Admitting that Kangra region deserved more representation in the Cabinet, Singh said it was time for restructuring the Cabinet and give responsibility to more leaders.

Induction of certain leaders in Cabinet was on mind for a long time and he had taken up the matter with the High Command also, he said adding that he was waiting for a green signal. He said presently Hamirpur District, which was stronghold of BJP, had no representation in the Cabinet and something needed to be done to win the confidence of the people there.

The remarks of the Chief Minister on representation to some more leaders was a clear indication that he realised that political discrimination with merged areas cost the party heavily in the by-poll.

BJP president Rajnath Singh on Friday announced that party general secretary <b>Arun Jaitley would be in-charge of election management in the crucial State of Gujarat.</b> 

As part of a revamp of work allocation, Singh had earlier made Jaitley, a Rajya Sabha member from Gujarat, in-charge of the party affairs in Uttar Pradesh following the BJP's crushing defeat in the State Assembly elections.

Insiders viewed the move as a gesture to placate a section of BJP leaders who were reportedly unhappy with Singh's style of functioning after he was elected party president.

In his first major decision in January, the BJP president had dropped Gujarat Chief Minister Narendra Modi from the party's Parliamentary Board and Jaitley, the organisation's main media manager, as its chief spokesman.

<b>"Jaitley will be election in-charge for Gujarat and Rajiv Pratap Rudy for Nagaland," Singh said during a lunch hosted by the NDA for the media.</b>

The BJP chief, who has been facing negative publicity generated mostly by insiders, told mediapersons that the decision to give new responsibilities to Jaitley and Rudy was taken over a week ago.

"This is what the BJP is like now," Singh, who in his national executive address cautioned the party against leaking out internal issues to the media, told mediapersons.

The BJP chief also announced the setting up of three committees to evolve the party's view in core policy areas.

<b>Senior party leader Murli Manohar Joshi would head the committee on economic policies, while former External Affairs Minister Yashwant Sinha would head another committee on the country's foreign policy in the South Asian region.</b>

<b>Former Union Minister Arun Shourie would head the committee on Northeast affairs.</b>

The BJP chief parried questions about a group of <b>Chhattisgarh MLAs seeking an appointment with him and senior party leader L K Advani apparently to voice their grievances against Chief Minister Raman Singh over his style of functioning</b>.

Earlier in the day, the BJP held a meeting of its core group, a day after the NDA decided to contest the vice-presidential elections.

An Indian Express editorial, ‘Modi vs BJP? (IE, July 21, 2007), alleged that Mr Narendra Modi was unavailable to his party MLAs and ministers, developed a personality cult and diminished and marginalised his party. The facts are at odds with this, and it is my duty to set the record straight for the readers of this esteemed newspaper.

Mr Modi has headed the state government for more than five years. The state cabinet meets every Wednesday, and he personally ensures the presence of the entire council of ministers. Before these meetings, through a system called ‘zero hour’ institutionalised at his behest, ministers freely discuss various issues for approximately 45 minutes in his absence. This discussion is then carried into the formal meeting to facilitate collective decision-making.

MPs and MLAs can meet him individually or as a delegation every Tuesday; 45 of them from both BJP and Congress do so regularly. These sessions continue late into the evening until all legislators have had an audience with him. During the assembly session, he is accessible every working day. He has introduced a system to promptly address all references made to him by legislators — 11,279 of which have been resolved thus far. To facilitate continuous interaction between peoples’ representatives and the government, minister-led groups comprising eight to 10 MLAs have been formed, which meet once in a week to freely discuss various issues pertaining to the public.

He has been instrumental in making democracy vibrant and lively at the grassroots level through a vast network of gram sabhas. They meet three times a year. MLAs and various leaders from local bodies, in addition to Class I officers of the state government attend them. This has provided them a very active forum to have direct contact with the people at the village level and to formulate development plan for the villages.

Barring public agitations, Modi has proactively participated in all organisational and party matters. He has never missed any national or state-level party function where his presence has been necessary or expected. Furthermore, he has initiated many innovative programmes to address the grievances of the public. <b>Through the internet-based State-Wide Attention on Grievances by Application of Technology, he or his representatives attend to people’s problems once a month to solve them on the spot. So far, 33,581 such grievances have been solved. A further 87,822 phone-in grievances of citizens have also been solved. He also interacts with people through video conferences. In fact, he himself takes the lead in explaining to people various welfare schemes. Hinting at a mid-term poll, Prime Minister Manmohan Singh called upon the Congress in Karnataka to be prepared for 'winds of change' in October when the Janata Dal(S) is slated to handover the Chief Minister's post to the BJP.

Dr Singh arrived in Bangalore on Friday on a day's trip, mainly to review issues relating to the agriculture scenario in the State and implementation of the farmers' package in six distressed districts.

Addressing the party workers soon after his arrival, he said the time had come for 'winds of changes' in the State. ''I do not know what will happen in October,'' he said, obviously referring to the transfer of power to the BJP under the power sharing formula between the BJP and the JD(S).

<b>Urging his party men not to allow the BJP to come to power in the State, the Prime Minister stated that the BJP was a communal party, which played divisive politics. </b>

Dr Singh recalled that the previous NDA Government at the Centre was marked by instances of communal disharmony and divisive politics. Whereas, he said the Congress-led UPA had sought to strengthen the secular base and was committed to respect fundamental human rights and rule of law.

The Prime Minister maintained that by all accounts the UPA had done ''pretty well'' and India had become one of the four or five fastest developing economies in the world. The growth rate was nine per cent per year, the highest since Independence, he added.

The government declared a holiday for its employees in the State Secretariat at Vidhana Soudha, the venue of the Prime Minister's review meeting, as a security measure.

Earlier in the day, Finance Minister P Chidambaram reviewed the progress of various mega infrastructure projects in the State.

Union Agriculture Minister Sharad Pawar is later scheduled to brief the media on the review of the agriculture sector in Karnataka.

Congress looses majority in Gandhinagar panchayat

The opposition Congress in Gujarat suffered a major setback today as four of its member of the Gandhinagar district panchayat announced their decision to join BJP leaving the ruling party in a minority. <b>The move came as a severe blow to Union Textiles Minister Shankersinh Vaghela as the panchayat is headed by his son Mahendrasinh Vaghela.</b>
Vaghela maintained that there would not be any problem and his team would complete five years. He said that they would go for confidence motion and till then they are keeing their fingers crossed. Of the total 25 members 15 were of Congress and 10 of BJP. With four switching sides the Congress strength has reduced to 11.

The four who left Congress include vice president Kunwarben Chaudhary, chairman of education committee Jashu Patel, chairman of agriculture committee Pravin Tahkore and Lalit Thakore-a member.

NCP, RJD, DMK tell Sonia: We don't share snap poll enthusiasm
UPA allies, barring the Left, like the NCP, RJD and the DMK are not keen on facing a mid-term poll due to which the Congress has come under immense pressure to buy peace with the Left on their stand-off over the India-US civil nuclear deal. 

With the allies developing cold feet on facing snap poll, the Left leaders claimed after their coordination committee meeting with the UPA on Tuesday that the Government was unlikely to launch formal talks with the IAEA on the nuclear deal for the time being.

The next meeting of the committee has now been fixed for October 22, and the Left leaders claimed that there would not be any forward movement on India's negotiations with the IAEA till then.

Sources said the meeting slated for October 14 has been shelved because both the Prime Minister and Pranab Mukherjee will be out of the country. In a clear indication that the Government would breathe easy till October 22 came from reports that CPI(M) may postpone its politburo meeting slated for October 18.

Asked whether the Government would begin formal talks with the IAEA, CPI(M) politburo member Sitaram Yechury said, "nothing till October 22".

At the same time, the Left has warned they could take a decision to withdraw their support if the Government tried to bypass the understanding arrived at with them.

Sources said during the meeting of the UPA-Left coordination committee on Tuesday, that RJD chief Lalu Prasad and NCP supremo Sharad Pawar told Congress president Sonia Gandhi that they did not share "the Congress euphoria over a mid-term poll." Sources said DMK president and Tamil Nadu Chief Minister M Karunanidhi had communicated a similar message to the Congress leadership before the meeting.

<b>According to Left sources, Lalu Prasad and Sharad Pawar told Congress brass during the meeting that with price rise and growing unemployment issues breathing down the neck of the common people, "Congress euphoria on going to the polls is somewhat misplaced."</b>

Sources claimed that Lalu Prasad had told Pranab Mukherjee to "listen to the Left for the sake of the Government." Later, he held the hands of all political leaders, and said: <b>"Let's not allow the Government to fall."</b>

That the pressure mounted by the allies did work, became apparent when after the meeting, the Left leaders claimed that the Government had agreed not to hold formal negotiations with the IAEA during the visit of its chief Mohamed ElBaradei.

Baradei, who is on a three-day visit to India, is expected to meet Prime Minister Manmohan Singh and top Government officials on Wednesday in Delhi.

Asked to comment on<b> IAEA chief's meeting with the Prime Minister, Yechury quipped 'atithi devo bhava' (a guest is god). "Our agenda is the (India-US) nuclear deal. It is not mid-term elections and not destabilisation. We are saying don't proceed with the deal. Once they take a decision, we will then decide what to do," </b>Yechury said after a two-hour-long meeting of the four Left parties here.

The Left parties met hours after the fourth meeting of the UPA-Left Committee on the nuclear issue, following which CPI general secretary AB Bardhan said, "We don't think any formal negotiations will begin (with IAEA) before this Committee comes out with its findings."

Yechury said the joint committee was set up with a clear understanding that its findings would be considered while operationalising the deal.

"It is there in black and white. We are going by that assurance. Four meetings (of the UPA-Left Committee) have already been held and another will follow on October 22."

<b>"The UPA Government now has options to choose from -- Government with the deal, Government without the deal," </b>a top leader told The Pioneer.

Left insiders point out that even the CPI(M) is facing turmoil in both West Bengal and Kerala on local issues and would not like a mid-term poll at this juncture.

According to Congress sources, the Left did not go into the finer details of the agreement during the meeting, as it had done so far. Instead, they stuck to their basic objection to the nuclear deal per se.

A senior Congress leader said, "The talks were not on smaller issues of Left's objections to Hyde Act provisions. It was back to the basics. They have now said that they are opposed to the 123 Agreement."

Explaining the Left's claim that the Government would not go ahead with formal negotiations with IAEA, a senior Congress leader present at the meeting said, "The Congress has already assured that there would be no formal talks till the time this political mechanism (UPA-Left panel on nuclear deal) is on. But then we would continue with informal talks. We have a deadline of January 2008 to complete all formalities and we are committed to it."

Congress leaders saw the meeting as a step backwards.<b> The Left's note with objections over UPA Government's foreign policy would be discussed in the next meeting, slated for October 22. Earlier, the meeting was to be held on October 14. However, the leaders decided to postpone it in view of Eid.</b>

A senior Congress leader said, "The Left's stance is changing daily. In one of its notes, the Left had said 'Once the 123 Agreement is approved by the US Congress, it would have precedence over the Hyde Act but only to the extent when they conflict each other'. This was followed by their stance that in case of conflict the Hyde Act would be supreme. Now their argument has got very basic that they are against the deal itself."

<b>The Congress is seeing the entire showdown as a 'who blinks first' exercise. </b>Neither side wants to be seen as the one inflicting another general election on the country. The Government would not be able to wait for long to complete the formalities to operationalise the deal. The Left, on its part, would have to take a firm stand sooner or later.

With fresh opposition from its UPA allies on going to the polls, the Congress is publicly insisting that it would succeed in solving the crisis. Congress spokesman Veerappa Moily said: "There is no deadlock. There is a joint mechanism in place. We are talking issue by issue and we hope to address the objections."

Keshubhai disapproves their plan to join Congress
Rebel BJP leaders from Gujarat have received a major setback with their patriarch and former Chief Minister Keshubhai Patel making it clear that he did not approve their plan to walk into the Congress camp. 

Keshubhai, whose differences with Chief Minister Narendra Modi are well known, has reportedly told rebel leaders that he cannot afford to snap ties with the BJP in the last stage of his political carrier and side with the Congress, a party that he has always been opposed to in the State.

Rebel leaders, including former Union Minister Vallabh Bhai Kathiria (MP), former Chief Minister Suresh Mehta and former State Home Minister Goardhan Zadaphia had called on Keshubhai at his official residence in New Delhi on Thursday to persuade him to walk out of the party along with them.

With Keshubhai turning back on the rebels, the BJP is upbeat. Party general secretary Arun Jaitley who is confidant that it would not make any impact on the party's electoral prospects in Gujarat even in case the rebels walk out of the party, told The Pioneer, "<b>We are confidant that the BJP would bounce back to power under the leadership of Narendra Modi. There is no crisis."</b>

<b>The senior BJP leader who is also the election in-charge of Gujarat said it was a peculiar situation that rebels were saying they could remain in the BJP or might join the Congress even as the option to float a "third front" was open. "Such a bizarre statement is not even worth commenting</b>," Jaitley remarked.

Well-placed sources have confirmed that Keshubhai has also disappointed the rebel leaders who wanted that he should come out in open to support the Congress or the third front, particularly when the State Assembly election has been announced.

Modi refused to give board position to family members of these corrupy MP/MLAs. These MP/MLAs had lost big chuck of potential money from expanding Gujarat.
