According to Chinese media reports, 50 people, including 33 foreigners, who were allegedly part of a smuggling ring have been arrested.
The ring procured diamonds in Hong Kong and hired Indians and local carriers to smuggle them into Shenzhen before distributing them among factories, a media report said.
The Chinese government has nearly doubled its security budget in the restive province of Xinjiang, where nearly 200 people died last July in violent riots.
The extra money for the coming year will be spent on increasing the police presence in the province, where ethnic Uighurs and Han Chinese are still being segregated in some areas in order to avoid further flashpoints.
The move is an indication of how concerned the Chinese authorities are that Uighurs and Hans could ignite further violent riots.
At least 197 people died and a further 1,700 injured in last July's violence in the capital city of Urumqi. The local Uighur population took to the streets in the wake of rumours about violence committed against Uighurs in the southern province of Guangdong.
The Uighurs are a Turkic-speaking Muslim minority who claim that they are regularly oppressed by Han Chinese. In the aftermath of the rioting, thousands of People's Armed Police, a paramilitary force, were sent into towns across the province to bolster local forces.
This year, regional authorities will spend $423 million (ã260m) on public security, an increase of 88 per cent over last year, according to the China Daily, a government-run newspaper. "The government decided to increase the spending on public security this year to enhance social stability in Xinjiang," said Wan Haichuan, director of the region's finance department.
Over 1400 Uighurs were arrested on suspicion of rioting and batches of suspects have since been put on trial. Over Christmas, five more Uighurs were given death sentences for their roles in the violence, bringing the total to nearly two dozen.
However, many Han Chinese have protested that they continue to feel unsafe and that Wang Lequan, the powerful local governor, should be removed.
The government has also blocked access to the internet and to text messaging for most residents and instead set up internal websites filled with propaganda. Some blocks were relaxed last month, but it is still impossible to freely access the internet in Xinjiang.

When British left, border was not well defined, which is also called McMohan Line, there was no marker on border. Britisher defined border sitting in Delhi and Shimla. After Independence, Survey of India started work on McMohan Line. China always refused to recognize this line and India never took control of area. China was always grabbing villages and sometimes go back or some places occupied permanently. Its India's weakness for so long ignoring every incidence of act of war, e.g. China on its will open flood gates of dams near Indian border, which had caused floods in India and death of Indian citizens.

NEW DELHI: Army officials in Leh were a part of a meeting convened by the Jammu and Kashmir government that agreed that China was encroaching into the land with "specific design" to grab a particular area to extend its control till Indus river.
"As per all maps and evidences, the Dokbug pasture (in Northeast of Leh) land undisputedly belongs to India and China is moving with specific design to grab this area to extend its control till Indus (river)," according to an official report.
During the meeting chaired by Commissioner (Leh) A K Sahu and attended by Brigadier General Staff of 14 Corps Brig Sarat Chand and Colonel Indraj Singh, it was also agreed that all agencies must take "coordinated and effective measure to destroy the Chinese design and save our territory."
Army Chief General Deepak Kapoor, however, has recently dismissed the allegation that Indian land had shrunk along the Line of Actual Control.
The Army Chief had raised this issue during a Unified Command meeting earlier this week in Jammu and Kashmir as well but state Chief Secretary S S Kapoor made it clear to him that the state establishment did not agree with the Army's perception.
Other state officials present at the meeting said there was evidence suggesting that the Indian land had shrunk with China in the Himalayan town.
Originating in the Tibetan plateau in the vicinity of Lake Mansarovar in Tibet Autonomous Region, the river runs a course through the Ladakh district of Jammu and Kashmir, then enters Northern Areas (Gilgit-Baltistan)and later merges with the Arabian Sea near the port city of Karachi in Sindh.
The total length of the river is 3,180 kilometres (1,976 miles) and it is Pakistan's longest river.
The Dokbug area is the same place where "Rebos" (nomads) take their cattle during this period for grazing. In December 2008 and early last year, the nomads were driven out from the area by People's Liberation Army of China.
"The meeting decided that no such things would be allowed to happen in future and the morale of the nomads would be boosted through appropriate interventions from our side," the report said.
The meeting, which was attended by officials from the Jammu and Kashmir government, Ministry of Home Affairs and Army, "also felt the need for strengthening the patrolling."
Last year, Chinese troops had entered nearly 1.5 km into the Indian territory on July 31 near Mount Gya, recognised as International border by India and China, and painted boulders and rocks with "China" and "Chin9" in red spray paint.
The 22,420 ft Mount Gya, also known as "fair princess of snow" by Army, is located at the tri-junction of Ladakh in Jammu and Kashmir, Spiti in Himachal Pradesh, and Tibet. Its boundary was marked during the British era and regarded as International border by the two countries.
Before this, Chinese helicopters had violated Indian air space on June 21 along the Line of Actual Control in Chumar region and also heli-dropped some expired food.

Dismissing reports that India's nuclear-capable Agni-III missile, which has a range of 3,500 km posed a threat to China, Foreign Ministry spokesman Ma Zhaoxu said China and India shared friendly and cooperative relations.

ââ¬ÅIt has come to the notice of the government that a large number of foreign nationals, including Chinese, were coming for execution of projects/contracts in India on Business Visas instead of the Employment Visas,ââ¬Â Harish Rawat, junior minister for labor, said Dec. 16 in a written response to lawmakers.
Foreign workers without employment visas arenââ¬â¢t paying taxes, said Amitabh Singh, a partner at Ernst & Young Pvt. in New Delhi.
