First step, release fundoos towards India, create war like situation, but seeing cowards sitting in Delhi may be tough task for Mushy, unless and untill he increase casuality number higher than Mumbai. Even that number didn't woke up India's best rated PM. Very high number and very quick can put pressure.
Second step, regular firing on LOC and off and on on international border on Gujarat and Raj.
Third step, scare world with nuke, so that Western country will start funding Paki Army again and so that they can control fundoos. Current hafta they are getting from West can keep some part of upper fauji janta happy. Now they have to share hafta with 30% also.
