Peace prevailing along the line of control (LoC) in the border district of Poonch in Jammu region was shattered after a long time on Saturday morning when a group of heavily armed militants made an abortive bid to infiltrate from across the border in Krishnagati sector. There was an exchange of small arms fire with the Indian troopers for over 90 minutes between 9 am and 11 am.

<b>During the firing, an Indian soldier was killed and another one was injured.</b>

According to the Ministry of Defence spokesperson Lt Col S Dev Goswami, a group of militants attempted an infiltration bid in Krishnagati sector and the same was foiled by the jawans of the Indian Army on Saturday morning.

<b>He clarified that "no ceasefire agreement has been breached, earlier arrived between India and Pakistan in the month of November in 2003".</b>

It was, however, not confirmed whether the jawans of the Pakistani Army had provided cover fire to the group of infiltrating militants or not.

The militants escaped after they were challenged by troopers near the LoC taking advantage of the dense forest cover, Defence spokesperson said.

If you have it, keep it straight. One can choose to live like a barnacle but to claim leadership needs a different mettle. Bangladesh sent back our jawan's dead body on bamboo poles, a dreaded terrorist was flown out of the country with more than state honours - a minister accompanied him to ensure his safe escape, the Chinese have refused a visa to one of our IAS officers and claim Arunachal Pradesh in spite of keeping the farce of negotiations on border disputes on, and now the Army, which protects the Kashmiri people, has been slapped with a fatwa by a nondescript petty mullah who thought that the people couldn’t accept the force's benevolence. This is an insult that the Army has been made to swallow in the name of secularism, which means kowtowing before Muslim separatism and arrogance.

Recently, Afzal's hanging was postponed to make strange quarters happy and now a Muslim cleric's fatwa against the Army's efforts to renovate and repair mosques in Jammu & Kashmir has been taken with a silent acceptance which means simple and straight cowardice.

The Army represents the state power, people's faith and the nation's honour. Soldiers give their blood and life for the cause of the motherland and since the British times they have been maintaining a number of shrines and places of worship belonging to all faiths without any discrimination. They are the best icons of religious brotherhood and amity.

In Ladakh, I have seen the Army help restore many a Buddhist monasteries. In fact, a fabulous gurudwara on the Indus banks came up because of the Army, and is still meticulously maintained by them. It has always been a matter of pride for the faithful that the Army is behind them and is taking care of their shrines.

That the mullah in the Valley chose to rebuff the Army's benevolence is a slap on the face of the Indian state, as these are the same mullahs who never ever complained or issued fatwas when the dreaded terrorists took shelter inside their mosques, stayed put in their shrines and even charred them, like Charar-e-Sharif to malign the Army or create further communal strife.

The mullahs were silent when the terrorists formed violent outfits in the name of Islam like Lashkar-e-Toiba, Jaish-e-Mohammad and killed innocent men women and children. No fatwa was ever issued against such heinous criminal acts done in the name of Islam.

When the blood thirsty gun totters were holed up in the Hazratbal, the stress was not on killing the traitors but to safeguard the shrine at 'any cost' and none, repeat none of the Mullahs from the Valley or the mainland issued a strong statement against the 'boys' who, to the reasonable, desecrated a place of faith.

Now, when the Indian Army took it upon itself, under a false impression that their good work will get some nice return gifts in the form of loyalty to the nation and social harmony, plus a positive attitude towards the sentinels of our frontier, the mullah issued a fatwa against its helping hand. Such acts, which have not been condemned by any Muslim cleric from the mainland, also help expose the separatist tendencies grown on poisonous minds against India in the Valley.

A couple of years back I was the guest of GOC, 15 th corps in Srinagar and saw the wonderful work they were doing under Operation Sadbhavna (meaning goodwill). The Army, under great stress facing a guerilla war of the Islamists in the Valley, decided to win the hearts of the local populace by helping them in their day-to-day life. They built schools, dispensaries, co-operatives, bus stands and veterinary hospitals. They also distributed free medicines and started special sewing and embroidery training centres for the womenfolk to earn extra. It was an unbelievable sight. Muslim men and women were all praise for the Army's noble intentions and a gesture unheard of so far.

This kind of goodwill in a state where all the terrorists are Muslims, where Hindus have been forced to leave their homes and hearth and take shelter in Jammu as refugees, where the other minorities, the Buddhists, have been bitterly complaining about the discrimination being practiced by the Srinagar regime against them based on religion, also posed a question.

Can you win the hearts of a people fed on separatism and hate through simple gestures of goodwill, without bothering to see the problem in its holistic form? Is the reason of separatism in the Valley economic backwardness or hate based on some ideology of the Islamists? Can a few hospitals and schools change the attitude? Or the firmness of the state with a commitment to spread and propagate Indian values and education and extension of all the laws and constitutional provisions to the Valley will give a better message helping national integration?

When I had toured many a remote place in the Valley where Op Sadbhavna was in full swing, it showed a real genuine urge by the military top brass to win the hearts of the people through providing economic and educational infrastructure. Hundreds of girls were being imparted a composite training package in vocational training centres within a schedule of one year which included various skills like tailoring, knitting, carpet weaving, computer training and a comprehensive education package for the enhancement of their qualification.

The Army undertook a massive adult education drive to set up one Adult Education centre in each Army unit's area of responsibility, thus aiming at educating at least a batch of 3,600 non-literate women between the age of 18 and 35 in an 8-month cycle.

Rural electrification in selective areas was undertaken including the village irrigation and anti-drought schemes. Village cooperatives in poultry farming, vocational training for unemployed youths, resources centres for mentally and physically challenged, orphanages, hostels for boys, cultural fusion by mass community participation and the revival of local culture, traditions including horse polo and archery was initiated under the guidance of the Army.

Did it give positive results anywhere?

Misplaced benevolence is as meaningless as misplaced anger. The Indian army must be having better things to accomplish than to help an unwilling mullah's mosque or spend money like water in the sand dunes. At the same time it's the total failure of the Muslim intelligentsia to address this factor amongst the Muslims in the Valley that has further weakened the position of those who advocate a rational approach based on love and understanding. The best goodwill gesture that the Army can present is to ensure safe and honourable return of the Kashmiri Hindus back to their homes, which still are deserted and mostly have been illegally occupied by the Muslims thinking that the Pandits will never come back.

Such embarrassments, like a fatwa on Operation Sadbhavna , also show the failure of the politicians who control the movements and actions of the Army and force its ill-considered decisions to be implemented by an obedient and disciplined force. The Indian state can't be left at the mercy of those who value their term in office more important than the long-term interest of the nation. If a state can't force corrections on the dishonest and unrepentant aggressor and protect the self-pride of its loyal citizens, it loses the moral authority to rule.

It’s a conspiracy to prepare ground for bloodbath in the name of war against terror: minister

SRINAGAR: The proposed visit of senior Israeli army officer to J&K has triggered a major row in Kashmir with mainstream and separatist parties calling it a “dangerous liaison” that could send wrong signals among the people of the Muslim majority state.

Israeli deputy chief of general staff Major General Moshe Kaplinsky is likely to visit J&K from June 14 to discuss various issues with army officers in the state. He is likely to meet Lt Gen Tej Sapru, general officer commanding of 16 corps and other senior officers in the state to discuss issues of mutual interest.

Main opposition party the National Conference has cautioned that his visit will negate the peace process and defeat the basic concept of friendship between India and Pakistan.

“The visit of the Israeli army officer is fraught with danger. It will send a wrong signal that the Centre is not ready to solve Kashmir politically,” said Dr Mehboob Beg, provincial president of the National Conference.

Beg warned that the peace process is at a crucial stage and any wrong step will derail the entire process.

“On one hand, India and Pakistan are inching towards friendship and on the other, the Israeli military officer is visiting Kashmir. People in the Valley generally abhor Israel because of its oppression against Palestinians,” he said. The People’s Democratic Party (PDP), an important partner in the Azad led government, too is not impressed by the high profile visit.

“Normally a visit by Israeli army officer will not be welcomed by Kashmiris. People are very much concerned in the state. And above all, his visit is not a good sign,” said Muzaffar Hussain Baig, senior PDP leader and former deputy chief minister of J&K.

The Congress is playing a tourism card saying Kashmir is a tourist place and anybody can visit it. “I see the visit as a just a tourist visit ,” said Abdul Gani Vakil, of J&K Pradesh Congress Committee.

Srinagar, June 23: The police is gathering information on Kashmir-based journalists, both correspondents of various national and international media organisations and those associated with the local press.

Sleuths from the local police have been busy the past week verifying the antecedents of journalists here, including obtaining information regarding their sources of income. They are even seeking their bank account numbers although revealing them has been made optional, apparently in view of the law that forbids forcible disclosures of banking details unless a competent authority, like a court, issues a direction.

The campaign was launched following a letter despatched by a senior police officer early this month to all Valley police stations asking them to obtain information on journalists living in or working from their area of jurisdiction, their family history and strength, academic record, sources of income, bank account numbers and the numbers of their dependants and beneficiaries.

Separately, the sleuths are also obtaining information about orphanages, which have grown in number with more and more people falling prey to violence in Jammu and Kashmir.

The police is also learnt to be poring over the lifestyles of Kashmir-based journalists and functionaries of NGOs that run orphanages as some of them are "rags to riches" stories.

A senior police officer said the exercise being carried out by his department is "part of routine policing." Another officer said, "We must know who is doing what and, in particular, it is important for the police department to know that the very set of people we are supposed to trust are not involved in any adverse activity." The officer, who spoke on condition of anonymity, indicated that other professionals, like attorneys and doctors, would soon be included in the scanning exercise.

The print and electronic media are booming in Jammu and Kashmir. Over the past one year, each month has seen the emergence of two to three new English and vernacular newspapers, both daily and weekly, in the state. At present as many 135 dailies and 171 weeklies are published from Jammu and Kashmir, mainly from Srinagar and Jammu. Half-a-dozen local cable TV channels also beam out programmes, some of them round-the-clock.

On the other hand, almost all major national newspapers, news agencies, private TV channels and other media organisations, various international news agencies, global newspapers and periodicals and news television networks have correspondents or stringers working in the state. The newspapers are flourishing because the rate of literacy, and the overall interest in all kind of news besides religious discourses, are on the rise, particularly among the younger generation.

Though the boom has produced many proficient journalists who have won national and international awards, it is embarrassing for them and their well-meaning senior colleagues that some newspapers have either been launched at the behest of intelligence agencies working on the other side of the Line of Control, or that they accept financial support from them, or from one key player or the other in the Kashmiri imbroglio.

Non-professionals, racketeers, land and liquor mafias (in the case of Jammu) and other elements too have joined in.<!--QuoteEnd--><!--QuoteEEnd-->

On a tip-off, BSF troops and police busted a hideout en route the shrine in Markote area of Mandi belt in Poonch and recovered the arms and explosives, they said.

The recoveries included <b>five Chinese pistols</b>, eight kg of high-grade explosives, two under-barrel grenade launcher (UBGL) grenades,<b> 7 Chinese hand-grenades</b>, one anti-tank grenade, <b>10 Chinese pistol magazines</b>, 325 AK rounds and three improvised explosive devices.

However, no one was arrested in this connection.

With the recovery of the arms and explosives, security forces have foiled a plan to target the Buddha Amarnath pilgrimage, which is currently going on, they said.

Based on specific information, security forces also launched search operations in Kuliyan, east of Thanamandi, in <b>Rajouri district and recovered a cache of arms, they said adding, the recoveries included one sniper rifle, three Chinese hand-grenades and assorted ammunition.</b>

In a clear bid to appease Congress' coalition partner People's Democratic Party (PDP), the UPA Government on Tuesday cleared the decks for withdrawal of over 20,000 troops from Jammu and Kashmir.   

The panel set up by Prime Minister Manmohan Singh for the purpose in March this year on the PDP's demand for demilitarisation of the terrorist-infected State finalised the troop withdrawal plan at its meeting on Tuesday evening.

<b>Sources said the Centre may withdraw about 20,000 troops, which were deployed in Jammu and Kashmir during Operation Parakaram in 2001. But there will be no withdrawal or dilution of the troops engaged in counter-insurgency operations, they insisted.</b>

The decision to withdraw the troops to pacify the PDP is reported to be part of the recommendations in the report finalised by the expert panel headed by Defence Secretary Shekhar Dutt on Tuesday.

The panel comprising top officials of the armed forces, Defence and Home Ministries and Chief Secretary and director general of police of Jammu and Kashmir will submit this report to the Prime Minister's Office and Defence Minister AK Antony later this week.

However, the final decision about withdrawal of troops will be taken after Antony's visit to Srinagar over the week-end. He will review the security situation with the Northern Command top brass and security officials and will also visit some forward areas.

While the Government refrained from giving details of the Defence Secretary's meeting, sources said later the panel recommended relocation of 20,000 troops in a phased manner from the State.

A large contingent of troops from all over the country, including the eastern sector, were mobilised for Operation Parakaram and posted in Jammu and Kashmir for operations against Pakistan.

While most of the troops returned to their original positions after nearly one-year-long Operation Parakaram, about two divisions remained in the State, sources said and clarified that they were not involved in counter-insurgency operations. However, these troops were deployed on the borders and were engaged in checking infiltration. The Shekhar Dutt panel felt that these divisions could be sent back to their original positions in a phased manner in the months to come.

<b>The panel was not in favour of withdrawing or diluting the counter-insurgency grid where more than 50 battalions of the Rashtriya Rifles were engaged throughout the hinterland. The Rashtriya Rifles was raised in the early 90s with troops drawn from the Army for the exclusive role of counter-insurgency in Jammu and Kashmir.</b>

The Defence Secretary held a series of meetings during the last three months, including the last one in Srinagar earlier this month and a detailed briefing in the operations room of the South Block here by the Army top brass. That meeting saw the top brass giving him the lowdown about the troop deployment, rate of infiltration and levels of violence, it was learnt.

The Centre and the State Government, meanwhile, were favourably inclined towards the proposal to pull out security forces from public and private buildings and orchards and agriculture land. The State Government was also proposing to raise the compensation to the farmers and owners of the properties occupied by the security forces.

While PDP chief Mufti Mohammad Sayeed was in favour of demilitarisation, Chief Minister Ghulam Nabi Azad was against politicising of the demilitarisation issue in the wake of its sensitivity concerning the security of the country. He, however, wanted security forces to vacate Government and private buildings and orchards in the Valley.

The PDP chief also demanded the withdrawal of the Armed Forces Special Powers Act from the State and conveyed this to the Prime Minister on many occasions. However, the security forces were not in favour of this proposal.

The death of Col Vasanth V — a “thoroughbred soldier” and “an officer and a gentleman” for his dear ones — engulfed his family with inconsolable grief on Tuesday. However, a palpable sense of pride in his endeavour also prevailed in their hour of mourning. Col Vasanth, the Commanding Officer of 9 Maratha Infantry, was killed in an encounter with militants in Uri sector, Jammu and Kashmir, on Tuesday.

Col Vasanth, a recipient of the Vishisht Seva Medal, was born on March 25, 1967.  He was commissioned into the Army in 1989. He underwent commando training in Belgaum and was trained at the Defence Services Staff College in Wellington, following which he was promoted to the rank of Colonel in 2006. The officer was posted in Jammu and Kashmir in October, 2006.

His wife, Subhashini, a renowned dancer, remembered him as “a thoroughbred soldier” whom she was proud about. As an Army man, he used to say, “you never know what might happen”, she recollected. Their children Rukmini (10) and Yashoda (eight) are finding it hard to believe that their father is really gone, she said.

At his parents’ home in Madhava Layout, family and friends assembled to share the loss of the family. The Colonel’s father Venugopal, sat huddled near the television waiting for any news to flash on news channels about the incident. Venugopal reminisced that Col Vasanth harboured the wish to join the Army since childhood.

After his graduation, he was even willing to disobey his reluctant parents to join the forces. “I had a brave son who would always be at the frontline. I am so proud of him,” he said.

Col Vasanth’s mother Prabhala said they had lost their elder son Pradeep to pneumonia and this was a second blow. “I would always ask him why a Colonel should participate in certain operations and he would reply ‘Where my men go, I will go too’,” she said.

He was a caring son, who would always call to enquire about his father’s heath as my husband has cancer, she said.

NEW DELHI : In a startling revelation, Jammu & Kashmir Chief Minister Ghulam Nabi Azad has said that his government has prepared a list of politicians who have links with the militants in the strife-torn valley.

According to the Chief Minister, the home department of the state government has narrowed down on the number of politicians and political workers who have been found supporting militant organisations.

CM Azad made this shocking disclosure to the local media, admitting to the nexus between politicians and militants in the state. Azad also added that his govt would act firmly to tackle the problem.

"I have identified some politicians who are supporting the Over Ground Workers (OGWs) of the various militant organizations. We are not going to warn them to leave all this but in coming time we are going to initiate action against these politicians," he said
