I saw that once in some TV documentary on Afghanistan. Boys/men on horseback were playing polo with a goat's head. Program said the game is called "buzkaashi". Blood-thirtsy barbarians.
edit: sorry, now that I remember more; it was a headless sheep's carcass. They were trying to run with it, and opponents would try to get it out of their hand. All on horseback.
