Since the Pakistani Federal Finance Minister Ishaq Dar has based it on âPurchasing Powerâ it means that the Two US Dollars referred to are on âPurchasing-Power-Parityâ Basis.
Does this mean that the Pakistani Poverty Rate is based on a Figure of Pakistan Rupees 39.526 which at US Dollar 1 = Pak Rs. 63 Equates to about US Cents 63 (US Cents Sixty Three) Daily?

<b>Three persons killed in bomb blast in FATA </b>
Sectarian violence broke out on April 6 between Shia and Sunni sects in three villages of Kurram Agency in the FATA after a bomb exploded at Khurmana Pul, killing three people and injuring 22 others, Daily Times reported. A 16-member jirga (council) consisting of elders of the two sects intervened and brokered a truce between the warring groups in the villages of Khwar Kalay, Balish Khel and Sangeena, in the presence of political administration officials.
In another incident, unidentified miscreants attacked the Dhand check-post in Mohmand Agency in the early hours of April 6, according to Dawn. The miscreants fired several rockets from the surrounding hills at the check-post, housing paramilitary troops. Troops of the Mohmand Rifles and Khasadar forces retaliated with rockets and large machineguns. However, no causality was reported.
Elsewhere in the FATA, unidentified terrorists on April 6 blew up six shops, including two selling CD (compact disk), at Khar, headquarters of the Bajaur Agency in the FATA, The News reported. They say that the leak at the Khushab heavy water plant happened when it was closed for annual maintenance.
It is believed to be the first fatal accident at any of the country's nuclear facility.
The main function of the plant at Khushab is the production and refinement of plutonium.
A spokesman said that an inquiry had been ordered.
Pakistan built its first nuclear power station in 1972 in Karachi with the help of Canadian experts.
But Western countries, lobbied by the US, later halted cooperation amid fears that Pakistan was secretly developing nuclear weapons.
<b>'Precautionary measure'</b>
"The Khushab heavy water plant was under annual maintenance and was under shutdown status," the Pakistan Atomic Energy Commission said in a statement.
"All necessary steps were taken, including evacuation of personnel as a precautionary measure.
"The situation was immediately brought under control, and two workers lost their lives while controlling the incident. There is no threat to public life."
It said the leaking gas has now been burned off.
The plant at Khushab is not subject to International Atomic Energy Agency safeguards, unlike other nuclear plants in Karachi and at Chashma in Punjab.
The BBC's Syed Shoaib Hasan is Islamabad says that it is Pakistan's most well-protected fissile material production facility.
Our correspondent says that the country's premier plant was the source of much tension between the US, Pakistan and China when it was made operational.
The US was highly critical of the project which, it said, would exacerbate the nuclear weapons race in South Asia.
Pakistan conducted five nuclear weapon tests in May 1998 to become a recognised nuclear-armed state.

LAHORE: In yet another case of religious persecution of the minorities in Pakistan, a Hindu was beaten to death in the port city Karachi by dozens of his Muslim co-workers at a leather factory for uttering blasphemous remarks about Prophet Muhammad.
The incident took place in a factory in Sector 15 of the Korangi Industrial Area, after a discussion about religion became heated between Jagdish Kumar and his Muslim co-workers.
According to the Karachi police sources, Jagdish, a 25-year-old resident Mirpurkhas, was tortured to death on Tuesday over allegations that he spoke against the sanctity of the Prophet Muhammed.
According to Farrukh Bashir, the police superintendent for the Korangi area, the angry mob at the leather factory kept beating Jagdish for almost half an hour and left him only after someone pointed out that he had died. However, they even tried to burn his body.
The local police reached the place after they were called by someone in the factory.
The police officer said that the atmosphere in and outside the factory was highly charged and it was a tough task for police to take the body out of the factory.
To a question, he said the doctors who conducted autopsy of the deceased at the Jinnah Postgraduate Medical Centre in Karachi, Jagdish Kumar seems to have been beaten to death as his dead body had multiple marks of torture and injuries caused by hard objects.
He said no-one had been detained for questioning so far as any action could only be taken when a case is registered and a conclusion is reached on the basis of the autopsy report and investigations. He, however, admitted that Jagdishâs killing was a case of intentional murder, rather one of death in a brawl.
However, Raju, the brother-in-law of the victim, has demanded of the Korangi police officials that the killing must be investigated and his co-workers should be taken into custody and interrogated, because no-one can even think of uttering blasphemous remarks against the Prophet Mohammad in a Muslim society.
He has maintained that the murder had nothing to do with religion and it could have been the result of a personal feud. âJagdish was a simple man who knew little about religion. He had come to Karachi to earn a living and not to indulge in debates over religion.â
However, in the Pakistani society, it is easy to kill someone from the minority community and then accuse him of having committed blasphemy. Blasphemy is punishable by death in Pakistan, although no one has ever been executed for it, while communal tensions often run high whenever accusations of blasphemy are made.
The blasphemy law allows a person to register a case against anyone for blaspheming the Prophet Muhammad by word or deed.

Notice that it becomes a fact that the Hindu "blasphemed", if it was Hindus that did this you will see allegedly and "blasphemed" (in quotation marks implying that the Muslim may not have done it or what he said didn't constitute "blasphemy") in the news report.
