The riots that began in Mau, Uttar Pradesh, last Thursday and have claimed nearly a dozen lives, are a blot on Mr Mulayam Singh Yadav's Government. He has doubtless suspended five officers including the Divisional Commissioner, the Deputy Inspector General of Police, the District Magistrate and the Senior Superintendent of Police concerned, for failure to control the violence within 48 hours.
That, however, is not enough. There is ample evidence that the notorious criminal-turned-legislator, Mukhtar Ansari, whose Assembly constituency Mau is, played a leading role in inciting violence. His claim that he had hit the streets after the district authorities had failed miserably in restoring law and order, and that he was, as a representative of the people, trying to help both Hindus and Muslims, does not stand the slightest scrutiny. Violence raged in Mau for three days when, in flagrant violation of curfew restrictions, he went round the affected areas in an open Gypsy surrounded by his armed henchmen as mobs owing allegiance to him brazenly engaged in violence and arson.
While the suspended officers cannot escape their share of the blame for not acting immediately with firmness, the fact remains that, as one of them told a newspaper, Ansari had strictly instructed them not to fire on the rioters as he would calm them down. While it was entirely wrong on their part to listen to Ansari, who has 36 criminal cases against him and a conviction under TADA and not act as they were required to under the law, the fact that his close links with Chief Minister Mulayam Singh Yadav was no secret must have influenced their judgement at a time when political patronage determines a bureaucrat's career profile more than efficient and honest work.
As Chief Minister, Mr Yadav cannot afford to have people like Ansari in a position where they can claim close proximity to him. Booking Ansari is not enough; Mr Yadav should also order his arrest. He must also expel from his party every person with criminal antecedents. Apart from the question of Ansari's culpability, nothing short of such a dramatic move can convince administrators that they should not bow to the dictates of criminals and act according to the law. Otherwise, the danger of the riots spreading to the rural areas or of other riots breaking out can hardly be ruled out. For, communal violence does not occur in a vacuum.
In the present instance it is significant that in all previous years, Bharat Milap had been celebrated with loudspeakers blaring Hindu devotional songs and the Hanuman Chalisa, despite the observance of Roza by Muslims. What prompted a section of Muslims to demand its postponement this year? And how could an argument over it lead to widespread violence? Mr Yadav will do well to ponder this and also reports of growing ISI and fundamentalist Islamist activity in Uttar Pradesh. <span style='font-size:14pt;line-height:100%'>Minority communalism is as repugnant a phenomenon majority communalism and needs to be dealt with firmly. Allowing it to grow will be disastrous as it not only feeds Islamist militancy but can also trigger a severe majority community backlash. </span>

An uneasy calm prevailed in the curfew-bound town of Mau with securitymen patrolling the streets and lanes to keep a tight grip on the situation.

Although the police have so far failed to find Ansari, he is in regular contact with journalists and says he is innocent.

Tribal rebels in the hills of Assam's violence-scarred Karbi Anglong district are continuing with their death dance with seven more Karbi villagers brutally massacred, taking the toll in three-weeks of barbaric ethnic clashes to 80, officials Wednesday said.
The police on Wednesday recovered dead bodies of seven Karbi tribal people from remote Doyangmukh village, 310 kilometres east of Assam's main city of Guwahati.
This is the latest in a string of attacks in the Karbi Anglong district where violent ethnic clashes between the majority Karbis and the Dimasas have put the authorities in shame.
"A big group of heavily armed Dimasa tribal militants late Tuesday attacked the village and killed seven Karbi villagers. Some died of bullet wounds and at least three of them were hacked to dead using machetes and spears," a senior police official said requesting anonymity.
The rebels then set ablaze at least 50 homes before leaving the village. Police suspects the militants to be from the outlawed Dima Halom Daoga (DHD) that is fighting for an independent homeland for the Dimasa tribe in eastern Assam.
The attack took place even as the Army soldiers with shoot-on-sight orders were patrolling the entire district which had been put under an indefinite curfew since Monday night.
Police said Karbi rebels backed by their community members raided at least three villages belonging to the rival Dimasa tribe and torched up to 200 homes.
"There are no reports of casualties from the Dimasa villages although many people had fled their homes after the attacks," Karbi Anglong district magistrate DD Tripathi said.
On Monday 36 Karbi villagers were killed in three separate attacks, including 22 bus passengers who were hacked to death by DHD rebels.
An estimated 30,000 people, most of them Karbis, have since fled their homes fearing fresh attacks and were now staying in relief camps set up by the authorities. The majority Karbi and the Dimasas have been engaged in a bitter turf war for many years with the situation turning violent in recent weeks witharmed militants of both the tribes attacking rival community members.
<b>The Karbis bore the brunt in the recent attacks with armed DHD rebels killing 68 of the 80 dead so far, police said. </b>

The press has been pronounced in indicting Mukhtar Ansari as the agent provocatuer in this instance. Pictures abound of Ansari with gun totting hooligans running rampage all around Mau. For the individual, the golden rule in any riot is to put an immediate end to the blame game. Kawaja, it is clear only wants to exacerbate the situation. Hindu women have fled. Times of India is reporting that insecurity is gripping Hindus in Mau. Yet, he is obdurate, unyielding and incessant in blaming. Nothing occupies his mind other than blaming.
Some Gandhian this obnoxious man is. Rather, it is repugnant that some people call him a Gandhian.
By resorting to stereotypes Kawaja has removed even his remotest association with honesty. The sweeping and shameless prejudice is there for all to see. When so called "intellectuals" of the Muslim community indulge in pushing prejudice using stereotypes, why blame uneducated Hindus for their belief that Muslims, when they reach a critical mass - 60% as in Mau - they drive out Hindus. On the eve of Governor T V Rajeshwar's visit to the riot-hit Mau town, <b>the man who had filed the FIR against controversial independent MLA Mukhtar Ansari today denied he had done so and accused the district authorities of implicating the legislator.</b>
Jitendra Yadav, on whose complaint the police had lodged the FIR against the MLA under section 302 of the IPC for instigating communal riots, today met Chief Minister Mulayam Singh Yadav along with Samajwadi Party MP and Ansari's elder brother Afzal, to apprise him of the ''conspiracy''.
<b>He also gave a written statement to the Chief Minister saying the police had inserted Ansari's name in the FIR and that he had only named Hazi Vakil Shimlawale in the murder of his brother Ram Pratap on October 14.</b>
<b>Jitendra claimed that Ansari was not present at the time of the murder and that he had not named him in the FIR.</b>
Meanwhile, SP leaders Afzal Ansari and legislator from Allahabad (West) Mohd Ashraf came out in open support of the accused MLA.
While Afzal charged the Mau administration for implicating his brother after he raised the issue of its laxity in controlling the riots, Ashraf said Ansari had been making efforts to control the violence, but a political conspiracy had been hatched against him.
Meanwhile, situation in Mau was limping back to normal and the district authorities had geared up for tomorrow's proposed visit of Governor T V Rajeswar for an on-the spot review of the affected areas.
A report of minor incident of arson also came from Aurangabad area of Mau but principal secretary (home) Alok Sinha denied it.
''The situation was normal in Mau and the curfew was relaxed only for women and children this afternoon,'' he said.
The proposed visit by the Governor to riot-scarred Mau had put the district administration in a quandary, which is busy dealing with the aftermath of the riots that continued for four days beginning October 13.
Train services -- snapped since October 14 -- resumed last evening.
Yesterday, the proposed visit of National Commission for Minorities (NCM) team to Mau was also put off on the request of the state government.
The UP government said 401 arrests had been made so far but the police was yet to arrest Ansari and Ramji Singh, against whom FIRs were registered on Tuesday.
DIG (range) R P Singh said round-the-clock patrolling was being ensured in the sensitive areas and additional forces deployed to counter any situation.
No incident of violence had been reported in the past three days although an 'uneasy' calm prevailed in Mau, where seven people -- as per official figures -- were killed in the riots forcing the authorities to impose an indefinite curfew.
Meanwhile, talking to UNI over phone, Ansari accused Mau Superintendent of Police Sujit Pandey of ''personal vendetta'' by including his name in the FIR.
Another accused BJP MLC Ramji Singh also blamed the district authorities for leaving the rioters and arresting the innocent.

IMC-USA, an advocacy group dedicated to protecting the rights of minorities and promoting pluralism, expressed dismay at the riots in Mau, a town in the Indian State of Uttar Pradesh. The extremist Hindutva-fascist group Hindu Vahini, headed by Mahant Adityanath of Gorakhpur, has been actively instigating and provoking violent acts in the area for quite some time. Mahant Adityanath, belonging to the BJP party, is a Member of Parliament. The widespread destruction of the local silk sari weaving industry by the riot instigators, is an oft repeated pattern of destroying the economic back bone of a specific community that depends on the trade for their survival.
IMC-USA commends the UP Chief Minister's decision in removing five civil and police officials including the Divisional Commissioner and the District Magistrate. While the state government seems to have taken some decisive actions, it is evident that it was negligent in not restricting the activities of Hindu Vahini before the riots started. IMC-USA urges all the communities in the state of UP to have active outreach programs that promote mutual respect and marginalize the religious extremists.
IMC-USA presented a list of strategic requirements for the Uttar Pradesh state government to ensure justice for the victims and deterrence against future riots:
a) The state government should call for an investigation by CBI, the central investigation agency of India.
b) The government should ban Hindu Vahini and arrest its leaders and activists involved in rioting and spreading extremism.
c) The government should suspend all negligent officers-in-charge of thanas (police precincts) in the affected areas.
d) The government should ensure that all religious communities are represented in the manning of thanas (police precincts) of sensitive communities.
e) Prompt compensation for the loss of life and limbs should be paid to all victims.
f) Full and prompt compensation be paid for properties destroyed.

Recent communal riots in Mau town in U.P. is an early warning for all patriotic Indians and a wake up call for those Hindus who claim to espouse secularism.
Mau is a town of 65 percent Muslims and the local Muslim leaders, many of them with a criminal background, have over the years terrorised the Hindus not to hold publicly the Bharat Milap festival that comes between Dussehra and Deepavali. This year the Bharat Milap festival fell on a Friday and the Muslim leadership of Mau, publicly declared that only Namaaz Azaan will be broadcast and no microphones will brodcast any bhajans connected with the Bharat Milap festival.
This public declaration is shocking in a country where 80 percent or more people are of Hindu faith; but it is a wake up call for those who have failed to realized that secularism can only survive in this country if the Hindus are in overwhelming majority. <b>India cannot be allowed to become a Saudi Arabia for Hindus.</b>
The developments in Kashmir Valley and the treatment of the Hindu minority in that State combined with what has happened in Mau is an early warning to all secular Hindus that a backlash of Hindu reaction is imminent, and to make them realize that the need of the hour is an assertive Hindu unity and not a flip flop secular pontification to the Hindus.
<b>I demand to know why Muslims, Christians and secular Hindu organizations which were so vocal about the backlash aftermath of the Godhra massacre of 26 Hindu women and children, are so deafeningly silent about what has happened in Mau.</b> If they do not speak up now, then they should keep their counsel, for it will not be relevant in the future. Their silence on the bogus cases filed on the Kanchi Shankaracharyas has already radicalized Hindus.
