Criticising the attempts of the Congress-led United Progressive Alliance government to create a 'Super Prime Minister's Office' at Vigyan Bhavan, the BJP Friday said the whole effort had showed the real face of Congress president Sonia Gandhi, who was being projected as an ''icon of sacrifice'' in the country.

Strongly condemning the creation of a super PMO -- the secretariat of 'common minimum programme council', BJP spokesman Mukhtar Abbas Naqvi said for the first time, this office will be keeping a tab on the activities of its ministers and not PMO.

This council will emerge more powerful than the PMO and for the first time there would be two power centres which was against the constitution, he alleged.

He said Vigyan Bhavan was a venue for National and International meetings but now it will be<b> a hub of ''remote control government''. This is a conspiracy to create an extra-constitutional body in the country, he alleged</b>.

I would not be so quick to assign epithets to a personality such as Dr.Kalam. I know the president could have chosen not to fire the governors. We should not shoot the messenger. It would be good to hear in this thread if the action is LEGALLY & CONSTITUTIONALLY possible, valid, and what could be the reason a president had to succumb to the pressures of a minority government.

We should really direct the anger on the Ruling minority coalition. Not the MAN himself.

I agree completely with Sunder. The powers of the presidency are limited and he basically does what his council of ministers tells him to do. Of course he is not totally a mouthpiece. But the precedent for changing Governors after a new Gpvernment cmes to power in the center has been welll established. If he refuses to sign the order, he will be accused of partisan politics. Further it must be remembered even though he is a NDA appointee, he is not a BJP man. I trust him not to odo anything against the national interest. I wqoould much rather he reserve his powers for real substantive issues than for partisan political matters.

It is not unusual to remove governors, Mrs IG started it. Janata of 1977 did it. There are precedents for this president.

If we talk of traitors, then ther are some who consider Atalji also a traitor.

I have a minor quibble - I have never seen ABV hugging the Paki b@#$$%. But now we have word that the new Government has conceded that the UN charter applies to J&K. I am no lawyer, but still, there have been such change-overs in past.

President of India had to follow the dictat of GOI. There is no issue of "succumbing" , it was not as if "Article 356" was being forced by President of India on behalf of GOI.

It will be naive of BJP/NDA or anybody politically aware to not expect this. This is politics and nit a simple flow-chart. And here BJP showed there inaptitude with handling the Medium and telling to Media that BJP ( LKA & Venkaiah ) has "instructed" to these "Governers" not to resign. Now "Governor" being non-partisan cannot be *instructed* by a party by logic.

In short after ABV manali musing goal , this is another self goal, had they not spoken abt "instruction" , BJPcld have reaped the ladoo of "Moral High ground".

we make too much of partisanship. Partisanship is unavoidable in domestic politics. every individual is partisan to some extent or another. Generally where we avoid partisanship is iin foreign policy, where there has to be a consensus as with respect to TSP, USA and China. But this government has everything ulta. It is conducting a partisan foreign policy while at the same time demanding non partisanship from its Governors, who deal mostly with internal politics.

Further partisanship does not transcend honesty. It is more important to be honest than to be non-partisan, something the Congress forgets. the BJP has to fight this tooth and nail and at the least point out that this is another precedent gone by the wayside.

Excatly , I would and do look forward to it. BJP needs to regain its vigour. My only worry is just like Indian Kirkit team they always so the tendency to snatch defeat from the jaws of victory.

<b>'Parallel PMO' now official</b>

The provision OF a "parallel PMO" has been made official in the Union Budget 2004-05. Prime Minister Manmohan Singh will have to share the budgeted allocation of Rs 14.39 crore to his office with the National Advisory Council (NAC), headed by Congress President Sonia Gandhi.

Until the last fiscal, the Budget allocation for the Union Home Ministry, which accounts for salaries and other expenses of the Union Council of Ministers, including those of Prime Minister's Office, the PMO used to get an exclusive allocation to take care of its expenditures on salaries, travel and other expenses.

But the Budget allocation for the PMO under the UPA Government, besides providing for "salaries, travel and office expenses", also provides for "other establishment related expenditure of the PMO and the National Advisory Council, constituted for implementation of the National Common Minimum Programme".

Apparently, the compulsion of fending for Ms Gandhi-led NAC has forced Union Finance Minister P Chidambram to raise this year's allocation for the PMO by Rs 2.67 crore over the last fiscal's actual expenditure of Rs 11.72 crore.

The Finance Minister was obliged to raise the budgetary allocation for the PMO despite the fact that his budget has proposed to significantly slash provisions for salaries and tour expenses of various other ministers by reducing the budgetary grants.

The budgetary provisions for the tour expenses, according to the Budget presented by him, have been put at Rs 46 crore, which is Rs 42 crore less than that of the last fiscal's.

According to the budgetary provisions for the Ministry of Home Affairs, the allocation for the salaries of Cabinet Ministers, Ministers of States and Deputy Ministers has been reduced to Rs 1.51 crore from the previous year's Rs 2.91 crore.

The sumptuary and other allowances have also been reduced, though marginally, from Rs 2.73 crore to Rs 2.55 crore.
