Pioneer.com
Lokpal Sethi | Jaipur
As Gujjar fury refuses to ebb
At least 16 people, including a policeman, were killed when cops opened fired on agitating Gujjars at Sikandra near Dausa on Saturday, on the second day of the anti-quota agitation.

This takes the total death toll in two days of violence to 33, which includes 16 persons killed in Friday's police firing.

The Government invited Col. Kirori Singh Bainsla, convener of the Gujjar Arkshan Sangharash Samiti (GASS), for talks on Sunday. Till late night, it was not known whether he had accepted the invitation.

Sources said, Bainsla had agreed to hand over 12 bodies to the police for a post-mortem examination. Bainsla, along with thousands of Gujjars, were sitting on the rail track at Peelu Ka Pura with these bodies of persons killed in police firing, since Friday evening.

Talking to The Pioneer on phone, Bainsla, said they would not leave the place till the Government agreed to send a letter to the Centre recommending ST status for Gujjars.

The local administration was caught virtually unawares as around noon over 2000 Gujjars appeared on the road to Sikandra and put a police station afire. They blocked the Jaipur-Agra highway and fought the cops with lathis. When the situation started getting out of hand, the opened fire killing 14 agitators.

This is the same spot where the police, in a bid to clear agitators, had opened fire in which 26 people were killed on May 29 last year.

The Army, which was called in early Saturday morning at Bayana, has also moved into Dausa.

The agitation, till now confined to Peelu Ka Pura in Bayana, has spread to adjoining districts. Agitators burnt a police chowki at Gudhachanreji village in Kaurali district. Agitators also burnt a State roadways bus at Neem Ka Thana in Sikar and damaged another three buses.

Besides, railway signals at Bandikui, near Jaipur, were damaged resulting in a disruption of rail traffic on the Jaipur-Delhi route.

The situation at Peelu Ka Pura, continued to be tense with 30,000 Gujjars sitting on railway tracks with bodies of those killed. Since Saturday morning, the Gujjar had been steadily increasing.

Though the Army and the CRPF are deployed in full strength in this area, there has been no move by the administration to retrieve the dead bodies from the Gujjars. Initially the agitators had eight bodies in their possession, but when late on Friday night they came to know that four bodies were being taken for cremation in a nearby village, they rushed to the spot and snatched the bodies away from the police.

Late on Saturday, collectors and SPs of Bharatpur and Karrauli had been removed and new officers appointed.

Section 144 is in force in 11 districts, including Jaipur. In view of the violence, Rajasthan University has postponed its examinations till further notice.

Left is our ally: Chiru

Hyderabad, May 31: Superstar Chiranjeevi will launch his political party on August 22, sources said on Saturday. Chiranjeevi’s brother in-law, Mr Allu Aravind, made it clear that there was no ambiguity about the new political party and added that Chiranjeevi himself would make a statement on that. "It is a big task and he has taken a reasonable amount of time," said Mr Aravind. "He will not do it in haste but in a well thought out manner."

Sources close to the actor said that the launch of the party had been postponed because of Mudham (inauspicious days) and he had decided to do it either on August 15 or 22. Chiranjeevi is quite confident now as a preliminary survey to understand the ‘pulse’ of the people had revealed that more than 80 percent people were in favour of his entry into politics. "More than 500 MBA students with 1,600 volunteers conducted the survey," said the source.

A basic manifesto has also been charted out which is Leftist in tone. It recommends a development plan similar to that of China and also promises free education till graduation, free medical care to all, corruption-less governance, two acres of land to each poor family and subsidised electricity. Sources added that the actor wanted to join hands with the Left parties and Loksatta as they are natural allies.

Meanwhile, the Narsapur Congress MP, Mr Harirama Jogaiah, has announced that he would join Chiranjeevi’s party and predicted that the film star would become the Chief Minister in 2009. After TV channels started telecasting reports on the agenda, flag and symbol of the party, Mr Aravind clarified on Saturday evening that nothing has been finalised as yet.

IANS | Lucknow
A statue of Uttar Pradesh Chief Minister Mayawati has been removed from a prominent location by the authorities here barely 45 days after she unveiled it, officials said. She wants a bigger statue of herself in its place.

The operation to remove the bronze statue was carried out late on Sunday with lights in the vicinity switched off.

"Mayawati did not like the statue. The sculpture will soon be replaced by a bigger one," an official said on condition of anonymity.

Officials said the CM was not happy with the quality of the sculpture. She had also expressed her displeasure over the fact that it was smaller than the statue of her political mentor Kanshi Ram.

The two statues were installed side by side at the start of Mayawati's dream project - the Rs 5 billion Ambedkar Park in Lucknow's posh Gomti Nagar. Across the road are statues of her BSP's most revered icon Babasaheb Bhimrao Ambedkar and his wife Rama Bai Ambedkar.

The four statues were unveiled simultaneously on April 14 - Ambedkar's birth anniversary.

Not that the US is great in all departments, but if there was a politician who pulled down their own statue 'cos it was smaller than someone else's, that politician would make him/herself the butt** of so many jokes for a long, long time. QUOTEModi dares Centre to act against him
Pioneer News Service | New Delhi
A day after the Congress demanded that sedition charges be slapped on Narendra Modi over tax row, the Gujarat Chief Minister dared the Centre to act against him. He did not come out in the open, instead leaving the party leaders in Delhi to fight the media war on his behalf. " I challenge the Centre to book me under sedition charges," a party spokesman in Delhi quoted Modi as saying.

Modi had said in Vadodara on Sunday that Gujarat gives Centre Rs 40,000 crore in taxes but hardly gets anything back. "Don't give us money and don't collect tax from us. Let us see how this arrangement works in one year," Modi had said. Stung by his remarks, the Congress had accused him of trying to separate Gujarat from India.

Interestingly, the BJP stopped short of taking any direct stand on Modi's demand that created a row in the political circles. "We share his concerns as far as discrimination with NDA-ruled States is concerned," BJP spokesperson Rajiv Pratap Rudy said, but avoided answering a question whether the BJP agreed with Modi's suggestion.

Former BJP chief M Venkaiah Naidu said that Modi was just expressing his "agony" against the Centre's discrimination with the NDA-ruled states.

While the BJP preferred to play it safe, Modi reiterated his demand to the Centre of enter into such an agreement and compare the balance sheets of the two Governments after a year.

The party high command has apparently been taken by surprise with the demand of its Chief Minister who had been remaining away from media glare of late. Party sources say it was a conscious decision of the party leadership not to get into the tussle between Modi and the Union Government.

A section of the BJP feels Modi's "agony" was totally justified but there was no point joining the battle between the Centre and the State as it may also face such a demand from the Congress-ruled states after the BJP came to power at the Centre.

States earn, Centre binges: Won't do
While Congress spokespersons have responded with characteristic overstatement in demanding Mr Narendra Modi's trial on charges of sedition, it would be prudent to examine the Gujarat Chief Minister's recent remarks and place them in the context of Centre-State fiscal relations. Mr Modi's contention is that Gujarat, as one of India's economic powerhouses, contributes Rs 40,000 crore to the national exchequer. In turn, the Centre gives Gujarat only 2.5 per cent of that amount in terms of development assistance and the like. The Gujarat Government sees this as patently unfair. Mr Modi has rhetorically asked the Union Government to sign an agreement for one year, a period in which no funds will be transferred from Gujarat to the national exchequer and the State Government will forego all aid and assistance from the Centre. It needs to be pointed out Mr Modi has not demanded people stop paying taxes or that Gujarat secede; he has only suggested a new political contract -- impracticable as it may be -- between a State Government and the Centre. How this amounts to sedition defies logic. Rather, there are two facets to the debate that Mr Modi has sought to trigger. First, with the locus of economic reform increasingly moving to provincial capitals, a sharp differential is becoming apparent between better-performing States and economic laggards. This is true for India, of course, where Gujarat and Tamil Nadu may legitimately wonder why they are being treated on a par with chronic underachievers. It is even more true for China, where surpluses from the prosperous coastal provinces become subsidies for the northern rust belt and are a source of heartburn.

Second, it is not as if Mr Modi is arguing that revenue collected from the territory of Gujarat not be spent on, for instance, building roads or educating children in less well-off West Bengal. His hostility and justifiable anger is against the Centre, which refuses to cut its administrative costs, persists as a profligate and wasteful bureaucracy and essentially burns money it collects as taxes. Under the UPA Government, fiscal irresponsibility and populist spending have scaled new heights. It is now quite clear, for example, that the National Rural Employment Guarantee Programme is a monumental failure, with local officials and political workers siphoning huge sums. The outlay of the NREGP is going to finance many election campaigns in 2009, including that of Congress candidates. Mr Modi is well within his rights to ask why the Gujarati taxpayer -- or, for that matter, the Indian taxpayer -- should have to bankroll this. Looked at another way, Gujarat's contribution to the Centre is going to pay for more than half the Rs 71,000 farm loan waiver that the Congress has conjured up.

It is an open secret that as a rent-seeking entity, and a roadblock of monolithic proportions, the Government of India is the single biggest impediment to economic growth in India. Under the UPA, this verity has reached its extreme conclusion. If the Government had controlled its wild spending, inflation would have been under control, interest rates would not have needed to be raised to the extent they have been, and the economy's momentum would not have slackened. The Centre may then have had more money to hand back to the States. This is Mr Modi's point. It is not seditious; it is commonsensical.

Special Correspondent

PATNA: A BJP MLA has threatened to immolate himself if the party failed to save his “honour.”

The MLA from Chakai, Phalguni Yadav, has, in a letter to State unit chief Radha Mohan Singh, warned that he would be left with no option but to take the extreme measure as he was roughed up by a Minister in public view and the party cared little about his dignity.

Twenty days after he suffered a fracture from a push at a public meeting by Food Minister Narendra Singh and his son Ajay Singh, a JD(U) MLA, Mr. Yadav wrote to the State unit chief to say that he was resigning as a member of the Assembly. He accused the party of not standing by its workers and leaders.
Dismissal sought

Mr. Yadav has been demanding the dismissal of the Food Minister from the Cabinet and expressing his displeasure over the functioning of Chief Minister Nitish Kumar, who he alleged was shielding Mr. Singh.

He wondered why the Chief Minister — who says that the law will take its own course whenever an issue is raised — has not acted in the instant case.

Mr. Kumar has, after a long silence, said that the JD(U) and the BJP would sort out the matter.

I do not think Jayaprakash Narayan has any chance remotely to get to that stage. In many of the elections his party lost deposits. He is an aquaintence of my uncle. There are too many government officials and ex-officials who consider CBN as their enemy. The administrative reforms that CBN made created more enemies for him and JPN is one of those outputs. If someone destroys(even for a good reason) an established system then the repercussions are immense and CBN has to take the brunt of this. I give some credit to CBN on this count. I can write more of this but that will be out of scope for this post.

JPN's plank was to change the current political system. He made great noises about what is wrong with the system and how it should be etc. It is very easy to win brownie points with the educated (with no real brains) elite of India. All you need to do is to criticize the politicians and you are in the game and I am not surprised about the reception in Silicon Valley.

I am very keenly watching this person and here are some of my observations:
* He will never oppose the naxalite movement or the proxies of naxals like civil liberties movement.
* He is very soft towards any left oriented movement
* He is anti-reformist even though off-late he claims contrary
* He do not want even to criticize the terrorists when Hyderbad blasts occured. He openly said it over TV.
* Here is the website: http://www.loksatta.org/
* I believe his party is funded by left leaning NGOs based in US. (not openly). ASHA types support this person.

I have a total different opinion about this person and this is based on my personal observations. I believe he is an implant by a very powerful entity and he is working as a proxy towards the mission of the entity.

Loksatta, TRS, Naxalites and now Chiranjeevi are used by powerful entities (including external) with a purpose in Andhra Pradesh. Some of these folks know that they are helping these entities. Some doesn't. Loksatta and Naxalites belong to folks who are doing this knowingly. TRS and Chiranjeevi just does not even know as they blindly think they have an independent plank.

To eloborate the above, this post will become extremly long and I will sound like a conspiracy theorist.

In summary Andhra Pradesh is extemely important state for many of India's external entities (including enimies) and there is lot of investment going towards conducting several surveys.

My take is Congress will win AP comfortably in the next elections. BJP here is cornered into "no-way out of mess" situation. TDP is in serious trouble. All the new entrants will only help congress as every one eats a piece out of TDP.

If TDP plays its game wrongly then there is a chance of "theoretical" extinction for them.

This thread should be used analyze the political prospects of various groups/parties in different states. Interestingly it seems like general elections are around the corner even though I cannot believe until they happen.

Here is my take regarding Andhra Pradesh:

In the timeline before 80s, for any of the external agencies it was important to enable the defeat of Congress party in India for having a hold over India's destiny and geopolitics. In the current situation, these entities can have their say on India by keeping the congress in power. That is the important change of scenario and the background behind the political churning that happened (continue to happen) in Andhra Pradesh.

Evangelists, fringe left groups and various NGOs are working with a single point program of keeping Congress in power. None of these openly say that way. In fact some of them openly oppose congress. Naxalites also helped at various times. These groups are slush with external funds. Imagine if CBN did not lose AP then there is no UPA. Period. Try any other combination using the numbers from all other states minus AP then NDA would have been back to power. In the coming elections, if congress loses in AP then it is BJP+ that will be in power at center. Not only that, potentially Congress may not be even main opposition party of India. The stakes for congress in AP are extremely high.

Telangana sentiment was always there and it is neither high nor low at any time. Using elections there was never a Telangana based party that was able to force a separation. Various Telangana specific parties have come and gone. Same is the case with TRS and it was created with lots of fringe funding only to checkmate TDP. Congress used the anti incumbency, TRS, Left parties and naxalites to defeat TDP. One important factor for both TDP and Congress is if any of these parties openly support Telangana formation, one of them is bound to lose big time in other parts of AP and hence they will never blink.

The external entities are working in tandem with Congress and they conducted multiple surveys using NGOs, media and various agencies over the period since 1999. There is also growth of dhimmi urban crowd which is very unreliable and hence the need of JPN (Jayaprakash Narayan) types. This fellow who cannot get even deposits during elections gets highest airtime in various Telugu news channels. This should give a clue how the scenario is turning and also various players on the scene. This fellow today gave a "great interview" (as perceived by the dhimmi crowd) in support of Nuke deal. (Payback to the pay masters).

Congress:
As things stand today, Congress + Left + TRS will sweep the elections in the AP. However, congress has to do hard negotiations with Left and TRS. Don't even think about Left parting away from Congress at center will impact Congress + Left here. There is a central goal for everyone here and they will die to achieve that goal. The groups that will vote for Congress are erstwhile KHAM - (K - Most of Reddys + Government employees + blind congress supporters, H - Harijans (100% evangelized), A - all Tribes, M - Muslims). This will not be sufficient to win the election. TRS and Left have to help to win the rest in a two way contest. Many classes of Coastal AP and Rayalaseema have aligned with Congress during the last election. Anti incumbency will make some of them switch to TDP. This tradition of past 25 years seems to be breaking this year with the emergence of new political outfit led by Chiranjeevi. If the new outfit succeeds then Congress will win landslide on its own. The anti-incumbency bound swing will swing towards this new outfit rather than TDP.

TDP:
Previous term was the greatest term in terms of performance by any standards. While doing the large scale reforms, CBN made too many permanent enemies. 90% of government employees (no caste or gender divisions here) are against him and will do anything to make sure he is not returned. There are many JPN types ready to resort to various methods. In Telangana he is checkmated using Naxals and TRS by congress. He is getting into more mess here considering internal dissentions. TDP's main base is all the backward classes led by Kammas. If Chiranjeevi succeeds substantial section from these classes will move from TDP and that will ensure comfortable win for Congress. If this party does not make its moves in right way, there is a possibility this party can be wiped out of the scene. By aligning with BJP during the last term, he got the wrath of 90% of NGOs and the entire left establishment. He is overdoing to erase this but the anger is not gone. He is checkmated by Telangana sentiment and from the non-political establishment of the state. CBN is desperately gambling to move the left away from congress. Left might ditch him on the final day and go with congress.

BJP:
I cannot believe this party that consists of great strategists like Arun Jaytley could play the game this badly. Just because they have some pockets of influence in and around Hyderabad how could they think that AP could be achieved by Telangana separation? This is the fundamental mistake. The state leadership is filled with dhimmis. There is no leader worth the name from coastal and Rayalaseema regions. How in the world could they neglect such a large state? Telangana sentiment is double edged sword and they are not even on the negotiating table of alliances here. There are several opportunities to do the social engineering just like they did in Karnataka. In spite of several left leaning groups the population is very religious and temple bound and if you cannot make here then it is an insult to the BJP's intelligence. They need to think deeply and take some bold steps.

What should be the strategy if the congress juggernaut has to be stopped in AP:

It can be only achieved by TDP and no one else at this time. CBN should make some serious sacrifices and start to think out of the box. He should pass the baton to Telangana leaders of TDP and should checkmate the Congress by declaring a leader from Telangana as Chief Ministerial candidate. In addition, TDP should go on the front foot rather than back foot. Openly go with NDA and declare all the folks who touch congress are untouchables. There is 90% chance at this time this will not happen.

BJP should come out of slumber and abandon separate Telangana stance. Should try to get disgruntled elements from all parties and build to get at the least 10 to 15% of votes and be on the negotiating table. It should influence the TDP to take corrective measures.

Three Karnataka MLAs quit, join BJP

BANGALORE: The ruling BJP in Karnataka got a boost on Saturday when two JD(S) and one Congress legislators quit their parties to join it.

The two JD(S) MLAs — Balachandra Laxman Rao Jarkiholi and K Shivanna Gouda Naik — and Congress legislator Anand Vasant Asnotikar submitted their resignation letters to speaker Jagadish Shettar, who has accepted them. The three legislators have not given any reason for quitting the assembly membership and the parties.

Later, they went to the BJP office where they were admitted to the party. They said they would be contesting the bypolls from the same constituencies on BJP tickets. The "operation resign" was done under the "supervision" of BJP ministers — G Janardhan Reddy and B Sriramulu, who were holding talks with the three for the past one fortnight.

Chief minister B S Yeddyurappa has denied that there was any move by the BJP to break the Congress-JD(S).

Cong demands CBI probe, dismissal of BJP Govt in K'takaQUOTEThe delegation, led by Opposition Congress leader in the Assembly M Mallikarjun Kharge, requested the Governor to invoke provisions of Article 356 of the Constitution and send a report, recommending dissolution of the 'undemocratic' government on the ground of breakdown of the constitutional process in the interest of democracy.

"This type of undemocratic and unethical approach of Chief Minister B S Yeddyurappa and his cabinet colleagues has to be prevented in the interest of maintaining the democratic values," the Congress said in its memorandum, on a day when one more MLA, cine star Jaggesh, joined the BJP after resigning his assembly membership.

Jaggesh became the third legislator from the Congress to quit the assembly and join the BJP, apart from Anand Vasant Asnotikar and J Narasimha Swamy.
