The Actual Version is really the Indian Version.

We shall have to await the full Draft Report to see "what is what" in it.

The Indian Version states :

As such it might just be possible for the Final Report to keep the "Plebiscite" wording intact and make the statement about Human Rights Violations to save Pakistan's Ech & Dee.
