I would like to know if divya bhava is indeed celebate?

I am not sure I can satisfy you because you will all ways find sAdhakas of different branches holding contrary views. However, I can tell you that technically vIrasAdhana is the path of the adhoretas but the Urdhvaretas have also attained siddhi. For example the celibate sh~Nkarabhagavat-pAda. So it is clear that even by the celibate path one can reach the state achieved by the non-celibate. The divya is beyond dvandva-s and pAshas, hence being celibate or not does not matter to the divya in theory.
