Not true, because they are part of Army-Mullah-ISI brotherhood, it will harm Pakis more, because sitting inside Pakistan these guys just had to tell either Indian Politicians or Police or other foot soldiers to create havoc in India, and these dedicated morons will honor any request, now why Pakis will arrest them and give pleasure to Hindus.
