Dawood's name may not figure in 26/11 chargesheet: Official

"Dawood's name will not figure in the chargesheet," a senior Crime Branch official told PTI, refusing to divulge further details.
According to police, investigating officials strongly suspected the involvement of Dawood as the explosives used during the Mumbai attacks were similar to that of 1993 blasts in the city carried out by members of gang led by Dawood who allegedly lives in Pakistan.
Police had said that at least 12 Pakistani nationals would be named as wanted accused in the chargesheet to be submitted by the Crime Branch by January 24.
However, it may not contain Dawood's name. The Crime Branch has set itself a deadline of 60 days within which it will file its chargesheet. According to the Crime Branch, Lashkar-e-Taiba founder Hafiz Saeed and the Pakistan-based outfit's top functionaries Zaki-ur Rehman Lakhvi, Yosuf Muzzamil, Abu Hamza and Kahfa allegedly played prominent role in hatching the conspiracy, training the terrorists and executing the attacks.
The police also suspect that top LeT commander Zarar Shah, reportedly captured in the crackdown on militants earlier this month in Pakistan-Occupied Kashmir, acted as Public Relations Officer for the banned outfit and basically dealt in communications.
Saeed, founder of Jamaat-ud-Dawa, an LeT front proscribed by the United Nations, allegedly gave motivational and emotional speeches to the group of ten terrorists while they were agetting training in Muridke near Lahore before striking the country's financial capital, they said.

Alleging Uttar Pradesh was a den of terrorism in the country, Raj pointed to "criminals hailing from Azamgarh and Jaunpur". Several criminals from UP were arrested in Maharashtra in arms sale cases, he said.

Raj also alleged irregularities in issuance of driving licence by transport authorities.

Mumbai attack galvanises Govt to act fast

Jolted by the Mumbai terror attack, the Government is likely to give the go-ahead for the formation of a Special Forces Command with its own trained commandos, aircraft and other systems to deal with terror situations. The Special Forces would also operate behind the enemy lines in times of war.

The proposed Special Forces Command would be on the lines of similar formations in the US, Russia and Israel. In fact, the budget for the US Special Forces Command was more than the defence budget of several countries, including India, sources said here on Monday.

<b>Once the Special Forces Command is in place, the Army would mesh these highly trained commandos with the National Security Guards (NSG) and also deploy them in case of any emergency, like Mumbai.</b>

The proposal to raise the Special Forces Command was mooted a long time ago and the Army Training Command (ARTRAC), Shimla, was entrusted with the responsibility of drafting a concept paper. The concept paper has been gathering dust with the Government for over two years now.

The Mumbai terror attack seems to have galvanised the Government into fast-tracking the move, sources said. The Army has also speeded up the process of acquiring sophisticated arms and ammunition that would be used by the Special Forces.

Sources said the Government was likely to review the proposal for the Special Forces Command in this backdrop. Citing reasons for the renewed interest, the changing nature of warfare and role of terrorism and the role played by the US Special Forces during the Iraq war in 2001, sources said India has decided to put in place a top-class formation within a time frame.

Officials are studying the role played by the US Special Forces in the Iraq war to incorporate it in the mandate of the Indian Command. The US Special Force commandos landed in Iraq before the actual operations began and collected vital intelligence about strategic targets and key Iraqi military installations. The pinpoint intelligence helped the US artillery and air force to hit the targets with accuracy and avoid collateral damage and cripple the Iraqi military communications network.

Current Indian Government (UPA- SOnia led Congress) was just trying to divert anger with nonsense, why to create another department, why not make current resource more efficient, UPA was trying to bring more Babus to screw futher and create more dependent Indians on Indian Government.
