Was it really an ‘abject surrender’ by the NDA Government?

<b>There have been innumerable communal riots in India, nearly all of them in States ruled by the Congress at the time of the violence, yet everybody loves to pretend that blood was shed in the name of religion for the first time in Gujarat in 2002 and that the BJP Government headed by Mr Narendra Modi must bear the burden of the cross.

Similarly, nobody remembers the various incidents of Indian Airlines aircraft being hijacked when the Congress was in power at the Centre, the deals that were struck to rescue the hostages, and the compromises that were made at the expense of India’s dignity and honour. But everybody remembers the hijacking of IC 814 and nearly a decade after the incident, many people still hold the BJP-led NDA Government responsible for the ‘shameful’ denouement. </b>

The Indian Airlines flight from Kathmandu to New Delhi, designated IC 814, with 178 passengers and 11 crew members on board, was hijacked on Christmas eve, 1999, a short while after it took-off from Tribhuvan International Airport; by then, the aircraft had entered Indian airspace. Nine years later to the day, with an entire generation coming of age, it would be in order to recall some facts and place others on record.

In 1999 I was serving as an aide to Prime Minister Atal Bihari Vajpayee in the PMO, and I still have vivid memories of the tumultuous week between Christmas eve and New Year’s eve. Mr Vajpayee had gone out of Delhi on an official tour; I had accompanied him along with other officials of the PMO. The hijacking of IC 814 occurred while we were returning to Delhi in one of the two Indian Air Force Boeings which, in those days, were used by the Prime Minister for travel within the country.

Curiously, the initial information about IC 814 being hijacked, of which the IAF was believed to have been aware, was not communicated to the pilot of the Prime Minister’s aircraft. As a result, Mr Vajpayee and his aides remained unaware of the hijacking till reaching Delhi. This caused some amount of controversy later.

It was not possible for anybody else to have contacted us while we were in midair. <b>It’s strange but true that the Prime Minister of India would be incommunicado while on a flight because neither the ageing IAF Boeings nor the Air India Jumbos, used for official travel abroad, had satellite phone facilities. </b> <!--emo&:blink:--><img src='style_emoticons/<#EMO_DIR#>/blink.gif' border='0' style='vertical-align:middle' alt='blink.gif' /><!--endemo-->

By the time our aircraft landed in Delhi, it was around 7:00 pm, a full hour and 40 minutes since the hijacking of IC 814. After disembarking from the aircraft in the VIP bay of Palam Technical Area, we were surprised to find National Security Adviser Brajesh Mishra waiting at the foot of the ladder. He led Mr Vajpayee aside and gave him the news. They got into the Prime Minister’s car and it sped out of the Technical Area. Some of us followed Mr. Vajpayee to Race Course Road, as was the normal routine.

On our way to the Prime Minister’s residence, colleagues in the PMO provided us with the basic details. The Kathmandu-Delhi flight had been commandeered by five hijackers (later identified as Ibrahim Athar, resident of Bahawalpur, Shahid Akhtar Sayed, Gulshan Iqbal, resident of Karachi, Sunny Ahmed Qazi, resident of Defence Area, Karachi, Mistri Zahoor Ibrahim, resident of Akhtar Colony, Karachi, and Shakir, resident of Sukkur City) at 5:20 pm; there were 189 passengers and crew members on board; and that the aircraft was heading towards Lahore.

At the Prime Minister’s residence, senior Ministers and Secretaries had already been summoned for an emergency meeting. Mr Mishra left for the crisis control room that had been set up at Rajiv Bhavan. In between meetings, Mr Vajpayee instructed his personal staff to cancel all celebrations planned for December 25, his birthday. The Cabinet Committee on Security met late into the night as our long vigil began.

Meanwhile, we were informed that the pilot of IC 814 had been denied permission to land at Lahore airport. With fuel running low, he was heading for Amritsar. Officials at Raja Sansi <b>Airport were immediately alerted and told to prevent the plane from taking off after it had landed there.

The hijacked plane landed at Amritsar and remained parked on the tarmac for nearly 45 minutes.</b> The hijackers demanded that the aircraft be refuelled. The airport officials ran around like so many headless chickens, totally clueless about what was to be done in a crisis situation.

Desperate calls were made to the officials at Raja Sansi Airport to somehow stall the refuelling and prevent the plane from taking off. The officials just failed to respond with alacrity. <b>At one point, an exasperated Jaswant Singh, if memory serves me right, grabbed the phone and pleaded with an official, “Just drive a heavy vehicle, a fuel truck or a road roller or whatever you have, onto the runway and park it there.” But all this was to no avail.</b>

The National Security Guards, whose job it is to deal with hostage situations, were alerted immediately after news first came in of IC 814 being hijacked; they were reportedly asked to stand by for any emergency. The Home Ministry was again alerted when it became obvious that after being denied permission to land at Lahore, the pilot was heading towards Amritsar.

Yet, despite IC 814 remaining parked at Amritsar for three-quarters of an hour, <b>the NSG commandos failed to reach the aircraft</b>. There are two versions as to why the NSG didn’t show up: <b>First, they were waiting for an aircraft to ferry them from Delhi to Amritsar; second, they were caught in a traffic jam between Manesar and Delhi airport. The real story was never known</b>!

The hijackers, anticipating commando action, first stabbed a passenger, Rupin Katyal (he had gone to Kathmandu with his newly wedded wife for their honeymoon; had they not extended their stay by a couple of days, they wouldn’t have been on the ill-fated flight) to show that they meant business, and then forced the pilot to take off from Amritsar. With almost empty fuel tanks, the pilot had no other option but to make another attempt to land at Lahore airport. Once again he was denied permission and all the lights, including those on the runway, were switched off. He nonetheless went ahead and landed at Lahore airport, showing remarkable skill and courage.

<b>Mr Jaswant Singh spoke to the Pakistani Foreign Minister and pleaded with him to prevent the aircraft from taking off again. But the Pakistanis would have nothing of it (they wanted to distance themselves from the hijacking so that they could claim later that there was no Pakistan connection) and wanted IC 814 off their soil and out of their airspace as soon as possible.</b> So, they refuelled the aircraft after which the hijackers forced the pilot to head for Dubai.

At Dubai, too, officials were reluctant to allow the aircraft to land. It required all the persuasive skills of Mr Jaswant Singh and our then Ambassador to UAE, Mr KC Singh, to secure landing permission. There was some negotiation with the hijackers through UAE officials and they allowed 13 women and 11 children to disembark. Rupin Katyal had by then bled to death. His body was offloaded. His widow remained a hostage till the end.

On the morning of December 25, the aircraft left Dubai and headed towards Afghanistan. It landed at Kandahar Airport, which had one serviceable runway, a sort of ATC and a couple of shanties. The rest of the airport was in a shambles, without power and water supply, a trophy commemorating the Taliban’s rule.

On Christmas eve, after news of the hijacking broke, there was stunned all-round silence. But by noon on December 25, <b>orchestrated protests</b> outside the Prime Minister’s residence began, with women beating their chests and tearing their clothes. The crowd swelled by the hour as the day progressed.

Ms Brinda Karat came to commiserate with the relatives of the hostages who were camping outside the main gate of 7, Race Course Road. In fact, she became a regular visitor over the next few days. There was a steady clamour that the Government should pay any price to bring the hostages back home, safe and sound. This continued till December 30.

One evening, the Prime Minister asked his staff to let the families come in so that they could be told about the Government’s efforts to secure the hostages’ release. By then negotiations had begun and Mullah Omar had got into the act through his ‘Foreign Minister’, Muttavakil. The hijackers wanted 36 terrorists, held in various Indian jails, to be freed or else they would blow up the aircraft with the hostages.

No senior Minister in the CCS was willing to meet the families. Mr Jaswant Singh volunteered to do so. He asked me to accompany him to the canopy under which the families had gathered. Once there, we were literally mobbed. He tried to explain the situation but was shouted down.

<b>“We want our relatives back. What difference does it make to us what you have to give the hijackers?” a man shouted. “We don’t care if you have to give away Kashmir,” a woman screamed and others took up the refrain, chanting: “Kashmir de do, kuchh bhi de do, hamare logon ko ghar wapas lao.” Another woman sobbed, “Mera beta… hai mera beta…” and made a great show of fainting of grief. </b><i> {Are these paid actors or real/jaynuwine relatives, one has to wonder}</i>

To his credit, Mr Jaswant Singh made bold to suggest that the Government had to keep the nation’s interest in mind, that we could not be seen to be giving in to the hijackers, or words to that effect, in chaste Hindi. That fetched him abuse and rebuke. “Bhaand me jaaye desh aur bhaand me jaaye desh ka hit. (To hell with the country and national interest),” many in the crowd shouted back. Stumped by the response, Mr Jaswant Singh could merely promise that the Government would do everything possible.

I do not remember the exact date, but sometime during the crisis, Mr Jaswant Singh was asked to hold a Press conference to brief the media. While the briefing was on at the Press Information Bureau hall in Shastri Bhavan, some families of the hostages barged in and started shouting slogans. They were led by one Sanjiv Chibber, who, I was later told, was a ‘noted surgeon’: He claimed six of his relatives were among the hostages.

Dr Chibber wanted all 36 terrorists named by the hijackers to be released immediately. He reminded everybody in the hall that in the past terrorists had been released from prison to secure the freedom of Ms Rubayya Sayeed, daughter of Mufti Mohammed Sayeed, while he was Home Minister in VP Singh’s Government. “Why can’t you release the terrorists now when our relatives are being held hostage?” he demanded. And then we heard the familiar refrain: <b>“Give away Kashmir, give them anything they want, we don’t give a damn.”</b> <!--emo&:flush--><img src='style_emoticons/<#EMO_DIR#>/Flush.gif' border='0' style='vertical-align:middle' alt='Flush.gif' /><!--endemo-->

On another evening, there was a surprise visitor at the PMO: The widow of Squadron Leader Ajay Ahuja, whose plane was shot down during the Kargil war. She insisted that she should be taken to meet the relatives of the hostages. At Race Course Road, she spoke to mediapersons and the hostages’ relatives, explaining why India must not be seen giving in to the hijackers, that it was a question of national honour, and gave her own example of fortitude in the face of adversity.

“She has become a widow, now she wants others to become widows. Who is she to lecture us? Yeh kahan se aayi?” someone shouted from the crowd. Others heckled her. The young widow stood her ground, displaying great dignity and courage. As the mood turned increasingly ugly, she had to be led away. Similar appeals were made by others who had lost their sons, husbands and fathers in the Kargil war that summer. Col Virendra Thapar, whose son Lt Vijayant Thapar was martyred in the war, made a fervent appeal for people to stand united against the hijackers. It fell on deaf ears.
<b>
The media made out that the overwhelming majority of Indians were with the relatives of the hostages and shared their view that no price was too big to secure the hostages’ freedom.</b> The Congress kept on slyly insisting, “We are with the Government and will support whatever it does for a resolution of the crisis and to ensure the safety of the hostages. But the Government must explain its failure.” Harkishen Singh Surjeet and other Opposition politicians issued similar ambiguous statements.

By December 28, the Government’s negotiators had struck a deal with the hijackers: They would free the hostages in exchange of three dreaded terrorists — Maulana Masood Azhar, Mushtaq Ahmed Zargar and Ahmed Omar Sheikh — facing various charges of terrorism.

The CCS met frequently, several times a day, and discussed the entire process threadbare. The Home Minister, the Defence Minister and the Foreign Minister, apart from the National Security Adviser and the Prime Minister, were present at every meeting. The deal was further fine-tuned, the Home Ministry completed the necessary paper work, and two Indian Airlines aircraft were placed on standby to ferry the terrorists to Kandahar and fetch the hostages.

On December 31, the two aircraft left Delhi airport early in the morning. Mr Jaswant Singh was on board one of them. Did his ministerial colleagues know that he would travel to Kandahar? More important, was the Prime Minister aware of it? The answer is both yes and no.

Mr Jaswant Singh had mentioned his decision to go to Kandahar to personally oversee the release of hostages and to ensure there was no last-minute problem. He was honour-bound to do so, he is believed to have said, since he had promised the relatives of the hostages that no harm would come their way. It is possible that nobody thought he was serious about his plan. On New Year’s eve, the hostages were flown back to Delhi. By New Year’s day, the Government was under attack for giving in to the hijackers’ demand! Since then, this ‘shameful surrender’ is held against the NDA and Mr Jaswant Singh is painted as the villain of the piece.

Could the Kandahar episode have ended any other way? Were an Indian aircraft to be hijacked again, would we respond any differently?<b> Not really. As a nation we do not have the guts to stand up to terrorism. </b>We cannot take hits and suffer casualties. We start counting our dead even before a battle has been won or lost. We make a great show of honouring those who die on the battlefield and lionise brave hearts of history, but we do not want our children to follow in their footsteps.

NEW DELHI: Seven months after Mumbai 26/11, Pakistan's Lashkar-e-Taiba is planning its next, more spectacular attack in India. <b>Even before Lashkar chief Hafiz Saeed was released in Lahore, LeT masterminds have been at work on the next strike.</b>

Counter-terrorism officials are working on very specific intelligence that points once again to Pakistan-based LeT planning another spectacular attack in India. While there is always some terrorist group or another in Pakistan plotting against India, this time, the intelligence has been a lot more specific.

India has kept up diplomatic pressure on Pakistan, but officials are worried that another attack on the scale of Mumbai would put India under tremendous pressure to take a militaristic response.

What is interesting is that India and the US are working closely to neutralize the impending terror threat. It has cemented their relationship, built over several years, but which took a whole new shape after the Mumbai attacks. Officials from both countries have been sharing data, information and intelligence to get a shot at cracking the group and their attacks. The US too has a strong interest in preventing another Pakistan-sponsored attack against India because it could blow Washington's Af-Pak policy out of the water.

LeT's targets are not different, and Lashkar's strategy too has not changed. The basic idea is to spark off a Hindu backlash, so clearly the prime targets are people like Gujarat chief minister <b>Narendra Modi and other so-called Hindu targets</b> are on top of the list. <b>South Indian states are particularly vulnerable</b>, said sources, because LeT leaders are known to be working on plans to attack soft targets in these states.

According to officials, in terms of preparedness, <b>LeT leaders in Pakistani prisons - Zarar Shah and Zaki-ur-Rehman Lakhvi - have had full access to communications facilitating the planning process.</b> Meanwhile, cementing a growing relationship, Indian and US officials are working together to neutralize the impending LeT threat.

Over the past weeks, officials from both countries have been on intense bilateral cooperation to crack the terror plot.

Sources said the determination and resources of the LeT was stronger than before. In preparation for more terror attacks, security agencies have <b>found new terror modules sprouting up in Nepal and Bangladesh as well as in India</b>.

<b>Thus, it didn't really matter that LeT leaders were locked up - it barely dented their operational capabilities</b>.

Indian officials have also noticed a more dangerous trend: that in the past months, LeT has grown, evolved into a more dangerous organisation, parts of which are beyond the control of the Pakistani security establishment. That does not mean that the ISI has given up its links or controls over the group, all of which continue.

An alert was sounded today in the city following inputs from Intelligence Bureau (IB) that three terrorists have entered in the country and are planning to strike important cities of south India.

Security has been beefed up at major hospitals and crowded places including railway and bus stations in the city, City Police Commissioner B Prasada Rao told PTI.

The police have already taken up checking and frisking operations in different localities in the city here in view of the IB inputs, he said.

Urging people to inform the police if they found any suspicious stranger not able to speak native language, the Commissioner issued instructions to the policemen to be vigilant.

Rao also requested owners of the lodges and hotels to keep a watch on the movement of their customers and ascertain their identity.

Police rule out involvement of terrorist outfit

MADURAI: Improvised country-made explosives packed in stainless steel containers were found dumped near a culvert on Ring Road in Madurai on Monday evening. A passer-by who tried to open one of the containers suffered minor injuries when it exploded.

According to police sources, a travel bag stuffed with the containers was noticed by Mahesh (27) of Rajapalayam, a mechanic working in a hydraulic equipment workshop on Ring Road. When efforts to open a container failed, he threw it in stagnant water nearby.

The second one, when thrown, exploded. The mechanic fled the scene with minor injuries on his face and leg. He informed the police about the development through an advocate.

Police personnel were deployed at the scene to keep the public away from the explosives. Sleuths of the Bomb Detection and Disposal Squad arrived early on Tuesday and defused a bomb. <b>The explosive substance, said to be a mix of aluminium powder, gun powder, pieces of shaving blades, iron balls, pebbles and glass pieces, was sent to the Forensic Science Laboratory. Ten bombs were detonated by the BDDS personnel. The device thrown into the water was yet to be recovered, informed sources said.</b>

“The bombs could have been abandoned by somebody fearing police checking ahead on the main road,” said Inspector-General of Police (South Zone), Sanjeev Kumar, who visited the scene.<b> It was for the first time that the culprits had used stainless steel containers with lids to pack explosive materials to make bombs, he said.</b>

<b>Stating that usually ropes were tied around country-made explosives, Mr. Sanjeev Kumar said the culprits could have used the steel containers for additional pressure to create more impact. “It could cause an impact for a radius of 20 metres,” he said. </b>

<b>In Chennai, Additional Director-General of Police (Law and Order) K. Radhakrishnan said: “We do not see the involvement of any terrorist organisation. <b>Preliminary enquiries with local people revealed that the explosives were placed recently, probably a couple of days ago.</b> “Since police patrol vehicles ply on the Ring Road frequently, it is possible that some persons trying to transport the explosives might have concealed them under the bushes. There are some stone quarry sites in the locality where explosives are often used,” a senior police official said.

Virudhunagar Superintendent of Police T. Senthil Kumar, (in charge of Madurai district), and ‘Q’ Branch CID officials inspected the scene.

The security and integrity of the nation has become hostage to vote-bank politics. Democracy and more than eight percent economic growth will be of no avail if the country as such withers away.
India is not only being frayed at its borders by insurgencies, but its very writ in the heartland is becoming increasingly questionable. The rise of a nation is predicated upon unity, peace and stability, which are essentially determined by good governance.

The prevailing security scenario poses the serious question -- Is India's development and economic growth becoming unsustainable due to poor handling of the security? There are three dangers to the territorial integrity that bedevil the nation.

Danger-1

New Delhi [ Images ] and the state capitals have almost ceded the governmental control over 40 percent of the Union's territory to the Naxalites [ Images ]. The Naxals are aided and abetted by the crime mafia that runs its operations in the same corridor from Nepal to Andhra Pradesh, as well as Maoists of Nepal who in turn receive covert support from other powers engaged/interested in destabilising India.

The nexus between the United Liberation Front of Assam and Maoists in Nepal is well established.

In a recent attack in Chhattisgarh, Maoists of India and Nepal were co-participants. There are also reports to suggest that Indian Maoists are increasingly taking to opium cultivation in areas under their control to finance their activities. The Maoist-crime-drug nexus is rather explosive.

Danger-2

The security forces, primarily the Indian Army [ Images ], have held the state of Jammu and Kashmir [ Images ] physically since Independence. The politicians and the bureaucrats have contributed nothing to resolve the situation. The danger has since magnified many times as displayed by the presence of thousands of supporters of the Lashkar-e-Tayiba [ Images ] flying their flags in a recent rally of dissidents.

Under the garb of peace overtures, heavily armed infiltrators with tacit support from the Pakistan military-intelligence establishment continue to make inroads into Kashmir. They are at present lying low, waiting for an opportune moment for vicious strikes on several fronts to undermine the Indian Union. This ghost force reared its head in a recent rally organised by Syed Shah Geelani. Pakistan and its sympathisers in India are working in a highly synchronised fashion for demilitarisation of the valley.

Simultaneously, there is an insidious campaign to malign the Indian Army on one pretext or the other as part of the psywar being waged by the ghost force under Islamabad's [ Images ] directions.

After all the wars, export of terrorism, inconsistent and weak policies by New Delhi, Islamabad could not win Kashmir only because the Indian Army held its ground. If the ghost force succeeds in making locals rise against the army, it will be an unprecedented achievement for Islamabad.

The talk of demilitarisation and the campaign to repeal Armed Forces Special Powers Act, are therefore merely ploys that aim to achieve the Kashmir objective even as the Pakistan establishment expands its tentacles not only within the valley but in other parts of India as well.

While the Pakistan dispensation talks of peace, terrorist cells are proliferating in the country including new frontiers in southern part of India. Islamic fundamentalism/terrorism footprints, as evidenced by the Bangalore-centered incidents, are too glaring to be ignored.

Islamic terrorism in the garb of freedom fighting in Kashmir is therefore de-stabilising the entire country. Islamabad is determined to use Kashmir as a gateway/launching pad to rest of India.

Danger-3

Given a modicum of political will, Danger-I and II may still be manageable, however, Danger III to its territorial integrity in the northeast may prove to be the most difficult. In fact the entire northeast can easily be unhooked on multiple counts from the Union. First, these are low populated areas having contiguity with the most densely populated and demographically aggressive country in the world, Bangladesh. The country has also emerged as a major source of Islamic fundamentalism which impacts grievously on the northeast.

To add to these woes, New Delhi because of sheer vote-bank politics legitimised illegal migration for 22 years through the vehicle of Illegal Migrants (determination by tribunals) Act, 1983. Many border districts now have a majority population constituting illegal immigrants from Bangladesh. In the near future, this leverage will be used to create an internal upheaval against the Centre as in the case of the valley.

It's a classic Islamic fundamentalist principle of asymmetric warfare. What cannot be achieved by conventional wars can be done through infiltration and subsequently internal subversion. They call it jihad!

Second, the northeast if not addressed appropriately could unhook from the Union before the valley given the acute vulnerability of the Siliguri Corridor, which is merely 10 to 20 kilometres wide and 200 kilometres long. If this critical corridor is choked or subverted or severed by force, the Union of India will have to maintain the northeast by air. With poor quality of governance for which the country is infamous, the local population may gravitate towards other regional powers.

Third, with China's claim over Arunachal Pradesh becoming more strident, as evidenced by its recent stance on Tawang, the danger to the Siliguri Corridor stands enhanced. This corridor has been facing internal turmoil for many years. The area may well be further subverted by inimical regional powers.

Chinese intention to bargain for Tawang to secure Tibet [ Images ] is deceptive. Subsequently, it would covet entire Arunachal Pradesh to protect Tawang. The Chinese are known for expanding their areas of strategic interests with time unlike the Indians who are in a tearing hurry to convert the Siachen Glacier into a 'mountain of peace' or the LoC into a 'line of peace' or equating Pakistan as an equal victim of terrorism.

It is a matter of grave concern that New Delhi is so prone to issue statements without thinking it through, as long as it appeases the adversary even temporarily. Therefore, the northeast -- with the internal turmoil in the Siliguri Corridor, with low population surrounded by overpopulated Bangladesh exporting Islamic terrorism under tutelage of Islamabad, with China gaining influence in Nepal and Bangladesh and its upping the ante on Tawang -- the danger to the region is grave.

Manipur is a stark indicator. The insurgents have nearly weaned the state from the Indian Union. The writ of the Indian Union has ceased to operate; insurgents, compelling people to turn to South Korean music and films, ban Hindi music and films.

New Delhi continues to fiddle while the northeast burns which in turn poses a grave problem to the territorial integrity of the Union of India. The world once again is getting polarised into two camps after the end of the Cold War -- democracies and authoritarian regimes of all hues, which includes Islamists, Communists, and the Maoists. Their perspectives are totally totalitarian. Therefore with China, Pakistan, Bangladesh, Myanmar, and Nepal (Maoists), being neighbours, the danger to the Indian territorial integrity stands enhanced.

The so-called ban imposed on the CPI (ML) with whom the Congress, Mamta and others have / had alliance and fought elections becomes farce, as the Home Minister could only give his own interpretation that by including its name under Appendix to the Unlawful Prevention Act, he removes any ambiguity. He goes on to explain the nuances as follows, in spite of the fact that Bankura and Purulia[7] districts have a long tradition of terrorism and arms smugglings and both districts were near Lalgarh, the "area of conflict".

The dubious role of Centre banning and the Communists not banning CPI (Maoist): Perhaps, the "Kashmir-type anti-Indian terrorism" is nurtured through Maoists by the Congress and Communists, because the apologetic attitude of the Home Minister has been exposed his inefficiency in dealing with the serious problem. The Centre on Monday banned the Communist Party of India (Maoist), terming it a terrorist organisation. It invoked Section 41 of the Unlawful Activities (Prevention) Act against the extremist outfit. The CPI (Maoist) came into existence following the merger of the Communist Party of India (Marxist-Leninist), the People's War Group (PWG) and the Maoist Communist Centre (MCC). The ban came two days after West Bengal Chief Minister Buddhadeb Bhattacharjee met Union Home Minister P. Chidambaram in the backdrop of violent incidents in Lalgarh and the ongoing operation by the police and the security forces to reclaim the area. The Chief Minister had said that his government would give a "serious thought" to banning the CPI (Maoist) as advised by the Home Minister. Of course, the "Buddhu" would be thinking serious forever, as he wants only the "revolution" to take place.

Chidambaram becomes wise enough to explain the legality of the ban: The ban was to avoid any ambiguity though all formations and front organisations of the PWG, the MCC and the CPI (ML) came under the purview of the ban. In September 2004, the CPI (ML) and the MCC announced their decision to merge and named the new organisation CPI (Maoist). There was some opposition to the merger and some elements in the two organisations continued to function independently. The leaned HM clarifies that the merged organisation would continue to be listed as a terror organisation. "When I looked into the matter a couple of days ago, I said that may be the position in the law. In order to avoid any ambiguity, let us add the CPI (Maoist) by name in that schedule of the Act." Though, he has been a good friend of Karat and N., Ram meeting and discussing all issues, he had time to think about the legality only a couple of days ago.

Other States could ban, but not West Bengal: Many States, including Andhra Pradesh, Madhya Pradesh and Chhattisgarh, had declared the CPI (Maoist) an unlawful association. Bihar, Orissa, Jharkhand and Tamil Nadu had done so under the Unlawful Activities (Prevention) Act. "When I had a discussion with Mr. Bhattacharjee, I advised him to ban the CPI (Maoist) under Section 16 of the Criminal Law Amendment Act of 1908. That power is available with the State. I did not change my view. I still think that West Bengal should declare the CPI (Maoist) an unlawful association," he told journalists. Asked about the Left parties' opposition to the ban, Mr. Chidambaram said the Left had taken a view which was not that of the West Bengal government. "I hope distinction between the party and the government is still there in this country. I expect that the Chief Minister will look into the matter."  But they too know the distinction between Chidambaram as Home Minister and friend of the Communists!

Congress, BJP back ban on Maoists: The Congress declared through a Muslim spokesman Shakil Ahmed[9] told a media briefing on Monday (23-06-2009) backed the ban on CPI (Maoist) for `terrorist' activities adding that there was a need to open a dialogue with any group stepping out of the political mainstream[10], "Left extremism" would have to be dealt with as a threat to society. "We support the Centre's decision to declare the Maoist group as a terrorist organisation and those states hit by naxalite violence should now come forward and take effective steps," The BJP, with no other option, allowed its spokesperson Rajiv Pratap Rudy to say, "The government has banned Maoist organisations in view of the violence perpetrated across the country by them and it is a welcome step. In democracy, there is no space for violence. We also want bodies associated with these groups to be banned."

Why Mamta was not happy with the ban? Of course, the Congress also denied that railway minister Mamata Banerjee was upset over the Centre's harsh step and claimed she was part of the government decision. Ahmed, a former minister of state for home, suggested that states most affected by Left extremism should come out with a white paper on the menace. "They should play a very effective role," he said. Asked whether Banerjee had been consulted before sending central forces to Bengal to reclaim the Lalgarh area from Maoists, Ahmed said paramilitary forces were normally rushed to a place only at the request of the state government. "When a trained and armed outfit challenges the rule of law, there is no choice but to face it as a law and order problem," he said. Ahmed, however, discarded the concept of Salwa Judum resistance force encouraged by the BJP by insisting that civilians should not be encouraged to take law into their own hands. Yeah, here the cat come out – only the superficial combat mechanism should be followed, no matter how many army, para-military or security forces get killed in such mild operations.

"Ban on Maoists will not serve any purpose": All Communists sing the same song[11]: It has been Karat again, who tells that the ban imposed by the Centre on Maoists would not serve any purpose. "Our stand in West Bengal is that we have to combat [Maoists] politically and administratively," general secretary Prakash Karat told The Hindu. Yes, Indians know how the Marxists have been dealing with the Maoists for the last 60 years. They have been only fighting the elections together and killing people together. After all Red is Red always, whatever name it is called. However, his point of view was not in response to the decision of the Centre, which could ban organisations, but the party line, he said. He says a political strategy was necessary, because the Maoists had to be isolated from the sections of the people who associated themselves with them, and a firm administrative action was needed when they indulged in violence. "A combination [of political and administrative] measures is the most effective." Thus, the comrades - Maoist ideologists and brethren started singing the same song.

All-India Forward Bloc general secretary Debabrata Biswas said the Maoist movement could not be seen as a mere law and order issue, and banning it would not solve the problem. CPI general secretary A.B. Bardhan has said imposing a ban on the CPI (Maoist) is not a cure to the problem and the CPI will prefer countering such outfits politically. "That has been our stand and that will continue," Mr. Bardhan said. He extended his party's support to the operations launched jointly by the State and Central governments in West Bengal to recapture the areas occupied and declared as `liberated provinces' by the Maoists. Asserting that the rule of law should be established in all parts of the State, he, however, said the operations should be conducted "as peacefully as possible" and the common people should not be unduly harassed. "Even if the operation is conducted slowly and steadily, efforts should be made to see that harassment is not unleashed on the people," he said.

How to combat the Maoists politically and administratively when the Maoism spreads like Swine flu to all States? Though the comrades have been praying for such cures for the exposed disease spreading like swine flu to other states, they are not coming out with any such political and administrative measures or combats. The political battle has just been fought with alliance and the Congress too had alliance with them, just like having alliance with DK, DMK, MDMK, PMK[12] etc., who are one way or the other have been involved in the killing of Indira Gandhi[13], Rajiv Gandhi[14] and other terrorist activities. Just like Red brigade of Communists, these Black Brigade has been also colluding with each other with different flags for opportunistic politics. Thus, the Black Parivar and Red Parivar aid and abet always as for as the anti-Indian agenda is concerned. As LTTE used civilians as shield, the Maoists use tribes as shield. The same trend could noted in the activities of the Christians in Orissa and north-east[15], where the Hindus are targeted, killed and eliminated. The Green Parivar uses such bloody action in Jammu & Kashmir[16]. Therefore, coming to the second option of "administrative measure or combat", the respective State Governments could give salaries to the terrorists and anti-nationals, as the J & K government is doing[17]. Perhaps, the Communists are exactly suggesting such wonderful idea so that the government money could also be used for the terrorist activities.

Lalgarh tense, declares "Conflict area" says Chidambaram[18]: The Union Home Minister P. Chidambaram on Sunday (21-06-2009) described the situation in Lalgarh in West Bengal as "sensitive and tense." He urged citizens, especially political leaders, not to go to the conflict area, even as Left MPs appealed to the Prime Minister to intervene following reports that some Union Ministers were reaching there. "The situation in Lalgarh is sensitive and continues to be tense. Besides, the CPI (Maoist) has called for a [a two-day] bandh [from] tomorrow [Monday]. Security forces must carry on their work without distraction. Hence I appeal to all citizens, especially political leaders, NGOs, and others, not to go to the conflict area," Mr. Chidambaram said in a brief statement. The Home Ministry cautioned the people to remain vigilant against possible violence during the bandh called by the Maoists in Bihar, Chhattisgarh, Jharkhand, Orissa and West Bengal. The Maoists might target security forces, economic infrastructure and public places. However, no such warning was issued, when the Maoists went on spree during the elections killing innocent people, army personnel and police.

The parallel between Kashmir and Bengal: Mehbooba Mufti was crying about the rape of Sophia drawing attention to the Mangalore Pub-incidence[19]. Of course, the "pub-baro" famous lady minister Renuka has disappeared from the scene tasting defeat in the elections. Here, Chidambaram talks like a UN or Paki-representative mentioning areas of Bengal as "conflict area"! What exactly, the HM wants to convey to the Indians? Can a HM talk like this? Help resolve Lalgarh crisis: The Hindu, the Communist mouth-piece has already come out with its apologetic cry through the editorial[20]. It goes as follows:  "Using the communist ideological languages, it says that Social unrest is known to manifest itself as problems of law and order. But the reverse can also be true: sometimes, politically inspired violence seeks the cover of socio-economic grievances. With tribal folk as a human shield[23], they have now sought to create `liberated zones' in the district[24]. The offensive, timed to take advantage of the electoral debacle of the CPI(M) in the recently concluded Lok Sabha election[25], would not have been possible without the support of the main opposition party, the Trinamool Congress. Either directly or indirectly, the Police Santrosh Birodhi Janashadharaner Committee or the People's Committee against Police Atrocities, which spearheads the agitation, has drawn sustenance from the opportunism of the Trinamool Congress, and its junior partner in the State, the Congress" [the comments are given in the footnotes]. Here, note the timing of release of the so-called report of raping of Sophia, as the agenda of the so-called "Police Santrosh Birodhi Janashadharaner Committee" and the anti-Indianforces in J & K talk the same language. Of course, the TV-channels too give publicity to such anti-Indian hysteria by showing it repeatedly [Iyahho., iyahoo ennai kolai seyrangada – Oh, Oh, they are killing me!][26].
Blame game injected in the "Editorial": "It is no surprise that the Trinamool Congress led by the mercurial Mamata Banerjee, which has the single-point agenda of undermining the CPI(M) in every conceivable way[27], takes such short-sighted positions on vital issues. Less explicably, the Congress-led United Progressive Alliance government at the Centre took a highly coloured view of the extremist violence[28]. Parties, at their own risk of being found out by the people, may play political games at every opportunity. But those in responsible positions in government, including Ms Bannerjee, are duty-bound to uphold the rule of law. From the very beginning, instead of extending all possible help to the West Bengal government to end the extremist violence, the Centre has been putting the entire onus on the State. True, the Left Front government and Chief Minister Buddhadeb Bhattacharjee were distressingly slow to wake up to the crisis[29]. But the Union government, which sees the Maoist upsurge as a national security threat elsewhere in the country, has been quite happy to let the Left Front government struggle with a difficult situation[30]. The thinking seems to be that it should be made to pay the political costs of quelling the Lalgarh revolt, and it may even be a case of hoping: the bloodier, the better. The situation in West Midnapore is too serious to allow for such crass politicking. The Manmohan Singh government must not lose any more time in coming to the aid of West Bengal's Left Front government in tackling the Maoists, and their surrogates. Else there will be a heavier cost to pay".  The above two paras have been quted from the Hindu editorial and it could not have been printed without the attention of the Comrade N. Ram and thus, they are revealing exposing the nexus between the Maoists, communists and Congress (of all sorts and splinter groups).

Chidambaram: Why aren't Maoists banned in Bengal?[31]: Chidambaram, the close friend of Karat and N. Ram asks this question[32] apologetically! "Free of Left shackles", the Centre on Friday finally told West Bengal, "what security and intelligence agencies had been urging it to do for a long time -- ban Maoists in the state. Questioning the wisdom of Left-ruled West Bengal for not banning CPI (Maoists) in the state, he said, "I believe there are voices in West Bengal which have raised this issue. We think they should be banned in West Bengal as in other states." This was the first time in five years that a home minister openly stated the need to ban Maoists in West Bengal when the outfit is banned by the central government and all naxal-affected states. And therefore, what he was doing for the five years has to be researched into! Security and intelligence agencies have been raising the issue for long, arguing that West Bengal has become a shelter for Red ultras who take refuge there after committing violence in neighbouring Jharkhand, Bihar and Orissa and also in faraway states like Chhattisgarh and Andhra Pradesh. After all, only the political adversaries have been killed by the Maoists and the beneficiaries have been the Congress and Communists politically, Catholics and Muslims religiously. Besides asking the state to ban naxals, the Centre unequivocally extended its support to West Bengal for its suggestion for talks with Maoists -- provided the ultras laid down their arms.

The Maoists behind the veil of "Tribals" or using tribes as shield, exposed: After a Cabinet meeting which also took note of violence in Lalgarh and adjoining areas, Chidambaram said chief minister Buddhadeb Bhattacharya had conveyed to him his readiness to speak with Maoists or tribal leaders. "The CM told me that he had made an appeal to Maoist and tribal leaders that the state government was willing to talk. I endorse that appeal[33]. If they wish to talk, they should come forward to do so. We will be happy to facilitate the talks," he said. "We are dealing with a situation where there is a militant organisation and we want them to lay down arms and come to talks if they have any grievances," he added. Referring to the operation against naxals in Lalgarh, the home minister said police and paramilitary personnel would take more time and the forces should expect the "unexpected". "Progress will be slow. They (forces) are making progress... So far, the operation is going according to plan but they must be prepared for the unexpected. I sincerely hope that with the kind of action we have advised, the operation will be successful. An operation of this kind will take some time. In fact, it will take considerably more time than was anticipated," he said. He added that forces were "moving and moving cautiously" and the operation was not against tribals but only against naxalites[34]. Asked whether security forces could expand their operations to adjoining districts of Bankura and Purulia, he said since both districts were near Lalgarh, the ongoing operations "could take them to Bankura and Purulia too".

When Devils rule the country, the scripture would start eating the corpses: Thus prophetically sang Subramania Bharati some 70 years ago in Tamilnadu. Yes, when Chidambaram like Home Ministers rule India, the terrorists would be walking on the roads with AK-47 killing people; when Chidambaram like Finance Ministers are planning and presenting Budgets there would be investment of terrorists in the share market and negative inflation, of course the price of the essential commodities would higher only! The FM would not be worrying about the tax collection by the terrorist groups and running parallel governments in their "free / liberated zones" in different states of India. Thus, ultimately, if Chidambaram like Law Ministers are there in the country, the Judges and Advocates would be burning the Constitution and all other Acts and Rules of the country.

"After the Mumbai terror attack, a need was felt to have the presence of NSG in other metros also for effective and quick response in countering such incidents. Thus, four regional hubs were sanctioned and are being raised and operationalised at <b>Mumbai, Chennai, Hyderabad and Kolkata</b>," according to an official statement here.

While the <b>Mumbai regional hub becomes operational June 30, the hubs at Chennai, Hyderabad and Kolkata will become operational on July 1</b>.

<b>"The government has also sanctioned two NSG regional centres to be established at Kolkata and Hyderabad. The existing hubs at Kolkata and Hyderabad will subsequently be merged with the regional centres</b>," the statement added.

<b>The new NSG hubs have been established at Marol (23 acres) in Mumbai, Nedunkundram (85 acres) in Chennai, Trimulghery (22 acres) in Hyderabad and Badu (20 acres) in Kolkata. </b>

"Pre-fabricated and permanent structures are being constructed to station NSG commandos at these locations. The National Buildings Construction Corporation Ltd (NBCC) has been assigned the construction work," the statement added.<!--QuoteEnd--><!--QuoteEEnd-->

After Delhi Police on Saturday busted a terror plot to eliminate Varun Gandhi, his mother and BJP MP Maneka Gandhi launched a blistering attack on the UPA <b>Government, accusing it of “casually dismissing” the threat perception for political reasons.</b>

In a letter to Prime Minister Manmohan Singh, <b>Maneka targeted Home Minister P Chidmbaram for not even giving a proper hearing to Varun and wondered if the Government wanted his son to be killed because he was a threat to the Congress.</b>

At the same time, reacting to reports that police had arrested <b>six sharpshooters of the Chhota Shakeel gang who had sneaked into Delhi to kill him, Varun said, “This is the second time that such a conspiracy has been hatched against me. It just shows the kind of terror I stand against.” The Pilibhit MP went on to add, “But I am not intimidated by such cowardly acts.” </b>

Incidentally, after Varun’s controversial speech landed him in jail just ahead of the Lok Sabha election, the Bangalore Police had also arrested a close aide of Shakeel. This aide disclosed that he had been entrusted with the task of killing the young leader.

In her letter to the Prime Minister, Maneka said, <b>“This is not the first such incident. An earlier such conspiracy by the same people was unearthed in April this year. There seems to be a systematic campaign afoot to target him, culminating in this design to eliminate him.” </b>

She added, <b>“While I appreciate the efficiency of the police in catching these assassins, I am amazed at the lackadaisical attitude of your Government. The Home Ministry has taken these threats so casually, so lightly that I am appalled. When Varun met the Home Minister, the latter was so arrogant and careless of his duties that he simply informed him that he could not protect everyone in the country. It is as if you want Varun Gandhi to be killed.</b>

“In all my years of public life, I have never seen such a vicious and orchestrated campaign against one young person. This is a person whose honour and commitment towards his country cannot be faulted and yet, because he seems to be a political threat to you and your party, he is constantly and consistently attacked using all the weapons at your command,” she said.

“This daily attack on a young and idealistic parliamentarian, when you harbour so many criminals in your party and give them intense security cover, makes me wonder at your Government’s actual motive. I would request you to tell us the truth and keep us informed of the security risks so that we can protect ourselves. It is incumbent upon you to protect every citizen of this country against terrorists and anti-national forces. We cannot have Indians held hostage to your political agenda,” Maneka’s letter stated.

Sources in the Home Ministry said a decision on Varun’s demand to enhance his security cover in the light of the arrest of the six Shakeel men will be taken on Monday.

The Congress described Maneka’s outburst as “ironical”. “I find it most ironical that Mrs Maneka Gandhi is reacting so strongly but she did not react at all strongly when the remarks of the observation made by her son known to everybody at that time and now forensically proved to be (that of) her son created the biggest upheaval and divided this society,” Congress spokesperson Abhishek Singhvi said.

He added, “Let me tell you that the UPA Government has always provided even-handed protection to every citizen and it shall continue to do so.”

KANNUR: The cyber police cell in Kerala has traced an e-mail threat from the United Arab Emirates, warning of widespread bomb blasts in the state, if a separate Muslim state, comprising districts of north Kerala, is not created.


Speaking to IANS, inspector general of police Tomin J. Thachenkery said Friday that the e-mail was received Thursday at a few media offices.

"We immediately began our work and found that the mail is from United Arab Emirates based Etisalat and the domain is that of Yahoo. Since a first information report is required to trace out the IP of the computer, a case has been registered here at the Kannur Town police station."

He added that the e-mail was written by Zakhir Hussain who claims to be the head of the newly formed Malabar Mujahid which has its headquarters in Karachi and has support from ISI (Inter-services intelligence) of Pakistan and LeT (Lashkar-e-Toiba).

"If their demand for a separate Muslim state is not met, then bombs will be deployed across the state and for that they have already shipped seven kilograms of RDX. The first of the series of bomb blasts will begin with a sample one today (Friday), being the Independence Day of Pakistan," said the letter, according to Thachenkery.

"Bhootna was arrested after an exchange of fire which lasted around one hour," Ludhiana Senior Superintendent of Police (SSP) Sukhchain Singh told PTI.

A woman, who was accompanying the suspected terrorist, has also been taken into custody, Singh said.

The vendor was killed on the spot during the exchange of fire, GRP Superintendent of Police S J P Sharma said.

The two injured head constables have been identified as Karanpal Singh and Naranjan Singh, he added.

<b>It was believed that the suspected terrorist and the woman had arrived in the Jhelum Express from Nanded after boarding the train at Manmad in Maharashtra.</b>

Additional Director General of Police (ADGP) Railway Chander Shekhar told PTI on phone that Bhootna was a resident of Mauli Wala village in Ferozepur district.

Bhootna had fired from a .9mm pistol, which has been taken by the police in its custody, the ADGP said without giving details of his group affiliation saying it would hamper the investigations.

The police was also trying to ascertain the identity of the lady accompanying him and her relationship with Bhootna, he added.

When asked about from where Police have recovered the RDX, the SSP said we can only say that it was recovered from an area under Sadar police station and a case under the Explosive Act has been registered.
