8 Member Countries Want Christianity Reference in E.U. Constitution
Brussels, BELGIUM, October 27, 2003 - The number of the European Union (EU) member countries supporting a reference to Christianity in a proposed E.U. Constitution has increased from four to eight.
Discussions for a new E.U. Constitution are still ongoing at the Intergovernmental Conference. The E.U. term president, Italy, has reported that four more countries are supporting a reference to Christianity.
Italyâs Prime Minister Silvio Berlusconi made a statement at the end of August declaring that Italy, Spain, Ireland, and Poland supported the reference.
Last week, the number increased to eight. The Czech Republic, Malta, Portugal, and Slovenia have added their support to the cause.
It was noted that these countries were still a minority in the Union, which will have 25 members as of May 1, 2004.
Reportedly, the inclusion of the reference in the Constitution is unlikely as France might use its veto power if support for the idea increases.

<b>Zimbabwe quits Commonwealth</b>
Zimbabwe's President Robert Mugabe says he is pulling his country out of the Commonwealth with immediate effect.
He said he did not accept the decision by Commonwealth leaders at their summit in Abuja, to maintain Zimbabwe's suspension indefinitely.
Commonwealth spokesman Joel Kibazo told the BBC that Mr Mugabe's decision to withdraw was "very disappointing".
Zimbabwe's fate has dominated the summit and number of leaders are deeply unhappy with the outcome.
Zimbabwe was suspended from the Commonwealth last year after an election widely seen as flawed.

<b>Turkey to give up EU drive if denied date for talks </b>
ANKARA: Turkey will give up its drive to join the European Union if it fails to win a date at the end of 2004 for opening entry negotiations with the bloc, Monday newspapers quoted Foreign Minister Abdullah Gul as saying.
EU leaders are due to decide at a summit next December whether Turkey has made enough progress on human rights to start what are sure to be lengthy and difficult accession talks.
Financial markets monitor the Turkey-EU relationship closely. âEverybody knows that not getting a date means the end of the EU road (for Turkey),â the Yeni Safak newspaper quoted Gul as saying. But he also said Turkey, whose ambition to join Europe goes back some four decades, was doing its best to remedy shortcomings identified in a recent progress report from the European Commission.
Gul singled out reforms aimed at turning the National Security Council, traditionally dominated by the military, into a purely advisory and more transparent body as well as greater cultural and linguistic rights for the Kurdish ethnic minority.
Gul said the government had tackled another key EU complaint about the lack of civilian control over Turkeyâs military budget. âFrom now on, all public expenditure, including defence, will be included in the budget,â he was quoted as saying.
âOur country is becoming more transparent. As we become more transparent corruption will disappear, the responsibility to account for our actions grows,â Gul said.
Turkey, a strategically important NATO member, has been knocking on Europeâs door since the 1960s and has watched with irritation as a number of ex-communist countries in central and eastern Europe have overtaken its own membership bid. <b>AP: Iraq to Stop Counting Civilian Dead </b>

BAGHDAD, Iraq - Iraqi Health Ministry officials ordered a halt to a count of civilian casualties from the war and told workers not to release figures already compiled, the head of the ministry's statistics department told The Associated Press on Wednesday.
The health minister, Dr. Khodeir Abbas, denied that he or the U.S.-led occupation authority had anything to do with the order, and said he didn't even know about the survey of deaths, which number in the thousands.
Dr. Nagham Mohsen, the head of the ministry's statistics department, said the order came from the ministry's director of planning, Dr. Nazar Shabandar, who told her it was on behalf of Abbas. She said the U.S.-led Coalition Provisional Authority, which oversees the ministry, didn't like the idea of the count either.
"We have stopped the collection of this information because our minister didn't agree with it," she said, adding: "The CPA doesn't want this to be done."
Abbas, whose secretary said he was out of the country, sent an e-mail denying the charge.
"I have no knowledge of a civilian war casualty survey even being started by the Ministry of Health, much less stopping it," he wrote. "The CPA did not direct me to stop any such survey either."
"Plain and simple, this is false information," he added.
Despite Abbas' comments, the Health Ministry's civilian death toll count had been reported by news media as early as August, and the count was widely anticipated by human rights organizations. The ministry issued a preliminary figure of 1,764 deaths during the summer.
A spokesman for the CPA confirmed the authenticity of the e-mail, saying the occupation authority contacted the minister by phone and asked him to respond. The CPA didn't provide a phone number, and the minister didn't respond to e-mails requesting further comment.
The CPA spokesman said the coalition had no comment.
Shabandar's office said he was attending a conference in Egypt.
The U.S. military doesn't count civilian casualties from its wars, saying only that it tries to minimize civilian deaths.
Kenneth Roth, executive director of Human Rights Watch, called that policy irresponsible.
"That deliberate ignorance of the past risks condemning the U.S. military to repeating its mistakes into the future and needlessly risking further civilian deaths," he said by telephone from New York.
Roth said the government doesn't count because "politically, it's embarrassing to talk about civilian casualties in one's war effort."
The Associated Press conducted a major investigation of Iraq (news - web sites)'s wartime civilian casualties, documenting the deaths of 3,240 civilians between March 20 and April 20. That investigation, conducted in May and June, surveyed about half of Iraq's hospitals, and reported that the real number of civilian deaths was sure to be much higher.
The Health Ministry's count, which was to be based on the records of all Iraq's hospitals, promised to be more complete.
The ministry began its survey at the end of July, when shaky nationwide communication links began to improve. It sent letters to all hospitals and clinics in Iraq, asking them to send back details of civilians killed or wounded in the war, ministry officials said then.
Many hospitals responded with statistics, Mohsen said, but last month Shabandar told her that Abbas wanted the count halted. He also told her not to release the information she had already collected, she said.
"He told me, `You should move far away from this subject,'" Mohsen said. "I don't know why."
Abbas, the minister, suggested such a study wouldn't be feasible.
"It would be almost impossible to conduct such a survey, because hospitals cannot distinguish between deaths that resulted from the coalition's efforts in the war, common crime among Iraqis, or deaths resulting from Saddam's brutal regime," he wrote.
In fact, the ministry didn't plan to distinguish between casualties caused by U.S. and Iraqi attacks. The AP survey didn't make the distinction either, instead counting all civilian deaths in the war.
Mohsen insisted that despite communications that remain poor and incomplete record-keeping by some hospitals, the statistics she received indicated that a significant count could have been completed.
"I could do it if the CPA and our minister agree that I can," she said in an interview in English.
The number of U.S. soldiers killed in the war is well documented. The Pentagon (news - web sites) says 115 American military personnel were killed in combat from the start of the war to May 1, when President Bush (news - web sites) declared major combat over, and 195 since. Saddam Hussein (news - web sites)'s regime fell April 9.
Iraqi civilians, too, have continued to die both in U.S. raids of suspected insurgent hideouts and in the rebels' attacks.
Rebels have struck at U.S. military convoys and installations, as well as at Iraqis â such as police officers, politicians and interpreters â who they consider to be collaborating with the coalition forces.
Iraq kept meticulous records of its soldiers killed in action but never released them publicly. Military doctors have said the Iraqi military kept "perfect" records, but burned them as the war wound down.
<b>Saddam captured in Iraq, confirms US</b>
American forces captured a bearded Saddam Hussein hiding in a hole in a farmhouse cellar near his hometown of Tikrit, the US military announced on Sunday.
The arrest was carried out without a shot fired and was a victory for the US-led coalition eight months after the fall of Baghdad. "Ladies and gentlemen, we got him," US administrator L Paul Bremer told a news conference.
"The tyrant is a prisoner," Bremer said.

The Assam government has sounded a red alert across the state in view of the Royal Bhutan Army launching an operation against north east insurgent outfits holed up in that country.
All police stations and district administrations have been alerted to remain on guard against any possible attempts by insurgents to lauch revenge strikes in retaliation to attacks on their camps in Bhutan, Chief Minister Tarun Gogoi told reporters here today.
"The militants will definitely try to strike but we have taken preventive measures. The fleeing ultras from Bhutan also cannot be allowed to enter here when they are banned outfits", he said.
The army and paramilitary forces too have been instructed to strengthen their presence along the Indo-Bhutan border at Dhubri, Kokrajhar, Bongaigaon, Barpeta, Nalbari, Kamrup, Darrang and Sonitpur districts, Gogoi said.
The Centre has been asked for Special Services Bureau (SSB) forces that were withdrawn from the Indo-Bhutan border to Jammu and Kashmir, he said, adding the the forces are being sent back to the state.
"The extremists should surrender. See what happened to Saddam Hussein, " he said.
"If the militants surrender and give up their armed struggle then we will accept them back to the mainstream... They must realise the futility of continuing an armed struggle as they will achieve nothing. They should follow the footsteps of Laldenga in Mizoram, NSCN in Nagaland and Bodo Liberation Tigers here", he said.
To a querry whether he would give safe passage to the fleeing militants as they were " sons of Assam soil", Gogoi said "An anti-national is an anti-national. We don't care they are sons of which soil." "Action has to be taken against insurgents. If they are not finished, we will be," he said adding "Let them surrender we will rehabilitate them." Assam, he said, not only wanted the closure of the rebel camps in Bhutan but also of those in Bangladesh and Myanmar and was coordinating with neighbouring West Bengal on the insurgency issue.
"We are surrounded by militant camps in neighbouring countries on all sides. Though the situation here has improved now, we are more vulnerable than before," he said.
Welcoming the action of the Royal Bhutan army against the rebels, the news of which was communicated to him personally by Deputy Prime Minister L K Advani, Gogoi said the Centre took up the ultra camp issue with the government in that country following sustained efforts by him.
<b>Bhutan overruns all terror camps</b>
The Royal Bhutan Army has reportedly captured a top United Liberation Front of Asom leader, Bening Rabha, and demolished all 30 camps of the ULFA, the National Democratic Front of Bodoland and Kamtapur Liberation Organisation.
Rabha, in charge of the outfit's western camps in Bhutan, was reported to have been caught when the RBA overran the 30 well-fortified camps where 120 of the 3,000 terrorists were killed, sources said.
Officials in Bhutan and Assam were mum about the capture.

<b>Libya Agrees to Dismantle WMD Program</b>
WASHINGTON - Libyan leader Moammar Gadhafi, after secret negotiations with the United States and Britain, agreed to halt his nation's drive to develop nuclear and chemical weapons and the long-range missiles to deliver them, President Bush (news - web sites) and Prime Minister Tony Blair (news - web sites) said Friday. Bush said pointedly, "I hope other leaders will find an example" in the action.
Libya's most significant acknowledgment was that it had a program intended to enrich uranium for use in nuclear weapons, a senior Bush administration official said.
Libya's nuclear effort was more advanced than previously thought, the official said. U.S. and British experts inspected components of a centrifuge program to enrich the uranium, though the system was not operational, the official said, briefing reporters at the White House on condition of anonymity.
The White House suggested that Libya's dramatic decision was influenced by the war in Iraq (news - web sites) that toppled Saddam Hussein (news - web sites), as well as U.S. efforts to rein in weapons of mass destruction capabilities in North Korean and Iran.

Recalling the war in Iraq, Bush said other nations should recognize that weapons of mass destruction "do not bring influence or prestige. They bring isolation and otherwise unwelcome consequences."
Bush said the United States and Britain, wary of Libyan promises, would watch closely to make sure Gadhafi keeps his word. And he said Libya's promises on weapons aren't enough; it must "fully engage in the war against terror" as well.
If Libya "takes these essential steps and demonstrates its seriousness," Bush held out the promise of helping Libya build "a more free and prosperous country."
The U.N. Security Council ended sanctions against Libya on Sept. 12 after Gadhafi's government took responsibility for the Pan Am bombing and agreed to pay $2.7 billion to the victims' families.
But the United States has kept its own 17-year embargo in place and has kept Libya on the list of nations that sponsor terrorism.
"As we have found with other nations, old hostilities do not need to go on forever," Bush said. "Libya can regain a secure and respected place among the nations and, over time, achieve far better relations with the United States."
The move represents a shift for a nation long regarded as an outlaw.
While Libya is credited with moderating its behavior in recent years, Gadhafi has been depicted as an erratic, untrustworthy ruler. In 1986, President Reagan sent American warplanes to bomb the Libyan cities of Tripoli and Benzghazi in retaliation for the bombing of a Berlin disco where a U.S. serviceman was killed.
The bombs struck Gadhafi's barracks and killed his young, adopted daughter and wounded two of his sons but Gadhafi, sleeping in a tent outside the compound, escaped injury.
Susan Cohen, a Cape May Courthouse, N.J., woman whose daughter was among the 270 people killed on Pan Am 103 (news - web sites), said Friday night that Gadhafi cannot be counted on to keep his promise.
"How can we trust somebody who has blown up a plane?" she asked.
The Libyan news agency Jana Tripoli quoted Foreign Minister Abdel-Rahman Shalqam as saying Libyan experts had shown their U.S. and British counterparts "the substances, equipment and programs that could lead to production of internationally banned weapons."
Libya's decision is a "wise decision and a brave step that merit support from the Libyan people," Gadhafi said in a statement carried by the official news agency.
Teams of American and British experts went to Libya in October and December, the Bush administration official said.
They visited 10 sites related to Libya's nuclear program, the official said.
Libyan officials also showed the American and British team a significant amount of mustard agent, a World War I-era chemical weapon. Libya made the material more than a decade ago, and also had bombs that could be filled with the substance for use in combat, the official said.
Libya also acknowledged having chemicals that could be used to make nerve agent, the official said.
The U.S. official described little evidence of a Libyan biological program.
Libyan officials further acknowledged contacts with North Korea (news - web sites), a supplier of long-range ballistic missiles, and provided the U.S.-British team access to missile research and development facilities.
According to a recent, unclassified report to Congress, Libya's longest-range missiles were thought to be Scud-B ballistic missiles. These have a range of 186 miles. Libya agreed to destroy missiles with longer ranges, but it was unclear if the country had any.
Bush also used the announcement to try to nudge unnamed "regimes that seek or possess weapons of mass destruction" into similar cooperation.
"Those weapons do not bring influence or prestige; they bring isolation and otherwise unwelcome consequences," he said. "Leaders who abandon the pursuit of chemical, biological and nuclear weapons and the means to deliver them, will find an open path to better relations with the United States and other free nations."

BHUBANESWAR, India (AFP) - India tested its Trishul anti-aircraft missile on Saturday for the fourth time in three days, a defence spokesman said.
The Trishul (âTridentâ) was fired from a mobile launcher at 13:00 pm (O730 GMT) at a moving airborne target from the testing range in Chandipur in the eastern state of Orissa, said the spokesman.
The military also fired the Trishul on Thursday and twice Friday.
The ongoing tests are meant to gauge the accuracy of the Trishul, which can deliver a 15-kilogram warhead up to nine kilometres away, officials said.
The missile has now been tested eight times.
