Among the proposals it is considering is an amendment to the Delhi Special Police Establishment Act to create an anti-terror cell as a wing of the CBI.
There is a suggestion that the National Security Act be amended to insert special provisions to set up such a body to pursue terror trails. In fact, the Administrative Reforms Commission has strongly recommended such steps in its recent report on terrorism.
