The story of the railway turnaround is a hoax propagated by a man who is a master media manipulator.

This is how Bihar Chief Minister and former railway minister Nitish Kumar counters Lalu Prasad's claim of putting the railway back on the profit track.

A man who generally avoids getting into controversy, Nitish Kumar on Wednesday pulled no punches in demolishing Lalu's claim of changing the face of Indian Railway. Kumar pointed out that the Indian Railway has never been in loss and claims of turnaround are misleading and inappropriate.

"I'm shocked to hear Lalu Prasad's claim of turnaround. In my last years as railway minister of the NDA Government, railway earned a profit of Rs 6,000 cr," Kumar said. The Bihar Chief Minister was talking to reporters on the eve of completion of one year in office.

<b>Kumar pointed out that Lalu Prasad had hiked the freight charges on several goods and introduced across-the-board rise in passengers' fare through a series of indirect measures.</b>

<b>"Today itself I learnt that fertilisers' freight charges have gone up by as much as 26 per cent and a much bigger hike has been imposed on carriage of steel products. I had brought about measures to rationalise the freight charges. Lalu Prasad has completely destroyed the system by acting on whims and fancies," </b>Kumar said.

<b>He said that railway revenue may have gone up, but other ministries of the Government are forced to pay towards it. "One hand of the Government is paying to the other hand. It's a bizarre situation."</b>

Kumar was also critical of Lalu Prasad for riding roughshod over the objection of the railway safety commission for overloading of goods carriage beyond the permissible capacity.
"This is another way of increasing the revenue, but it has serious safety implications in the long run,"</b> he said.

Kumar was critical of the UPA Government for allowing Lalu Prasad freedom to act in such an irresponsible manner in manipulating the profit of the railway.

<b>"I'm shocked that Prime Minister Manmohan Singh and Finance Minister PC Chidambaram have not taken note of the long-term damage Lalu Prasad in inflicting on the Indian Railway," </b>he said.

Kumar also pooh-pooed Lalu Prasad's claim of not increasing passenger fare during his tenure. <b>"In the name of super fast trains, the railway is charging Rs 20 surcharge. But hundreds of these trains are still running at the same speed," </b>he said.

Taking Lalu Prasad to task for squandering railway resources for image building, Kumar said that<b> the railway was forced to spend huge amount of money to build a personality cult around a man, who is trying to take the credit of good work done during the NDA Government. </b>

In the tug of war between Bihar Chief Minister Nitish Kumar and Railway Minister Lalu Prasad Yadav over the credit for turnaround in the fortune of railways, the assessment of the ground realities suggests that the signs of an all round growth were first witnessed during the tenure of Kumar as the Railway Minister.

<b>The 'turnaround' in railways seems to be a five-year-old story, and not a phenomenon driven by Railway Minister Yadav just in the past two and a half years.</b>

Ministry officials said that the signs of a turnaround first surfaced in the Rail Bhawan in 2002-03 when the Ministry recorded 518.74 million tonnes originating freight loading against 492.50 million tones during the previous corresponding period. Since then, the Railways have not looked back.

<b>"The boom in the real estate and other construction activities coupled with hike in petroleum prices further boosted the growth rate. The growth rate continues to be upward, as the freight traffic carried by the road sector has been adversely affected due to the hike in petroleum products,"</b> a senior official dealing with the finance in Railway Ministry said.

These figures lend credence to the claim of former Railway Minister and now Chief Minister of Bihar Nitish Kumar that the roadmap for the 'current growth' in Indian Railways was put in place during his tenure, and Lalu Prasad is just simply reaping the harvest.

Equipped with data to bring home his point, the official said that in 2002-03, the growth rate was 5.3 per cent, and went up to 7.45 per cent in the subsequent year of 2003-04 when the railways loaded 557.39 million tonnes. "In 2004-05, the railways loaded 602-78 million tones originating freight, registering a growth of 8.14 per cent over the last corresponding period," the official said.

"Such a turnaround in the Ministry could not be possible overnight. It is, of course, the outcome of various factors and initiatives having taken place in the past years. For example, the Ministry introduced various schemes such as freight forwarder scheme, traditional empty flow direction freight discount scheme, and many other initiatives that significantly increased the volume of originating freight loading. Some of such schemes were introduced when Nitish Kumar was the Minister," the official argued.

According to the official, the originating freight loading was provisionally pegged at 667.39 million tonnes, showing the growth rate of 10.72 per cent.

"The originating freight loading target for the terminal year of 10th Five-Year Plan was only 624 million tones. The old target was justified, as the boom in the construction sector was not envisaged to be so high and manifold. The new target of 726 million tones for 2006-07 would also be surpassed," he added.

The official, pleading anonymity, said that since there was no reliable data available for the freight traffic carried by the road sector, the main competitor of the Railways, it was difficult to make 'a fair assessment' about the share of Railways in the total freight traffic. "The freight net tone kilometres target for 2006-07 was 396 billions against 333.23 billion kilometres recorded in 2001-02," he said.

<b>The major goods carried by the railways included coal, cement, iron, steel, petroleum, oil and lubricants (POL). The coal accounted for 70.01 per cent of the total freight loading. </b>

It went up to 79.26 per cent in April-June 2006-07. The cement shared 39.99 per cent of the total freight loading in 2002-03 that went up to 41.29 per cent in 2005-06 along with iron and steel that too touched 40.24 per cent during April-June of 2006-07.<!--QuoteEnd--><!--QuoteEEnd-->

Anish, Sorry for the late reply, just saw this post.

For starters, when we start discussing personal impresion, it leads to acrimony and we deviate from thread . Then your impression of the said individual was an based on of your perception of any idealogy - something we don't much about since you haven't contributed to on this forum on the said topic. So we could either discuss (a) your impression of the person or (b) the idealogy/philosophy which you are crediting/accusing the person - either way it's not relevant to thread on railways.

With time we'll all get to understand each other better we'll address issues a bit differently. Till then, bear with us. Thanks.

And the media pro Lallu bias has been effectively demostrated in this and various threads (see threads on Godhra, Bihar election last year, railway incident in Gujarat last year etc..) for past couple years. Heck, we even have a movie with his name if I remember correctly.

I just can't believe they are dismantling structure when trains are still running. It seems there are no procedures or everything short cut or just a criminal negligence.

Bhagalpur - where the freak accident of an 150-year-old bridge falling on a train occurred early on Saturday - is divided into two distinct halves, with the railway line almost dissecting the town.

There are three points to cross the busy railway line, named by the British the Kiul-Sahebganj-Howrah loop, without a stopover at a crossing gate. These points are: Habibpurpul on the west, Ultapul in the heart of the town and Bholanathpul on the East. Ultapul (the inverted bridge) was called so because the road bridge was built over the railway line, whereas the two others are underpasses. 

An engineering marvel, Ultapul must have been one of its kinds. The overbridge was built in the 1880s, with only lime and mortar and no steel. With Bhagalpur receiving heavy rains, the underpasses remain submerged in knee-deep water for at least four months of the year with only Ultapul remaining open to traffic. It's unfortunate that the bridge, which served the town for over a century, should literally go down in history, burying 40 people under the debris. It goes to the credit of Lalu Yadav's 'turned around' Railways that even a 'quiet burial' could not be given to an engineering enterprise which served with honour much beyond the time it was meant to.

<b>For those who have been so enthused with the performance of the Railways as to invite Lalu Yadav to IIM classrooms, a travel on the Sahebganj loop could well be a journey into reality check. For ages, this line remained single track. For long, Bhagalpur Congress MP Bhagwat Jha Azad, cricketer Kirti Azad's father, won several elections promising to build a parallel track. Before Azad was forced out of active politics, he did manage to get a sanction for a double track between Bhagalpur and Kajra (near Kiul). On this section, is also a long tunnel, which was declared unsafe about a decade ago, but that has not stopped trains from passing through it.</b>

The track between Bhagalpur and Howrah, through Sahebganj and Pakur, still remains single before it joins the mainline at Burdwan. On this section near Kahalgaon, is a bridge on one of the tributaries of the Ganga. For almost 20 years now trains cross this bridge at slow speed, lest vibrations bring down the structure.

This loop-line before turning towards Howrah bifurcates into two with one going to Assam through Barharwa, Farakka, Malda and New Jalpaiguri. And the two lines are over a century old and a functional museum of British engineering expertise.

With Bholanathpul and Habibpurpul not much younger, we may someday have a newsbreak of train falling on the road passing under it. After all, Saturday's accident must also be first of its kind - bridge falling on a train, after all we are used to hearing trains falling off bridges.

And who is to be credited with it? Who else but Lalu Yadav's 'turned around' Railways. Nowhere in the world is a demolition work allowed to linger for months together. Less than a week ago, some debris had fallen on the tracks at the same place and train services disrupted but no lessons learnt. Believe it or not, medieval-era hammer and spikes were being used to demolish the bridge and bulldozer-cum-crane arrived only after precious human lives were lost.

Patna: Now everyone knows Lalu Prasad Yadav can entertain, but this one was a surprise even by his standards — artistes dancing on top of a moving train ala Shah Rukh Khan and Malaika Arora.

But whatever, King Khan can do, Railway minister Lalu Prasad can definitely do better and dancers on top of the train was what Lalu organised for the entertainment of his people in Bihar.

Dancing on top of a special coach reserved for the minister, the naach-gaana troop entertained one and all. What about the cost of arranging the event?

Says one of the artists Reena Mehta, " Laluji has given me Rs 1 lakh. I am thankful to him."

So what did these dance artists think of the show?

Says another dancer Shreya, "We were very excited. It's tough to dance on a moving train, but we had a great time."

The crowds went mad with excitement. Undoubtedly, when it comes to making it to the headlines Lalu has mastered the art, even if it requires sailing through yet another controversy.

"People want me to start new trains. They wonder if I have done magic, but you wait and see, this is just a trailer of what I have to offer," says Lalu.

So was this another PR gimmick and was Lalu wasting public money? Well whatever, it was, the rail mantri sure knows how to keep the public happy.

NEW DELHI, DEC 12: The estimated cost of constructing the railways ; dedicated freight corridor has jumped a dramatic 60% from the original projection.
In an interim draft report by RITES, an Indian Railways undertaking, the construction cost of the east and west corridors has gone up a whopping Rs 13,000 crore to Rs 35,000 crore, from the earlier estimate of Rs 22,000 crore.

The report estimated the eastern corridor to cost around Rs 15,200 crore, and the western corridor Rs 19,500 crore.
Government sources said the report was bound to put the railway ministry on the back foot, particularly when the project was taken up with the finance ministry. The railways had argued its case for being the main financer of the corridor, given the financial turnaround.
The sources said the main reasons for the escalation included larger land requirements and new technology. About 500 km of the corridors will be built on a completely new alignment, for which the railways would have to acquire land.
According to the draft report, the eastern corridor would cover 1,280 km, of which 280 km would be on a new alignment. Similarly, the western corridor will cover 1,483 km, of which 276 km will be diverted. The report awaits ministry comments.

The Indian Railway is about to lose the distinction of being the world's biggest employer. Department of Personnel and Training (DoPT) has asked the Railway Ministry to cut down the staff strength by nearly one-third of the existing strength of around 14.22 lakh.

As per DoPT direction, the Ministry is struggling hard to bring down the staff strength to nine lakh by 2010.<b> "It is a saddening fact that the Ministry has to cut down the staff strength to nine lakh. DoPT has instructed the Ministry to surrender two posts for filling up every vacancy," </b>Basudeb Acharia, chairman, Parliamentary Standing Committee on Indian Railways, said.

The downsizing of Railway staff would hit hard the populist image of Railway Minister Lalu Prasad. Despite Prasad's tall claims to the contrary, the Ministry is rapidly outsourcing several peripheral services to private players, significantly bringing down the staff strength.

"Ministry is outsourcing many services to the private players, which is nothing but privatisation. From sanitation to catering, passenger conveniences at junctions and stations to bedrolls in air-conditioned coaches, everything is being outsourced," Acharia said.

The drastic cutting in the staff strength of Indian railway is in direct conflict with what Yadav claims to have effected a 'turnaround' in the country's largest but ailing service provider.<b> At the moment, there are over 1.66-lakh vacancies in Group C and D categories. A major chunk of entrants in these categories are from the reserved categories of SC, ST and OBCs. </b>

Former Railway Minister and now chief minister of Bihar Nitish Kumar in his status paper in 2002 had proposed to bring down the staff strength to 11.8 lakh by 2010 against the then figure of 15.45 lakh. According to Ministry officials, Kumar's suggestion to cut down the staff strength was based on the fact that 'staff costs account for around 50 per cent of the gross traffic receipts.'

Acharia said the process of filling up Group C and D vacancies are going on. All the zones have been instructed to fill up Group D vacancies on their own, while the railway board would fill up Group C category vacancies. "Since a large number of vacancies belong to the safety category, the Ministry would not like to downsize the safety staff strength. There are nearly 90,000 vacancies in the safety category that is being filled up too," Acharia said.

With approximately 65,000-km rail route and over 7,151 stations, the railway network in India is the third biggest in the world after Russia and China. As the principal constituent of the nation's transport system, Indian Railway owns a fleet of nearly 2,22,379 wagons, 42441 coaches and 7910 number of locomotives. Indian Railway runs 160251 trains daily including 9550 passenger trains, carrying about 1.6 million tonnes of freight traffic and about 15 million passengers daily.

Acharia said staff reduction in Indian Railway was in tune with the recommendations of Rakesh Mohan Committee report. "DoPT's recommendation is the outcome of Rakesh Mohan Committee's report," Acharia added. Rakesh Mohan Committee had recommended that 'in any set of financial projections, a substantial net reduction in employee strength, at least 20 per cent of the total has to be provided for," Rakesh Mohan, an economist, stated in the report.

"Retention of current strength would rule out any upturn in IR's performance, even in a high traffic growth scenario. Going by the conclusions of a diagnostic study on the problem carried out by RITES for the Railway Board, the excess manpower could be more than 25 per cent of the total. On a very conservative basis therefore, a reduction of 20 per cent of the present overall strength should be targeted over the next five to seven years," he said in his report submitted in 2001.

"Along with the achievement of higher revenue growth, Indian Railway will have to explore every avenue of cost reduction. Among the cost reductions to be implemented staff cost reduction will be crucial. If IR is to become a truly modern transportation system offering services that could face up to the emerging competition, the issue of an accelerated reduction in manpower has to be addressed without delay," he added.
People of India need a passenger oriented mass transport system. Indian Railways fits the bill but it has become operation oriented. Any thing related to passengers is pushed in the background. Its only motive has become earning profits. There is nothing wrong in it but it can not be the sole motive.

A public sector service provider should concentrate on the quality of service. Profit will automatically come. But Railways have given top priority to profit and for this it has not felt shy even to cheat the passengers. Railway minister shouted that he had not increased the fare, but the fact is that he has picked the pocket of passengers under other charges. Let me explain one such picking of pocket. A passenger reserving seat/berth is now charged a minimum of Rs. 15 extra if he is not boarding the train from the same station. I have to pay Rs. 15 more for return journey reservation from Agra to New Delhi. For Shatabdi and Rajdhani this amount is more. How many people are making such reservation, add and see the figure. Railway minister did not shout about it. It is nothing but cheating.

Has the Railway Minister talked about safety, punctuality, quality of on-board services, safe food, cleanliness, and any other aspect of interest to passengers? Sometime back, a panel appointed by Delhi High Court visited Railway kitchens at New Delhi, Old Delhi and Hazrat Nizamuddin stations. The members were shocked. Kitchens were full of rats and cockroaches.

Recently a consumer court has asked railways to improve services. including platform conditions and toilets. The court requested Railway minister to spare some amount out of the widely publicized profits of hundreds of crores by the railways on improving the plight of commuters. The court further said that railway platforms are in very bad condition, toilets are stinking, there are no benches for passengers to sit while waiting for hours on platforms, and there is utter chaos.... sanitary conditions are bad and coaches are pathetic.

From passenger point of view, Indian Railways is the worst service provider in India.

You are right. Services provided by Indian railways are of very bad quality. Also when you make complaints no body replies. While travelling, I have written many complaints about bad service, stinking toilets, dirty food but not a single complaint has been replied.
Better revenue to the Railways, yes, that has come. But better facilities to the consumers, no, it is a dream. You wrote the message on Feb 25, 2006. Can you cite any better facility introduced for passengrs during this period?

If what is said in this post is even remotely true, then CBI inquiry should be immediately ordered.
While making sweeping statements about the Indian Railways you have not indicated the specific trains on which you had bad experience.Kindly, give us some specifics so that we can have a lively discussion.
