On the evening of July 26, as the news of the bomb blasts trickled in from Isanpur, Narol circle to the Maninagar area of Ahmedabad, the last being Modi's constituency, <b>the police and political establishment were stunned</b> After the communal riots of 2002 there had been expectations of some kind of violent "reaction", but 22 blasts in 18 spots in a highly communally surcharged city were stunning to say the least.

Their desperation in facing the situation was obvious. Modi has projected himself as a "different" leader because he provided safety to people in a country wracked by terrorism.<b>But 18 blasts in 80 minutes seriously dented his image, and his only redemption lay in going about the investigation with professionalism.

His police's and his own credibility was so low in matters of criminal investigations after the Sohrabuddin encounter case and the communal riots cases of 2002 that they needed to put in extra effort. </b>

The Muslim community, he said here in a statement released on August 19, has lost faith in the security agencies, especially the Gujarat police, probing terrorist attacks. These “lazy, inept and communal forces” go for ready-made results while probing such crucial matters.

The head of AIMMM, the umbrella body of Indian Muslim organisations, observed that the powers that be are using Gujarat police to kidnap Muslim youths from other states and bring them to Gujarat where tried and tested torture techniques are employed in order to make any detainee "confess" and sign on the dotted line.

<b>Dr Khan demanded a CBI enquiry into both the Ahmedabad serial blasts and Surat bomb planting. </b>He also demanded that senior Muslim community leaders and human rights activists should be allowed to meet and speak to the accused.

Dr Khan reiterated AIMMM's demand that the central government should form a high powered neutral panel of retired judges, human rights activists, top lawyers and journalists to oversee the investigations into all terrorist acts. Such a neutral panel is needed to restore the Muslim community's faith in the investigations by security and intelligence agencies which, due to their consistently one-sided probes after each such criminal act, have totally forfeited the confidence of the Muslim community.

Dr Khan also reiterated AIMMM's demand that offices of foreign intelligence agencies like Mossad and FBI should be closed down forthwith as their continued presence on Indian soil is not in the interests of the peace and security of the country.

The flight of the former American soldier Kenneth Haywood, from whose computer and flat in Navi Mumbai the so-called "Indian Mujahideen" email was sent, shows not only the role of foreign agencies in what is happening in India but also that elements in our own security agencies are hand-in-glove with foreign agencies, says the statement.

Ahmedabad, Aug 19 : Tension continued in parts of Ahmedabad Tuesday morning after clashes between Hindu and Muslim groups went on till late the previous night and police had to lob teargas shells to disperse mobs, officials said.

Police were forced to fire over 100 tear gas shells in the lanes and by-lanes of the city's Shahpur area late Monday night to bring the situation under control, an official said.

At least 30 people, including five policemen, have been injured in rioting in Shahpur since Sunday night. According to the police, more than 25 people from different parts of east Ahmedabad have been detained for rioting.

<b>The violence began late Sunday night, when Hindu and Muslim groups clashed over a minor road accident in Delhi Darwaza area and police had to lob 72 teargas shells and fire one round in the air to disperse the mobs. Four people were injured in the skirmish.</b>

The warring groups threw stones at each other for more than an hour Monday morning in Dariapur, Shahpur and Delhi Darwaza areas. There was panic in the neighbourhood and shops quickly downed shutters as people ran helter-skelter.

<b>The mobs from the two communities clashed again Monday afternoon after a boy returning from school was attacked while passing through the Shahpur-Nagariwad area in the walled city</b>.

<b>Police sources said the recent arrests following the July 26 serial blasts here may have added fuel to the fire. Muslims have alleged that innocent people have been detained since Sunday.</b>

There is palpable fear among residents of eastern Ahmedabad after the communal clashes.

On Monday, many office-goers went home early. Bhupendra Rana, a rickshaw driver from Rakhiyal area, said he would not risk driving early in the morning in the present situation.

It is astonishing that Mr Ken Haywood, an American national and alleged executive of a 'multi-national corporation' whose laptop's Internet Protocol was used by the 'Indian Mujahideen' to send an e-mail minutes before the devastating serial bombing in Ahmedabad on July 26, should have quietly slipped out of the country on Sunday night / Monday morning. He was being investigated by the Mumbai Police and had undergone several rounds of questioning; the American was needed for further interrogation because he could have provided crucial details about the bombers and their links. Strangely, Mr Haywood was neither placed under surveillance, which would be considered mandatory given the nature of the case, nor was his passport impounded. The Mumbai Police claims it had alerted immigration officials at all airports and the Foreigners' Registration Office to prevent him from leaving the country. Yet, Mr Haywood, accompanied by his wife and children, had no problems taking a flight to Delhi from where he took another flight to the US. <b>So what went wrong? There are three possibilities. First, as usual, the Mumbai Police, which has not exactly covered itself with glory after the commuter train bombings and the Malegaon explosions, made a mess of things and did not consider it necessary to prevent Mr Haywood's thief-like escape in the dead of night. Second, immigration officials at Delhi's Indira Gandhi International Airport did not carry out a proper check of Mr Haywood's passport: If an alert was indeed issued, as is being claimed by Mumbai Police, then the computer system would have reflected it, provided his passport details were fed into the system. Third, Mr Haywood's departure was facilitated by an understanding reached between the US Embassy and the Government of India. While this will never be confirmed by either American or Indian officials, given the master-slave relationship between the US and the UPA Government, it cannot be ruled out.</b> For, it is unlikely that this Government will have the gumption to ignore an instruction received from Washington, DC, via the American Embassy in Chanakyapuri.

This is not to suggest that Mr Haywood is guilty of having committed any crime. For all we know, he may have been entirely innocent and had no clue about his computer's Internet Protocol address having been hijacked by terrorists. But, in the absence of conclusive evidence to this effect, neither can he be given a clean chit or the benefit of doubt. Indeed, there is no reason to treat him any differently from those believed to have had a role in planning and carrying out the July 26 bombings or the earlier terrorist attack in Jaipur. The law cannot, indeed, it must not, distinguish between Americans and non-Americans, in this case Indians. <b>By letting Mr Haywood flee India, authorities have committed a serious security breach and they cannot be allowed to escape accountability. If they acted according to political instructions, then those who intervened on Mr Haywood's behalf must be exposed. It may not be entirely coincidental that foreigners wanted in connection with crimes against the nation have managed to escape whenever the Congress has been in power at the Centre. Recall the ease with which a wanted Italian, Ottavio Quattrocchi, fled India. </b>This time it is an American who has done the vanishing trick. :ouch:

The GOI has now suspended the immigration officer at Delhi Airport. And launched an inquiry. Looks like another scapegoat. If its all ahppenstance, then why did the guy decide to leave? And as usual the Mumbai police is stalling and dont wnat to get to bottomof the case. By not filing some charges they allowed the guy to escape. They could have detained him as person of interest as his e-mail account was used to send a terrorist message in which peopel died. Why wasnt that done? were they afraid of his nationality? Instead of blaming the Delhi immigration officer I would say its the Mumbai police under whatever compulsions were the ones that botched the case.

Has MEA revoked the guy's visa yet?

As I wrote last month and also last year, Indian Muslim was fully involved in Jihad in India. Gujarat blast was conducted by one group but they have five to six techincal experts, who provide technical hand to every group and move to new target. So as I said before 3 months timeline.

At various stages, other States encountered the Indian Mujahideen terror network. Political compulsions or a weak will forced them to back away. Gujarat pressed on. That is why the Modi Government's mechanism to fight terror is the only one working

In February 2008, a terror suspect in Bangalore was interrogated and subjected to narco-analysis. His revelations were both chilling and fascinating. It was apparent that he was part of an all-India jihadi network and blurted out plans to launch terror strikes at various locations in the country. There were early clues, for instance, that Gujarat too would be a target, as indeed it turned out to be on July 26.

The confession was considered simply too combustible. The administration led by the State Governor -- Karnataka was then under President's rule -- sat on the narco-analysis report and did not share it with other State Governments.

As early as 2006, SIMI cadre held a 'commando training camp' in Kerala's Ernakulam district. It was a rehearsal for a terrorist attack and the police made arrests. However, the would-be terrorists were soon released. As the Kerala Home Minister told mediapersons this past week, "Terrorists are operating in Kerala but their main activities are outside the State. When we took police action against some of them, there was a hue and cry from human rights activists saying that minorities were being targeted."

After a spate of attacks, the Uttar Pradesh Police began investigating sleeper-cells and terrorist operatives within its territory. All was going well till the leads started to point to a madarsa and a maulvii who seemed to hold the key. Worried about a possible community revolt, the State Government retreated.

The information cited above has all come to light after the Gujarat Police cracked the Ahmedabad and Surat bombings case and laid bare the structure of Indian Mujahideen, the SIMI offshoot that has emerged as India's home-grown Al Qaeda. It is now clear that other States and their police forces had, at various stages, encountered the same terror matrix but had baulked at tough action.

If the Gujarat Police succeeded, first and foremost it was because it faced no political pressure, was not told to be over-sensitive to religio-political concerns and was promised support against tendentious and sometimes treacherous criticism from the army of civil rights activists who are, inadvertently or otherwise, crippling India's war against jihad.

By just allowing a professional police force to do its job, the Gujarat Government accomplished three things. First, it identified the perpetrators of not just the Ahmedabad bomb blasts but also of many other recent terror strikes -- Jaipur, Bangalore and Hyderabad, for instance.

Second, it has debunked the idea -- always specious -- that mysterious men from 'across the border' came to India, triggered terrorist attacks and then, with astonishing speed, 'fled' to Bangladesh, Pakistan or elsewhere. India can no longer pretend it is immune to global radical Islamism.

If one considers the demographic composition of the Indian Mujahideen members and resource persons who have been named or arrested, an interesting mix emerges. There are white collar professionals -- ranging from doctors to IT specialists -- religious preachers and small-time fixers from the underworld who have seamlessly made the switch from organised crime in the 1990s to terrorism today.

What unites these disparate elements is a common interpretation of religious duty, one that is inspired perhaps by jihad icons like Osama bin Laden. Their cause is pan-Islamic; it has nothing to do with Kashmir, poverty or any perceived oppression in India. A mastermind of the Gujarat conspiracy was an engineer who worked for a Wipro Technologies affiliate in Mumbai. He resigned in 1998, allegedly saying he wanted to devote himself to "religious work".

That is why to claim that the Gujarat bombings may have been vengeance for the post-Godhra violence, which took place in 2002, is laughable. The seeds of Indian jihad were sown in the 1990s, as they were in the rest of the world.

Despite the recent arrests, the battle against terrorism is far from over. It would be worth studying what the Gujarat Government is doing to take on the enemy. It is one thing to give the police operational autonomy; there is also a capacity-building process underway, one that other States could learn from.

The Gujarat Government has announced the setting up of two new institutions. A Forensic Sciences University will offer post-graduate and doctoral courses in the use of new techniques and technologies to study crime -- be it cyber-crime, detonating sophisticated explosives, narco-terrorism, money-laundering.

That aside, a Suraksha (Security) University will offer graduate-level training to those who want to join the intelligence, police or military services or set up their own security agencies, and want to intellectually equip themselves for their future careers. This represents a dramatic shift from a mindset that sees policing or the providing of security as a non-cerebral task that only requires muscles and batons.

The Gujarat template cannot work if it is limited to one State. It has to be scaled up and institutionalised nationally if India is serious about fighting its war on terror. The combination of determined detection, political resolve and anticipatory thinking that the Gujarat Government and its police have shown is waiting to be adopted across the country.

Of course, there is the inevitable political consequence. The arrest of Mufti Abu Bashir and his accomplices has put terrorism back on the electoral agenda. The BJP can claim that it is better equipped to meet the challenge than a confused Congress, dragged down further by compromised regional allies.

The real benefit will, however, accrue to Chief Minister Narendra Modi. He now has the trademark on combating terrorism, having established himself as the one political administrator most alive to and capable of thwarting India's domestic jihad. He is the last man standing.

The sources, however, refused to divulge his exact rank or posting when he served in the police. </b>He came to India some six months ago as head of a company specialising in training employees from call centres in Navi Mumbai to speak with an American accent.

<b>“Having served with the US Army and the police, one cannot believe that he was so naïve in operating and maintaining computer security and secrecy. The US cops are trained to be very careful in such matters,” the official added.  </b>
