NEW DELHI: Two Lashker-e-Toiba militants, belonging to Bangladesh, were arrested early Monday morning from Old Railway Station here with 1.5 kg of RDX, days ahead of Diwali and Id.

The arrested were identified as Mohd Aslam Gir and Abdul Razaq, residents of Rajshahi district of Bangladesh, Deputy Commissioner of Police (Special Cell) Alok Kumar said.

They landed in police net on their arrival from Jammu by Pooja Express at around 0500 hours, he said adding 1.5 kg of RDX were recovered from their possession.

The arrest comes at a time when security in the Capital is at an all-time high in view of the festive season.

Top Indian scientist shot dead

Dehradun, November 13: The Director of Uttaranchal SpaceÂ Application Centre,
Dr Anil Kumar Tiwari, was shot dead by an unidentifiedÂ person near his
residence, police said on Sunday.

Tiwari was shot and critically wounded on Saturday night. He succumbed toÂ
injuries at a hospital on Sunday evening, they said.Â

The incident took place when the scientist was returning home after attending
a party, police confirmed.Â

An unidentified man approached Tiwari outside his Mohit Nagar house and fired
a shot at him after a brief altercation.Â

Tiwari was immediately rushed to a private hospital where an operation wasÂ
conducted to remove the bullet but his condition deteriorated and he died a day
later.Â

Expressing shock over the incident, Chief Minister N D Tiwari said an inquiry
has been ordered into the incident.

Chris Hedges: Americaâs Holy Warriors

Editorâs note: The former New York Times Mideast Bureau chief warns that the radical Christian right is coming dangerously close to its goal of co-opting the countryâs military and law enforcement. 

The drive by the Christian right to take control of military chaplaincies, which now sees radical Christians holding roughly 50 percent of chaplaincy appointments in the armed services and service academies, is part of a much larger effort to politicize the military and law enforcement. This effort signals the final and perhaps most deadly stage in the long campaign by the radical Christian right to dismantle Americaâs open society and build a theocratic state. A successful politicization of the military would signal the end of our democracy.

During the past two years I traveled across the country to research and write the book âAmerican Fascists: The Christian Right and the War on America.â I repeatedly listened to radical preachers attack as corrupt and godless most American institutions, from federal agencies that provide housing and social welfare to public schools and the media. But there were two institutions that never came under attackâthe military and law enforcement. While these preachers had no interest in communicating with local leaders of other faiths, or those in the community who did not subscribe to their call for a radical Christian state, they assiduously courted and flattered the military and police. They held special services and appreciation days for all four branches of the armed services and for various law enforcement agencies. They encouraged their young men and women to enlist or to join the police or state troopers. They sought out sympathetic military and police officials to attend church events where these officials were lauded and feted for their Christian probity and patriotism. They painted the war in Iraq not as an occupation but as an apocalyptic battle by Christians against Islam, a religion they regularly branded as âsatanic.â All this befits a movement whose final aesthetic is violence. It also befits a movement that, in the end, would need the military and police forces to seize power in American society.

One of the arguments used to assuage our fears that the mass movement being built by the Christian right is fascist at its core is that it has not yet created a Praetorian Guard, referring to the paramilitary force that defied legal constraints, made violence part of the political discourse and eventually plunged ancient Rome into tyranny and despotism. A paramilitary force that operates outside the law, one that sows fear among potential opponents and is capable of physically silencing those branded by their leaders as traitors, is a vital instrument in the hands of despotic movements. Communist and fascist movements during the last century each built paramilitary forces that operated beyond the reach of the law.

And yet we may be further down this road than we care to admit. Erik Prince, the secretive, mega-millionaire, right-wing Christian founder of Blackwater, the private security firm that has built a formidable mercenary force in Iraq, champions his company as a patriotic extension of the U.S. military. His employees, in an act as cynical as it is deceitful, take an oath of loyalty to the Constitution. These mercenary units in Iraq, including Blackwater, contain some 20,000 fighters. They unleash indiscriminate and wanton violence against unarmed Iraqis, have no accountability and are beyond the reach of legitimate authority. The appearance of these paramilitary fighters, heavily armed and wearing their trademark black uniforms, patrolling the streets of New Orleans after Hurricane Katrina, gave us a grim taste of the future. It was a stark reminder that the tyranny we impose on others we will one day impose on ourselves.

âContracting out security to groups like Blackwater undermines our constitutional democracy,â said Michael Ratner, the president of the Center for Constitutional Rights. âTheir actions may not be subject to constitutional limitations that apply to both federal and state officials and employeesâincluding First Amendment and Fourth Amendment rights to be free from illegal searches and seizures. Unlike police officers they are not trained in protecting constitutional rights and unlike police officers or the military they have no system of accountability whether within their organization or outside it. These kind of paramilitary groups bring to mind Nazi Party brownshirts, functioning as an extrajudicial enforcement mechanism that can and does operate outside the law. The use of these paramilitary groups is an extremely dangerous threat to our rights."

The politicization of the military, the fostering of the belief that violence must be used to further a peculiar ideology rather than defend a democracy, was on display recently when Air Force and Army generals and colonels, filmed in uniform at the Pentagon, appeared in a promotional video distributed by the Christian Embassy, a radical Washington-based organization dedicated to building a âChristian America.â 

The video, first written about by Jeff Sharlet in the December issue of Harperâs Magazine and filmed shortly after 9/11, has led the Military Religious Freedom Foundation to raise a legal protest against the Christian Embassyâs proselytizing within the Department of Defense. The video was hastily pulled from the Christian Embassy website and was removed from YouTube a few days ago under threats of copyright enforcement. 

Dan Cooper, an undersecretary of veterans affairs, says in the video that his weekly prayer sessions are âmore important than doing the job.â Maj. Gen. Jack Catton says that his being an adviser to the Joint Chiefs of Staff is a âwonderful opportunityâ to evangelize men and women setting defense policy. âMy first priority is my faith,â he says. âI think itâs a huge impact.... You have many men and women who are seeking Godâs counsel and wisdom as they advise the chairman [of the Joint Chiefs] and the secretary of defense.â

Col. Ralph Benson, a Pentagon chaplain, says in the video: âChristian Embassy is a blessing to the Washington area, a blessing to our capital; itâs a blessing to our country. They are interceding on behalf of people all over the United States, talking to ambassadors, talking to people in the Congress, in the Senate, talking to people in the Pentagon, and being able to share the message of Jesus Christ in a very, very important time in our world is winning a worldwide war on terrorism. What more do we need than Christian people leading us and guiding us, so, theyâre needed in this hour.â

The group has burrowed deep inside the Pentagon. It hosts weekly Bible sessions with senior officers, by its own count some 40 generals, and weekly prayer breakfasts each Wednesday from 7 to 7:50 a.m. in the executive dining room as well as numerous outreach events to, in the words of the organization, âshare and sharpen one another in their quest to bridge the gap between faith and work.â

If the United States falls into a period of instability caused by another catastrophic terrorist attack, an economic meltdown or a series of environmental disasters, these paramilitary forces, protected and assisted by fellow ideologues in the police and military, could swiftly abolish what is left of our eroding democracy. War, with the huge profits it hands to businesses and right-wing interests that often help bankroll the Christian right, could become a permanent condition. And the thugs with automatic weapons, black uniforms and wraparound sunglasses who appeared on street corners in Baghdad and New Orleans could appear on streets across the U.S. Such a presence could paralyze us with fear, leaving us unable to question or protest the closed system and secrecy of an emergent totalitarian state and unable to voice dissent.

âThe Bush administration has already come close to painting our current wars as wars against Islamâmany in the Christian right apparently have this belief,â Ratner said. âIf these wars, bad enough as imperial wars, are fought as religious wars, we are facing a very dark age that could go on for a hundred years and that will be very bloody.â

Disappearing world: Global warming claims tropical island

Rising seas, caused by global warming, have for the first time washed an
inhabited island off the face of the Earth. The obliteration of Lohachara
island, in India's part of the Sundarbans where the Ganges and the
Brahmaputra rivers empty into the Bay of Bengal, marks the moment when one
of the most apocalyptic predictions of environmentalists and climate
scientists has started coming true.

As the seas continue to swell, they will swallow whole island nations, from
the Maldives to the Marshall Islands, inundate vast areas of countries from
Bangladesh to Egypt, and submerge parts of scores of coastal cities.

Eight years ago, as exclusively reported in The Independent on Sunday, the
first uninhabited islands - in the Pacific atoll nation of Kiribati -
vanished beneath the waves. The people of low-lying islands in Vanuatu, also
in the Pacific, have been evacuated as a precaution, but the land still juts
above the sea. The disappearance of Lohachara, once home to 10,000 people,
is unprecedented.

It has been officially recorded in a six-year study of the Sunderbans by
researchers at Calcutta's Jadavpur University. So remote is the island that
the researchers first learned of its submergence, and that of an uninhabited
neighbouring island, Suparibhanga, when they saw they had vanished from
satellite pictures.

Two-thirds of nearby populated island Ghoramara has also been permanently
inundated. Dr Sugata Hazra, director of the university's School of
Oceanographic Studies, says "it is only a matter of some years" before it is
swallowed up too. Dr Hazra says there are now a dozen "vanishing islands" in
India's part of the delta. The area's 400 tigers are also in danger.

Until now the Carteret Islands off Papua New Guinea were expected to be the
first populated ones to disappear, in about eight years' time, but Lohachara
has beaten them to the dubious distinction.

Human cost of global warming: Rising seas will soon make 70,000 people
homeless

Refugees from the vanished Lohachara island and the disappearing Ghoramara
island have fled to Sagar, but this island has already lost 7,500 acres of
land to the sea. In all, a dozen islands, home to 70,000 people, are in
danger of being submerged by the rising seas.

The UN report warns of more droughts, heatwaves and rising seas. It also states global warming is 'very likely' man-made.

Opposition Leader Kevin Rudd says we need an immediate solution.

We are experiencing dangerous human disruption of the global climate and we are going to experience more."

What this means is that we need to treat climate change not as a long-term threat to our environment but as an immediate threat to our security and prosperity.

We need to see a stable climate as a public good without which it will become increasingly difficult to deliver the other public goods that citizens rightly expect from those who govern them.

We need to see the pursuit of a stable climate as an imperative to be secured whatever it costs through the urgent construction of a low carbon global economy, because the cost of not securing it will be far greater.

Europe Has Warmest January On Record
Many European countries had their warmest January since records began, weather offices said on Wednesday, bringing Dutch daffodils out early and triggering grassland fires in Hungary.

In most parts of Austria, the temperatures were also the warmest since records began, according to Austria's Central Institute of Meteorology and Geodynamics ZAMG.

Britain said this month could be the second warmest, with 1916 holding the record.

COPENHAGEN - Danish police arrested about 190 people in Copenhagen today in violent street clashes after authorities evicted left-wing squatters from a youth centre, a police spokesman said.

Authorities took control of the building in the multi-ethnic, working class Norrebro neighbourhood in an early morning raid. Members of an antiterrorist unit leapt on the roof from helicopters while police officers perching on a crane aimed water cannon through the windows.

After the eviction, scores of demonstrators threw cobblestones at police and set fire to makeshift barricades of trash cans and bicycles. Officers in riot gear chased protesters through the streets and police vans smashed through barricades.

Television footage showed crude weapons that police said they found in the youth house, including crates full of stones and shopping carts wrapped in barbed wire.

One officer and two protesters were injured, police said, including one protester who blew off his hand trying to hurl firecrackers at police.

Clashes flared up again in the evening after a call on the youth centre's website for a demonstration through Norrebro towards the house. Sympathisers from outside Copenhagen arrived by train and in cars to join the demonstration.

During the march, more than 1000 protesters threw bottles and bricks at the police, who responded with tear gas.

Later the unrest spread to near the hippie enclave of Christiania, where rioters smashed shop windows, overturned cars and set them on fire.

"We hope the rain and the cold will help us calm things down," said Flemming Steen Munch, spokesman for Copenhagen police.

According to Danish news agency Ritzau, at least 17 of those arrested are foreigners. Twenty-four people have been remanded in custody, and two have already been sentenced to 27 days in jail for assaulting police, Ritzau said.

The conflict over the youth centre has been simmering since 2000 when local government sold the building to a religious group. Left-wing activists have used it as a base since 1982.

The current owners have a court order to have squatters evicted, which sparked several clashes last year between police and demonstrators.

The youths have sworn to protect the house and have repeatedly called for a political solution while refusing a proposal to move to another building.

"We made them an offer and I'm sorry that they did not accept it," Copenhagen Mayor Ritt Bjerregaard told a news conference after hurrying back from a ski vacation in Norway. "The police handled the situation very professionally," she said.

It is defined on the premise of whether a person can afford to consume 2,400 calories of food in rural India or 2,100 calories of food in urban India per day. Naturally, this limited definition ignores the other bare minimum necessities required for a decent living. Obviously, if one were to consider a more realistically defined poverty line, based on the basic needs for a decent living, the number of poor in India could be far more than the officially stated figure of 30 crore (300 million).
-The abhorrent practice of manual scavenging continues even today.
-Quality of education and curative health services are beyond the reach of the common man and those provided by the private sector are costly and of variable quality.
-A major institutional challenge is that even where service providers exist, the quality of delivery is poor and those responsible for delivering the services cannot be held accountable.
-In the health and education systems, there is a large number of staff vacancies that have not been filled up due to resource constraints.
-The cost of displacements of our tribal population is high and the compensation tardy and inadequate.
-Corruption is now seen to be endemic in all spheres and this problem needs to be addressed urgently.
-The legal system in India is respected for its independence and fairness but it suffers from notorious delays in dispensing justice. Delays result in denial of justice.
-Literacy rate is still below 70 per cent.
-The most difficult task is to ensure good quality of instruction and the position in this respect is disturbing. A recent study found that 38 per cent of the children who have completed four years of schooling cannot read a small paragraph with short sentences meant to be read by a student of class 2. About 55 per cent of such children cannot divide a three-digit number by a one-digit number.
-Drop out rate in primary schools for the country as a whole was at a staggering 31 per cent in 2003-04.

Ten dead after blast in Russian cafe
Ten people have been found dead after an explosion and fire in a cafe in the Russian city of Orsk, emergency officials said.

Authorities were trying to determine the cause of Sunday's late-night blast and fire in the city about 1,400 kilometres southeast of Moscow, Emergency Situations Ministry spokesman Viktor Beltsov said. He said all the victims were believed to have been found.

Investigators suspect it may have been an arson attack, state-run Vesti-24 television reported, citing a regional emergency official.

The report said the victims, five men and five women, included the cafe's proprietor as well as employees and customers.

A spokesman for the regional branch of the Emergency Situations Ministry, Vladislav Zubchenko, said it was unclear what sparked the fire, seemingly suggesting the blast may have been the result of the blaze and not its cause.

Without citing a specific source, Vesti-24 reported that investigators were not ruling out the possibility that the victims were killed before the fire broke out.

Zubchenko said the cafe was located at a market in Orsk, a city of about 250,000 people in the Orenburg region near the border with the ex-Soviet republic of Kazakhstan.

Firefighters extinguished the fire about 90 minutes after they were alerted of the blaze around midnight, he said.

Commercial disputes have been blamed for occasional bombings and arson attacks at offices, stores, restaurants and other establishments in Russia.

Large food and goods markets are chaotic, often including a mix of ethnic groups, and sometimes the site of violence.

Russia has been plagued by terrorist attacks carried out by militants from war-scarred Chechnya and surrounding provinces in the North Caucasus in recent years.

Most of the attacks have taken place in or near the North Caucasus or in Moscow.
