Regarding the water issue, the pakis to their horror have realized that India is beginning to exploit the water resources that it is legally entitled to under the Indus Water Treaty.

Their inability to get their own hydroelectric projects off the ground has furthered their frustration, as the pathetic mismanagement of the water resources under their control will now become painfully obvious.

India should take note that the pakis are trying to blame their own water troubles on us and thus raise the 'India is out to destroy us' bogey in an attempt to unite all these warring jehadis.

I hope we have adequate security for our workers and at the hydroelectric stations. I wouldn't be surprised if some stupid jehadi tries to do something as tactically brilliant as destroying the dam.

* Finance adviser says impossible for Pakistan’s economy to survive on its own in present situation
* Hints at bringing untaxed entities within tax network

KARACHI : Pakistan is left with no option but to borrow from international financial institutions to bridge the balance of payment deficit and to build up its forex reserves, Prime Minister’s Adviser on Finance and Economic Affairs Shaukat Tareen said on Saturday.

“There is no way out from the current crisis except to go for A, B & C options envisaging borrowing from multilateral lenders and friendly countries,” Tareen told businessmen at a meeting of the Federation of Pakistan Chambers of Commerce & Industry (FPCCI).

Survival: He said it was impossible for Pakistan’s economy to survive on its own in the present situation. However, he ruled out the possibility of the country defaulting on its debt payments. “We will hear good news within 30 days from our friends regarding financial assistance,” he said.

Tareen said it was imperative to think about the causes that had led the country into such crisis. “We have heard of breaking the begging bowl in the past. But again we are standing where we started from,” he said.

Criticising the economic policies of the past regime, Tareen said that the time required ‘out of the box’ thinking for mitigating the country’s economic woes and it could only be possible through a public-private partnership.

He said the stabilisation of macro-economic indicators was the government’s top priority, adding that the biggest challenge presently was to bring down the fiscal deficit to 4.3 percent from the current over seven percent.

“This can only be achieved by cutting down the expenditure and enhancing the revenue generation,” he said, adding that the government was seriously working on the lines.

He advocated a realistic foreign exchange regime because the unrealistic exchange rate in the past had worsened the matters instead of improving them.

Taxation : The adviser also stressed the need for expanding the tax base and proposed bringing the untaxed sector within the network to raise the tax-to-GDP ratio.

The ratio is aimed at 15 percent in the next five years from 10.5 percent presently, he said.

He disclosed that the poverty level in Pakistan had risen in recent months, with the two lowest income groups engulfed in abject poverty.

Responding to several queries of the businessmen, the adviser informed them about the government’s economic vision of reforming various economic sectors, and giving top priority to agriculture and manufacturing to create employment opportunities in the country.

Regarding law and order, Tareen said a special security cell would be established in the Finance Ministry in liaison with the Interior Ministry to deal with security issues in relation to business and investment.

Nareshji, from what I understood of the terms of the treaty, India can only build dams that are run-of-the-river. This means the Indian dams don't collect and store water but releases them normally down stream. Electricity is generated by natural flow or elevation drop.

Destroying the Baghliar dam for instance, while causing some flooding, will not cause damage to the extent of wiping out entire populations. Our electricity generation capacity will be hampered the most.

In either case, pakis have proved that they don't care for the welfare of their people and would rather prevent us from developing Kashmir. which is why a jehadi operation is something to be concerned about.

my two cents..

Country's solidarity linked with Two-Nation Theory
Source: Our Staff Reporter submitted 4 hours 31 minutes ago

LAHORE - Editor-in-Chief The Nation and Chairman Nazaria-i-Pakistan Trust, Majid Nizami has said that integrity and solidarity of the country and its progress is linked with the Two-Nation Theory and if there would have been no ideology Pakistan would not have come into being.
He was addressing the concluding session of two-day Nazaria-i-Pakistan Conference here on Sunday at Aiwan-e-Karkunan Tehrik-e-Pakistan held in collaboration with Nazaria-i-Pakistan Trust. The conference was attended by eminent personalities and delegates from within and outside the country.
Majid Nizami paid rich tributes to Shaheed Ghulam Haider Wyne saying that we are sitting here in this hall because of Shaheed Wyne. He said Wyne did not left any property even for his widow and constructed this building for Pakistan Movement workers and such services could be seen nowhere in the country.
Majid Nizami said some people question Pakistan’s ideology. Even Maulana Hussain Ahmad Madni and Deo Bandi faction knew this ideology but they opposed Tehrik-e-Pakistan. India wanted to smash this theory and if an Indian stooge says what is ideology of Pakistan, I would say ‘please get out’. Pakistan can only stay and progress due to Pakistan ideology, he maintained
Majid Nizami said, “Hindu has stopped the waters of river Chenab. Ayub Khan has already sold Ravi, Sutlej and Bias. Now our people who had gone to India have sold the remaining river waters and our lands will go barren. God forbid we may not become Etheopia and Somalia.”
He further said, “We should not hesitate to go to nuclear war with India for the solution of our problems. I am hardliner in the context that I faced Ayub Khan, Yahya Khan, Zia-ul-Haq and Pervaiz Musharaf. I am standing in front of you after three bypass operations. I wanted to remind you that our fight is against India, America and Israel. These three evil forces are united against us because we are the sole Islamic nuclear power. India could have attacked us if we were not nuclear power. Please don’t have a soft corner for India. I never went to India and when Zia-ul-Haq asked me to go, I said I would go to India only on a tank.”
Majid Nizami said we should be fully prepared and keep our missile and atomic bomb intact. We should be grateful to Dr A Q Khan who is unfortunately in prison and is not allowed even to offer Friday prayers.
Meanwhile Justice ® Dr Javed Iqbal said that nations that have great leaders like Quaid-i-Azam Mohammad Ali Jinnah and Allama Mohammad Iqbal should not have been disappointed of their respective future.
He said in the able guidance of eminent journalist Majid Nizami, the conference is being held at an appropriate time. He said we are unfortunate that we have not been given complete awareness regarding Nazaria-i-Pakistan. He said when we talk about Islamic welfare and democratic Pakistan we should keep in mind that this has long history. Why the leaders of Muslims of South Asia envisaged that Pakistan would be an Islamic, welfare and democratic state, is a point to ponder, he added.
He claimed that Sir Syed Ahmad Khan anticipated that if Western democracy was introduced in the subcontinent, the Muslims would have been in loss. The Muslims could get benefit only if they have been included in the mainstream of government. That was why, Sir Syed forbidden the Muslims to assimilate in Indian National Congress.

Moody’s cuts Pakistan rating to B3 from B2

LONDON : International rating agency, Moody’s International has cut down Pakistan Bonds’ rating to B3 from B2.

International rating agency, Moody’s International’s analyst, Aninda Mitra said that the persistently depleting foreign reserves, deficit in balance of payments and failing to arrange immediate assistance from the global monetary organizations were the basic reasons of the downgrading of Pakistan’s credit rating. He said that the suspense in IMF loans also negatively impacted Pakistan’s rating.

The analysts further said that Pakistan economy facing threats from the global recession too, while the country would also have to take measures for the recovery of its export proceeds in a bid to enhance its foreign exchange reserves. It may be recalled that Moody’s in September also had changed Pakistan’s outlook from stable to negative.

1. Why Pakistan must default

QUOTEPakistan is not going to default, because nobody will let it. That's too bad. Don't let the "economists" scare you. Default sounds like a dark, scary, doomsday scenario. Sovereign default sounds worse, like God's curse itself. It is not. "Sovereign" is the fancy term for country, used by the same loan sharks that milk pensioners to fatten their year-end bonuses (and who brought you Wall Street Meltdown 2008). Sovereign default is simply a country not making its loan repayments on time. It has happened to plenty of countries. They are all still around.

2. Is Pakistan doomed?

QUOTEThe first two generations of Pakistanis have ruined it for us, the third- and fourth-generation citizens of this great land. In sixty years, our elders have created one of the worst examples of managing a modern state.

Pakistan Army halts new HQ over financial crisis

ISLAMABAD : Pakistan's army chief Tuesday suspended the construction of a new multi-million dollar military headquarters in Islamabad because of the fallout from the global financial crisis, the military said.

The move comes as Pakistan seeks at least four billion dollars from the International Monetary Fund to stave of the threat of bankruptcy.

‘Being cognisant of the financial crunch being faced by Pakistan, COAS (Chief of Army Staff General Ashfaq Kayani) has decided to suspend building of new GHQ at Islamabad,’ a military statement said.

‘The army shares the nation's quest for economic stability.’

The project to shift GHQ to Islamabad from its present location in the adjoining garrison city of Rawalpindi was set to cost 60 billion rupees (750 million dollars), a defence ministry official said.

Military spokesman Major General Athar Abbas said Kayani, who took over as army chief from former president Pervez Musharraf in November, ‘has taken this decision in view of the economic situation in the country.’

‘The project was to finish in 2012 and up to 20 per cent of the work has been done so far,’ Abbas said.

The new army headquarters was controversial because of its huge cost and because the new site took up a chunk of prime real estate in Islamabad.

Kayani's move is likely to place extra pressure on the government to get to grips with the economic crisis gripping Pakistan.

His announcement follows calls by opposition leaders and experts for rich politicians including President Asif Ali Zardari to bring their money back to Pakistan from foreign accounts.
