Swami Satyamitranand Giri, Founder, Bharatmata Mandir M M Swami Hansdas, General Secretary, All India Sant Samiti, Mahant Gyandas, President, Akhara Parisha, Swami Paramatmanand Saraswathi, General Secretary, Acharya Maha Sabha, Ashok Singhal, President, Vishva Hindu Parishad and K S Sudharshan, Sarasanghachalak, Rashtriya Swayamsevak Sangh have jointly issued an invitation on behalf of DHARMA RAKSHA MANCH, New Delhi, for an All India meeting of Hindu Swamijis, Hindu Saints, and Hindu Holymen at Mumbai on 28 January, 2009 and 29 January 2009. Their Invitation reads like a heroic declaration for starting a culturally and spiritually aggressive National Movement for a new HINDU RENAISSANCE. I am quoting below some excerpts from their Invitation, which can be viewed as a Hindu Manifesto for a New Hindu Renaissance and Hindu Transformation. <b>HOLINESS, Humble Salutations at your holy feet!</b> âYour learned-self is aware that today the world is under the unholy grip of violence, terrorism, clash of cultures, creeds and dogmas, and it hardly needs mention that the right equation to these problems could be found in the universal spiritual approach, Sanskaar (training in character formation) and holistic worldview of Bharat. The culture (Kulaachaar) of peace, goodwill and integral approach to life & living is the only alternative that can arrest the present evil ways of mankind. The world faced such situations earlier also and the holistic & altruistic consciousness of Bharat tackled it with its spiritual energy and light. By identifying ourselves with the traditions of our great masters from the Buddha to Vivekananda and Acharya Sankar to Acharya Tulsi, we can save the cultural glory of our country and our creative perspective of global fraternity. Our spiritual culture is going to face the most negative impact of marketisation of the world in the name of globalisation. All out efforts by market forces are on to give our Tyaaga, Vairaagya-based economy a consumerist turn. The electronic and the print media are out to infiltrate the market culture into our pro-family society. There are plots, schemes and plans galore to ruin our broad-spectrum perspective of âMata Bhoomih, Putroham Prithivyaahâ (Earth is our Mother, We are Her Children) into rifts and gulfs of caste, religion, creed, sect, language, class, region, etc. The nationalistic sentiment of âJanani Janmabhoomischa Swargaadapi Gariyasiâ (Mother and Motherland are greater than Heaven) is getting lost into partisan muddle of political parties. We have to save the country from such a state of affairs. It is only the Dharmacharyas that can handle this challengeâ. âAll our icons and emblems of faith and certitude, e.g., the Teerthasthans (places of pilgrimage), Dharmacharyas, etc., are under aggression and the people in the corridors of power are more often than not behind such incidents directly or indirectly or sometimes they look the other way when such things happen. Even the elite, educated and prosperous people are getting proselytised to gain more creature comforts. Now in many provinces the demographic structure is changing due to proselytisation and the propensity for violence and destruction is increasing amongst the people of those states. The attraction for creature comforts is making us crazy and the consumerist culture to which we are getting addicted is giving rise to another kind of brutality. Now the Matrishakti (women power) â the symbol of divinity â is being projected just as a âthingâ and that is why the culture of continence and Sadhana are becoming things of the past from the lives of people. The unwanted or accidental birth of children is either adding to population explosion or encouraging sins like abortions. Now even in social relations, the indispensability of wealth has become an alternative for Dharma. Now all relations are being weighed on a scale of wealth. Cow is no longer the Mother. It is now only a milk, leather, beef and dung-providing animal. In the flow of the Ganga, no longer we see the sanctity of nature and the integrity of life. That has become only a sewer to carry the industrial waste and refuge of cities and towns to the sea. Terrorist attacks are taking place every other day. Fake notes are coming out of banks. Assassins like Dawood Ibrahim now appear as patriots to us, and Sant-Mahatmas like Sadhvi Pragya and Swami Amritananda are projected as terrorists. Venerable Sankaracharyas are being framed under murder charges. Donât you think that these transitional situations are pointing towards a grand change? What should be the direction of that change, only the holy forces of the country can decideâ. Probably struck by such states of affairs, the former Jagadguru Sankaracharya Swami Satyamitranand Giriji Maharaj, while addressing the assembly of Holy forces of the country on November 16, 2008 at Panipat (Haryana), said that keeping in mind the gravity of the present situation it is the need of the hour that all the Sants from all Indic traditions should guide the society from a common platform and the whole country is looking upto them for guidance. All the Sants present not only heartily accepted this resolution but declared formation of a strong platform named âDharma Raksha Manchâ (Dharma Protection Forum)â. âIt is therefore urged upon you that let us all be active in order to save humanity and materialise the universal idea of global fraternity. Kindly formulate a well-studied strategy that can prove to be a positive turn in the history of humanity. It has, therefore, been decided to hold the first All India Meeting of Dharma Raksha Manch on January 28 & 29, 2009 (Wednesday & Thursday) at Mumbaiâ. Swami Vivekananda said: âTrue human feelings, passions and emotions are indeed the gastric juices of the soulâ. According to the UPA government and all other equally anti-Hindu pseudo-secular governments, true feelings, passions and emotions of the Hindus of India in majority are totally irrelevant for creating a strong and united Indian Nation. The Hindus of India acting in unison through their Swamijis, Sadhus and Saints are going to pose the following Historic Question at the Massive Hindu Meet at Mumbai starting tomorrow: âARE WE HINDUS HELPLESS REFUGEES IN OUR OWN ANCESTRAL HOMELAND?â Every Hindu is going to come out with this valiant declaration and Testament of Faith at Mumbai: âLet the word go forth from this time and place that we the Hindus of India can no longer by trifled with âpoliticalâ impunity by the forces of Nehruvian Sonia Gandhi Pseudo-Secularism, Menacing Marxism, Militant Islam and Proselytising Christianity. It is our inalienable, indivisible, inexorable and immutable birthright to demand the creation of a HINDU NATION. We are not ashamed or afraid of declaring from the housetop that we are proud to call ourselves Political Hindus, Cultural Hindus, Spiritual Hindus, Economic Hindus, Nationalist Hindus, Internationalist Hindus and above all Cosmopolitan Hindus. We have been forced to assert militantly on these lines because Sanatana Dharma, Hindu Religion, Hindu Society, Hindu culture and Hindu ethos are under the siege of certain lethal international (!) forces today. The whole of India is getting converted into a âNazi Hitler Landâ of pseudo-secularism with a clearly defined and declared agenda for the decimation and destruction of Sanatana Dharma, Hindu Society and Hindu culture. In Nazi Germany, there was only one criminal gang consisting of one âHerrâ Hitler, one Goebbels, one Goering, one Ribbentrop, one Von Papen, and one Himmler. But in the wretched India of today, we have more than half a dozen similar gangsters in each political party, all united in their resolve to destroy all remnants of Sanatana Dharma and Hindu culture. We have come together at Mumbai to destroy these anti-National and anti-Hindu forcesâ. We Hindus are not just a religious community like the Muslims and the Christians, but a NATION unto ourselves. Thanks to the politically motivated policy of Nehruvian Secularism, Hindus have become third class citizens in our own country. They are no longer the honoured citizens of our land. Like leprosy in British India, a permanent stigma seems to have stuck to the terms âHinduâ and âHinduismâ in todayâs India. They have become terms of abuse in the mouth of that very elite which the dumb Hindu millions have raised to the pinnacle of power and prestige with their blood, toil, sweat and tears. It is reliably understood that the Mumbai Meet will be focusing national Hindu attention on the following issues: 1. Jihadi terrorism must be done away with. 2. Drive out Bangladeshi infiltrators. 3. There must be a Central Law to put an end to proselytisation of Hindus in the country through allurement, force, fraud, orchestrated miracles etc. 4. Efforts must be made to put an end to Western Cultural aggression on Bharat. We must liberate Bharat from the stranglehold of Western Consumerismâa debauched wretched life of filthy lucre by filthy lucre for filthy lucre. 5. Central Laws must be passed to ensure preservation of Sri Ram Sethu and the construction of a grand temple to Sri Rama at his Birthplace of Ayodhya. 6. Constitutional amendment must be effected to repeal Article 370 that encourages and legalises secessionism in Kashmir. 7. A simple Cow Protection Law must be enacted for protection of Cow and its progeny in the Holy land of Bharat. 8. A common Civil Code must be enacted for our Country and common Citizenry who already have a Common Criminal Code. Dr Subramanian Swamy, the VEER HANUMAN who saved Rama Sethu from planned destruction by UPA RAVANA government last year has been invited to speak at the Mumbai Hindu Meet. He has prepared a brilliant Hindu Manifesto titled FUNDAMENTALS OF HINDU AGENDA FOR POLITICAL ACTION. For the Swamijiâs Meet taking place at Mumbai on 28-1-2009 and 29-1-2009, Dr Subramanian Swamy has prepared a Hindu Manifesto titled âFUNDAMENTALS OF HINDU AGENDA FOR POLITICAL ACTIONâ. In my view this is going to be viewed as a very important document in the future evolution of a Hindu Nation. The Boat of Communism was launched into the uncharted sea by Karl Marx (1818-1883) and Friedrich Engels (1820-1895) when they published their Communist Manifesto in 1848. Dr Subramanian Swamy has come out with his brilliant Hindu Manifesto launching the Ship of a New Hindu Nation in the swirling waters of an unknown ocean. Let me deal with some of the main issues raised by Dr Subramanian Swamy in his Hindu Manifesto. I. Hinduismâs structural Limitation The fundamental principle of Hinduism is that those who are Hindus are not regimented by theology to do or not to do something. There is thus no âChurchâ to obey, or believe that the âPopeâ is infallible, or that âBibleâ is the sole book to specify what to believe in and what not to. Nor is there a Mecca, Kaaba, or Koran to goad the faithful into submission to commit violence against Kafirs and Dhimmis. Hindus instead have a framework of religious thought and philosophy that evolved as Sanatana Dharma, and within that framework, Hindus as individuals or groups are free to innovate and improvise their religious rituals. That is why if one is a Hindu, it is natural to be of a democratic temper and to be secular in politics. Because of this distinctiveness of Hinduism, millions of Hindus for example come to Kumbh Mela on their own, without a fatwa or invitation, peacefully and without guidance or dictation, perform their pujas and then depart. It is purely voluntary even as the State does not provide any subsidy for travel expenses. With this kind of widespread voluntary commitment of Hindus, seen not only in Kumbh Mela, but also in other occasions such as in Sabarimalai, Vaishno Devi, etc., can we feel secure that Hindus will unite to defend against sinister and violent threats that the religion may face? We cannot be sure, because the Kumbh Mela spirit not only represents the innate strength of Hinduism, but also itâs main weakness. That is, those who assemble at Kumbh Mela do it as an act of individual piety. Hindus do not go to Kumbh Mela to be with other Hindus, but because they believe that their individual salvation lies in going there. But collectively they lack the mindset that bonds Hindus in a virile unity. Hence, patriotic Hindus should understand this structural limitation that the concept of individualism has induced in Hindu Dharma. If we understand it, then we must try and rectify it, since Hinduism is being targeted today by terrorism, religious conversion, and minority appeasement and debasement in history texts. It is worthy of notice that our spiritual leaders in the past have from time to time come forward to rectify this structural limitation, whenever the need arose e.g., as the Sringeri Shankaracharya did by founding the Vijayanagaram dynasty. II. Our Hindu History Well before the birth of Christianity and Islam, Hindu religion had been once intellectually dethroned by Hinayana Buddhism. But Adi Sankaracharya restored Hinduism through his famous Shastrathas [religious debate and reasoning based on Shastras] and caused a renaissance in Buddhism itself, which then came to be known as Mahayana Buddhism, conceptually in complete harmony with, if not indistinguishable from Hindu theology. In south India, the Azhwars and Nayanmars also through shastrathas repositioned Hinduism after dethroning Jainism and Buddhism. Since then the Hindu Dharmacharyas have always been looked up to when Hindu society faced a threat or crisis, for guidance to meet the challenge to the Hindu religion, Today, we again need the revered Acharyas to show us the way. Militant Islam and later crusading Christianity had come to India, and aggressively challenged Hinduism. Because we had not developed a Hindu mindset, they despite being much smaller numbers, seized power in sequence and established their own state in India. Hindus however remained steadfast in their individual commitment to their religion. Thus, despite state patronage to the ensuing onslaught, plunder and victimisation, for over a thousand years those of Hindu faith could not be decimated, and Hinduism remains the theology of the vast Indian majority. Defiant Hindus suffered persecution and economic deprivation during Islamic and Christian reigns, such as through differential taxation [e.g., jezia and zamindari land revenue appropriation] and plain brutality, but Hindus by and large refused to capitulate and convert. Even after almost a thousand years of such targeting by Muslims and Christian rulers, undivided India in 1947 was more than 75% Hindu. In 1947, temporal power was de facto restored to the Hindu majority. But the Indian state formally adopted secularism, which concept however was never properly defined or debated. For example, it left vague what an Indianâs connection was with the nationâs Hindu past and legacy. In the name of secularism, it was taboo for a public servant even to break a coconut or light an oil lamp to inaugurate an official function on the ground that religious symbols must not invade public life. Such orthodoxy was promoted by Jawaharlal Nehru and his Leftist advisers. The government took over supervision of temples, legislated on Hindu personal laws, and regulated religious festivals, but kept aloof from the Muslim and Christian religious affairs. The secularism principle was foisted on the Hindu masses without making them understand why they had to abide by legislation but not Muslims and Christians. As a result, the renaissance that had begun in the late nineteenth century to redefine the Hindu identity [in contemporary terms and norms valid in a pluralistic society], was aborted by the confusion thus created in Hindu minds by a vaguely understood concept of secularism. Electoral politics further confounded the Issues arising out of secularism, and hence the Indian society became gradually and increasingly fragmented in outlook and of confused perspective. Hindu society became divided by caste that became increasingly mutually antagonistic- Attempts were made through falsification in history texts adopted for curriculum in the education system to disconnect and disinherit the contemporary Indian from the past glory of Hindu India. The intrinsic Hindu unity has been sought to be undone by legitimising such bogus concepts as Aryan-Dravidian racial divide theory, or that India as a concept never existed till the British imperialists invented it, or that Indians have always been ruled by invaders from abroad. The Aryan theory was a deliberate distortion by British imperialists and propagated by their witting and unwitting mental slaves in India. Incidentally, the Aryan-Dravidian myth has now been exploded by modern research on DNA of Indians and Europeans conducted by Professor C Panse of Newton, Mass, USA and other scholars. In light of such new research, the British Broadcasting Corporation [BBC] service in itâs October 6, 2005 service completely debunked the AryanâDravidian race theory stating that: âTheory was not just wrong, it included unacceptably racist ideasâ [www.bbc.co.uk, religion & ethics homepage, Thursday, 6/10/05]. <b>Dr Subramanian Swamy</b> has brilliantly summed up: âModern India was portrayed by foreign interests through this curriculum as a discontinuity in history and as a new entity much as are todayâs Greece, Egypt or Iraq. That curriculum is largely intact today. On the contrary efforts are afoot to bolster the disparagement of our past in the new dispensation today. A rudderless India, disconnected from her past has, as a consequence, become a fertile field for religious poachers and neo-imperialists from abroad who paint India as a mosaic of immigrants much like a crowd on a platform in a railway station. That is, it is clandestinely propagated that India has belonged to those who forcibly occupied it. This is the theme around which the Islamic fundamentalists and fraudulent Christian crusaders are again at work, much as they were a thousand years ago, but of course in new dispensations, new forms of sophistication, and multitudinous media forms. Thus the concept of intrinsic Hindu unity, and Indiaâs Hindu foundation are dangerously under challenge by these forces. Tragically most Hindus today are not even cognizant of itâ. A Hindu nation founded on SANATANA DHARMA ought to be the cherished goal of all the Hindus in India today and not a fraudulent nation founded on pseudo-secularism. All the Hindus of India have come to understand that the present Constitution of India is not based on Hindu ideals and Hindu ethos. Its provisions have been framed deliberately disregarding Hindu values and Hindu cultural and social traditions. It is always the preamble of a nationâs Constitution which proclaims what is its national identity, what are its national ideals and goals, what is its national culture, for the weal of which society has it been formed. The present Constitution of India appears to be screaming at the top of its voice to announce that the India it talks of represents neither the Hindu nation, nor the Hindu religion, nor the Hindu culture, nor the Hindu society. By no stretch of imagination can you consider it as a Constitution for the Hindus or of the Hindu nation. As Abbhas Kumar Chatterjee brilliantly puts it: âA Constitution that ignores Hindu ideals, which gives the NATION less RIGHT than its MINORITIES, which does not recognise HINDUS as a NATION cannot be our CONSTITUTION. In my opinion, those who regard the present Constitution of India as their own, no matter how big leaders they may pretend to beâhave not yet comprehended the concept of the HINDU NATIONâ. âA State has to run its affairs in accordance with the hopes, aspirations, ethos, ideals and culture of the nation. It should represent the Nation before the world, promote the image of Janata Party President Dr Subramanian Swamy talking to Kanchi Acharya Shri Jayendra Saraswathy and other Swamijiâs at a meeting of Dharma Raksha Manch in Mumbai on Wednesday. the Nation and welfare of its members, and spread the glory of its national culture. In respect of India, the symbol of our national culture is Sanatana Dharma rooted in our timeless Vedic Heritageâ. According to Dr Subramanian Swamy the challenge confronting Hindus today is however much more difficult to meet than was earlier in history because the forces at work to erode and undermine Hindu faith, unlike before, are unseen, clandestine, pernicious, deceptive but most of all sophisticated and media-savvy. Tragically Hindus in larger numbers, more particularly the educated Hindus have been unwittingly co-opted in this sinister conspiracy directed by foreigners who have no love for India and who also see in the same way as Lord Macauley (1800-1859) did in the nineteenth century, that the hoary Hindu foundation of India is the chief stumbling block for the furtherance of their nefarious perfidious game in the field of politics and religionâin short Christianisation of India. Adherence to Hinduism is also being sought to be diluted in the name of modernity and this dilution is made a norm of secularism. Religion, it is advocated, is personal. To be a good Hindu today is conceptually being reduced to just praying, piety, visiting temples, and celebrating religious festivals. The concept of a collective Hindu mindset is being ridiculed as chauvinist and retrograde, even fundamentalist. Christians and Muslims are given this special privilege but not the majority Hindus of India. The concept of a corporate Hindu unity and identity however is that of a collective mindset that identifies us with a motherland from the Himalayas to the Indian Ocean and itâs glorious past, and the concomitant resolve of itâs representative leadership defined as âchakravartinâ earlier by Chanakya, to defend that vision. It is this concept and resolve that is being discarded or is just evaporating under the onslaught of the Nehruvian secularists. Dr Subramanian Swamy beautifully puts it: âHowever pious a Hindu becomes, or how many millions come to Kumbh Mela, Sabarimala etc., however prosperous Hindu temples may become from doting on devoteesâ offerings, when the nation is in danger it is this collective mindset of the people that matters, and not the piety of the individual or the cosmetic and superficial collective feelings without any national purpose or direction. Consequently, Hindu society today lacking a cohesive corporate identity, is thus in the process of becoming fragmented, and hence increasingly in disarray. This fission process is on simultaneously with the reality of millions of Hindus going to temples regularly. The Hindu consciousness that is needed today is that which encompasses the willingness and determination to collectively defend the faith from the erosion that is being induced by the disconnect with our glorious pastâ. That glorious past was aptly summarised in the writings of Dr Ambedkar, and his oration in the Constituent Assembly for a strong united country. In his scholarly paper presented in a 1916 Columbia University seminar [and published in Indian Antiquary, vol. XLI, May 1917 p.81-95] Dr Ambedkar stated: âIt is the unity of culture that is the basis of homogeneity. Taking this for granted, I venture to say that there is no country that can rival the Indian Peninsula with respect to the unity of its culture. It has not only a geographic unity, but it has over and above all a deeper and much more fundamental unityâthe indubitable cultural unity that covers the land from end to endâ. Ambedkar wrote several such brilliant books, but alas, Nehru and his cohorts so thoroughly frustrated him that in the end his inner bitterness drove him to Buddhism. By a criminal failure to usher in a National Renaissance after 1947 India lost her glorious opportunity to cleanse the accumulated dirt and unwanted baggage of the past. The battering that the concept of Hindu unity and Indian identity has taken at the hands of Nehruvian secularists since 1947 has led to the present social malaise. Thus, even though Hindus are above 80 percent of the population in India, they have not been able to understand their roots in, and obligations to, the Hindustani nation in a pluralistic democracy. Thus, if this degeneration and disconnect are not rectified and repaired by a resolve to unite Hindustanis [Hindus and those others who proudly identify with Indiaâs Hindu past], the Hindu civilization may go into a tail spin and ultimately fade away very much like other civilizations that have vanished in the past for much the same reason. Today the sacrilege of Hindu concepts and hoary institutions, is being carried out not with the crude brutality of past invasions, but with the sophistication of the constitutional instruments of law. The UPA government under stranglehold of anti-Hindu Catholic Christian Sonia Gandhi, has perfected this technique! The desecration of Hindu icons, for example the Kanchi Kamakoti Mutt, is being made to look legal, thereby completely confusing the Hindu people, and thus making them unable to recognise the danger, or to realise that Hindus have to unite to defend against the threats to their legacy. Dr Swamy sums this up as: âWe Hindus are under siege today; and we do not know it !! That is, what is truly alarming is that Hindu society could be dissembled today without much protest since we have been lulled into or lost the capacity to think and act collectively as Hindusâ. Hindus today are being systematically prepared for psychological enslavement and conceptual capture. Indians thus are being subtly brainwashed. Hindus are being lulled, while Muslims and Christians are being subject to relentless propaganda that they are different, and are citizens of India as would be a shareholder in a Company that runs for profit, and not as descendents of Hindus, and a product of conversion, fraud and force. To resist this siege we first need Hindu unity. Numbers [of those claiming to be adherents to Hinduism] do not matter in todayâs information society. It is the durability and clarity of the Hindu mindset of those who unite that matters in the forging of an instrument to fight this creeping danger. In a forest a thousands goats may assemble, but on sight of a sole tiger, these goats will scatter and run. Similarly, we witness five fully-grown lions obeying meekly a thin wiry ringmaster in a circus. It is all a question of strength and attitude of mind. We Hindus cannot fight this unless we first clearly identify what we have to fight for. We cannot effectively respond unless we understand the nature and complexity of the challenge. What makes the task of defending Hinduism much more difficult today is that the oppressors are not obvious marauding entities as were Ghazni, Ghori, or Clive. The means of communication and the supply of funds in the hands of our enemies are multiples of that available in the past, for camouflaging their evil purposes like decimation of Hindu culture and destruction of Hindu religion and civilization. Hindus are facing a four dimensional siege and this siege is pernicious, clandestine, deceptive and sophisticated. It requires an enlightened Hindu unity to combat the threats and get the siege lifted. We have to begin by first understanding the content and scope of the four-dimensional siege before we Hindus can unite to battle against it. These dimensions are: [1] The clandestine defamation of Hindu symbols and institutions. [2] Demographic restructuring of Indian society. [3] The Rise of Terrorism Directed at Hindus. [4] The Erosion of Moral Authority of Governance. Dr Swamy has issued this appeal to all the Hindu Dharmacharyas of India: âIn this time of creeping darkness in our society, there are still venerated souls who draw crowds of people who come on their own expense to hear such evolved souls and follow them. These are our dharmacharyas, and a part of Hindu Dharma Acharya Sabha convened by Swami Dayananda Sarasvati. This organisation represents the most extraordinary and historical event in Hindu history of at least 1000 years, and a dire need of the hour. All bouquets and praise to Swami Dayananda Sarasvati. Just as Rshi Vishwamitra picked his archers and hunters to put an end to asuras and rakshasas, the same way I urge and implore this Sabha to pick a political instrument to cleanse the body politic of the nationâ. In todayâs democratic India, we can best do this by a HINDU AGENDA certified by the Hindu Dharma Acharya Sabha of Swami Dayanand Sarasvati and endorsed by the electorate in a General Election. It cannot be done without Hindu unity in our democracy, and hence formulating a code of ethics and moral principles is essential for creating a meaningful and purposeful Hindu unity. Hinduism has to show that its plurality and all-encompassing acceptance are not signs of disparateness or disunity. For that, a collective voice is needed. Hindu vote is sacred, and should not be wastedâ.In conclusion I would say that Non-Hindus can join this Hindustani unity, but first they must agree to adhere to the minimum requirement: that they recognise and accept that their cultural legacy is Hindu, or that they revere their Hindu ancestry and that they are as equal before law as any other but no more, and that they will make sacrifices to defend their Hindu legacy just as any good Hindu would do to defend his own ancestry. <b>The development of multi-dimensional intelligence</b>
By Dr Subramanian Swamy India has now become, by unintended consequences, gifted with a young population. We should educate this youth to develop cognitive intelligence to become original thinkers and imbibe emotional intelligence to have team spirit and rational risk. All developed countries will experience a demographic deficit. India will not if we empower our youth with multiple intelligences. Our past liability, by a fortuitous turn of fate, has now become our potential asset for the future. National Policy is nothing but measures by which we can create a modern mindset in the youth of India, not only to motivate the youth to acquire technical competence, but to develop emotional, moral and social values that will make that person a self-reliant individual of high character, patriotic, and possessing a social conscience. The world view of economic development has now completely changed with the shift in focus in the theory. Development is no more thought of as capital-driven, but as knowledge-driven. For application of knowledge, we need innovations, which means more original research, and hence we need more fresh young minds outâthe cream of the youthâto be imbibed with learning and at the frontier of research. This requires adequate empowerment of mental faculty endowed with multi-dimensional intelligence. It is no more adequate to foster cognitive intelligence only. There are other dimensions of intelligences recognised now viz., emotional, social, moral and spiritual. Since India has a huge population of youth, close to 600 million, our national agenda must include providing quality education to all to fully reap the demographic dividend that youth represent. For decades since Independence in 1947, we had been instead told that Indiaâs demography was her main liability, that Indiaâs population was growing too fast, and what India needed most was to control its population, even if by coercive methods. But in fact, the economic disasters that we had, such as food shortage [1965-67], foreign exchange crisis [1957-58, 1990-91] and the low growth rate in GDP [1952-90], were all because we had adopted the Soviet model of development which was unsuited for our economy, and not because of our population growth rate. I had challenged this view that population growth was Indiaâs problem, argued then that modern science, and through the scientific innovations, these youngsters can overcome the limitations of land, natural resources and production. I had then also called coercive family planning as âan obsession of developed nationsâ. But the negative view of population prevailed till the ânasbandiâ [vasectomy] fiasco of the Emergency in 1975-77 forced Indian politicians to become less vocal about the need for coercive family planning. But the prejudice about population growth in India continued into the beginning of the 21st century. Noted demographer, Dr.Ashish Bose of the University of Delhi had published in 1972, my research as a chapter in his book titled: Indiaâs Population, in which I had argued that the youth of India would be an asset to the countryâs development and not a liability. But for decades this view was rejected by Leftist Indian scholars and scholars in the West as âdangerous and chauvinistâ. During this same period, China had earned international praise for coercively controlling population by its short-sighted one child per family scheme. Left academics of India however kept exhorting us to follow the China example. Thank our good fortune, that our democracy protected us from the China disaster. Even China accepts today that their one-child programme was wrong and is now hurting their development. Globally, India today leads in the supply of youth, i.e., persons in the age group of 15 to 35 years, and this lead will last for another forty years. We should not therefore squander this ânatural resourceâ. We must, by proper policy for the young, realise and harvest this demographic potential. China is the second largest world leader in young population today. But the youth population in that country will start shrinking from 2015, i.e., less than a decade from now because of lagged effect of the one-child policy. Japanese and European total populations are already fast aging, and will start declining in absolute numbers from this year (2009). The US will however hold a steady trend thanks to a liberal policy of immigration, especially from Mexico and Phillipines. But even then the US will have a demographic shortage in skilled personnel. All developed countries will experience a demographic deficit. India will not if we empower our youth with multiple intelligences. If we educate this youth to develop cognitive intelligence to become original thinkers, imbibe emotional intelligence to have team spirit and rational riskâtaking attitude, inculcate moral intelligence to blend personal ambition with national goals, and cultivate social intelligence to defend civic rights of the weak, gender equality, the courage to fight injustice, and the spiritual intelligence to tap into the cosmic energy that surrounds the earth then we can develop a superior species of human being, an Indian youth who can be relied on to contribute to make India a global power within two decades. The nation must therefore structure a national education policy for the youth of India so that in every young Indian, the five dimensional concept of intelligence, viz., cognitive, emotional, moral, social and spiritual, manifests in his or her character. Only then, our demographic dividend will not be wasted. These five dimensions of intelligence constitute the ability of a person to live a productive life and for national good. Hence, a policy for Indiaâs youth has to be structured within the implied parameters of these five dimensions. What are the parameters of such a national policy? These are [1] ability empowermentâthat is the development of the five types of intelligence stated above; [2] a collective mindset about the legacy and future of the nation which means knowing the correct de-falsified history of India [3] commitment to a social contract of rights and obligations such as a fundamental right to quality primary and secondary education, right to work, an obligation to compete for posititons on merit, practice gender equality and placing national interest above selfish interests. A National Education Policy is therefore a framework for the comprehensive growth of the nationâs young population between 15 and 35 years of age, and for enabling this youth to be positioned in life for personal advancement as well as for contributing to national greatness. Thus, we lack today a properly structured policy for development Indiaâs youth. Hence many are going astray to drugs, promiscuity, and crime. Others are going away abroad. There is thus an urgent need for designing such a policy because of the potential that we have to reap the demographic dividend from our large national pool of youth. I would define an appropriate National Policy as âan architectureâ that enables the youth to bloom to the maximum feasible human capacity by the time of attaining full adult maturity. In other words, the architecture consists of objectives of youth development, priorities in the attainment of the objectives, a strategy based on a coherent agenda to achieve those objectives in the order of priority determined, and mobilisation of financial and other resources to implement that strategy. The overall goal of a National Youth Policy has to be to make the nation a secure civilization. All dimensions of development have therefore to be synergized to that goal. What are the objectives then that the youth should work toward? These objectives cannot be purely materialistic because we know from our past history that though India was the worldâs most economically developed country, our nation was subject to brutal assault and loot by a handful of foreigners, and for a 1000 years we could not rule from Delhi. Materialistic progress alone does not guarantee national security of a nation. What is essential is the character and integrity of its citizens. Hence, besides the objective of acquiring knowledge and getting employment that require cognitive intelligence, the youth must be motivated in other dimensions of intelligence that of emotional, moral and social. These concepts have been developed in the eighteen chapters of Bhagavat Gita that has been interpreted in modern context by Sri Chandrashekharendra Saraswati of Kanchi Mutt, Swami Chinmayananda, and Swami Dayananda Saraswati of Arsha Vidyalaya. In the United States, as the Business Week magazine has recently reported, these concepts have become highly popular in the corporate world, and have been incorporated in the best-selling books written by Daniel Goleman, Deepak Chopra, and Anthony Robbins among others. Thus, cognitive intelligence is necessary for technical competence and intellectual articulation; emotional intelligence for the ability to perceive, apprise, and express emotion adaptively to create empathy in others, and to regulate emotions in ways that assist thought; moral intelligence is the mental capacity to determine how universal human principles should be applied to our personal values, goals and actions; and social intelligence is knowing how to use our neurological Wi-Fi to motivate others since our thoughts, emotions and body language impact on the responses of others who interact with us, just as laughter, anger, rebuke, praise, optimism, pessimism, honesty, crookedness, etc., each affects the behaviour of others bilaterally and multilaterally. In brief, the National Policy is nothing but measures by which we can create a modern mindset in the youth of India, not only to motivate the youth to acquire technical competence, but to develop emotional, moral and social values that will make that person a self-reliant individual of high character, patriotic, and possessing a social conscience. Such an army of evolved youth will be the asset of the nation, and then collectively the demographic dividend can be reaped by us for the glory of Bharat Mata. Hence, a well structured national policy for development of multiple intelligence is vital for making India global power two decades. Issue Fatwa against terrorism & Jihad : Dharma Raksha Manch 31/01/2009 00:28:15 HK Correspondent MUMBAI : The Dharma Raksha Manch at a press conference held in Mumbai on Wednesday 28 January 2009 urged 13 major Muslim organizations to issue Fatwa against terrorism and jihad. They maintained that the Muslim Groups while issuing such a Fatwa must mention in that India was not Dar-ul Harab(a land against which Islamists have to wage a war) and it has been Dar-ul Aman(land of peace), where Muslims can practice Islam without any impediment. Janata Party President Subramanian Swamy presented at the Manch a paper on his idea of a Hindu agenda. In that he urged the unity of Hindus based on a mind set and sought the re-writing of history text books of educational institutions, zero tolerance to terrorists, no negotiations with them and to retaliate against their political objectives. Political circumstances are changing swiftly and will soon make it very difficult, if not impossible, for Hindus to recover from the onset of political, social and spiritual oblivion. The combination of modern communication technologies for brainwashing and political assault has placed Hindus in greater danger. The underlying dominance of Islam in West Bengal is obscured by the outward resilience of a superficially communist dispensation. At an opportune moment, a Muslim party will pose a deadly challenge to it in alliance with opportunistic parties like the Trinamul Congress. Many areas of UP, Bihar, Delhi as well as other states are effectively quasi-sovereign Muslims enclaves and access to them by legally constituted authorities minimal. This is the life-and-death struggle that Hindus are unable to comprehend and resist. Instead the outflow of educated Hindus to a militantly evangelical US has created a diabolical situation in which they are overwhelmingly dependent on the US, and to a lesser degree the British market, for their livelihoods. Virtually every author from Mumbai, writing for the English speaking market, sought to downplay the role of terrorism. The scandalous disarray of Indiaâs political class has been highlighted in recent weeks, without Hindus apparently unable to even comprehend the unfolding drama affecting their destiny. The UPA has descended to treasonous co-ordination of its pending general election campaign with governmental agencies in Pakistan, including, in effect, the ISI. The diabolical enemy of Hindu India, the US, has brokered a deal between India and Pakistan that includes the disingenuous arrest of 124 jehadis and measures like the closure of their Internet web sites, contrived to provide respite to Manmohan Singhâs beleaguered government. David Miliband, the British Foreign Secretary was evidently sent by the US to deliver a message that India must abandon, as a quid pro quo, its demand for the extradition of the planners of the Mumbai terror carnage. The idea that Pakistan will actually prosecute anyone and punish them for attacking India is laughable, but it will buy time for the UPA to apply the balm of forgetfulness to India. The Indian EAM, Pranab Mukherjee, of Murshidabadâs Jangipur Islamic constituency, which he bribed with 2100 crore rupees in 2006, obliged with alacrity, quite forgetting his periodic hypocritical belligerence towards Pakistan, all apparently intended to deceive. His subsequent delirious recanting of his initial surrender to Indiaâs erstwhile colonial masters occurred because Congress Party managers evidently deemed such public acknowledgement impolitic. Far from being indiscreet, British Foreign Secretary, David Miliband, has merely restated what has been British policy towards India since the 1940s, which has been to incite Islamic jehad to undermine it. The British Foreign Secretary rounded of his imperious visit to India by joining Rahul Gandhi on the campaign trail in Amethi, underlining the extent of Indiaâs subordination to the Anglo-American imperialists. And Miliband, the lowly whippersnapper, gallingly added insult to injury by asserting that the Mumbai carnage was due to Indian policies in Kashmir. But this is all of a piece, which echoes the cynical and unflagging attempts of Britainâs elites since the late nineteenth century to damage Hindus as much as possible. Author Narinder Singh Sarila has documented the extent to which Mohammed Ali Jinnah, the butcher who sponsored the bloodletting in Calcutta on Direct Action Day in August 1946, was a mere pawn in British imperial designs to create a strategic hold over the Indian subcontinent. It is therefore cause for dismay that the NDA candidate for Prime Minister and his advisers have now embraced both the murderous Jinnah and the jehadi Deobandis. Where will it all end? Alas, Hindus are in serious danger of reaching the point of no return in the very near future. Islam and Christianity have subjugated all these regions in succession. Yet, no Hindu regards the fate of these vast lands as relevant to their current predicament and the political conquest threatening them. Most even dismiss the loss of vast additional territories in 1947 to murderous usurpers determined to destroy them and which includes areas once the cradle of their civilisation. Hindus are also unable to grasp their effective dis-empowerment in significant areas of the Indian Union. Christians barely tolerate Hindus in the Northeast, which is an armed Christian enclave that will assert its political independence the moment the federal centre is embroiled in a crisis of authority. Muslims and Christians have long imposed a condominium in Kerala, but predictable rivalry between them for supremacy has arisen now that the common goal of curbing Hindus has been achieved. The initial political alliance between Muslims and Christians against Hindus followed by competition between them is the pattern likely to occur elsewhere in India. Tamil Nadu politics is dominated by Christians under the spurious guise of Dravidian irreligiousness and in concert with Islam. Andhra Pradesh is witnessing a remarkable surge of Christian conversions under an evangelical Chief Minister. However, Muslim resistance to Christian primacy will surface vengefully in the future since Muslims retain strong local historical roots, backed by significant numbers and ideological consciousness. Some of them are internal to the Hindu tradition and arise from their very own spiritual identity and historical legacy. Still others are accidental though consequential, such as the misadventure of one individualâs diabolical role in their society and the constitutional structure of the Indian polity inherited after Independence. India is suffering from the disastrous impact of the usurpation of political power by one individual, whose loyalty to Indian sovereign interests is suspect and who, in addition, is mainly motivated by private family aspirations for wealth. The constitutional structure of Indian politics has also guaranteed national disunity, by articulating and amplifying every domestic division and dispute for electoral advantage. Finally, India is facing determined assault by imperialists, who are deploying the advantages of modern technology and economics to subordinate it. All of these factors in combination seem to outweigh the ability of Hindus to respond in a farsighted way to protect their civilisation and assure a legacy to their children and grandchildren as well as the wider world. A mortal external danger facing Hindus and India is the Christian Crusader State, the US. The US and its British, German and Scandinavian allies are assiduously engaged in evangelical conversion to destroy Hinduism once-and-for- all. As Sitaram Goel averred, Christianity and Islam are both political ideologies and, one should add, their fervent claims to divine inspiration subterfuge to deceive. The US hatred for India is long-standing, having begun more or less from the moment India became independent in 1947. It has been the principal sponsor of Indiaâs enemies in the region, with some sterling help from Britainâs duplicitous political elites. In the late 1960s, the US joined with China to undermine India, with Henry Kissinger in 1971 inviting the Chinese ambassador to the UN, Huang Hua, to advise his country to attack India. But Pakistan remained the main US instrument to torment it and collusion with its merciless butchers to commit genocide in Bangladesh was the most blatant example of evil US predilections towards Hindu India. Even at this very moment, the US government and its liberal media are working overtime to stop India punishing Pakistan by resorting to intrigues about a common enemy and pretending to chastise Pakistan when the Pakistani ISI was created in fact as an outsourced branch of the CIA. Contemporary evangelism is the modern offspring of Nazism, which sought to implement a programme of racial subjugation in a pattern with long antecedents in the history of Christian nations. Christianity highlights an unbroken history of torture and mass murder to achieve imperialist political goals. From the sixth century onwards it showed its true colours once it had suborned the Roman State and began a programme of extirpation against all rivals. From Charlemagneâs cold-blooded execution of tens of thousands of pagans and the subsequent killing spree in the Christian expansion into Eastern Europe to the mass murder of Cathars and the unrelenting persecution of Jews, the Church was the unequivocal progenitor of modern Nazism. The instances of the complicity of most major denominations in murder and enslavement is endless, from active participation in the genocide of Amerindians and Africans, to the creation of the Southern Baptist Convention to defend US slavery and their Absolution for apartheid in South Africa. But in India they have appeared to liberate so-called oppressed groups who are merely going to become instruments for the introduction of modern slavery for all Indians. This is the life-and-death struggle that Hindus are unable to comprehend and resist. Instead the outflow of educated Hindus to a militantly evangelical US has created a diabolical situation in which they are overwhelmingly dependent on the US, and to a lesser degree the British market, for their livelihoods. They engaged instead in self-flagellation and deviously advanced the idea that there were deeper causes of terrorism and for which of course India was allegedly responsible. All this cynical hand wringing is really designed to validate the fervent US desire to shield its dastardly ally from the consequences of terrorism against innocent Indians. And of course it does no harm to the book sales of these distinctly second-rate wordsmiths. As any reasonable observer is aware, there is no such thing as Hindu except to locate them geographically as a people. And to also differentiate Hindus in the negative sense from the imperious monotheisms of Christianity and Islam. Hindu practices do share some features, the central attribute of which is the ability to accommodate what other faiths denounce as the heresy of rivals. Of course most Hindus do privilege some common practices and beliefs, especially the singular importance of certain key texts. There is also a willingness to accord recognition to deities privileged by competing sects even as they continue to accord primacy to their own particular form of worship. However, one striking commonality for Hindus is a feeling of affinity that they experience entering temples anywhere within India and beyond. The most significant aspect of Hindu religious life remains its ingrained tolerance towards each otherâs spiritual beliefs. It is important to note that Hindus instinctively react in the same way to Islam and Christianity despite the fact that both are determined to extirpate Hinduism and impose their own exclusive faith on them. The result of Hindu eclecticism and its admixture of the divine and secular make it difficult to create an overarching sense of political belonging. In the absence of the kind of rigid beliefs that define Semitic religious identity, accompanied by a single text and clear prescriptions and proscriptions, Hindu consciousness remains determinedly local. The philosophical scepticism of the Adi Shankaracharya co-exists with the assertion of a later successor, Swami Vivekananda, who argued that belief in a Supreme Being was necessary for attaining Moksha. But it was Mahatma Gandhi and Jawaharlal Nehru and their acolytes who inadvertently, in the first case and actively, in the second, who have instigated the worst damage to the possibilities inherent in Hinduism. Gandhijiâs misguided insistence on neutering any manifestation of Hinduism that might be found provocative by Islam and Nehruâs illiterate, Anglicised socialism created a devastating moral vacuum in Indian society. This was a huge and many-sided emptiness that socialist nonsense has failed to fill anywhere in the world and which the passionate reversion to religious faith across former socialist countries is demonstrating. In India, the expulsion of all Hindu sensibility from public life in the name of secularism resulted in its substitution by crass materialism and a pitiable sentimentality, both deriving from Bollywood. The Hindu moral universe, in both its secular and specifically religious variants, has been all but destroyed except for what endures in the private sphere since Hindus still crave for transcendental meaning even as they lose their moorings in possessive individualism and materialism. The revealation with regards to the Election Commissioner Navin Chawla forebodes the worst conspiracy as to how this constitutional set up is to be used to subvert our Bharat back to the colonial days of exploitation and stashing away of the country's wealth in foreign lands, allowing missionaries to convert and take chunks of land to be declared soverign Christondom, allowing the islamic terrorists to create Mughalistan and set the rest of Hindus to face the hydraheaded demons. The 12 instances of Chawlaâs âpartisanâ behaviour cited by the CEC as ground for his removal include the ECâs role while deciding poll dates for Uttar Pradesh, Gujarat and Himachal Pradesh in 2007 as well as his âsuo motuâ decision to consult ministry of external affairs while deciding if a notice be issued to Congress president Sonia Gandhi on a complaint seeking her disqualification for accepting a Belgian honour. The CEC has also questioned Chawlaâs role in BJPâs CD case and Bhagalpur by-election. It is believed that when dates for Gujarat election were being considered by the Election Commission, Gopalaswami, as recommended by the state chief electoral officer, was in favour of three phase poll, something that Chawla was opposed to. Home ministry had also made arrangements of central paramilitary forces for three phases. In fact, EC was informed in writing by the home ministry that 450 companies of paramilitary forces could be deployed in the state. The three-phase poll was still an internal decision of the EC, not known to the outside world. Within a few days, sources said, a senior Congress functionary called up the commission and asked why it could not be a two-phase poll. CEC is believed to have expressed helplessness on account of unavailability of forces. The Congress functionary promised that home ministry would do the needful. Within hours, Chawla is believed to have told CEC that more forces would be given for Gujarat, an astonishing fact since the Congress functionary was not supposed to have even called him. In the next few hours, home ministry officials called EC promising more forces. Gujarat finally had two-phase election. Himachal also went to polls along with Gujarat. Chawla was opposed to ECâs decision of holding election in all constituencies of the state including snowbound Kinnaur, Bharmour and Lahul & Spiti four months before expiry of the assemblyâs term. Even political parties of HP had demanded simultaneous election. It is said that Chawla delayed his opinion on one ground or the other. Similarly, when schedule for UP election was decided by the EC, Chawla delayed its announcement on the ground that he had to go out of station for a day. Meanwhile, Congress, it is believed, somehow got to know the dates. On the Sonia issue, EC deliberated for more than five months before taking a decision during which the PMâs principal secretary, T K A Nair, also paid a visit to the commission pleading that there was no case against Sonia and that the PM had already examined the matter. The commission finally decided to issue notice to Sonia. In fact, after Soniaâs response to the ECâs notice, the commission is yet to firm up its view since Chawla has not yet finalised his comments. But notice to Sonia was not without backroom drama and last minute change of mind. The CEC decided not to ask Chawla to respond to the petition as it might be construed as a pressure tactic to have the Karnataka Assembly polls as per schedule; he decided to wait till May. Soon after the Karnataka polls were over, however, Chawla went on a monthâs leave. He was apparently distressed as his daughter was undergoing divorce. He returned only in July and, when he did, Gopalaswami asked him to respond to the BJPâs petition. Yet Chawla did not and, every 15 days, the CEC religiously reminded him to do so. There were eight such reminders. Finally on December 10, 2008, Chawla responded. It took the CEC a month to examine his response, marshal the facts and prepare his recommendation as he did not wish to entrust such a sensitive matter to anyone. But he had his recommendation examined by the former Chief Justice before it was submitted to the President. The recommendation not only includes the BJPâs charges about a trust run by Chawlaâs spouse to which Congress MPs had donated from their Local Area Development funds, but it also appends minutes from EC meetings in which Chawlaâs blatant partisanship clearly comes through. In its Open Letter of No Confidence on the UPA Government,Offstumped had said of Prime Minister Manmohan Singhâs uninspiring absentee leadership that this Prime Minister side stepped Parliament and undermined his own cabinet to virtually hand over to the Left Parties a remote controlon Governance for over 11 months. That India got by without a functioning Prime Minister in the past month is further testimony to the manner in which this Government was run on remote control for the last 5 years. That the nation did not even stand up and notice the absentee leadership of Manmohan Singh is a reflection of his irrelevance in the grand scheme of things.It is fitting that 5 years of Executive Delinquency and Dysfunctional Governanceshould be topped off by a month of Absentee Leadership. <b>Subramanian Swamy</b> (10 May 2009, New Indian Express) How will we address the five major ills that constitute the malaise today without aggravating the economic situation and taking the country closer to the brink of disaster? To be immunised from foreign funds- induced volatility, we have to rectify the present ailments of economic growth in our country NOW we know that any fast-growing economycan collapse suddenly due to a financialblowout â as past global experience of thelast two decades shows. The 1997 experience of the East Asian âtigerâ economies and ofthe 2008 global meltdown show that the âin-ternal organsâ of an outwardly robust eco-nomic system needs to be monitored toavoid sudden economic collapse, especiallyif the internal economic growth is fuelledby the external finance and trade.In India what saved us in 1997 was the lackof capital account accountability in the bal-ance of payment, and what has sunk us in 2008-09 is the reckless resort to the participatory notes [PNs] which had been put beyond the scrutiny of the government regulator, the SEBI (despite the Tarapore Committeeâs strong opposition to it), by the most crooked finance minister in Indiaâs history. To be immunised from foreign funds induced volatility, we have to rectify the present ailments of economic growth in our country. The present ills of the economy principally are five in number: (1) Jobless low productivity growth: The growth rate of the economy even though presently high, at eight to nine percent annually, is not generating enough jobs. Employment is growing at only 2.25 per cent per year since 1999-2000. However, to progressively reduce the unemployment backlog, absorb excess farm labour into industry, and provide for the new entrants in the labour force, jobs must grow at about 3.5 percent per year rate. At the same time, the economy must raise productivity of labour and capital through induced innovations and new management practices so that higher and higher investment rate would not be necessary to sustain the growth rate Hence, in the budget there must be adequate provision for encouragement for labour using instead of labour substituting, technology and projects, and for promoting innovations through radical tax breaks. This means that the education sector, especially at the primary level, and to eliminate drop out before higher or technical education, has to be focussed in the Budget too. (2) Lack of agricultural reforms: The growth rate in agriculture should be at least 4 per cent annually to ensure that an 8-10 per cent GDP growth is sustainable But since 1997, agriculture has grown at a trend rate of 2.5 per cent with wide fluctuations year to year, due to lack of reforms, declining public investment, and poor even pre-modern infrastructure. Rather than resorting to the very silly ad hoc measures for uplifting the rural people that we see in past Budgets, we must empower farmers to export by imaginative schemes, rather than provide more subsidies and higher purchasing prices. (3) Huge fiscal deficit: The government is impounding public sector bank funds (nearly 48 per cent) to finance the budget deficit, thereby starving the private sector especially in manufacturing of resources. P Chidambaram has a propensity to play to the gallery of unions of organised labour by wrecking fiscal balances through appointment of Pay Commissions (eg, in 1997 and 2006) and then creating a capital account budget surplus to finance the huge revenue account budget deficit. This is antidevelopmental. No wonder, inflation is rampant today fueled by this rising money supply from revenue expenditure. (4) Debt trap: The debt accumulated by Centre and States is so large (86 per cent of GDP) that the annual servicing outlay now exceeds the fresh loans taken. This is unsustainable and can explode into a crisis. Moreover, if we correct Chidambaramâs budgets to date, for Enron-type classification of contingent liabilities in a parallel or partnership account, then as the IMF recently found, the fiscal deficit as a ratio of GDP has actually been rising, not falling as the Finance Minister claims. (5) Budget allocations are straitjacketed: Due the folly of all finance ministers since 1996, nearly 98 per cent of the receipts in the revenue budget, are committed to heads that cannot be politically pruned. That is, items such as defence, subsidies, interest payments, counter-guarantees, pensions, police, and grants to states, are those committed allocations that weak governments cannot reduce. These commitments together leave only 2 per cent of the total revenue receipts for other sectors. Hence, the governments are dependent on loans for funding other heads of expenditures, which however due to the debt trap, is also an evaporating option for funds. So the question will be: How we will address these five major ills that constitute the malaise today without aggravating the economic situation and taking the country closer to the brink of disaster? Outside financial virus cannot affect our economy if we are immunised as above. Even if we survive the current global meltdown which I expect we will because of other reasons given above, India will, if the ailments are not cured by new reforms, face a major fiscal crisis of the kind we have not seen before. Let us not take comfort from the stock market periodic buoyance. Ours is a rigged market with a purring pussycat regulator called SEBI. Since 1997, the number of retail investors has declined from 23 million to 18 million, a negative trend unprecedented in world stock market history It is the portfolio money, Participatory Notes, and FIIs via Mauritius and now Cyprus too, who, whenever in mood, prop up or deflate the stock market. This is a dangerous addiction that the âtigersâ of East Asia learnt to their heavy cost in 1997, and are yet to recover from it. Moreover, most of our cash-rich industrialists at the top are not visionaries but crony capitalists like in East Asia â dependent on political patronage. Only some like Rattan Tata, or in the cutting edge areas like IT, pharma and biotech, entrepreneurs like Infosys Ranbaxy and Biocon have shown independent innovative talent due to globalisation. The question that remains is: what should be done to rescue the Indian economy from the current tailspin and not end up in an even bigger fiscal crisis three years hence? First of all, the middle classes have to be motivated to save more, go in for financial products such as insurance and equity, and buy consumer durables on credit. For this we must abolish income tax which is largely at the root of Indiaâs black money. The resources lost for the government thereby can more than be recouped through increased quantum of excise revenue due to a higher growth rate arising from a higher investment. Second, Indian industry must be encour aged to outcompete Chinese labour-intensive manufacturing especially in outsourcing and exports. For this, India must invite FDI and otherwise invest in food processing, textiles, retail trade, infrastructure, and R&D. For this, we need a nationally focused skill augmenting educational system. Third, treat agriculture as industry and extend all the fiscal concessions of industry to it. Land should be leased and consolidated where the farmers cooperatives want to enter grain, vegetable, fruit, milk and flower exports. Local feeder airports should be constructed for speedy freight transport and e-commerce introduced. Fourth, to discourage government from poaching on bank finances to finance itâs revenue expenditure, the public sector banks must be privatised. Government can compete with others for these funds through the market, or by equity floating of public sector enterprises. These reforms require a new government with a new mandate. It will require gutsy and rational risk-taking leaders. They are there, but the people must demand it and vote for them. [Fmr. Union Cabinet Minister for Law & Justice] Economic science teaches us that only in a transparently regulated competitive market system, the allocation of the nation's resources for alternative uses will be optimal and of maximum return on investment. This means giving to primacy to merit. However, those sections of society which have disabilities, which could be mental, physical, gender, or cognitive, that which have been imposed on those sections by circumstances or by prolonged social discrimination, are entitled to affirmative action to compensate for these disabilities and inability, to empower them to compete but with a handicap. This is how we can achieve inclusive development. By this criterion, only Scheduled Castes, Scheduled tribes and women are entitled to by-pass the usual competitive selection by merit. To offer reservations and quotas to Muslims and Christians is however unjustified because these two communities do not suffer from any imposed disabilities because they were part of the ruling classes of India-- for a total of 1000 years, and hence could not be victims of any social or political oppression. In any event it is bad economics too because affirmative action leads to sub-optimisation.. It is pure and simple appeasement hence to recommend or advocate reservations or quotas for these two communities as in fact as the Sachar and Ranganath Misra Commissions have done. The question that I have repeatedly asked those who are appeasing the Muslims today is: Why the Muslim community that ruled India for over eight hundred years and belonged to privileged ruling class even during the hundred fifty years of British Raj while subjecting the Hindus to untold tortures, violence, rape and suppression have become socially handicapped compared to Hindus? To date I have not received even a semblance of an answer. Dr.Ambedkar had warned us 60 years ago about the terrible consequences of appeasement. Analysing the attitude of the Congress Party in 1940 to the demands of the Mohammed Ali Jinnah, he said the party was adopting a policy of appeasement. In his book Thoughts on Pakistan, which I believe must be read by every patriot, Dr.Ambedkar had said: --Appeasement [of Jinnah] means to offer to buy off the aggressor by conniving at or collaborating with him in the rape, murder and arson on innocent Hindus who happen for the moment to be the victims of his displeasure. --On the other hand settlement means laying down the bounds which neither party to it can transgress. Appeasement has no limits to the demands and aspirations of the aggressor. Settlement does. --The second thing the Congress has failed to realize is that the policy of concession has increased their aggressiveness and what is worse, the Muslims interpret these concessions as a sign of defeatism on the part of the Hindus and the absence of will to resist. This policy of appeasement will involve the Hindus in the same fearful situation in which the allies found themselves as a result of the policy of appeasement which they adopted towards Hitlerâââ¬ÃÂ. He therefore felt that the creation of the separate Islamic state of Pakistan with transfer of population could be a preferable settlement that could end the Hindu-Muslim problem in the sub-continent. However, the Congress Party which was handed power by the British did not heed Dr.Ambedkar's sage advice. Today, after six decades, it is too late to implement Dr.Ambedkar's suggestion instead, I would suggest that we accept as our brothers and sisters those Muslims and Christians who proudly acknowledge that their ancestors were Hindus, and that they accept change in religion does mean change in their ancestral Hindu culture. Those who do not so acknowledge and accept this, should be placed on par with NRIs on citizenship rights. When Prime Minister Dr.Manmohan Singh made the ridiculous statement that 'Muslims have the first charge on our resources', he was revealing that he too had contracted the 'M' virus. Minorityism or the M virus unbalances the brain and rationality of Indian political leaders, and makes them lopsidedly favour minorities even if not required on the principles of equity. Of course being compassionate to deprived minorities and their concerns is a noble human rights value. But being fixated on Muslims and Christians, as the only minorities of concern, even if they are majorities in pockets e.g., in Kashmir and Northeast India, is lopsided. In such a lop-sided minorityism, Hindus as and when in minority do not have the same rights, even as a 'last charge', as the events in Kashmir and Northeast have proved. The facts that Hindus in these areas are being butchered, raped, driven out, forcibly converted does not concern Dr. Manmohan Singh. Even Muslims and Christians as minorities, are not entitled to 'first charge' because sequentially Muslims and Christians have been ruling classes for a 1000 years while Hindus were brutalized. Only SC and STs are entitled to first charge, and that too for one generation. Political parties which have been swearing by 'secularism' all these years, because of lop-sided minorityism, have failed to persuade the masses that what they advocate is good for country. Secularism as defined and propagated today in India has been reduced to minorityism or minority appeasement. Only Hindus have to appease Muslims and Christians in majority in pockets of India, or anywhere else in the world have to return the favour of appeasement.. The question today is not whether secularisn is flawed but whether we should conceptually redefine secularism to make it acceptable to the masses in the country. Such a re-defined concept must be harmonized with concept of an Indian identity, which requires that India be regarded as Hindustan, i.e., a nation of Hindus and those other who proudly accept Hindus as their ancestors. In this context, Indianness means 'Hindutva'. Thus, Indian identity rests on two pillars: India as Hindustan and Indianness as Hindutva. In India, Jawaharial Nehru and his followers had given the concept of secularism an anti-Hindu content. For example, personal and inheritance laws would be legislated for Hindus and subject to judicial review, but not for Muslims and Christians. Thus Manmohan Singh's "M virus' has its roots in Nehruism. Even in public functions, cultural symbolism such as lighting a lamp to inaugurate a conference or breaking a coconut to launch a project was regarded as against secularism. A conceptual void thus will remain until we not only reject minorityism but also develop a concept ofsecularisn that is in harmony with the national imperative of Hindutva and the nation as Hindustan. To fill this void, we need to develop therefore a concept of secularism by which an Indian citizen could comprehend how he or she should bond "secularly" with another citizen of a different religion, language or region and feel as a fellow countrymen. The Indian instinctively cannot accept the idea that India is what the British had put together, and that the country was just a body administratively incorporated. Instead, Bharat-Mata has a soul which Deendayal Upadhyaya had called Chiti which soul was not recognized in Nehru's view. The ridiculous idea that India is a nation fostered by British rule, propagated even today by Jawaharial Nehru University historians, finds just no takers amongst the Indian people. Only by using religious symbols can this void be filled. India being 83 percent Hindu, and that the folklore in this religion is pan-Indian, therefore it is easy for the masses of all Hindustanis to understand religious bonding. Ramayana narration traverses from the Punjab to Srilanka. Mahabharata covers incidents from Assam to Gujarat. Adi Shankara connected Kerala to Kashmir. This not need alienate Muslims and Christians if they proudly accept that their ancestors were Hindus. The problem arises only if the Muslims and Christians identify themselves with foreign invaders. Minorityism has undesirable effect on national integrity. For example, minorityism enables Muslimmen to resist family planning by making their women vulnerable to sudden divorce, and hence not have voice in how many children they will bear. Muslim men know that uniform civil code will never come under a regime committed to minorityism. Christian missionaries have now under minorityism got a free hand to conduct money-induced religious conversion. They are not bothered from where that money comes and what ethical and moral norms they have to violate for it. For example, Mother Theresa shocked the conscience of all genuinely secular minded persons when she wrote directly to Judge Lance Ito of Los Angeles Court on behalf of a known fraud and embezzler Charles Keating who was facing prosecution because he stole $252 million from 17,000 pensioners, retail stock holders and insurance premiums by selling them bogus bonds of his company. He had donated $5 million (Rs.25 crores) to Missionaries of Charity, Kolkata headed by Mother Theresa, and that was enough for her to write to Judge Ito directly asking him not to convict Keating! Her words to Judge Ito were even more astounding: "Please look into your heart as .you sentence Charles Keating -and do what Jesus would do". Judge Ito ignored her plea, and convicted Keating to spend years in jail, and also imposed a huge fine. He however asked the Public Prosecutor (Deputy District Attorney in US) Paul W. Turley to reply to Mother Theresa. Turley turned Mother Theresa's plea on her by posing a question "You asked Judge Ito to do what Jesus would do. I submit the same challenge to you: Ask yourself what Jesus would do if he were given the fruits of a crime; what Jesus would do if he were in possession of money that had been stolen; what Jesus would do if he were being exploited by a thief to ease his conscience?" Then came Turley's punchline: " I submit that Jesus would promptly and unhesitatingly return the stolen property to its rightful owners. You should do the same". Then Turley implored Mother Theresa: "You have been given money by Mr.Keating that he has been convicted of stealing by fraud. Do not keep the money. Return it to those who worked for it and earned it! If you contact me I will put you in direct contact with the rightful owners of the property now in your possession". Of course, Mother Theresa felt no such moral compulsion, ignored Turley and kept Keating's tainted and stolen gift of $5 million. Hence, we Hindus must learn today that in the name of secularism and 'vasudeva kutambakkam' we do not fall prey to pious looking foreign ladies dressed in saris and talking about a 'universal God'. Remember, when Ravana came to abduct Sita, he came dressed as a pious sanyasi, and not as his true self. Likewise, minorityism is a recipe for national disintegration and disaster. Capitulationist Hindus are paving the way for this to happen. The only antidote is a virat Hindutva. The present UPA is hellbent on protecting the interests of the Muslims and Christians by lop-sided minorityism. In 2005 a group of Mizos were discovered by Jewish scholars as a lost tribe. The Mizos also confirmed that their practices were Jewish but formally they were converted forcibly to Christianity by British colonialists. They desired to return to the Jewish faith. Therefore in November 2005 Israel decided to dispatch some Rabbis to Aizwal to conduct the necessary re-conversion ceremonies. But Dr.Manmohan Singh intervened on the direction of Ms. Sonia Gandhi to ask the MEA to cancel the Rabbas' visa and inform Israel that "Government of India does not approve of such conversion activities". First we need to be clear about the concept of minority before we can discuss minority rights. It is essential hence to understand how Muslim and Christian came to he regarded as minorities in India. The word minority has a substantive meaning only if special protection in the Constitution is to be provided. Such protection is required for a minority in order to be compensated for some historically acquired or imposed disability. Otherwise it would be meaningless to have a discourse on minorities at all, much less waste public money on a Commission of Inquiry. The present practice in India is to regard any group of less than 50% of the population-except Hindus (e.g., in Kashmir) as minorities. This is ridiculous. Numbers are not a sufficient basis for defining a minority. The Whites of South Africa are numerically a small number, but they cannot be treated as "minorities" deserving of special protection or reservations, or affirmative action. Parsis in India despite being a microscopic minority numericall, have consistently refused to ask or accept for any Constitutional safeguards since they have never felt forcibly disabled in Centuries of Hindu dominant society. They are therefore not a minority in the Constitutional or statutory dispensation. Strange as it may sound, there is no definition of minority in the Indian Constitution [although Articles 29 and 30 make provisions for a minority, religious and linguistic), nor is there a definition in United Nations Resolutions or an universally accepted definition in international law. Some countries such as Thailand and Brazil, refuse to accept that there are minorities in their country. These nations had told the UN Sub-Commission on Prevention of Discrimination and Protection of Minorities that they have no minorities to notify, despite being a multi-religious multi-racial society. In 2001, a 11-judge Constitutional Bench, delivered a judgment on the question of minority rights in education [T.M.A.Pai Foundation case], but did not define the term ''minority". What they did do was to opine that minorities are not lo be defined nationally but state-wise, thus overturning their 1971 DAV College judgment. Subsequent judgments of the Supreme Court, such as delivered by a 5-judge Constitutional Bench in 2003 in the Islamic Academy case, and the 7-judge Constitutional Bench in 2005 in the Inamdar case have also not defined the concept of minority. In 1992 India's Parliament enacted the National Commission for Minorities Act, but did not define a minority in it Section 2 (c} of the Act merely states that minority is what the Government of India will notify in the Gazette!! The Government has notified, without reason or explanation, Muslims, Christians, Sikhs and Parsis as religious minorities. Why they are so has not been explained. Even the State Minorities Commissions have not bothered to define minorities. In other words, the nation has been discussing minority rights for the last sixty years without defining what or who ran be the minorities. How can we identify minorities if we do not have a definition of the term? Because of this; Hence, I shall begin with my definition of minority and then discuss what their rights can he in, the context of national integrity In this connection, it is appropriate to quote from the judgment of the 3-judge Supreme Court bench in Bal Patil versus the Union of India case, delivered by Justice Dharmadhikari in 2005: "Such claims to minority status based on religion would increase the fond hope of various sections of the people in getting special protections, privileges and treatment as part of the constitutional guarantee. Encouragement to such fissiparous tendencies would be a serious jolt lo the secular structure of constitutional democracy. We should guard against making our country akin to a theocratic State based on multinationalism". What we can therefore hold now is that if a group is numerically small, and substantially below 50% of the population, then although it has the necessary attribute of a minority, that attribute is not sufficient for it to be declared a minority for the purpose of constitutional or statutory protection. Such a group must have sufficient other attributes as well, to be identified as a minority. Based on the circumstances arising out of the Indian legacy, and in recognition of defining events of Indian history, I would define a âââ¬ÃÅMinority' in India as: "A collective of Indian citizens, constituting a numerical minority and situated in a non-dominant position in society, endowed with characteristics which differ from those of the majority, having suffered from imposed deprivation over a long period and thus have acquired disabilities, are a minority if these disabilities cannot be removed except by providing special constitutional protection and facilities for affirmative action". That is for sufficiency of attributes to quality as a minority under the Constitution of India, it is required that such a group be in a non-dominant position in society, have suffered deprivation for a long period to have acquired disabilities which cannot be removed except by special constitutional protection such as reservations in jobs and educational institutions. By this definition, the scheduled castes and scheduled tribes would constitute a minority even if they are a part of the numerical majority Hindu community. Their disabilities cannot be removed except by specific affirmative action such as reservation in jobs, education, and in legislatures. Backward castes of the Hindu community also suffer disabilities, but these can be removed by special arrangements of education facilities and financial assistance. But due to our political folly and selfishness, these backward castes have been given reservations in jobs and education which cannot now be taken away except by persuasion in the future. When world class primary and secondary education can be provided to all, it is possible that the youth of the backward castes would prefer to compete rather than advance by availing of quotas. Since, the Indian DNA structure is the same for all castes, hence, competing on merit, if equally empowered, is possible for the backward castes. But Muslims and Christians cannot be considered as minorities in Indian society because their disabilities are not acquired from deprivation imposed on them. In fact Muslims and Christians, like the Whites of South Africa, have been ruling classes in India for a long period. Sequentially, these two religious groups have ruled India for over a thousand years, during which period they practiced religious apartheid against the Hindus. Hence, for national integrity, patriotic Indians should resist with all their might any attempt to introduce quotas in jobs and education, or for anything else, for the benefit of Muslims and Christians. Those Muslims and Christians who consider themselves as patriotic Indians should also, like the Parsis, reject any offer by mischievous politicians to introduce quotas for them. Instead they should ask for world class primary and secondary education to empower them to compete on a level playing field with the rest of the society. Whatever has now been incorporated in the Constitution for minority rights cannot be taken away. Articles 29 and 30 are part of the Basic Structure of the Constitution and hence cannot be amended out. Hence, minorities will continue to have the right for example, to administer their own educational institutions. But as the Supreme Court has held in the Islamic Academy case, the unfettered right to administer does not include the right to mal-administer. Hence, minority-run educational institutions, including unaided ones, must be subject to obtaining Government approval for curriculum standards, faculty quality, and basic infrastructure that should be common to all. Sooner or later, we must require that ali students including Muslims and Christians, learn Sanskritised Hindi, whose vocabulary should be progressively Sanskritised till the Hindi becomes indistinguishable from Sanskrit. Our long term link language has to be Sanskrit, because it's vocabulary is in large measure in every language. Even Tamil has 40 percent of its vocabulary in common with Sanskrit. The goal of minority rights has to be to further social justice. Towards this end, we must strive for equal and high quality educational opportunity and create a mindset for national unity and integration. Quotas and reservations are essential for Scheduled Castes and Tribes, but here too the concept of creamy layer must operate. But we cannot accept special rights for religious minorities of Muslims and Christians, just as we cannot for Brahmins although they as poor a community as Muslims and Christians. The logic is the sameâââ‰â¬Âthose who have been ruling classes cannot claim minority status in the constitutional matrix of the nation. In my opinion, like the Parsis who have rejected reservations, Muslims and Christians should themselves decline to accept reservations in employment and education, and its leadership should instead look inward and analyse why after being ruling class of India for thousand years, they need now reservations to compete with hapless Hindus who have suffered huge prosecution, discrimination and impoverishment at the hands of Muslim and Christian rulers. In fact instead of Hindus giving reservations to Muslims and Christians, Hindus should demand that Muslims and Christians atone for past atrocities committed by their rulers on Hindus or alternatively, disown their rulers, and declare themselves proudly as those whose ancestors were Hindus. Islamization begins when there are sufficient Muslims in a country to agitate for their religious privileges as Dr.Peter Hammond has observed in his many writings. When politically correct, tolerant, and culturally diverse societies agree to Muslim demands for their religious privileges, some of the other components tend to creep in as well. As long as the Muslim population remains around or under 2% and the non Muslim majority remains cohesive in any given country, Muslims will be for the most part a 'peace-loving' minority, and not a threat to other citizens. This is the case in: United States -- Muslim 0.6% Australia -- Muslim 1.5% Canada -- Muslim 1.9% China -- Muslim 1.8% Italy -- Muslim 1.5% Norway -- Muslim 1.8% At 2% to 5%, they begin to proselytize from other ethnic minorities and disaffected groups, often with major recruiting from the jails and among street gangs. For example, they will push for the introduction of halal (clean by Islamic standards) food, thereby securing food preparation jobs for Muslims. They will increase pressure on supermarket chains to feature halal on their shelves -- along with threats for failure to comply. It is important to understand that in some countries, with well under 100% Muslim populations, such as France, the minority Muslim populations live in ghettos, within which they are 100% Muslim, and within which they live by Sharia Law. The national police do not even enter these ghettos. There are no national courts, nor schools, nor non-Muslim religious facilities. In such situations, Muslims do not integrate into the community at large. Appeasement proposals through reservations for Dalit Muslims and Christians have been in two pending petitions in the Supreme Court, a third from the All India Christian Federation has been admitted at the beginning of the year. The apex court has asked the center to reply to the plea that Dalits in the Zoroastrian, Jain, Christian and Muslim communities be granted scheduled caste (SC) status. Already, the report of the National Commission for Religious and Linguistic Minorities, popularly known s the Ranganath Misra Commission, has stirred a hornet's nest with its recommendations. Submitted in May 2007 it was not tabled in Parliament until it got leaked to the media and the government had to give in to pressures from a section of Members of Parliament. Introduced in Parliament on 18 December last year, it says that the quota in government jobs, education and welfare schemes should be extended to all religious minorities, including the Hindus where they are in a minority. In the matter of the criteria for identifying backward classes, --there should be absolutely no discrimination whatsoever between the majority community and the minoritiesâââ¬ÃÂ. Therefore, --the criteria now applied for this purpose to the majority communityâââ¬Ã¦.must be unreservedly applied to all the minoritiesâââ¬ÃÂ. The Congress Party's election manifesto had claimed that it pioneered reservations for minorities in Kerala, Karnataka and Andhra Pradesh. However, the government it now heads is equivocal over the recommendation of a 15% quota for minorities, 10% of it for Muslims and the rest to the other minorities. It has made it amply clear that it is in no hurry to act on the recommendations which would only promote religious conversion. Christian and Muslim organizations hence demanded immediate implementation. But a number of dalit organizations in Tamil Nadu also have warned of agitations if the Misra report is implemented. The Misra report has suggested that if the 15% reservation is not possible due to an --insurmountable difficultyâââ¬ÃÂ, then, in the 27% Other Backward Classes (OBC) quota, an 8.4% sub-quota should be earmarked for minorities, based on the Mandal Commission's estimate that the minorities constitute 8.4% of the total OBC population. The government's statement that it is considering this possibility is not going to be welcomed by the OBC leaders of the majority community. --Dalits in the Muslim and Christian Communities: A Status Report on Current Social Scientific Knowledgeâââ¬Ã prepared for the National Commission for Minorities by Satish Deshpande (with the assistance of Geetika Bapna) and submitted in January 2008, analysed data from the National Sample Survey Organization to map economic well-being of these âââ¬ÃÅDalit' sections of the two communities, and compare their situation with that of non-dalits in their own communities and dalits in other communities. It concludes, among other things, that there can be no doubt whatsoever that Dalit Muslim Section (DMS) and Dalit Christians (DC) are invariably regarded as âââ¬ÃÅsocially inferior' communities by their co-religionists. This is a severe indictment of Islam and Christianity. The other conclusions of this status report are also significant. In terms of poverty DMS are the worst among all Dalits in both rural and urban areas; DCs are moderately better off than other Dalits except Dalit Sikhs who are even better off. In intra-community comparisons DMS are only slightly worse off than non-dalit Muslims but that is because the Muslim community as a whole tends to be very badly off compared to other communities. DCs have the highest inter-caste differentials for the opposite reason that the non-dalit Christians tend to be much better off. In economic terms, whatever differences there are among dalits of different religions only become visible in the top 25%. Other than rural dalit Sikhs, 75% of all other dalits are indistinguishable from each other. Urban Muslims show --worrying levelsâââ¬Ã of economic vulnerability across caste groups. Occupational differences, where significant, show DMS to be the worst off in urban India. The status report says it finds a --strong caseâââ¬Ã for according sc status to DMS and DCs. It cannot be argued, as the Appeasers tend to argue, that if the DMS and the DCS are not so different from other Dalit groups, there is no basis for denying them the reservations enjoyed by Buddhist, Sikh and Hindu Dalits. On the contrary, what it shows is that by conversion to Islam or Christianity Dalits are not able to improve their lot. That is why Dr.Ambedkar was farsighted to convert to Buddhism instead of Islam or Christianity. Some of the radical Muslim leaders especially in forums where foreign journalists are usually present, proclaim unabashedly that the Muslims in India are living in perpetual threat and are being treated as second class citizens in this country. If that were indeed so, these leaders need to explain how over two crores Bangladeshi Muslims and over a lakh Muslim immigrate into India illegally from Pakistan at the risk of being killed by BSF or the Army at the border, and another 80,000 Muslims who came from Pakistan on valid visas and just vanished and got absorbed in India, gave up their --Free From Fearâââ¬Ã environment and first class citizenship status in Bangladesh and Pakistan respectively to court a life of --perpetual fear and a status of second class citizenshipâââ¬Ã in India? If it is the poverty of India then explain, as Konrad Elst in his book [India's Only Communalist] pertinently points out that successive UN reports on the State of the Arab countries have documented how inspite of their God given abundant oil wealth, they are hopelessly behind in practically every respect of human endeavour: human rights, gender equality, enterprises set up, original research conducted, inventions patented, internet access per head, books published, sales per book foreign book translated, etc.âââ¬Ã not to mention democracy. Indeed therefore, religion-based quotas and reservation is not certainly the cure for a backwardness which is not imposed but caused by unsafeguarded and unregulated educational system. If state-owned schools have a high absenteeism of teachers, and even higher student drop-out rate because of poor employment opportunities at the semi-skilled level, backwardness will be the economic consequence. It is wrong however to identify it as socially imposed. We thus now have to demolish some âââ¬ÃÅdominant' caste myths: about our economy as well: First, is that caste groups are not uniform monoliths. While, at an all-India level, upper caste households earn an average of Rs.86,690 per annum, OBCs earn Rs.59,741, SCs Rs.45,889 and STs Rs.40,753. [This data is from the NCAER's annual household survey of income for 2004-05], averages, like all averages, miss out on the important differences. An analysis of the NCAER data (in the book Caste in a Different Mould authored Sunil Jain) shows that while SC households in Uttar Pradesh can Rs.39,655 per annum, those in Punjab earn Rs.63,055; OBCs in Bihar earn Rs.40,839 as against Rs.73,223 in Maharashtra. Similar differences hold true for all other caste groups. The short point is incomes across caste groups differ widely across various states, which means the overall level of development of the state is more important than the caste of an individual when it comes to determining income levels. So ST households in Karnataka earn Rs.62,238 per annum, more than upper-caste ones in Bihar (Rs.51,187). Second, related to the first, is that it is false nation that differences in income automatically imply discrimination, and therefore affirmative action is called for. Apart from the impact of the "state" of development has on income levels, the differences between castes are largely explained by education, by the industry/service of employment, by whether an individual is situated in a rural area or a small town or a big metro, and the list can go on. Even where groups are classified as 'graduate and above', if the group has more post-graduates, income levels are certain to be higher. So, for instance, OBC households in villages (73 per cent of OBCs are to be found in villages) have an average annual income of Rs. 51,740 but this goes up to Rs.72,288 in small towns, Rs.81,745 in mid-sized towns (5-10 lakh population) and to Rs.95,999 in towns with more than a million people. Some of this is just the location factor. A driver in a village is going to get next to nothing while a driver in a metro probably earns Rs.7,000 on average, a month. There's education as well. So, a large part of the higher income levels in urban settings are probably also a reflection of higher education, not just location but because it needs sophisticated econometrics, and even that can go wrong, this is often ignored. An OBC household that has is headed by an illiterate earns Rs.24,363 per year, and this rises to Rs.32,169 in case the head of the household has studied till class V, Rs.67,371 in case she has studied till class XII, and to Rs.105,285 in case the head of the household is a graduate. Just 20 per cent of the OBC households have graduates as compared to 35 per cent for upper castes. A recent study of Dalit villages in Uttar Pradesh by Devesh Kapur, Chandra Bhan Prasad, Lant Pritchett and D. Shyam Babu confirms the role urbanization plays. In Azamgarh district, for instance, the study found just 18.1 per cent of Dalit households lived in pucca houses in 1990, and this rose to 66.4 per cent in 2007. For Bulandshahr district in Western UP, the figures were 38.4 and 94.6 per cent respectively. Ownership of television sets rose from 0.9 per cent to 22.2 per cent in Azamgarh, and from 0.7 to 45 per cent in Bulandshahr. The found similar changes for mobile phones, simple chairs in homes, fans and even the use of shampoo, toothpaste and bottled hair oil. There are, the authors say, several reasons for the change: the rise of Mayawati could be one, as could economic reforms which led to greater marketisation of the economy. One of the powerful reasons, the authors conclude, is migration. While the eastern district of Azamgarh saw dependence on family members who had migrated to urban areas rise from 14.5 per cent in 1990 to 50.5 per cent in 2007, Bulandshahr district saw much smaller rise. Compare this with the population of family members living in he village, and this suggests that in Bulandshahr, villagers were probably traveling out of the village for work in the morning and returning the same day. All of which would suggest the solution cannot be a uniform one. It has to be education in some cases, urbanization in some and industrialization in others. With over 75 per cent of ST households having studied only till class X (93.8 per cent till just class V) reservations in colleges are unlikely to be a solution, to cite one instance. Affirmative action also poses a problem in terms of implementation since 90 per cent of all ST households are in rural areas. In the case of Muslims, where the government hopes to fix things through an Equal Opportunities Commission, it's worth keeping in mind that nearly 90 per cent live in rural areas (64 per cent) and small towns; Muslims have the highest proportion of households who are self-employed in non-agricultural occupations (25.7 per cent versus 16.2 for Hindus) and the least who are salaried (13.1 per cent versus 18.8 per cent for all Hindus). The moral of the story is that it's not so much imposed disabilities as it is about urbanization, industrialization and education. Not that changing the scenario is easy either. The agitation against land acquisition in Uttar Pradesh shows the limits to the pace of urbanization. The lack of Hindu unity and the determined bloc voting in elections by Muslims and Christians has however created a significantly large leverage for these two religious communities in economic, social and foreign policy making. Thus, although uniform civil code is a Directive Principle of State Policy in the Constitution, it is taboo to ask for it because of this leverage. It is not as if Muslims will not accept uniform laws when it suits them, even if it is against the Shariat. For example, Muslims accept uniform criminal code under the IPC even though it infringes the Shariat, but resist uniform civil code because it violates the Shariat. These contradictions are permitted for Muslims by the Mullahs because India is considered Darul Harab. Accordingly Muslim leadership deploys its leverage where it is tactically advantageous. This leverage exists despite the people of India who declare in the Census that they are adherents of religions which were born on Indian soil, that is Hindus, Sikhs, Buddhists, and Jains constituted 83.21% of the total Indian population (as of last Census in 2001). In 1941, this proportion, adjusted for Partition, was 84.44%. But this figure hides the fact that Hindus resident in undivided Pakistan have migrated to post- Partition India which is why the share of Hindus and co-religionists have barely reduced since 1941. In the area now called Bangladesh, Hindus were 30% in 1941. In 2001 they are less than 8%. In Pakistan of today, Hindus were 20% in 1941, and less than 2% in 2001. Such religious cleansing has however not been noticed by anybody in the world! When Hindus do not care, why should the world take notice? If the figures are adjusted for this migration, then in the five decades 1951-2001, Hindus have lost more 3 percent points in share of Indian population, while Muslims have increased their share by about 3%. What is even more significant is that Hindus have lost 12% points since 1881, and the loss in share has begun to accelerate since 1971 partly due to illegal migration of Muslims from Bangladesh. The current scenario of minority appeasement is that Muslims and Christians together even though less than 16% of the voters, vote en bloc. Hindus despite being over 83% of the voters are hopelessly divided and amorphous. Hence unless a Hindu bloc vote emerges, being at least 35% of the 83% minority appeasement will continue at Hindus' cost. The mother of all problems thus amongst Muslims is the lack of secondary and higher levels of education among. But let alone the Muslim women, even the literacy rates of Muslim males is way below the national average. This is so inspite of the fact that community wise, the percentage of Muslims living in urban areas is 50% higher in comparison to the percentage of Hindus, and the chances of obtaining higher education are more easily available to urban dwellers as against the rural folks. Thus much more than reservations as a cure, the Muslim community in India must undergo a cultural revolution to develop a healthy attitude to secular and cognitive arts and sciences and to gender equality. Reservations and quotas are not the right medicine for the Muslim community's current backwardness.community's current backwardness.
