and it will meet a fate worse than death.
Pakistan is a country whose future determines the success or failure of the whole of the region. In the mid-nineties, Yale historian Paul Kennedy called Pakistan one of the most pivotal states of the world. America thinks of India as a strategic partner for maintaining balance of power against China but Pakistan is a key to the stability of the whole world. It is central to making short work of new threats to the world. Time and again, the West has turned its back on Pakistan. This blunder should not be made again or else it may occasion horrendous consequences.

<b>NEW DELHI : <span style='color:red'>The number of Pakistani nationals who did not return after coming to India using valid travel documents has increased by nearly 30% in 2008 — the year when the level of infiltration in Jammu and Kashmir has dropped substantially.

Is this a mere coincidence or is there some design in it? The question is haunting the minds of security agencies which have found that as many as 9,636 Pakistani nationals did not return to their country after expiry of their visas this year as compared to 7,404 in 2007.</span></b>

Though all those who went missing may not be terrorists or criminals, the substantial increase in the number this year has made the security agencies sit up.

While 7,404 Pakistanis did not return after expiry of their visas in 2007, the figure was 7,650 in 2006 and 7,043 in 2005. The figures — disclosed in the Lok Sabha on Tuesday — clearly show the marginal increase or decrease in the number of missing Pakistanis during 2005-07 as compared to what was recorded (9,636) till July this year.

Sources in the home ministry said that though some of them had been deported after verification as they recorded their presence with the concerned Foreigners Regional Registration Offices (FRROs), it had been quite difficult to trace each one of them who disappeared after arrival.

Without ruling out the possibility of Pakistani intelligence agency ISI taking the legal route (using proper visa) to sneak in terrorists into India, a senior home ministry official said: “It is suspected particularly when the number of infiltration has come down substantially this year. The ISI can do it to beat its failure on the infiltration front.”

He said: "The authorities in Pakistan can adopt any means to infiltrate militants when a number of infiltration bids have been foiled this year by the Army and BSF. The role of the Pakistani Army and Pakistan Rangers in helping infiltrators through cover fire is not a secret."

As against 419 infiltrators during April-September 2007, there have been only 243 infiltrators during the same period this year with the Army establishing a strong "multi-tier counter infiltration grid".

Imagine the colossal moral and political bankruptcy of the contemporary political system in this country if the people of Pakistan started wishing that Pervez Musharraf had not gone and the army should be back in power.
<span style='color:red'>
In a similar vein, I was asked during a recent group discussion what was termed a hypothetical question: What would you do if Pakistan breaks up and is merged with India?</span> The point raised here is that the metaphorical and hypothetical context in the idea of Pakistan merging with India reflects growing public dissatisfaction with the increasing unpredictability of the foreign and economic policies of the six-month-old PPP regime. It is so because of the fundamental failure of the current leadership to give an appropriate direction to the nation's political future.

People can tolerate only so much unpredictability in political leadership and in a political system. They can appreciate a passion for democracy and pay homage to a personal sacrifice - and even admire personal attributes of a leader. But the fact is that as soon as the people's political sentiments are ignored, they tend to become nervous and justifiably start losing faith in the political system and its leadership. They look at the disregard of their political sentiment as a kind of betrayal of their legitimate and rightful demands by the leadership - because the public believes that the personal interests of the political ruling elite have taken precedent over national interests. Soon they start wondering if it all can hang together. And who can blame the masses? This has been the virtual history of this country's political leadership and its "modus operandi."

For example, we, the Pakistani nation, have heard that the world is a safer place today because of Mr Bush. Let us do a reality check, inside and outside of the US, vis-à-vis the above statement attributed to the Pakistani President.

At every level, the credibility of the US is undermined... Bogged down in Iraq and Afghanistan, the US has lost all credibility..."
Linda Heard, another globally-renowned columnist has a straight-forward view on the so-called War On Terror: "Let us be realistic. The Taliban do not present a physical threat to the US, Britain or the European mainland."
Dr Joseph A Kechichian, author of several books on international affairs, offered the following advice to one of the American presidential contenders for the November 4 elections: "He should have apologised to the loved ones of the million or so Iraqis killed because of an illegal war...invading on the basis of a pack of lies...Both [candidates] must reassess American influence, to avoid lies (WMDs), immorality (Abu Ghraib, Guantanamo), political quagmires (ethnic cleansing), and economic ruin."
Adel Safty, a noted academic, notes that "Washington's strategic involvement in the region is largely driven by the desire to gain access to the oil and gas-rich Caspian region."
The British ambassador in Afghanistan has spoken of "the failing of the present Afghan government" and the British commander gave an interview in which he described the war as "unwinnable" and spoke of "the need to talk to the Taliban."
Raoof Hassan, an Islamabad-based Pakistani columnist has perceptively put the War On Terror in an apt observation: "It seems so as there is no one talking about the one credible way of finding a solution to the terrorist phenomenon: an immediate and complete withdrawal of the American troops from all countries it has forcibly occupied."

Pakistan is very good in covering defence budget. Army controls every single Industry. They are able to fool World Bank, IMF and others till now, why this will be different. I think after 3 years someone may write-off debt.

Mushy left them in very bad situation. He is enjoying his life in Palace outside Islamabad without any hitch. I am bit surprised. It means this was Mushy/Army drama. They knew before hand that treasury is completely empty. So they let politically handicap puppet on power. Now Zardari will insure funds for Paki Army janta and as soon as his utility is over we may see some replacement.
Mushy is still in power like Queen in India.

Further request : Does it mean that Pakistan will get US Dollars 3.2 Billion every Year and at the end of the Third Year will be accredited with the Mark Up of 16.7% thereby making the Sum to be “Repaid” to the IMF as US Dollars 11.2032 Billion?

Also : Will the sum be repaid over a period of say 20 to 30 Years and if so then would there be any further Interest or would the Sum of US Dollars 11.2032 be repaid in Twenty or Thirty Instalments?

I think it will be cumulative.
So Pakistan will end by paying much much higher. Plus if you read from above article

This is very critical. Basically, Pakistan is at liquidation sale/fire sale.
Islam and terrorism is only assets they have left. Lets see how they will use them or against whom.

We have to see whether Pakistan Army will eat up this money alone or will share with civilian politician. There condition is much worse than India's 1990 situation. India's advantage was rich private industry which was looking for fresh air. Pakistan doesn’t have anything other than Paki army.

India should watch itself.

<b>NEW DELHI : Talks between Pakistan and India on reduction of Chenab water flow remained inconclusive here on Friday while Islamabad has conveyed its concerns over the loss of water to Pakistan.</b>

On the conclusion of the two- day talks, Jamaat Ali Shah, Pakistan Indus Water Commissioner while talking to newsmen here said condemned water reduction at Marala Headworks and loss of 0.2 million acre-feet of water but differences remained.

Both sides exchanged information on the issue during the talks. India said it will collect more data on reduction of water flow resulting from the Baglihar dam.

However, Shah said the process of talks would continue and the Indian Water Commissioner G. Ranganathan will soon visit Marala Headworks on Chenab in Pakistan to ascertain the level of water flow.

This suggestion was forwarded by the Indian side and Pakistan has agreed to it, he said.
A six-member delegation headed by Syed Jamaat Ali Shah represented Pakistan at the talks while Indian Water Commissioner G Ranganathan led his team.

After inspection of the dam site in Jammu recently, Syed Jamaat Ali Shah had said under the Indus Basin Treaty minimum of 55000 cusecs water should flow to Pakistan at Marala Headworks during the peak season but it received about 22000 cusecs which affected Kharif crops in Pakistan.
